Public policy requires public support, which in turn implies a need to enable the public not just to understand policy but also to be engaged in its development. Where complex science and technology issues are involved in policy making, this takes time, so it is important to identify emerging issues of this type and prepare engagement plans. In our horizon scanning exercise, we used a modified Delphi technique. A wide group of people with interests in the science and policy interface (drawn from policy makers, policy adviser, practitioners, the private sector and academics) elicited a long list of emergent policy issues in which science and technology would feature strongly and which would also necessitate public engagement as policies are developed. This was then refined to a short list of top priorities for policy makers. Thirty issues were identified within broad areas of business and technology; energy and environment; government, politics and education; health, healthcare, population and aging; information, communication, infrastructure and transport; and public safety and national security.

Abstract The dynamics of isolated-photon plus two-jet production in pp collisions at a centre-of-mass energy of 13 TeV are studied with the ATLAS detector at the LHC using a dataset corresponding to an integrated luminosity of 36.1 fb−1. Cross sections are measured as functions of a variety of observables, including angular correlations and invariant masses of the objects in the final state, γ + jet + jet. Measurements are also performed in phase-space regions enriched in each of the two underlying physical mechanisms, namely direct and fragmentation processes. The measurements cover the range of photon (jet) transverse momenta from 150 GeV (100 GeV) to 2 TeV. The tree-level plus parton-shower predictions from Sherpa and Pythia as well as the next-to-leading-order QCD predictions from Sherpa are compared with the measurements. The next-to-leading-order QCD predictions describe the data adequately in shape and normalisation except for regions of phase space such as those with high values of the invariant mass or rapidity separation of the two jets, where the predictions overestimate the data.

As temperature and precipitation are thought to control autumn color change in temperate deciduous trees, it is possible that climate change might also affect the phenology of autumn colors. Using long-term data for eight tree species in a New England hardwood forest, we show that the timing and cumulative amount of autumn color are correlated with variation in temperature and precipitation at specific times of the year. A phenological model driven by accumulated cold degree-days and photoperiod reproduces most of the interspecific and interannual variability in the timing of autumn colors. We use this process-oriented model to predict changes in the phenology of autumn colors to 2099, showing that, while responses vary among species, climate change under standard IPCC projections will lead to an overall increase in the amount of autumn colors for most species.

However, the main reason for the increasing uptake of this type of solution is their many benefits for the local inhabitants, including recreational value. Previous studies on recreational value focus on studies of existing nature sites that are often much larger than what is considered as new NBS for flood adaptation studies in urban areas. We thus prioritized studies with smaller areas and nature types suitable for urban flood adaptation and divided them into four common nature types for urban flood adaptation: sustainable urban drainage systems, city parks, nature areas and rivers. We identified 23 primary valuation studies, including both stated and revealed preference studies, and derived two value transfer functions based on meta-regression analysis on existing areas. We investigated trends between values and variables and found that for the purpose of planning of new NBS the size of NBS and population density were determining factors of recreational value. For existing NBS the maximum travelling distance may be included as well. We find that existing state-of-the-art studies overestimate the recreational with more than a factor of 4 for NBS sizes below 5 ha. Our results are valid in a European context for nature-based solutions below 250 ha and can be applied across different NBS types and sizes.

Reese;AbstractImproving the long-term stability of perovskite solar cells is critical to the deployment of this technology. Despite the great emphasis laid on stability-related investigations, publications lack consistency in experimental procedures and parameters reported. It is therefore challenging to reproduce and compare results and thereby develop a deep understanding of degradation mechanisms. Here, we report a consensus between researchers in the field on procedures for testing perovskite solar cell stability, which are based on the International Summit on Organic Photovoltaic Stability (ISOS) protocols. We propose additional procedures to account for properties specific to PSCs such as ion redistribution under electric fields, reversible degradation and to distinguish ambient-induced degradation from other stress factors. These protocols are not intended as a replacement of the existing qualification standards, but rather they aim to unify the stability assessment and to understand failure modes. Finally, we identify key procedural information which we suggest reporting in publications to improve reproducibility and enable large data set analysis.

