Abstract Floods are challenging the resilience of societies all over the world. In many countries there are discussions on diversifying the strategies for flood risk management, which implies some sort of policy change. To understand the possibilities of such change, a thorough understanding of the forces of stability and change of underlying governance arrangements is required. It follows from the path dependency literature that countries which rely strongly on flood infrastructures, as part of flood defense strategies, would be more path dependent. Consequently there is a higher chance to find more incremental change in these countries than in countries that have a more diversified set of strategies. However, comparative and detailed empirical studies that may help scrutinize this assumption are lacking. To address this knowledge gap, this paper investigates how six European countries (Belgium, England, France, The Netherlands, Poland and Sweden) essentially differ with regard to their governance of flood risks. To analyze stability and change, we focus on how countries are responding to certain societal and ecological driving forces (ecological turn; climate change discourses; European policies; and the increasing prevalence of economic rationalizations) that potentially affect the institutional arrangements for flood risk governance. Taking both the variety of flood risk governance in countries and their responses to driving forces into account, we can clarify the conditions of stability or change of flood risk governance arrangements more generally. The analysis shows that the national-level impact of driving forces is strongly influenced by the flood risk governance arrangements in the six countries. Path dependencies are indeed visible in countries with high investments in flood infrastructure accompanied by strongly institutionalized governance arrangements (Poland, the Netherlands) but not only there. Also more diversified countries that are less dependent on flood infrastructure and flood defense only (England) show path dependencies and mostly incremental change. More substantial changes are visible in countries that show moderate diversification of strategies (Belgium, France) or countries that ‘have no strong path yet’ in comprehensive flood risk governance (Sweden). This suggests that policy change can be expected when there is both the internal need and will to change and a barrage of (external) driving forces pushing for change.

Abstract Coal energy landscapes have changed dramatically over the last decades, including geographic shifts in production and consumption, technological changes that have reduced labour demand and led to relatively new mining practices (e.g. invasive mountain-top approaches), changed economic footprints, a shutdown of capacities or a complete end of mining in many regions with massive impacts on regional and local economies, community well-being, social capital, et cetera. Then the Covid-19 pandemic and Russia´s invasion of Ukraine have fundamentally affected the global economy, disrupted energy markets, and shattered existing estimates about development trends, challenging the progress and speed of the low-carbon energy transition and coal phase-out. This article provides a brief reflection on the changing landscapes of coal and their possible futures, and serves as an introduction to the Special Issue of Moravian Geographical Reports on “The death of coal in the energy transition? Regional perspectives”.

There are substantial differences in carbon footprints across households. This study applied an environmentally extended multiregional input–output approach to estimate household carbon footprints for 12 different income groups of China’s 30 regions. Subsequently, carbon footprint Gini coefficients were calculated to measure carbon inequality for households across provinces. We found that the top 5% of income earners were responsible for 17% of the national household carbon footprint in 2012, while the bottom half of income earners caused only 25%. Carbon inequality declined with economic growth in China across space and time in two ways: first, carbon footprints showed greater convergence in the wealthier coastal regions than in the poorer inland regions; second, China’s national carbon footprint Gini coefficients declined from 0.44 in 2007 to 0.37 in 2012. We argue that economic growth not only increases income levels but also contributes to an overall reduction in carbon inequality in China.

The development of renewable energy sources has been primarily justified on the ground of environmental policies and energy security, but new jobs opportunities and establishment of new economy sectors may be equally important co-benefits from investments in this sector. The main goal of this paper is to assess the employment benefits of investments in renewable energy in the Czech Republic. We examine the level and rate of the development of the renewable energy sector in the Czech Republic in terms of ('green‘) job creation for the period 2008–2013, in comparison to data from other EU countries, including Germany as a leading early investor in renewables. Whilst the deployment of renewable energy in the Czech Republic has succeeded to create a significant number of jobs (more than 20 000 employees in 2010), our analysis illustrates a strong dependency of job creation on the continuation of financial incentives. We also find that biomass and waste energy processing offer the highest employment per MWh, which benefits employment in (economically fragile) rural areas. We discuss the question of competitiveness of a country that was not amongst the early adopters of renewables, arguing that the technical skills of the labour force in the Czech Republic provide a potential for more sustained investments in the sector.

