Fromer; Zhu Liu; Zhu Liu; Zhu Liu; Dabo Guan; Jingru Liu; Zhifu Mi;Cities, the core of the global climate change mitigation and strategic low-carbon development, are shelters to more than half of the world population and responsible for three quarters of global energy consumption and greenhouse gas (GHG). This special volume (SV) provides a platform that promotes multi- and inter- disciplinary analyses and discussions on the climate change mitigation for cities. All papers are divided into four themes, including GHG emission inventory and accounting, climate change and urban sectors, climate change and sustainable development, and strategies and mitigation action plans. First, this SV provides methods for constructing emission inventory from both production and consumption perspectives. These methods are useful to improve the comprehensiveness and accuracy of carbon accounting for international cities. Second, the climate change affects urban sectors from various aspects; simultaneously, GHG emissions caused by activities in urban sectors affect the climate system. This SV focuses on mitigation policies and assessment of energy, transport, construction, and service sectors. Third, climate change mitigation of cities is closely connected to urban sustainable development. This SV explores the relationships between climate change mitigation with urbanization, ecosystems, air pollution, and extreme events. Fourth, climate change mitigation policies can be divided into two categories: quantity-based mechanism (e.g., carbon emission trading) and price-based mechanism (e.g., carbon tax). This SV provides experiences of local climate change mitigation all over the world and proposes the city-to-city cooperation on climate change mitigation.

EU energy policy is more and more promoting a resilient, efficient and sustainable energy system. Several agreements have been signed in the last few months that set ambitious goals in terms of energy efficiency and emission reductions and to reduce the energy consumption in buildings. These actions are expected to fulfill the goals negotiated at the Paris Agreement in 2015. The successful development of this ambitious energy policy needs to be supported by scientific knowledge: a huge effort must be made in order to develop more efficient energy conversion technologies based both on renewables and fossil fuels. Similarly, researchers are also expected to work on the integration of conventional and novel systems, also taking into account the needs for the management of the novel energy systems in terms of energy storage and devices management. Therefore, a multi-disciplinary approach is required in order to achieve these goals. To ensure that the scientists belonging to the different disciplines are aware of the scientific progress in the other research areas, specific Conferences are periodically organized. One of the most popular conferences in this area is the Sustainable Development of Energy, Water and Environment Systems (SDEWES) Series Conference. The 12th Sustainable Development of Energy, Water and Environment Systems Conference was recently held in Dubrovnik, Croatia. The present Special Issue of Energies, specifically dedicated to the 12th SDEWES Conference, is focused on five main fields: energy policy and energy efficiency in smart energy systems, polygeneration and district heating, advanced combustion techniques and fuels, biomass and building efficiency.

However, this region is also under pressure to protect its environment, keep its development sustainable and reduce carbon emissions. Therefore, accurately estimating the temporal and spatial dynamics of CO2 emissions and analysing the factors influencing these emissions are especially important. This paper estimates the CO2 emissions derived from the fossil fuel combustion and industrial processes of 18 central cities in China between 2000 and 2014. The results indicate that these 18 cities, which contain an average of 6.57% of the population and 7.91% of the GDP, contribute 13% of China's total CO2 emissions. The highest cumulative CO2 emissions from 2000 to 2014 were from Taiyuan and Wuhan, with values of 2268.57 and 1847.59 million tons, accounting for 19.21% and 15.64% of the total among these cities, respectively. Therefore, the CO2 emissions in the Taiyuan urban agglomeration and Wuhan urban agglomeration represented 28.53% and 20.14% of the total CO2 emissions from the 18 cities, respectively. The three cities in the Zhongyuan urban agglomeration also accounted for a second highest proportion of emissions at 23.51%. With the proposal and implementation of the Rise of Central China Plan in 2004, the annual average growth rate of total CO2 emissions gradually decreased and was lower in the periods from 2005 to 2010 (5.44%) and 2010 to 2014 (5.61%) compared with the rate prior to 2005 (12.23%). When the 47 socioeconomic sectors were classified into 12 categories, “power generation” contributed the most to the total cumulative CO2 emissions at 36.51%, followed by the “non-metal and metal industry”, “petroleum and chemical industry”, and “mining” sectors, representing emissions proportions of 29.81%, 14.79%, and 9.62%, respectively. Coal remains the primary fuel in central China, accounting for an average of 80.59% of the total CO2 emissions. Industrial processes also played a critical role in determining the CO2 emissions, with an average value of 7.3%. The average CO2 emissions per capita across the 18 cities increased from 6.14 metric tons in 2000 to 15.87 metric tons in 2014, corresponding to a 158.69% expansion. However, the average CO2 emission intensity decreased from 0.8 metric tons/1000 Yuan in 2000 to 0.52 metric tons/1000 Yuan in 2014 with some fluctuations. The changes in and industry contributions of carbon emissions were city specific, and the effects of population and economic development on CO2 emissions varied. Therefore, long-term climate change mitigation strategies should be adjusted for each city.

