Public policy requires public support, which in turn implies a need to enable the public not just to understand policy but also to be engaged in its development. Where complex science and technology issues are involved in policy making, this takes time, so it is important to identify emerging issues of this type and prepare engagement plans. In our horizon scanning exercise, we used a modified Delphi technique. A wide group of people with interests in the science and policy interface (drawn from policy makers, policy adviser, practitioners, the private sector and academics) elicited a long list of emergent policy issues in which science and technology would feature strongly and which would also necessitate public engagement as policies are developed. This was then refined to a short list of top priorities for policy makers. Thirty issues were identified within broad areas of business and technology; energy and environment; government, politics and education; health, healthcare, population and aging; information, communication, infrastructure and transport; and public safety and national security.

Reese;AbstractImproving the long-term stability of perovskite solar cells is critical to the deployment of this technology. Despite the great emphasis laid on stability-related investigations, publications lack consistency in experimental procedures and parameters reported. It is therefore challenging to reproduce and compare results and thereby develop a deep understanding of degradation mechanisms. Here, we report a consensus between researchers in the field on procedures for testing perovskite solar cell stability, which are based on the International Summit on Organic Photovoltaic Stability (ISOS) protocols. We propose additional procedures to account for properties specific to PSCs such as ion redistribution under electric fields, reversible degradation and to distinguish ambient-induced degradation from other stress factors. These protocols are not intended as a replacement of the existing qualification standards, but rather they aim to unify the stability assessment and to understand failure modes. Finally, we identify key procedural information which we suggest reporting in publications to improve reproducibility and enable large data set analysis.

The ATLAS Inner Detector is a composite tracking system consisting of silicon pixels, silicon strips and straw tubes in a 2 T magnetic field. Its installation was completed in August 2008 and the detector took part in data- taking with single LHC beams and cosmic rays. The initial detector operation, hardware commissioning and in-situ calibrations are described. Tracking performance has been measured with 7.6 million cosmic-ray events, collected using a tracking trigger and reconstructed with modular pattern-recognition and fitting software. The intrinsic hit efficiency and tracking trigger efficiencies are close to 100%. Lorentz angle measurements for both electrons and holes, specific energy-loss calibration and transition radiation turn-on measurements have been performed. Different alignment techniques have been used to reconstruct the detector geometry. After the initial alignment, a transverse impact parameter resolution of 22.1+/-0.9 ��m and a relative momentum resolution ��p/p = (4.83+/-0.16) \times 10-4 GeV-1 \times pT have been measured for high momentum tracks. 34 pages, 25 figures

AbstractBecause of its low level of energy consumption and the small scale of its industrial development, the Tibet Autonomous Region has historically been excluded from China's reported energy statistics, including those regarding CO2 emissions. In this paper, we estimate Tibet's energy consumption using limited online documents, and we calculate the 2014 energy‐related and process‐related CO2 emissions of Tibet and its seven prefecture‐level administrative divisions for the first time. Our results show that 5.52 million tons of CO2 were emitted in Tibet in 2014; 33% of these emissions are associated with cement production. Tibet's emissions per capita amounted to 1.74 tons in 2014, which is substantially lower than the national average, although Tibet's emission intensity is relatively high at 0.60 tons per thousand yuan in 2014. Among Tibet's seven prefecture‐level administrative divisions, Lhasa City and Shannan Region are the two largest CO2 contributors and have the highest per capita emissions and emission intensities. The Nagqu and Nyingchi regions emit little CO2 due to their farming/pasturing‐dominated economies. This quantitative measure of Tibet's regional CO2 emissions provides solid data support for Tibet's actions on climate change and emission reductions.

To design such services, train and validate models, access to data that resembles what is expected of smart meters, collected in a real-world setting, is necessary. The REFIT electrical load measurements dataset described in this paper includes whole house aggregate loads and nine individual appliance measurements at 8-second intervals per house, collected continuously over a period of two years from 20 houses. During monitoring, the occupants were conducting their usual routines. At the time of publishing, the dataset has the largest number of houses monitored in the United Kingdom at less than 1-minute intervals over a period greater than one year. The dataset comprises 1,194,958,790 readings, that represent over 250,000 monitored appliance uses. The data is accessible in an easy-to-use comma-separated format, is time-stamped and cleaned to remove invalid measurements, correctly label appliance data and fill in small gaps of missing data.