ObjectivesHeavy alcohol use can cause somatic and mental diseases, affects patients’ social life and is associated with social isolation, unemployment and reduced quality of life. Therefore, societal costs of alcohol dependence are expected to be high. The aim of this study was to estimate excess costs of patients with alcohol dependence diagnosed using theDiagnostic and Statistical Manual of Mental Disorders, 4th Edition criteria compared with individuals without alcohol dependence in Germany.DesignIn a secondary analysis, baseline data of patients with alcohol dependence enrolled in a randomised controlled trial (German Clinical Trials Register DRS00005035) were compared with data collected via a telephone survey from individuals without alcohol dependence and that had been matched by entropy balancing. Health service use was evaluated retrospectively for a 6-month period.SettingsFour German psychiatric university clinics (patients with alcohol dependence) and the German general adult population (individuals without alcohol dependence).Participantsn=236 adult patients with alcohol dependence and n=4687 adult individuals without alcohol dependence.Primary and secondary outcome measuresThe excess costs of health service use, absenteeism and unemployment of patients with alcohol dependence were calculated and compared with individuals without alcohol dependence. In subgroup analyses, the associations between excess cost and gender, comorbidities and the duration of disease were investigated.ResultsTotal 6-month excess costs of €11 839 (95% CI €11 529 to €12 147) were caused by direct excess costs of €4349 (95% CI €4129 to €4566) and indirect costs of €7490 (95% CI €5124 to €9856). In particular, costs of inpatient treatment, formal long-term care, absenteeism and unemployment were high.ConclusionsAlcohol dependence causes substantial direct and indirect excess costs. Cost-effective interventions to prevent and treat alcohol dependence are urgently needed.Trial registration numberDRKS00005035.

Renewable sources play a crucial role in the decarbonisation process of the current linear economy, aimed at reaching the 2030 climate objectives and fulfilling the EU’s long-term strategy of achieving carbon neutrality by 2050. All economic subjects, including households, can contribute to the Green Deal goals. The main goal of this paper is to evaluate households’ consumption of energy sources for heating purposes in the Czech Republic in the period 2003–2020 and depict possible drivers of switching to biomass. For this, various data were collected, such as data published by the Czech Statistical Office, ministries, and other national authorities, as well as data from Eurostat. Concerning methods, data analysis, correlation analysis, and regression analysis were used. Different models focus on the substitution effect, rebound effect, and behaviour of different kinds of households. The results show a substitution effect connected with the consumption of coal, electricity, and biomass for heating purposes. Many households substituted coal for biomass in the observed period. On the other hand, the environmental impact of such substitution is not significant, as carbon emissions and emissions of other pollutants are stable. The substitution of fuels should be accompanied by technological change, e.g., improvement of combustion boilers. Moreover, households of pensioners are the key economic subjects with the highest impact on biomass consumption for heating purposes. Against this background we recommend policies to support households in replacing their boilers for more environmentally friendly ones.

A complex approach to geodiversity and landscape in order to foster geoconservation and develop geotourism and geoeducation is usually more effective than isolated protection and promotion of geoheritage sites without wider context. A Geodiversity Action Plan (GAP) represents a reasonable tool for how to follow these goals in cooperation with local stakeholders. This specific document is not focused only on an inventory of sites of Earth science interest in an area, but encompasses all geodiversity (geological, geomorphological, soil and hydrological features, processes, systems and relationships). As geoconservation often goes hand in hand with education, sustainable tourism and promotion, the GAP includes practical proposals for management and rational use of the area’s geodiversity and geoheritage. This complex approach is needed as it provides a complement to the site-oriented protection or management and, moreover, it can be perceived as coherent with a geoethical approach. The paper presents a case study from Moravian-Slovak border (a central part of Bílé Karpaty/Biele Karpaty Mountains) where the proposal for GAP (including inventory, assessment and management measures) was elaborated together with local authorities, schools and other stakeholders.

Only a limited number of studies have examined land price issues based on official land price maps. A very unique timeline of official land price maps (2006–2019) allowed research to be conducted on four Czech cities (Prague, Olomouc, Ostrava, and Zlín). The main aim of the research was to describe the links between land price, land use types, and macroeconomic indicators, and to compare temporal changes of these links in four cities of different size, type, and structure by using spatial data processing and regression analysis. The results showed that the key statistically significant variable in all cities was population size. The effect of this variable was mostly positive, except for Ostrava, as an example of a developing city. The second statistically significant variable affecting land prices in each city was discount rate. The effect of other variables differed according to the city, its characteristics, and stage of economic development. We concluded that the development of land prices over time was slightly different between the studied cities and partially dependent on local spatial factors. Nevertheless, stagnation in 2010–2011, probably as a consequence of the global economic crisis in 2009, was observed in each city. Changes in the monitored cities could be seen from a spatial point of view in similar land price patterns. The ratio of land area with rising prices was very similar in each city (85%–92%). The highest land prices were typically in urban centers, but prices rose only gradually. A much more significant increase in prices occurred in each city in their peripheral residential areas. The results of this study can improve understanding of urban development and the economic and spatial aspects of sustainability in land price changes.