AbstractCities are increasingly linked to domestic and foreign markets during rapid globalization of trade. While transboundary carbon footprints of cities have been recently highlighted, we still have limited understanding of how carbon emission linkages between sectors are reshaping urban carbon footprints through time. In this study, we propose an integrated input‐output approach to trace the dynamics of various types of carbon emission linkages associated with a city. This approach quantifies full linkages in the urban carbon system from both production‐ and consumption‐based perspectives. We assess the dynamic roles that economic sectors and activities play in manipulating multiscale linkages induced by local, domestic, and international inputs. Using Beijing as a case study, we find that imports from domestic and foreign markets have an increasing impact on the city's carbon footprint with more distant linkages during the period from 1990 to 2012. The manufacturing‐related carbon emission linkages have been increasingly transferred outside the urban boundary since 2005, while the linkages from the energy sector to services sectors remain important in Beijing's local economy. Applying systems thinking to input‐output linkage analysis provides important details on when and how carbon emission linkages evolved in cities, whereby sector‐oriented and activity‐oriented carbon mitigation policies can be formulated.

With more than two-thirds of the global population expected to live in cities by 2050, urban sustainability is an essential part of sustainable development but remains poorly understood for urban agglomerations, which continue to develop and grow. Here, we construct a multiregional input-output table at the city level and investigate the impacts of water and carbon flows on the intercity supply chain of the Beijing-Tianjin-Hebei agglomeration in 2012. Our analysis reveals an economic-environmental imbalance whereby Beijing and Tianjin prosper at the expense of Hebei cities. Hebei cities work as producers for Beijing and Tianjin, such that services and goods exported from the Hebei region account for more than 60% of the region's carbon emissions and water use. Economic benefits are also exported. In the case of five key Hebei cities, only 38% of the region's gross domestic product is retained within the cities. This disparity has important implications for equality, prosperity, and sustainability and demonstrates the importance of considering supply chains from the city networks perspective.

Inventories of cities’ emissions serve as the foundation for the analysis of emissions characteristics and policymaking. China is the world’s top energy consumer and CO2 emitter, and it is facing great potential harm from climate change. Consequently, China is taking increasing responsibility in the fight against global climate change. Many energy/emissions control policies have been implemented in China, most of which are designed at the national level. However, cities are at different stages of industrialization and have distinct development pathways; they need specific control policies designed based on their current emissions characteristics. This study is the first to construct emissions inventories for 182 Chinese cities. The inventories are constructed using 17 fossil fuels and 47 socioeconomic sectors. These city-level emissions inventories have a scope and format consistent with China’s national/provincial inventories. Some socioeconomic data of the cities, such as GDP, population, industrial structures, are included in the datasets as well. The dataset provides transparent, accurate, complete, comparable, and verifiable data support for further city-level emissions studies and low-carbon/sustainable development policy design. The dataset also offers insights for other countries by providing an emissions accounting method with limited data.