Phase change materials (PCM) are used in many industrial and residential applications for their advantageous characteristic of high capacity of latent thermal storage by means of an isothermal process. In this context, it is very useful to have predictive mathematical models for the analysis of the thermal performance and for the thermal design of these layers. In this work, an experimental validation of an analytical model that resolves the steady periodic heat transfer problem in a finite layer of PCM is presented. The experimental investigation was conducted employing a PCM with thermophysical and thermochemical behavior very close to those hypothesized in the formulation of the analytical model. For the evaluation of the thermophysical properties of the PCM sample used, an experimental procedure created by the authors was employed. In all tests realized in a sinusoidal and non-sinusoidal periodic regime, the comparison between the measured and calculated trends of the temperature at different sample heights and of the surface heat fluxes show an excellent agreement. Moreover, also having verified the analytical total stored energy, the analytical model constitutes a valid instrument for the evaluation of the latent and sensible contribution and the trend in time of the position of the bi-phase interface. The ATLAS Inner Detector is a composite tracking system consisting of silicon pixels, silicon strips and straw tubes in a 2 T magnetic field. Its installation was completed in August 2008 and the detector took part in data- taking with single LHC beams and cosmic rays. The initial detector operation, hardware commissioning and in-situ calibrations are described. Tracking performance has been measured with 7.6 million cosmic-ray events, collected using a tracking trigger and reconstructed with modular pattern-recognition and fitting software. The intrinsic hit efficiency and tracking trigger efficiencies are close to 100%. Lorentz angle measurements for both electrons and holes, specific energy-loss calibration and transition radiation turn-on measurements have been performed. Different alignment techniques have been used to reconstruct the detector geometry. After the initial alignment, a transverse impact parameter resolution of 22.1+/-0.9 ��m and a relative momentum resolution ��p/p = (4.83+/-0.16) \times 10-4 GeV-1 \times pT have been measured for high momentum tracks. 34 pages, 25 figures

This study analyzes future climate for the Mediterranean region projected with the high-resolution coupled CM2.5 model, which incorporates a new and improved land model (LM3). The simulated climate changes suggest pronounced warming and drying over most of the region. However, the changes are distinctly smaller than those of the CMIP5 multi-model ensemble. In addition, the changes over much of southeast and central Europe indicate very modest warming compared to the CMIP5 projections and also a tendency toward wetter conditions. These differences indicate a possible role of factors such as land surface–atmospheric interactions in these regions. Our analysis also highlights the importance of correctly projecting the magnitude of changes in the summer North Atlantic Oscillation, which has the capacity to partly offset anthropogenic warming and drying over the western and central Mediterranean. Nevertheless, the projections suggest a decreasing influence of local atmospheric dynamics and teleconnections in maintaining the regional temperature and precipitation balance, in particular over arid regions like the eastern and southern Mediterranean, which show a local maximum of warming and drying. The intensification of the heat low in these regions rather suggests an increasing influence of warming land surface on the local surface atmospheric circulation and progressing desertification.

AbstractBecause of its low level of energy consumption and the small scale of its industrial development, the Tibet Autonomous Region has historically been excluded from China's reported energy statistics, including those regarding CO2 emissions. In this paper, we estimate Tibet's energy consumption using limited online documents, and we calculate the 2014 energy‐related and process‐related CO2 emissions of Tibet and its seven prefecture‐level administrative divisions for the first time. Our results show that 5.52 million tons of CO2 were emitted in Tibet in 2014; 33% of these emissions are associated with cement production. Tibet's emissions per capita amounted to 1.74 tons in 2014, which is substantially lower than the national average, although Tibet's emission intensity is relatively high at 0.60 tons per thousand yuan in 2014. Among Tibet's seven prefecture‐level administrative divisions, Lhasa City and Shannan Region are the two largest CO2 contributors and have the highest per capita emissions and emission intensities. The Nagqu and Nyingchi regions emit little CO2 due to their farming/pasturing‐dominated economies. This quantitative measure of Tibet's regional CO2 emissions provides solid data support for Tibet's actions on climate change and emission reductions.