The biggest source of uncertainty is the response of the large ice sheets of Greenland and west Antarctica. Based on our analysis, a pragmatic estimate of sea-level rise by 2100, for a temperature rise of 4°C or more over the same time frame, is between 0.5 m and 2 m—the probability of rises at the high end is judged to be very low, but of unquantifiable probability. However, if realized, an indicative analysis shows that the impact potential is severe, with the real risk of the forced displacement of up to 187 million people over the century (up to 2.4% of global population). This is potentially avoidable by widespread upgrade of protection, albeit rather costly with up to 0.02 per cent of global domestic product needed, and much higher in certain nations. The likelihood of protection being successfully implemented varies between regions, and is lowest in small islands, Africa and parts of Asia, and hence these regions are the most likely to see coastal abandonment. To respond to these challenges, a multi-track approach is required, which would also be appropriate if a temperature rise of less than 4°C was expected. Firstly, we should monitor sea level to detect any significant accelerations in the rate of rise in a timely manner. Secondly, we need to improve our understanding of the climate-induced processes that could contribute to rapid sea-level rise, especially the role of the two major ice sheets, to produce better models that quantify the likely future rise more precisely. Finally, responses need to be carefully considered via a combination of climate mitigation to reduce the rise and adaptation for the residual rise in sea level. In particular, long-term strategic adaptation plans for the full range of possible sea-level rise (and other change) need to be widely developed.

Abstract The JET 2019–2020 scientific and technological programme exploited the results of years of concerted scientific and engineering work, including the ITER-like wall (ILW: Be wall and W divertor) installed in 2010, improved diagnostic capabilities now fully available, a major neutral beam injection upgrade providing record power in 2019–2020, and tested the technical and procedural preparation for safe operation with tritium. Research along three complementary axes yielded a wealth of new results. Firstly, the JET plasma programme delivered scenarios suitable for high fusion power and alpha particle (α) physics in the coming D–T campaign (DTE2), with record sustained neutron rates, as well as plasmas for clarifying the impact of isotope mass on plasma core, edge and plasma-wall interactions, and for ITER pre-fusion power operation. The efficacy of the newly installed shattered pellet injector for mitigating disruption forces and runaway electrons was demonstrated. Secondly, research on the consequences of long-term exposure to JET-ILW plasma was completed, with emphasis on wall damage and fuel retention, and with analyses of wall materials and dust particles that will help validate assumptions and codes for design and operation of ITER and DEMO. Thirdly, the nuclear technology programme aiming to deliver maximum technological return from operations in D, T and D–T benefited from the highest D–D neutron yield in years, securing results for validating radiation transport and activation codes, and nuclear data for ITER.

O'Gorman; Bryndís Marteinsdóttir; Bryndís Marteinsdóttir;Abstract Global warming is predicted to significantly alter species physiology, biotic interactions and thus ecosystem functioning, as a consequence of coexisting species exhibiting a wide range of thermal sensitivities. There is, however, a dearth of research examining warming impacts on natural communities. Here, we used a natural warming experiment in Iceland to investigate the changes in above‐ground terrestrial plant and invertebrate communities along a soil temperature gradient (10°C–30°C). The α‐diversity of plants and invertebrates decreased with increasing soil temperature, driven by decreasing plant species richness and increasing dominance of certain invertebrate species in warmer habitats. There was also greater species turnover in both plant and invertebrate communities with increasing pairwise temperature difference between sites. There was no effect of temperature on percentage cover of vegetation at the community level, driven by contrasting effects at the population level. There was a reduction in the mean body mass and an increase in the total abundance of the invertebrate community, resulting in no overall change in community biomass. There were contrasting effects of temperature on the population abundance of various invertebrate species, which could be explained by differential thermal tolerances and metabolic requirements, or may have been mediated by changes in plant community composition. Our study provides an important baseline from which the effect of changing environmental conditions on terrestrial communities can be tracked. It also contributes to our understanding of why community‐level studies of warming impacts are imperative if we are to disentangle the contrasting thermal responses of individual populations.