Primary PM _2.5 emissions contributed significantly to poor air quality in China. We present an interdisciplinary study to measure the magnitudes of socioeconomic factors in driving primary PM _2.5 emission changes in China between 1997–2010, by using a regional emission inventory as input into an environmentally extended input–output framework and applying structural decomposition analysis. Our results show that China’s significant efficiency gains fully offset emissions growth triggered by economic growth and other drivers. Capital formation is the largest final demand category in contributing annual PM _2.5 emissions, but the associated emission level is steadily declining. Exports is the only final demand category that drives emission growth between 1997–2010. The production of exports led to emissions of 638 thousand tonnes of PM _2.5 , half of the EU27 annual total, and six times that of Germany. Embodied emissions in Chinese exports are largely driven by consumption in OECD countries.

Significance Achieving a rapid global decarbonization to stabilize the climate critically depends on activating contagious and fast-spreading processes of social and technological change within the next few years. Drawing on expert elicitation, an expert workshop, and a review of literature, which provides a comprehensive analysis on this topic, we propose concrete interventions to induce positive social tipping dynamics and a rapid global transformation to carbon-neutral societies. These social tipping interventions comprise removing fossil-fuel subsidies and incentivizing decentralized energy generation, building carbon-neutral cities, divesting from assets linked to fossil fuels, revealing the moral implications of fossil fuels, strengthening climate education and engagement, and disclosing greenhouse gas emissions information.

Streets; Qiang Zhang; Fei Liu; Bo Zheng; Meng Li; Kebin He; Dabo Guan; Dabo Guan; Guannan Geng;There are more than 30,000 biomass- and fossil-fuel-burning power plants now operating worldwide, reflecting a tremendously diverse infrastructure, which ranges in capacity from less than a megawatt to more than a gigawatt. In 2010, 68.7% of electricity generated globally came from these power plants, compared with 64.2% in 1990. Although the electricity generated by this infrastructure is vital to economic activity worldwide, it also produces more CO2 and air pollutant emissions than infrastructure from any other industrial sector. Here, we assess fuel- and region-specific opportunities for reducing undesirable air pollutant emissions using a newly developed emission dataset at the level of individual generating units. For example, we find that retiring or installing emission control technologies on units representing 0.8% of the global coal-fired power plant capacity could reduce levels of PM2.5 emissions by 7.7–14.2%. In India and China, retiring coal-fired plants representing 1.8% and 0.8% of total capacity can reduce total PM2.5 emissions from coal-fired plants by 13.2% and 16.0%, respectively. Our results therefore suggest that policies targeting a relatively small number of ‘super-polluting’ units could substantially reduce pollutant emissions and thus the related impacts on both human health and global climate. After developing a unit-based air pollutants emission inventory of more than 30,000 fossil fuel power plants operating worldwide in 2010, the authors find that retiring or implementing controlling measures on coal-fired power plants, representing 0.8% of global capacity, could reduce PM2.5 emissions from coal-fired plants by up to 14.2%.

Fromer; Zhu Liu; Zhu Liu; Zhu Liu; Dabo Guan; Jingru Liu; Zhifu Mi;Cities, the core of the global climate change mitigation and strategic low-carbon development, are shelters to more than half of the world population and responsible for three quarters of global energy consumption and greenhouse gas (GHG). This special volume (SV) provides a platform that promotes multi- and inter- disciplinary analyses and discussions on the climate change mitigation for cities. All papers are divided into four themes, including GHG emission inventory and accounting, climate change and urban sectors, climate change and sustainable development, and strategies and mitigation action plans. First, this SV provides methods for constructing emission inventory from both production and consumption perspectives. These methods are useful to improve the comprehensiveness and accuracy of carbon accounting for international cities. Second, the climate change affects urban sectors from various aspects; simultaneously, GHG emissions caused by activities in urban sectors affect the climate system. This SV focuses on mitigation policies and assessment of energy, transport, construction, and service sectors. Third, climate change mitigation of cities is closely connected to urban sustainable development. This SV explores the relationships between climate change mitigation with urbanization, ecosystems, air pollution, and extreme events. Fourth, climate change mitigation policies can be divided into two categories: quantity-based mechanism (e.g., carbon emission trading) and price-based mechanism (e.g., carbon tax). This SV provides experiences of local climate change mitigation all over the world and proposes the city-to-city cooperation on climate change mitigation.