AbstractThe inclusive top quark pair ($$t\bar{t}$$ t t ¯ ) production cross-section $$\sigma _{t\bar{t}}$$ σ t t ¯ has been measured in proton–proton collisions at $$\sqrt{s}=13\,\text {TeV}$$ s = 13 TeV , using 36.1 fb$$^{-1}$$ - 1 of data collected in 2015–2016 by the ATLAS experiment at the LHC. Using events with an opposite-charge $$e\mu $$ e μ pair and b-tagged jets, the cross-section is measured to be: $$\begin{aligned} \sigma _{t\bar{t}} = 826.4 \pm 3.6\,\mathrm {(stat)}\ \pm 11.5\,\mathrm {(syst)}\ \pm 15.7\,\mathrm {(lumi)}\ \pm 1.9\,\mathrm {(beam)}\,\mathrm {pb}, \end{aligned}$$ σ t t ¯ = 826.4 ± 3.6 ( stat ) ± 11.5 ( syst ) ± 15.7 ( lumi ) ± 1.9 ( beam ) pb , where the uncertainties reflect the limited size of the data sample, experimental and theoretical systematic effects, the integrated luminosity, and the LHC beam energy, giving a total uncertainty of 2.4%. The result is consistent with theoretical QCD calculations at next-to-next-to-leading order. It is used to determine the top quark pole mass via the dependence of the predicted cross-section on $$m_t^{\mathrm{pole}}$$ m t pole , giving $$m_t^{\mathrm{pole}}=173.1^{+2.0}_{-2.1}\,\text {GeV}$$ m t pole = 173 . 1 - 2.1 + 2.0 GeV . It is also combined with measurements at $$\sqrt{s}=7\,\text {TeV}$$ s = 7 TeV and $$\sqrt{s}=8\,\text {TeV}$$ s = 8 TeV to derive ratios and double ratios of $$t\bar{t}$$ t t ¯ and Z cross-sections at different energies. The same event sample is used to measure absolute and normalised differential cross-sections as functions of single-lepton and dilepton kinematic variables, and the results are compared with predictions from various Monte Carlo event generators.

Public policy requires public support, which in turn implies a need to enable the public not just to understand policy but also to be engaged in its development. Where complex science and technology issues are involved in policy making, this takes time, so it is important to identify emerging issues of this type and prepare engagement plans. In our horizon scanning exercise, we used a modified Delphi technique. A wide group of people with interests in the science and policy interface (drawn from policy makers, policy adviser, practitioners, the private sector and academics) elicited a long list of emergent policy issues in which science and technology would feature strongly and which would also necessitate public engagement as policies are developed. This was then refined to a short list of top priorities for policy makers. Thirty issues were identified within broad areas of business and technology; energy and environment; government, politics and education; health, healthcare, population and aging; information, communication, infrastructure and transport; and public safety and national security.

Abstract The dynamics of isolated-photon plus two-jet production in pp collisions at a centre-of-mass energy of 13 TeV are studied with the ATLAS detector at the LHC using a dataset corresponding to an integrated luminosity of 36.1 fb−1. Cross sections are measured as functions of a variety of observables, including angular correlations and invariant masses of the objects in the final state, γ + jet + jet. Measurements are also performed in phase-space regions enriched in each of the two underlying physical mechanisms, namely direct and fragmentation processes. The measurements cover the range of photon (jet) transverse momenta from 150 GeV (100 GeV) to 2 TeV. The tree-level plus parton-shower predictions from Sherpa and Pythia as well as the next-to-leading-order QCD predictions from Sherpa are compared with the measurements. The next-to-leading-order QCD predictions describe the data adequately in shape and normalisation except for regions of phase space such as those with high values of the invariant mass or rapidity separation of the two jets, where the predictions overestimate the data.

As temperature and precipitation are thought to control autumn color change in temperate deciduous trees, it is possible that climate change might also affect the phenology of autumn colors. Using long-term data for eight tree species in a New England hardwood forest, we show that the timing and cumulative amount of autumn color are correlated with variation in temperature and precipitation at specific times of the year. A phenological model driven by accumulated cold degree-days and photoperiod reproduces most of the interspecific and interannual variability in the timing of autumn colors. We use this process-oriented model to predict changes in the phenology of autumn colors to 2099, showing that, while responses vary among species, climate change under standard IPCC projections will lead to an overall increase in the amount of autumn colors for most species.