Early detection of inadequate performance facilitates timely maintenance of battery systems. This reduces operational costs and prevents accidents and malfunctions. Recent advancements in “Big Data” analytics and related statistical/computational tools raised interest in data-driven battery health estimation. Here, we will review these in view of their feasibility and cost-effectiveness in dealing with battery health in real-world applications. We categorise these methods according to their underlying models/algorithms and discuss their advantages and limitations. In the final section we focus on challenges of real-time battery health management and discuss potential next-generation techniques. We are confident that this review will inform commercial technology choices and academic research agendas alike, thus boosting progress in data-driven battery health estimation and prediction on all technology readiness levels.

AbstractEukaryotic phytoplankton are responsible for at least 20% of annual global carbon fixation. Their diversity and activity are shaped by interactions with prokaryotes as part of complex microbiomes. Although differences in their local species diversity have been estimated, we still have a limited understanding of environmental conditions responsible for compositional differences between local species communities on a large scale from pole to pole. Here, we show, based on pole-to-pole phytoplankton metatranscriptomes and microbial rDNA sequencing, that environmental differences between polar and non-polar upper oceans most strongly impact the large-scale spatial pattern of biodiversity and gene activity in algal microbiomes. The geographic differentiation of co-occurring microbes in algal microbiomes can be well explained by the latitudinal temperature gradient and associated break points in their beta diversity, with an average breakpoint at 14 °C ± 4.3, separating cold and warm upper oceans. As global warming impacts upper ocean temperatures, we project that break points of beta diversity move markedly pole-wards. Hence, abrupt regime shifts in algal microbiomes could be caused by anthropogenic climate change.

Public policy requires public support, which in turn implies a need to enable the public not just to understand policy but also to be engaged in its development. Where complex science and technology issues are involved in policy making, this takes time, so it is important to identify emerging issues of this type and prepare engagement plans. In our horizon scanning exercise, we used a modified Delphi technique. A wide group of people with interests in the science and policy interface (drawn from policy makers, policy adviser, practitioners, the private sector and academics) elicited a long list of emergent policy issues in which science and technology would feature strongly and which would also necessitate public engagement as policies are developed. This was then refined to a short list of top priorities for policy makers. Thirty issues were identified within broad areas of business and technology; energy and environment; government, politics and education; health, healthcare, population and aging; information, communication, infrastructure and transport; and public safety and national security.

Reese;AbstractImproving the long-term stability of perovskite solar cells is critical to the deployment of this technology. Despite the great emphasis laid on stability-related investigations, publications lack consistency in experimental procedures and parameters reported. It is therefore challenging to reproduce and compare results and thereby develop a deep understanding of degradation mechanisms. Here, we report a consensus between researchers in the field on procedures for testing perovskite solar cell stability, which are based on the International Summit on Organic Photovoltaic Stability (ISOS) protocols. We propose additional procedures to account for properties specific to PSCs such as ion redistribution under electric fields, reversible degradation and to distinguish ambient-induced degradation from other stress factors. These protocols are not intended as a replacement of the existing qualification standards, but rather they aim to unify the stability assessment and to understand failure modes. Finally, we identify key procedural information which we suggest reporting in publications to improve reproducibility and enable large data set analysis.

