These parks are not only crucial for the country to accelerate industrialization but also to achieve its climate change targets. Constructing CO2 emission inventories for industrial parks is the first step in analysing the park's emission patterns and designing low-carbon policies. However, most of the previous emission accounts for industrial parks adopted various scopes and methodologies, making them incomparable with each other. This study develops a self-consistent methodology and framework for China's industrial parks based on enterprise-level data. We consider both Scope 1 and 2 emissions and construct the inventories by 19 energy types and 39 industrial sectors, which are consistent with the existing national, provincial, and city-level emission inventories. Such sectoral-based emission inventories will be not only able to provide data support for the design of emission/energy control policies, but also help the central/local governments evaluate a park's emission reduction performance. Finally, an empirical study is applied to four industrial parks to verify the method. In addition, we review the eco-industrial park programmes in Japan and South Korea, as well as their emissions accounting framework. We find that most of the Japanese industrial parks provide Scope 1, 2 and 3 emissions, while for South Korea, parks mostly focus on Scope 1 emissions. The discussion of Japan and South Korea's eco-industrial parks have referential significance for the construction China's low-carbon parks.

This article takes advantage of the pilot Emissions Trading Scheme (ETS) project to estimate the causal impact of the ETS on CO2 abatement in China. The CO2 emissions and CO2 intensities of each province are calculated by using the fossil fuel data of 30 provincial administration regions from 2006 to 2016. Then difference in difference (DiD) models and propensity score matching (PSM) with panel data are applied to estimate the causal impact of the pilot ETS project. Results show that the pilot regions reduce their CO2 emissions and intensities more than the non-pilot regions under the pilot ETS project. The pilot ETS project significantly induced 12% decreases in the nominal CO2 intensity and 7.6% decrease in the real CO2 intensity, after controlling for regional heterogeneity, but its reduction effects on CO2 emissions are insignificant. Decreasing the proportion of coal to total energy consumption may be the main channel of the pilot ETS project inducing CO2 abatement. The estimated results for control variables indicate that upgrading industrial structures, attracting FDI, and purifying the export structure have significant effects on CO2 abatement.

Digitalization provides opportunities for sustainable development. Cultivating postgraduates’ digital skills is an important task of higher education to support sustainable development (HESD). As a crucial way of cultivating digital skills, high-quality online learning processes are of great significance to achieve “Quality Education”, in line with the 2030 sustainable development agenda. Based on Biggs’s 3P (Presage-Process-Product) learning model, this study focused on the whole learning process and explored the relationship among postgraduates’ information literacy, online platforms, online knowledge-sharing processes and their innovation performance. The analysis of a questionnaire survey of 501 Chinese postgraduates showed that (1) information literacy has a positively predictive effect on postgraduates’ innovation performance; (2) different online learning processes lead to different learning results. Compared to the quantity-oriented online knowledge sharing process (Qty-KSP), the quality-oriented online knowledge sharing process (Qlty-KSP) is related to better innovation performance, which opens onto this study’s third finding: (3) Qty-KSP and Qlty-KSP play a parallel mediating effect between postgraduates’ information literacy and their innovation performance. Compared to Qty-KSP, Qlty-KSP is a more powerful intermediary variable, which leads to this study’s fourth finding; (4) an efficient online learning environment can contribute to higher-quality online learning process, thus improving postgraduates’ innovative performance. This study suggests that policy makers should develop postgraduates’ digital skills for sustainable development in the digital age. This can be achieved by (1) cultivating postgraduates’ information literacy; (2) encouraging them to practice high-quality online learning processes; and (3) providing an efficient sharing platform for sustainability, resilience, and digitalization in higher education.

