Journal of Land Use, Mobility and Environment Authors: Fulvia Pinto;Climate change is a current phenomenon: the temperatures rise, rainfall patterns are changing, glaciers melt and the average global sea level is rising. It is expected that these changes will continue and that the extreme weather events, such as floods and droughts, will become more frequent and intense. The impact and vulnerability factors for nature, for the economy and for our health are different, depending on the territorial, social and economic aspects. The current scientific debate is focused on the need to formulate effective policies for adaptation and mitigation to climate change. The city plays an important role in this issue: it emits the most greenhouse gas emissions (more than 60% of the world population currently lives in urban areas) and the city is more exposed and vulnerable to the impacts of climate change. Urban planning and territorial governance play a crucial role in this context: the international debate on the sustainability of urban areas is increasing. It’s necessary to adapt the tools of building regulations to increase the quality of energy - environment of the cities. Tema. It explicates that in developing countries efforts by housing authorities have been on housing provision irrespective of the environmental threats to sustainability. As these houses are built, future of urban ecology is under threat. The questions regarding this phenomenon are several: how do low-income populations perceive environmental issues of urban settlements? How capable and willing are the local authorities to embrace and apply ecological based planning in residential development? What are the facilitating instruments of ecological-based planning? What are the prospects of integrating ecological based planning to low-income residential development? What are the restraining factors towards embracement of ecological based planning and how best can they be harnessed towards future ecological cities? The case study of Hatcliffe residential area in Harare shows that there are many challenges to overcome uncoordinated planning approaches, ineffective policies and legislative frameworks, weak institutional settings, financial constraints, outdated planning standards and regulations, poverty, lack of environmental stewardship and lack of political will among others. The study findings call for robust environmental conservation strategies, strong environmental stewardship, responsive institutional and funding mechanism backed by realistic legislative frameworks and robust policy rectification. This section of the Journal, Review Notes, is the expression of a continuous updating of emerging topics concerning relationships among urban planning, mobility and environment, through a collection of short scientific papers. The Review Notes are made of four parts. Each section examines a specific aspect of the broader information storage within the main interests of TeMA Journal. Despite a growing number of studies, the climate change impacts on the tourism sector remain uncertain, when the regional and local scale or seasonality are considered. This article presents a risk methodology to assess the spatial distribution of the main challenges and opportunities for winter and summer tourism due to climate change at the sub-regional level on a 2021-2050 scenario. This methodology has been tested on an Italian Alpine area, which consists of very different landscapes from plain to high mountains. The results show that high-altitude municipalities will face the stronger risks for winter touristic activities, due to reduced snow cover duration, but also opportunities to attract in summer tourists escaping from the hotter temperatures of the plain. At the same time, climate change could have secondary negative effects in these areas, as it will increase the frequency and the magnitude of extreme events. The results show that impacts of CC cannot be generalised, even in a limited area; same hazards due to changes in temperature and precipitation patterns can generate very different risk scores, because of local conditions related to exposure and vulnerability factors. Journal of Land Use, Mobility and Environment Authors: Papa, Rocco; Galderisi, Adriana; Saretta, Erika; Vigo Majello, Maria Cristina;Contemporary cities have to deal with numerous challenges, from the growth and aging of urban populations to the scarcity of resources; from environmental degradation to climate change. The latter, also due to the increasing severity of climate-related impacts on urban areas, is widely considered one of the most urgent challenges for urban development in the near future: cities are the main contributors to energy consumption and GHG emissions, paying, at the same time, the highest price for the climate impacts. Thus, climate issues have gained increasing importance in the last decades, both in terms of the metaphors coined by scholars relative to urban future (low-carbon cities, transition cities, smart cities, resilient cities, etc.) and in terms of the initiatives undertaken on different institutional levels. Unfortunately, mitigation and adaptation are generally regarded as two different approaches, neglecting the potential synergies and trade-offs between the related strategies. Hence, based on the growing awareness of the need for mainstreaming mitigation and adaptation policies at city level, this study will provide an overview of the state of the art of the mitigation and adaptation initiatives in Italian metropolitan cities. Then, focusing on the concepts of the “smart” and the “resilient” city – recognized as key concepts for reducing CO2 emissions and improving the ability of cities to respond to climate impacts – and with reference to a conceptual framework for building up a smart and resilient urban system carried out in previous research works (Papa et al., 2015), the study will examine case studies of the cities of Rotterdam and Barcelona, highlighting how this framework may improve our understanding and, above all, contribute to better integration of the fragmented on-going strategies and initiatives. Journal of Land Use, Mobility and Environment Authors: Zucaro, Floriana; Morosini, Rosa;Adaptation plans are the result of a political decision based on the awareness that climate change has altered environmental conditions and action is therefore needed in order to return to, maintain or achieve the desired outcome. A crucial role in