The ATLAS Inner Detector is a composite tracking system consisting of silicon pixels, silicon strips and straw tubes in a 2 T magnetic field. Its installation was completed in August 2008 and the detector took part in data- taking with single LHC beams and cosmic rays. The initial detector operation, hardware commissioning and in-situ calibrations are described. Tracking performance has been measured with 7.6 million cosmic-ray events, collected using a tracking trigger and reconstructed with modular pattern-recognition and fitting software. The intrinsic hit efficiency and tracking trigger efficiencies are close to 100%. Lorentz angle measurements for both electrons and holes, specific energy-loss calibration and transition radiation turn-on measurements have been performed. Different alignment techniques have been used to reconstruct the detector geometry. After the initial alignment, a transverse impact parameter resolution of 22.1+/-0.9 ��m and a relative momentum resolution ��p/p = (4.83+/-0.16) \times 10-4 GeV-1 \times pT have been measured for high momentum tracks. 34 pages, 25 figures

AbstractBecause of its low level of energy consumption and the small scale of its industrial development, the Tibet Autonomous Region has historically been excluded from China's reported energy statistics, including those regarding CO2 emissions. In this paper, we estimate Tibet's energy consumption using limited online documents, and we calculate the 2014 energy‐related and process‐related CO2 emissions of Tibet and its seven prefecture‐level administrative divisions for the first time. Our results show that 5.52 million tons of CO2 were emitted in Tibet in 2014; 33% of these emissions are associated with cement production. Tibet's emissions per capita amounted to 1.74 tons in 2014, which is substantially lower than the national average, although Tibet's emission intensity is relatively high at 0.60 tons per thousand yuan in 2014. Among Tibet's seven prefecture‐level administrative divisions, Lhasa City and Shannan Region are the two largest CO2 contributors and have the highest per capita emissions and emission intensities. The Nagqu and Nyingchi regions emit little CO2 due to their farming/pasturing‐dominated economies. This quantitative measure of Tibet's regional CO2 emissions provides solid data support for Tibet's actions on climate change and emission reductions.

To design such services, train and validate models, access to data that resembles what is expected of smart meters, collected in a real-world setting, is necessary. The REFIT electrical load measurements dataset described in this paper includes whole house aggregate loads and nine individual appliance measurements at 8-second intervals per house, collected continuously over a period of two years from 20 houses. During monitoring, the occupants were conducting their usual routines. At the time of publishing, the dataset has the largest number of houses monitored in the United Kingdom at less than 1-minute intervals over a period greater than one year. The dataset comprises 1,194,958,790 readings, that represent over 250,000 monitored appliance uses. The data is accessible in an easy-to-use comma-separated format, is time-stamped and cleaned to remove invalid measurements, correctly label appliance data and fill in small gaps of missing data.

The biggest source of uncertainty is the response of the large ice sheets of Greenland and west Antarctica. Based on our analysis, a pragmatic estimate of sea-level rise by 2100, for a temperature rise of 4°C or more over the same time frame, is between 0.5 m and 2 m—the probability of rises at the high end is judged to be very low, but of unquantifiable probability. However, if realized, an indicative analysis shows that the impact potential is severe, with the real risk of the forced displacement of up to 187 million people over the century (up to 2.4% of global population). This is potentially avoidable by widespread upgrade of protection, albeit rather costly with up to 0.02 per cent of global domestic product needed, and much higher in certain nations. The likelihood of protection being successfully implemented varies between regions, and is lowest in small islands, Africa and parts of Asia, and hence these regions are the most likely to see coastal abandonment. To respond to these challenges, a multi-track approach is required, which would also be appropriate if a temperature rise of less than 4°C was expected. Firstly, we should monitor sea level to detect any significant accelerations in the rate of rise in a timely manner. Secondly, we need to improve our understanding of the climate-induced processes that could contribute to rapid sea-level rise, especially the role of the two major ice sheets, to produce better models that quantify the likely future rise more precisely. Finally, responses need to be carefully considered via a combination of climate mitigation to reduce the rise and adaptation for the residual rise in sea level. In particular, long-term strategic adaptation plans for the full range of possible sea-level rise (and other change) need to be widely developed.