This study addresses the physical and chemical evolution of BB organic aerosols. Firstly, the evolution and lifetime of BB POA and SOA signatures observed with the Aerodyne Aerosol Mass Spectrometer are investigated, focusing on measurements at high-latitudes acquired during the 2008 NASA ARCTAS mission, in comparison to data from other field studies and from laboratory aging experiments. The parameter f60, the ratio of the integrated signal at m/z 60 to the total signal in the organic component mass spectrum, is used as a marker to study the rate of oxidation and fate of the BB POA. A background level of f60~0.3% ± 0.06% for SOA-dominated ambient OA is shown to be an appropriate background level for this tracer. Using also f44 as a tracer for SOA and aged POA and a surrogate of organic O:C, a novel graphical method is presented to characterise the aging of BB plumes. Similar trends of decreasing f60 and increasing f44 with aging are observed in most field and lab studies. At least some very aged BB plumes retain a clear f60 signature. A statistically significant difference in f60 between highly-oxygenated OA of BB and non-BB origin is observed using this tracer, consistent with a substantial contribution of BBOA to the springtime Arctic aerosol burden in 2008. Secondly, a summary is presented of results on the net enhancement of OA with aging of BB plumes, which shows large variability. The estimates of net OA gain range from ΔOA/ΔCO(mass) = −0.01 to ~0.05, with a mean ΔOA/POA ~19%. With these ratios and global inventories of BB CO and POA a global net OA source due to aging of BB plumes of ~8 ± 7 Tg OA yr−1 is estimated, of the order of 5 % of recent total OA source estimates. Further field data following BB plume advection should be a focus of future research in order to better constrain this potentially important contribution to the OA burden.

Toussaint; Geoffrey Wambugu;Sustainable Development Goals and the Paris Agreement stand as milestone diplomatic achievements. However, immense discrepancies between political commitments and governmental action remain. Combined national climate commitments fall far short of the Paris Agreement's 1.5/2°C targets. Similar political ambition gaps persist across various areas of sustainable development. Many therefore argue that actions by nonstate actors, such as businesses and investors, cities and regions, and nongovernmental organizations (NGOs), are crucial. These voices have resonated across the United Nations (UN) system, leading to growing recognition, promotion, and mobilization of such actions in ever greater numbers. This article investigates optimistic arguments about nonstate engagement, namely: (a) “the more the better”; (b) “everybody wins”; (c) “everyone does their part”; and (d) “more brings more.” However, these optimistic arguments may not be matched in practice due to governance risks. The current emphasis on quantifiable impacts may lead to the under‐appreciation of variegated social, economic, and environmental impacts. Claims that everybody stands to benefit may easily be contradicted by outcomes that are not in line with priorities and needs in developing countries. Despite the seeming depoliticization of the role of nonstate actors in implementation, actions may still lead to politically contentious outcomes. Finally, nonstate climate and sustainability actions may not be self‐reinforcing but may heavily depend on supporting mechanisms. M.;A measurement of the underlying activity in scattering processes with a hard scale in the several GeV region is performed in proton-proton collisions at sqrt(s) = 0.9 and 7 TeV, using data collected by the CMS experiment at the LHC. The production of charged particles with pseudorapidity |eta| < 2 and transverse momentum pT > 0.5 GeV/c is studied in the azimuthal region transverse to that of the leading set of charged particles forming a track-jet. A significant growth of the average multiplicity and scalar-pT sum of the particles in the transverse region is observed with increasing pT of the leading track-jet, followed by a much slower rise above a few GeV/c. For track-jet pT larger than a few GeV/c, the activity in the transverse region is approximately doubled with a centre-of-mass energy increase from 0.9 to 7 TeV. Predictions of several QCD-inspired models as implemented in PYTHIA are compared to the data. An investigation of the driving mechanisms of ANI that considers the unevenness of regional electricity generation will be crucial to future improvements in the NO x efficiency of the electrical generation system in China. In this study, we built a decomposition model for ANI by incorporating the spatial distribution of electrical generation and found that the spatial distribution of electricity generation together with energy-related factors gradually caused decreases in ANI. The efficiency of electricity generation presented the dominant inhibitory effect on ANI, but its effect size has weakened since 2010. In contrast, the fossil fuel structure of thermal power shows an increasingly positive effect on changes in ANI. The primary energy composition only slightly affected changes in ANI. Moreover, the changed geographical distribution of electricity generation is non-negligible and has a positive effect on reduction of the ANI of the Chinese electrical generation system. The transferred amount of local NO x emissions by cross-provincial electricity transmission, however, could cause lead to additional environmental costs for generators. This issue should receive more attention in the future.