defining adaptation actions is played by the use of resources, in particular of non-renewable resources such as soil. This paper, rooted on the reading of a sample of recent Italian and European adaptation plans, seeks to investigate the existence of environmental actions aimed at guaranteeing a sustainable use of natural and non-natural soil, in order to reduce the consumption of non-anthropized soil and also contribute to containing the effects of climate change. The paper is divided into three sections: the first one describes the methodology employed; the second one focuses on the most up-to- date plans regarding the effects of climate change in some urban systems; the third one proposes hints for further reflections and useful recommendations to local decision-makers in the development of tailor-made adaptation actions aimed at guaranteeing an efficient use of both natural and anthropized soil. The reading of the plans has exposed that soil consumption is not among the factors that need direct action to reduce the vulnerability of urban systems to current climate change, but rather it is a phenomenon that can be contained by increasing green areas and/or infrastructures and encouraging agricultural and environmental regeneration. The attention seems to be drawn to not yet sealed soil, thus leaving out the already anthropized one that, as such, would require, instead, greater adaptation efforts. Tema. Low carbon transition represents one of the main challenges engaging territorial governments in a multi-scale structure of planning and actions. The thematic focus on renewable energies sources (RES) development prevailed on an integrated approach to plan such relevant process in a more integrated and systemic view based on multiple territorial values estimation and the assessment of potential conflicts depending on technological and landscape impacts RES transition implies extensive territorial transformations and, in the case of Italy, the public management spent more effort in targeting RES installation objectives more than proposing a territorial plan of suitable area where such a process might be development preserving local territorial structure and values. This paper presents the results of an ex-post analysis carried out to assess the effects of the rapid advent of renewable energy plants in a specific territorial context: Melfi area in Basilicata (Italy). Such a context is characterized by agricultural vocation and high natural values, but also representing the settlement place of the biggest industrial automotive center in the south of Italy. The research approach is based on ecosystem services assessment through selected INVEST tools according with the presence of relevant specific features in the investigation area: carbon stock and storage, crop production, crop pollination and habitat quality. Results allow to quantify an extensive territorial impacts generated by photovoltaics plants and wind-farms compared with production potential. Consequently policy recommendation are proposed in order to improve the governance model for future development of the sustainable energy sector in Basilicata. Following the recent Global Carbon Project (GCP) synthesis of the decadal methane (CH4) budget over 2000–2012 (Saunois et al., 2016), we analyse here the same dataset with a focus on quasi-decadal and inter-annual variability in CH4 emissions. The GCP dataset integrates results from top-down studies (exploiting atmospheric observations within an atmospheric inverse-modelling framework) and bottom-up models (including process-based models for estimating land surface emissions and atmospheric chemistry), inventories of anthropogenic emissions, and data-driven approaches. The annual global methane emissions from top-down studies, which by construction match the observed methane growth rate within their uncertainties, all show an increase in total methane emissions over the period 2000–2012, but this increase is not linear over the 13 years. Despite differences between individual studies, the mean emission anomaly of the top-down ensemble shows no significant trend in total methane emissions over the period 2000–2006, during the plateau of atmospheric methane mole fractions, and also over the period 2008–2012, during the renewed atmospheric methane increase. However, the top-down ensemble mean produces an emission shift between 2006 and 2008, leading to 22 [16–32] Tg CH4 yr−1 higher methane emissions over the period 2008–2012 compared to 2002–2006. This emission increase mostly originated from the tropics, with a smaller contribution from mid-latitudes and no significant change from boreal regions. The regional contributions remain uncertain in top-down studies. Tropical South America and South and East Asia seem to contribute the most to the emission increase in the tropics. However, these two regions have only limited atmospheric measurements and remain therefore poorly constrained. The sectorial partitioning of this emission increase between the periods 2002–2006 and 2008–2012 differs from one atmospheric inversion study to another. However, all top-down studies suggest smaller changes in fossil fuel emissions (from oil, gas, and coal industries) compared to the mean of the bottom-up inventories included in this study. This difference is partly driven by a smaller emission change in China from the top-down studies compared to the estimate in the Emission Database for Global Atmospheric Research (EDGARv4.2) inventory, which should be revised to smaller values in a near future. We apply isotopic signatures to the emission changes estimated for individual studies based on five emission sectors and find that for six individual top-down studies (out of eight) the average isotopic signature of the emission changes is not consistent with the observed change in atmospheric 13CH4. However, the partitioning in emission change derived from the ensemble mean is consistent with this isotopic constraint. At the global scale, the top-down ensemble mean suggests that the dominant contribution to the resumed atmospheric CH4 growth after 2006 comes from microbial sources (more from agriculture and waste sectors than from natural wetlands), with an uncertain but smaller contribution from fossil CH4 emissions. In addition, a decrease in biomass burning emissions (in agreement with the biomass burning emission databases) makes the balance of sources consistent with atmospheric 13CH4 observations. In most of the top-down studies included here, OH concentrations are considered constant over the years (seasonal variations but without any inter-annual variability). As a result, the methane loss (in particular through OH oxidation) varies mainly through the change in methane concentrations and not its oxidants. For these reasons, changes in the methane loss could not be properly investigated in this study, although it may play a significant role in the recent atmospheric methane changes as briefly discussed at the end of the paper.