Abstract The JET 2019–2020 scientific and technological programme exploited the results of years of concerted scientific and engineering work, including the ITER-like wall (ILW: Be wall and W divertor) installed in 2010, improved diagnostic capabilities now fully available, a major neutral beam injection upgrade providing record power in 2019–2020, and tested the technical and procedural preparation for safe operation with tritium. Research along three complementary axes yielded a wealth of new results. Firstly, the JET plasma programme delivered scenarios suitable for high fusion power and alpha particle (α) physics in the coming D–T campaign (DTE2), with record sustained neutron rates, as well as plasmas for clarifying the impact of isotope mass on plasma core, edge and plasma-wall interactions, and for ITER pre-fusion power operation. The efficacy of the newly installed shattered pellet injector for mitigating disruption forces and runaway electrons was demonstrated. Secondly, research on the consequences of long-term exposure to JET-ILW plasma was completed, with emphasis on wall damage and fuel retention, and with analyses of wall materials and dust particles that will help validate assumptions and codes for design and operation of ITER and DEMO. Thirdly, the nuclear technology programme aiming to deliver maximum technological return from operations in D, T and D–T benefited from the highest D–D neutron yield in years, securing results for validating radiation transport and activation codes, and nuclear data for ITER.

O'Gorman; Bryndís Marteinsdóttir; Bryndís Marteinsdóttir;Abstract Global warming is predicted to significantly alter species physiology, biotic interactions and thus ecosystem functioning, as a consequence of coexisting species exhibiting a wide range of thermal sensitivities. There is, however, a dearth of research examining warming impacts on natural communities. Here, we used a natural warming experiment in Iceland to investigate the changes in above‐ground terrestrial plant and invertebrate communities along a soil temperature gradient (10°C–30°C). The α‐diversity of plants and invertebrates decreased with increasing soil temperature, driven by decreasing plant species richness and increasing dominance of certain invertebrate species in warmer habitats. There was also greater species turnover in both plant and invertebrate communities with increasing pairwise temperature difference between sites. There was no effect of temperature on percentage cover of vegetation at the community level, driven by contrasting effects at the population level. There was a reduction in the mean body mass and an increase in the total abundance of the invertebrate community, resulting in no overall change in community biomass. There were contrasting effects of temperature on the population abundance of various invertebrate species, which could be explained by differential thermal tolerances and metabolic requirements, or may have been mediated by changes in plant community composition. Our study provides an important baseline from which the effect of changing environmental conditions on terrestrial communities can be tracked. It also contributes to our understanding of why community‐level studies of warming impacts are imperative if we are to disentangle the contrasting thermal responses of individual populations.

Early detection of inadequate performance facilitates timely maintenance of battery systems. This reduces operational costs and prevents accidents and malfunctions. Recent advancements in “Big Data” analytics and related statistical/computational tools raised interest in data-driven battery health estimation. Here, we will review these in view of their feasibility and cost-effectiveness in dealing with battery health in real-world applications. We categorise these methods according to their underlying models/algorithms and discuss their advantages and limitations. In the final section we focus on challenges of real-time battery health management and discuss potential next-generation techniques. We are confident that this review will inform commercial technology choices and academic research agendas alike, thus boosting progress in data-driven battery health estimation and prediction on all technology readiness levels.

AbstractEukaryotic phytoplankton are responsible for at least 20% of annual global carbon fixation. Their diversity and activity are shaped by interactions with prokaryotes as part of complex microbiomes. Although differences in their local species diversity have been estimated, we still have a limited understanding of environmental conditions responsible for compositional differences between local species communities on a large scale from pole to pole. Here, we show, based on pole-to-pole phytoplankton metatranscriptomes and microbial rDNA sequencing, that environmental differences between polar and non-polar upper oceans most strongly impact the large-scale spatial pattern of biodiversity and gene activity in algal microbiomes. The geographic differentiation of co-occurring microbes in algal microbiomes can be well explained by the latitudinal temperature gradient and associated break points in their beta diversity, with an average breakpoint at 14 °C ± 4.3, separating cold and warm upper oceans. As global warming impacts upper ocean temperatures, we project that break points of beta diversity move markedly pole-wards. Hence, abrupt regime shifts in algal microbiomes could be caused by anthropogenic climate change.