Bats are a species‐rich, globally distributed group of organisms that are thought to be particularly sensitive to the effects of climate change because of their high surface‐to‐volume ratios and low reproductive rates. We systematically reviewed the literature on bat responses to climate change to provide an overview of the current state of knowledge, identify research gaps and biases and highlight future research needs. We found that studies are geographically biased towards Europe, North America and Australia, and temperate and Mediterranean biomes, thus missing a substantial proportion of bat diversity and thermal responses. Less than half of the published studies provide concrete evidence for bat responses to climate change. For over a third of studied bat species, response evidence is only based on predictive species distribution models. Consequently, the most frequently reported responses involve range shifts (57% of species) and changes in patterns of species diversity (26%). Bats showed a variety of responses, including both positive (e.g. range expansion and population increase) and negative responses (range contraction and population decrease), although responses to extreme events were always negative or neutral. Spatial responses varied in their outcome and across families, with almost all taxonomic groups featuring both range expansions and contractions, while demographic responses were strongly biased towards negative outcomes, particularly among Pteropodidae and Molossidae. The commonly used correlative modelling approaches can be applied to many species, but do not provide mechanistic insight into behavioural, physiological, phenological or genetic responses. There was a paucity of experimental studies (26%), and only a small proportion of the 396 bat species covered in the examined studies were studied using long‐term and/or experimental approaches (11%), even though they are more informative about the effects of climate change. We emphasise the need for more empirical studies to unravel the multifaceted nature of bats' responses to climate change and the need for standardised study designs that will enable synthesis and meta‐analysis of the literature. Finally, we stress the importance of overcoming geographic and taxonomic disparities through strengthening research capacity in the Global South to provide a more comprehensive view of terrestrial biodiversity responses to climate change.

Departament de Geografia;Land use is central to addressing sustainability issues, including biodiversity conservation, climate change, food security, poverty alleviation, and sustainable energy. In this paper, we synthesize knowledge accumulated in land system science, the integrated study of terrestrial social-ecological systems, into 10 hard truths that have strong, general, empirical support. These facts help to explain the challenges of achieving sustainability in land use and thus also point toward solutions. The 10 facts are as follows: 1) Meanings and values of land are socially constructed and contested; 2) land systems exhibit complex behaviors with abrupt, hard-to-predict changes; 3) irreversible changes and path dependence are common features of land systems; 4) some land uses have a small footprint but very large impacts; 5) drivers and impacts of land-use change are globally interconnected and spill over to distant locations; 6) humanity lives on a used planet where all land provides benefits to societies; 7) land-use change usually entails trade-offs between different benefits—"win–wins" are thus rare; 8) land tenure and land-use claims are often unclear, overlapping, and contested; 9) the benefits and burdens from land are unequally distributed; and 10) land users have multiple, sometimes conflicting, ideas of what social and environmental justice entails. The facts have implications for governance, but do not provide fixed answers. Instead they constitute a set of core principles which can guide scientists, policy makers, and practitioners toward meeting sustainability challenges in land use.

AbstractIn the wake of the Fukushima nuclear disaster, Japan largely moved away from nuclear power generation and turned back towards an energy sector dominated by fossil fuels. As a result, the pace towards reaching emission reduction targets has largely slowed down. This situation indicates that higher emissions will continue to be generated if there is no appropriate and efficient measurement implemented to bridge the energy demand gap. To contribute adequate mitigation policies, a detailed inventory of both CO2 emissions and socioeconomic factors, both at the national and regional level, should be issued. Thereby, this work contributes to a time-series emission with a record of 47 prefectures in Japan as well as their associated socioeconomic features. The compiled emission inventory is based on three major fossil fuels and 26 sectors with careful emission allocations for regional electricity generation. This dataset is uniformly formatted and can be expected to provide vital information to set regional reduction allowances and sectoral reduction priorities.