It is expected that these changes will continue and that the extreme weather events, such as floods and droughts, will become more frequent and intense. The impact and vulnerability factors for nature, for the economy and for our health are different, depending on the territorial, social and economic aspects. The current scientific debate is focused on the need to formulate effective policies for adaptation and mitigation to climate change. The city plays an important role in this issue: it emits the most greenhouse gas emissions (more than 60% of the world population currently lives in urban areas) and the city is more exposed and vulnerable to the impacts of climate change. Urban planning and territorial governance play a crucial role in this context: the international debate on the sustainability of urban areas is increasing. It explicates that in developing countries efforts by housing authorities have been on housing provision irrespective of the environmental threats to sustainability. As these houses are built, future of urban ecology is under threat. The questions regarding this phenomenon are several: how do low-income populations perceive environmental issues of urban settlements? How capable and willing are the local authorities to embrace and apply ecological based planning in residential development? What are the facilitating instruments of ecological-based planning? What are the prospects of integrating ecological based planning to low-income residential development? What are the restraining factors towards embracement of ecological based planning and how best can they be harnessed towards future ecological cities? The case study of Hatcliffe residential area in Harare shows that there are many challenges to overcome uncoordinated planning approaches, ineffective policies and legislative frameworks, weak institutional settings, financial constraints, outdated planning standards and regulations, poverty, lack of environmental stewardship and lack of political will among others. The study findings call for robust environmental conservation strategies, strong environmental stewardship, responsive institutional and funding mechanism backed by realistic legislative frameworks and robust policy rectification. Despite a growing number of studies, the climate change impacts on the tourism sector remain uncertain, when the regional and local scale or seasonality are considered. This article presents a risk methodology to assess the spatial distribution of the main challenges and opportunities for winter and summer tourism due to climate change at the sub-regional level on a 2021-2050 scenario. This methodology has been tested on an Italian Alpine area, which consists of very different landscapes from plain to high mountains. The results show that high-altitude municipalities will face the stronger risks for winter touristic activities, due to reduced snow cover duration, but also opportunities to attract in summer tourists escaping from the hotter temperatures of the plain. At the same time, climate change could have secondary negative effects in these areas, as it will increase the frequency and the magnitude of extreme events. The results show that impacts of CC cannot be generalised, even in a limited area; same hazards due to changes in temperature and precipitation patterns can generate very different risk scores, because of local conditions related to exposure and vulnerability factors. The latter, also due to the increasing severity of climate-related impacts on urban areas, is widely considered one of the most urgent challenges for urban development in the near future: cities are the main contributors to energy consumption and GHG emissions, paying, at the same time, the highest price for the climate impacts. Thus, climate issues have gained increasing importance in the last decades, both in terms of the metaphors coined by scholars relative to urban future (low-carbon cities, transition cities, smart cities, resilient cities, etc.) and in terms of the initiatives undertaken on different institutional levels. Unfortunately, mitigation and adaptation are generally regarded as two different approaches, neglecting the potential synergies and trade-offs between the related strategies. Hence, based on the growing awareness of the need for mainstreaming mitigation and adaptation policies at city level, this study will provide an overview of the state of the art of the mitigation and adaptation initiatives in Italian metropolitan cities. Then, focusing on the concepts of the “smart” and the “resilient” city – recognized as key concepts for reducing CO2 emissions and improving the ability of cities to respond to climate impacts – and with reference to a conceptual framework for building up a smart and resilient urban system carried out in previous research works (Papa et al., 2015), the study will examine case studies of the cities of Rotterdam and Barcelona, highlighting how this framework may improve our understanding and, above all, contribute to better integration of the fragmented on-going strategies and initiatives. Journal of Land Use, Mobility and Environment Authors: Zucaro, Floriana; Morosini, Rosa;Adaptation plans are the result of a political decision based on the awareness that climate change has altered environmental conditions and action is therefore needed in order to return to, maintain or achieve the desired outcome. A crucial role in defining adaptation actions is played by the use of resources, in particular of non-renewable resources such as soil. This paper, rooted on the reading of a sample of recent Italian and European adaptation plans, seeks to investigate the existence of environmental actions aimed at guaranteeing a sustainable use of natural and non-natural soil, in order to reduce the consumption of non-anthropized soil and also contribute to containing the effects of climate change. The paper is divided into three sections: the first one