However, the main reason for the increasing uptake of this type of solution is their many benefits for the local inhabitants, including recreational value. Previous studies on recreational value focus on studies of existing nature sites that are often much larger than what is considered as new NBS for flood adaptation studies in urban areas. We thus prioritized studies with smaller areas and nature types suitable for urban flood adaptation and divided them into four common nature types for urban flood adaptation: sustainable urban drainage systems, city parks, nature areas and rivers. We identified 23 primary valuation studies, including both stated and revealed preference studies, and derived two value transfer functions based on meta-regression analysis on existing areas. We investigated trends between values and variables and found that for the purpose of planning of new NBS the size of NBS and population density were determining factors of recreational value. For existing NBS the maximum travelling distance may be included as well. We find that existing state-of-the-art studies overestimate the recreational with more than a factor of 4 for NBS sizes below 5 ha. Our results are valid in a European context for nature-based solutions below 250 ha and can be applied across different NBS types and sizes.

Reese;AbstractImproving the long-term stability of perovskite solar cells is critical to the deployment of this technology. Despite the great emphasis laid on stability-related investigations, publications lack consistency in experimental procedures and parameters reported. It is therefore challenging to reproduce and compare results and thereby develop a deep understanding of degradation mechanisms. Here, we report a consensus between researchers in the field on procedures for testing perovskite solar cell stability, which are based on the International Summit on Organic Photovoltaic Stability (ISOS) protocols. We propose additional procedures to account for properties specific to PSCs such as ion redistribution under electric fields, reversible degradation and to distinguish ambient-induced degradation from other stress factors. These protocols are not intended as a replacement of the existing qualification standards, but rather they aim to unify the stability assessment and to understand failure modes. Finally, we identify key procedural information which we suggest reporting in publications to improve reproducibility and enable large data set analysis.

Phase change materials (PCM) are used in many industrial and residential applications for their advantageous characteristic of high capacity of latent thermal storage by means of an isothermal process. In this context, it is very useful to have predictive mathematical models for the analysis of the thermal performance and for the thermal design of these layers. In this work, an experimental validation of an analytical model that resolves the steady periodic heat transfer problem in a finite layer of PCM is presented. The experimental investigation was conducted employing a PCM with thermophysical and thermochemical behavior very close to those hypothesized in the formulation of the analytical model. For the evaluation of the thermophysical properties of the PCM sample used, an experimental procedure created by the authors was employed. In all tests realized in a sinusoidal and non-sinusoidal periodic regime, the comparison between the measured and calculated trends of the temperature at different sample heights and of the surface heat fluxes show an excellent agreement. Moreover, also having verified the analytical total stored energy, the analytical model constitutes a valid instrument for the evaluation of the latent and sensible contribution and the trend in time of the position of the bi-phase interface. The ATLAS Inner Detector is a composite tracking system consisting of silicon pixels, silicon strips and straw tubes in a 2 T magnetic field. Its installation was completed in August 2008 and the detector took part in data- taking with single LHC beams and cosmic rays. The initial detector operation, hardware commissioning and in-situ calibrations are described. Tracking performance has been measured with 7.6 million cosmic-ray events, collected using a tracking trigger and reconstructed with modular pattern-recognition and fitting software. The intrinsic hit efficiency and tracking trigger efficiencies are close to 100%. Lorentz angle measurements for both electrons and holes, specific energy-loss calibration and transition radiation turn-on measurements have been performed. Different alignment techniques have been used to reconstruct the detector geometry. After the initial alignment, a transverse impact parameter resolution of 22.1+/-0.9 ��m and a relative momentum resolution ��p/p = (4.83+/-0.16) \times 10-4 GeV-1 \times pT have been measured for high momentum tracks. 34 pages, 25 figures