These parks are not only crucial for the country to accelerate industrialization but also to achieve its climate change targets. Constructing CO2 emission inventories for industrial parks is the first step in analysing the park's emission patterns and designing low-carbon policies. However, most of the previous emission accounts for industrial parks adopted various scopes and methodologies, making them incomparable with each other. This study develops a self-consistent methodology and framework for China's industrial parks based on enterprise-level data. We consider both Scope 1 and 2 emissions and construct the inventories by 19 energy types and 39 industrial sectors, which are consistent with the existing national, provincial, and city-level emission inventories. Such sectoral-based emission inventories will be not only able to provide data support for the design of emission/energy control policies, but also help the central/local governments evaluate a park's emission reduction performance. Finally, an empirical study is applied to four industrial parks to verify the method. In addition, we review the eco-industrial park programmes in Japan and South Korea, as well as their emissions accounting framework. We find that most of the Japanese industrial parks provide Scope 1, 2 and 3 emissions, while for South Korea, parks mostly focus on Scope 1 emissions. This article takes advantage of the pilot Emissions Trading Scheme (ETS) project to estimate the causal impact of the ETS on CO2 abatement in China. The CO2 emissions and CO2 intensities of each province are calculated by using the fossil fuel data of 30 provincial administration regions from 2006 to 2016. Then difference in difference (DiD) models and propensity score matching (PSM) with panel data are applied to estimate the causal impact of the pilot ETS project. Results show that the pilot regions reduce their CO2 emissions and intensities more than the non-pilot regions under the pilot ETS project. The pilot ETS project significantly induced 12% decreases in the nominal CO2 intensity and 7.6% decrease in the real CO2 intensity, after controlling for regional heterogeneity, but its reduction effects on CO2 emissions are insignificant. Decreasing the proportion of coal to total energy consumption may be the main channel of the pilot ETS project inducing CO2 abatement. The estimated results for control variables indicate that upgrading industrial structures, attracting FDI, and purifying the export structure have significant effects on CO2 abatement.

Digitalization provides opportunities for sustainable development. Cultivating postgraduates’ digital skills is an important task of higher education to support sustainable development (HESD). As a crucial way of cultivating digital skills, high-quality online learning processes are of great significance to achieve “Quality Education”, in line with the 2030 sustainable development agenda. Based on Biggs’s 3P (Presage-Process-Product) learning model, this study focused on the whole learning process and explored the relationship among postgraduates’ information literacy, online platforms, online knowledge-sharing processes and their innovation performance. The analysis of a questionnaire survey of 501 Chinese postgraduates showed that (1) information literacy has a positively predictive effect on postgraduates’ innovation performance; (2) different online learning processes lead to different learning results. Compared to the quantity-oriented online knowledge sharing process (Qty-KSP), the quality-oriented online knowledge sharing process (Qlty-KSP) is related to better innovation performance, which opens onto this study’s third finding: (3) Qty-KSP and Qlty-KSP play a parallel mediating effect between postgraduates’ information literacy and their innovation performance. Compared to Qty-KSP, Qlty-KSP is a more powerful intermediary variable, which leads to this study’s fourth finding; (4) an efficient online learning environment can contribute to higher-quality online learning process, thus improving postgraduates’ innovative performance. This study suggests that policy makers should develop postgraduates’ digital skills for sustainable development in the digital age. This can be achieved by (1) cultivating postgraduates’ information literacy; (2) encouraging them to practice high-quality online learning processes; and (3) providing an efficient sharing platform for sustainability, resilience, and digitalization in higher education.