describes the methodology employed; the second one focuses on the most up-to- date plans regarding the effects of climate change in some urban systems; the third one proposes hints for further reflections and useful recommendations to local decision-makers in the development of tailor-made adaptation actions aimed at guaranteeing an efficient use of both natural and anthropized soil. The reading of the plans has exposed that soil consumption is not among the factors that need direct action to reduce the vulnerability of urban systems to current climate change, but rather it is a phenomenon that can be contained by increasing green areas and/or infrastructures and encouraging agricultural and environmental regeneration. The attention seems to be drawn to not yet sealed soil, thus leaving out the already anthropized one that, as such, would require, instead, greater adaptation efforts. Tema. Low carbon transition represents one of the main challenges engaging territorial governments in a multi-scale structure of planning and actions. The thematic focus on renewable energies sources (RES) development prevailed on an integrated approach to plan such relevant process in a more integrated and systemic view based on multiple territorial values estimation and the assessment of potential conflicts depending on technological and landscape impacts RES transition implies extensive territorial transformations and, in the case of Italy, the public management spent more effort in targeting RES installation objectives more than proposing a territorial plan of suitable area where such a process might be development preserving local territorial structure and values. This paper presents the results of an ex-post analysis carried out to assess the effects of the rapid advent of renewable energy plants in a specific territorial context: Melfi area in Basilicata (Italy). Such a context is characterized by agricultural vocation and high natural values, but also representing the settlement place of the biggest industrial automotive center in the south of Italy. The research approach is based on ecosystem services assessment through selected INVEST tools according with the presence of relevant specific features in the investigation area: carbon stock and storage, crop production, crop pollination and habitat quality. Results allow to quantify an extensive territorial impacts generated by photovoltaics plants and wind-farms compared with production potential. Consequently policy recommendation are proposed in order to improve the governance model for future development of the sustainable energy sector in Basilicata. Following the recent Global Carbon Project (GCP) synthesis of the decadal methane (CH4) budget over 2000–2012 (Saunois et al., 2016), we analyse here the same dataset with a focus on quasi-decadal and inter-annual variability in CH4 emissions. The GCP dataset integrates results from top-down studies (exploiting atmospheric observations within an atmospheric inverse-modelling framework) and bottom-up models (including process-based models for estimating land surface emissions and atmospheric chemistry), inventories of anthropogenic emissions, and data-driven approaches. The annual global methane emissions from top-down studies, which by construction match the observed methane growth rate within their uncertainties, all show an increase in total methane emissions over the period 2000–2012, but this increase is not linear over the 13 years. Despite differences between individual studies, the mean emission anomaly of the top-down ensemble shows no significant trend in total methane emissions over the period 2000–2006, during the plateau of atmospheric methane mole fractions, and also over the period 2008–2012, during the renewed atmospheric methane increase. However, the top-down ensemble mean produces an emission shift between 2006 and 2008, leading to 22 [16–32] Tg CH4 yr−1 higher methane emissions over the period 2008–2012 compared to 2002–2006. This emission increase mostly originated from the tropics, with a smaller contribution from mid-latitudes and no significant change from boreal regions. The regional contributions remain uncertain in top-down studies. Tropical South America and South and East Asia seem to contribute the most to the emission increase in the tropics. However, these two regions have only limited atmospheric measurements and remain therefore poorly constrained. The sectorial partitioning of this emission increase between the periods 2002–2006 and 2008–2012 differs from one atmospheric inversion study to another. However, all top-down studies suggest smaller changes in fossil fuel emissions (from oil, gas, and coal industries) compared to the mean of the bottom-up inventories included in this study. This difference is partly driven by a smaller emission change in China from the top-down studies compared to the estimate in the Emission Database for Global Atmospheric Research (EDGARv4.2) inventory, which should be revised to smaller values in a near future. We apply isotopic signatures to the emission changes estimated for individual studies based on five emission sectors and find that for six individual top-down studies (out of eight) the average isotopic signature of the emission changes is not consistent with the observed change in atmospheric 13CH4. However, the partitioning in emission change derived from the ensemble mean is consistent with this isotopic constraint. At the global scale, the top-down ensemble mean suggests that the dominant contribution to the resumed atmospheric CH4 growth after 2006 comes from microbial sources (more from agriculture and waste sectors than from natural wetlands), with an uncertain but smaller contribution from fossil CH4 emissions. In addition, a decrease in biomass burning emissions (in agreement with the biomass burning emission databases) makes the balance of sources consistent with atmospheric 13CH4 observations. In most of the top-down studies included here, OH concentrations are considered constant over the years (seasonal variations but without any inter-annual variability). As a result, the methane loss (in particular through OH oxidation) varies mainly through the change in methane concentrations and not its oxidants. For these reasons, changes in the methane loss could not be properly investigated in this study, although it may play a significant role in the recent atmospheric methane changes as briefly discussed at the end of the paper.