This study analyzes future climate for the Mediterranean region projected with the high-resolution coupled CM2.5 model, which incorporates a new and improved land model (LM3). The simulated climate changes suggest pronounced warming and drying over most of the region. However, the changes are distinctly smaller than those of the CMIP5 multi-model ensemble. In addition, the changes over much of southeast and central Europe indicate very modest warming compared to the CMIP5 projections and also a tendency toward wetter conditions. These differences indicate a possible role of factors such as land surface–atmospheric interactions in these regions. Our analysis also highlights the importance of correctly projecting the magnitude of changes in the summer North Atlantic Oscillation, which has the capacity to partly offset anthropogenic warming and drying over the western and central Mediterranean. Nevertheless, the projections suggest a decreasing influence of local atmospheric dynamics and teleconnections in maintaining the regional temperature and precipitation balance, in particular over arid regions like the eastern and southern Mediterranean, which show a local maximum of warming and drying. The intensification of the heat low in these regions rather suggests an increasing influence of warming land surface on the local surface atmospheric circulation and progressing desertification.

AbstractBecause of its low level of energy consumption and the small scale of its industrial development, the Tibet Autonomous Region has historically been excluded from China's reported energy statistics, including those regarding CO2 emissions. In this paper, we estimate Tibet's energy consumption using limited online documents, and we calculate the 2014 energy‐related and process‐related CO2 emissions of Tibet and its seven prefecture‐level administrative divisions for the first time. Our results show that 5.52 million tons of CO2 were emitted in Tibet in 2014; 33% of these emissions are associated with cement production. Tibet's emissions per capita amounted to 1.74 tons in 2014, which is substantially lower than the national average, although Tibet's emission intensity is relatively high at 0.60 tons per thousand yuan in 2014. Among Tibet's seven prefecture‐level administrative divisions, Lhasa City and Shannan Region are the two largest CO2 contributors and have the highest per capita emissions and emission intensities. The Nagqu and Nyingchi regions emit little CO2 due to their farming/pasturing‐dominated economies. This quantitative measure of Tibet's regional CO2 emissions provides solid data support for Tibet's actions on climate change and emission reductions.

AbstractThe inclusive top quark pair ($$t\bar{t}$$ t t ¯ ) production cross-section $$\sigma _{t\bar{t}}$$ σ t t ¯ has been measured in proton–proton collisions at $$\sqrt{s}=13\,\text {TeV}$$ s = 13 TeV , using 36.1 fb$$^{-1}$$ - 1 of data collected in 2015–2016 by the ATLAS experiment at the LHC. Using events with an opposite-charge $$e\mu $$ e μ pair and b-tagged jets, the cross-section is measured to be: $$\begin{aligned} \sigma _{t\bar{t}} = 826.4 \pm 3.6\,\mathrm {(stat)}\ \pm 11.5\,\mathrm {(syst)}\ \pm 15.7\,\mathrm {(lumi)}\ \pm 1.9\,\mathrm {(beam)}\,\mathrm {pb}, \end{aligned}$$ σ t t ¯ = 826.4 ± 3.6 ( stat ) ± 11.5 ( syst ) ± 15.7 ( lumi ) ± 1.9 ( beam ) pb , where the uncertainties reflect the limited size of the data sample, experimental and theoretical systematic effects, the integrated luminosity, and the LHC beam energy, giving a total uncertainty of 2.4%. The result is consistent with theoretical QCD calculations at next-to-next-to-leading order. It is used to determine the top quark pole mass via the dependence of the predicted cross-section on $$m_t^{\mathrm{pole}}$$ m t pole , giving $$m_t^{\mathrm{pole}}=173.1^{+2.0}_{-2.1}\,\text {GeV}$$ m t pole = 173 . 1 - 2.1 + 2.0 GeV . It is also combined with measurements at $$\sqrt{s}=7\,\text {TeV}$$ s = 7 TeV and $$\sqrt{s}=8\,\text {TeV}$$ s = 8 TeV to derive ratios and double ratios of $$t\bar{t}$$ t t ¯ and Z cross-sections at different energies. The same event sample is used to measure absolute and normalised differential cross-sections as functions of single-lepton and dilepton kinematic variables, and the results are compared with predictions from various Monte Carlo event generators.