This study addresses the physical and chemical evolution of BB organic aerosols. Firstly, the evolution and lifetime of BB POA and SOA signatures observed with the Aerodyne Aerosol Mass Spectrometer are investigated, focusing on measurements at high-latitudes acquired during the 2008 NASA ARCTAS mission, in comparison to data from other field studies and from laboratory aging experiments. The parameter f60, the ratio of the integrated signal at m/z 60 to the total signal in the organic component mass spectrum, is used as a marker to study the rate of oxidation and fate of the BB POA. A background level of f60~0.3% ± 0.06% for SOA-dominated ambient OA is shown to be an appropriate background level for this tracer. Using also f44 as a tracer for SOA and aged POA and a surrogate of organic O:C, a novel graphical method is presented to characterise the aging of BB plumes. Similar trends of decreasing f60 and increasing f44 with aging are observed in most field and lab studies. At least some very aged BB plumes retain a clear f60 signature. A statistically significant difference in f60 between highly-oxygenated OA of BB and non-BB origin is observed using this tracer, consistent with a substantial contribution of BBOA to the springtime Arctic aerosol burden in 2008. Secondly, a summary is presented of results on the net enhancement of OA with aging of BB plumes, which shows large variability. The estimates of net OA gain range from ΔOA/ΔCO(mass) = −0.01 to ~0.05, with a mean ΔOA/POA ~19%. With these ratios and global inventories of BB CO and POA a global net OA source due to aging of BB plumes of ~8 ± 7 Tg OA yr−1 is estimated, of the order of 5 % of recent total OA source estimates. Further field data following BB plume advection should be a focus of future research in order to better constrain this potentially important contribution to the OA burden.

Toussaint; Geoffrey Wambugu;Sustainable Development Goals and the Paris Agreement stand as milestone diplomatic achievements. However, immense discrepancies between political commitments and governmental action remain. Combined national climate commitments fall far short of the Paris Agreement's 1.5/2°C targets. Similar political ambition gaps persist across various areas of sustainable development. Many therefore argue that actions by nonstate actors, such as businesses and investors, cities and regions, and nongovernmental organizations (NGOs), are crucial. These voices have resonated across the United Nations (UN) system, leading to growing recognition, promotion, and mobilization of such actions in ever greater numbers. This article investigates optimistic arguments about nonstate engagement, namely: (a) “the more the better”; (b) “everybody wins”; (c) “everyone does their part”; and (d) “more brings more.” However, these optimistic arguments may not be matched in practice due to governance risks. The current emphasis on quantifiable impacts may lead to the under‐appreciation of variegated social, economic, and environmental impacts. Claims that everybody stands to benefit may easily be contradicted by outcomes that are not in line with priorities and needs in developing countries. Despite the seeming depoliticization of the role of nonstate actors in implementation, actions may still lead to politically contentious outcomes. Finally, nonstate climate and sustainability actions may not be self‐reinforcing but may heavily depend on supporting mechanisms. M.;A measurement of the underlying activity in scattering processes with a hard scale in the several GeV region is performed in proton-proton collisions at sqrt(s) = 0.9 and 7 TeV, using data collected by the CMS experiment at the LHC. The production of charged particles with pseudorapidity |eta| < 2 and transverse momentum pT > 0.5 GeV/c is studied in the azimuthal region transverse to that of the leading set of charged particles forming a track-jet. A significant growth of the average multiplicity and scalar-pT sum of the particles in the transverse region is observed with increasing pT of the leading track-jet, followed by a much slower rise above a few GeV/c. For track-jet pT larger than a few GeV/c, the activity in the transverse region is approximately doubled with a centre-of-mass energy increase from 0.9 to 7 TeV. Predictions of several QCD-inspired models as implemented in PYTHIA are compared to the data. An investigation of the driving mechanisms of ANI that considers the unevenness of regional electricity generation will be crucial to future improvements in the NO x efficiency of the electrical generation system in China. In this study, we built a decomposition model for ANI by incorporating the spatial distribution of electrical generation and found that the spatial distribution of electricity generation together with energy-related factors gradually caused decreases in ANI. The efficiency of electricity generation presented the dominant inhibitory effect on ANI, but its effect size has weakened since 2010. In contrast, the fossil fuel structure of thermal power shows an increasingly positive effect on changes in ANI. The primary energy composition only slightly affected changes in ANI. Moreover, the changed geographical distribution of electricity generation is non-negligible and has a positive effect on reduction of the ANI of the Chinese electrical generation system. The transferred amount of local NO x emissions by cross-provincial electricity transmission, however, could cause lead to additional environmental costs for generators. This issue should receive more attention in the future.

Bats are a species‐rich, globally distributed group of organisms that are thought to be particularly sensitive to the effects of climate change because of their high surface‐to‐volume ratios and low reproductive rates. We systematically reviewed the literature on bat responses to climate change to provide an overview of the current state of knowledge, identify research gaps and biases and highlight future research needs. We found that studies are geographically biased towards Europe, North America and Australia, and temperate and Mediterranean biomes, thus missing a substantial proportion of bat diversity and thermal responses. Less than half of the published studies provide concrete evidence for bat responses to climate change. For over a third of studied bat species, response evidence is only based on predictive species distribution models. Consequently, the most frequently reported responses involve range shifts (57% of species) and changes in patterns of species diversity (26%). Bats showed a variety of responses, including both positive (e.g. range expansion and population increase) and negative responses (range contraction and population decrease), although responses to extreme events were always negative or neutral. Spatial responses varied in their outcome and across families, with almost all taxonomic groups featuring both range expansions and contractions, while demographic responses were strongly biased towards negative outcomes, particularly among Pteropodidae and Molossidae. The commonly used correlative modelling approaches can be applied to many species, but do not provide mechanistic insight into behavioural, physiological, phenological or genetic responses. There was a paucity of experimental studies (26%), and only a small proportion of the 396 bat species covered in the examined studies were studied using long‐term and/or experimental approaches (11%), even though they are more informative about the effects of climate change. We emphasise the need for more empirical studies to unravel the multifaceted nature of bats' responses to climate change and the need for standardised study designs that will enable synthesis and meta‐analysis of the literature. Finally, we stress the importance of overcoming geographic and taxonomic disparities through strengthening research capacity in the Global South to provide a more comprehensive view of terrestrial biodiversity responses to climate change.

Departament de Geografia;Land use is central to addressing sustainability issues, including biodiversity conservation, climate change, food security, poverty alleviation, and sustainable energy. In this paper, we synthesize knowledge accumulated in land system science, the integrated study of terrestrial social-ecological systems, into 10 hard truths that have strong, general, empirical support. These facts help to explain the challenges of achieving sustainability in land use and thus also point toward solutions. The 10 facts are as follows: 1) Meanings and values of land are socially constructed and contested; 2) land systems exhibit complex behaviors with abrupt, hard-to-predict changes; 3) irreversible changes and path dependence are common features of land systems; 4) some land uses have a small footprint but very large impacts; 5) drivers and impacts of land-use change are globally interconnected and spill over to distant locations; 6) humanity lives on a used planet where all land provides benefits to societies; 7) land-use change usually entails trade-offs between different benefits—"win–wins" are thus rare; 8) land tenure and land-use claims are often unclear, overlapping, and contested; 9) the benefits and burdens from land are unequally distributed; and 10) land users have multiple, sometimes conflicting, ideas of what social and environmental justice entails. The facts have implications for governance, but do not provide fixed answers. Instead they constitute a set of core principles which can guide scientists, policy makers, and practitioners toward meeting sustainability challenges in land use.

AbstractIn the wake of the Fukushima nuclear disaster, Japan largely moved away from nuclear power generation and turned back towards an energy sector dominated by fossil fuels. As a result, the pace towards reaching emission reduction targets has largely slowed down. This situation indicates that higher emissions will continue to be generated if there is no appropriate and efficient measurement implemented to bridge the energy demand gap. To contribute adequate mitigation policies, a detailed inventory of both CO2 emissions and socioeconomic factors, both at the national and regional level, should be issued. Thereby, this work contributes to a time-series emission with a record of 47 prefectures in Japan as well as their associated socioeconomic features. The compiled emission inventory is based on three major fossil fuels and 26 sectors with careful emission allocations for regional electricity generation. This dataset is uniformly formatted and can be expected to provide vital information to set regional reduction allowances and sectoral reduction priorities.