EU energy policy is more and more promoting a resilient, efficient and sustainable energy system. Several agreements have been signed in the last few months that set ambitious goals in terms of energy efficiency and emission reductions and to reduce the energy consumption in buildings. These actions are expected to fulfill the goals negotiated at the Paris Agreement in 2015. The successful development of this ambitious energy policy needs to be supported by scientific knowledge: a huge effort must be made in order to develop more efficient energy conversion technologies based both on renewables and fossil fuels. Similarly, researchers are also expected to work on the integration of conventional and novel systems, also taking into account the needs for the management of the novel energy systems in terms of energy storage and devices management. Therefore, a multi-disciplinary approach is required in order to achieve these goals. To ensure that the scientists belonging to the different disciplines are aware of the scientific progress in the other research areas, specific Conferences are periodically organized. One of the most popular conferences in this area is the Sustainable Development of Energy, Water and Environment Systems (SDEWES) Series Conference. The 12th Sustainable Development of Energy, Water and Environment Systems Conference was recently held in Dubrovnik, Croatia. The present Special Issue of Energies, specifically dedicated to the 12th SDEWES Conference, is focused on five main fields: energy policy and energy efficiency in smart energy systems, polygeneration and district heating, advanced combustion techniques and fuels, biomass and building efficiency.

However, this region is also under pressure to protect its environment, keep its development sustainable and reduce carbon emissions. Therefore, accurately estimating the temporal and spatial dynamics of CO2 emissions and analysing the factors influencing these emissions are especially important. This paper estimates the CO2 emissions derived from the fossil fuel combustion and industrial processes of 18 central cities in China between 2000 and 2014. The results indicate that these 18 cities, which contain an average of 6.57% of the population and 7.91% of the GDP, contribute 13% of China's total CO2 emissions. The highest cumulative CO2 emissions from 2000 to 2014 were from Taiyuan and Wuhan, with values of 2268.57 and 1847.59 million tons, accounting for 19.21% and 15.64% of the total among these cities, respectively. Therefore, the CO2 emissions in the Taiyuan urban agglomeration and Wuhan urban agglomeration represented 28.53% and 20.14% of the total CO2 emissions from the 18 cities, respectively. The three cities in the Zhongyuan urban agglomeration also accounted for a second highest proportion of emissions at 23.51%. With the proposal and implementation of the Rise of Central China Plan in 2004, the annual average growth rate of total CO2 emissions gradually decreased and was lower in the periods from 2005 to 2010 (5.44%) and 2010 to 2014 (5.61%) compared with the rate prior to 2005 (12.23%). When the 47 socioeconomic sectors were classified into 12 categories, “power generation” contributed the most to the total cumulative CO2 emissions at 36.51%, followed by the “non-metal and metal industry”, “petroleum and chemical industry”, and “mining” sectors, representing emissions proportions of 29.81%, 14.79%, and 9.62%, respectively. Coal remains the primary fuel in central China, accounting for an average of 80.59% of the total CO2 emissions. Industrial processes also played a critical role in determining the CO2 emissions, with an average value of 7.3%. The average CO2 emissions per capita across the 18 cities increased from 6.14 metric tons in 2000 to 15.87 metric tons in 2014, corresponding to a 158.69% expansion. However, the average CO2 emission intensity decreased from 0.8 metric tons/1000 Yuan in 2000 to 0.52 metric tons/1000 Yuan in 2014 with some fluctuations. The changes in and industry contributions of carbon emissions were city specific, and the effects of population and economic development on CO2 emissions varied. Therefore, long-term climate change mitigation strategies should be adjusted for each city.

AbstractCities are increasingly linked to domestic and foreign markets during rapid globalization of trade. While transboundary carbon footprints of cities have been recently highlighted, we still have limited understanding of how carbon emission linkages between sectors are reshaping urban carbon footprints through time. In this study, we propose an integrated input‐output approach to trace the dynamics of various types of carbon emission linkages associated with a city. This approach quantifies full linkages in the urban carbon system from both production‐ and consumption‐based perspectives. We assess the dynamic roles that economic sectors and activities play in manipulating multiscale linkages induced by local, domestic, and international inputs. Using Beijing as a case study, we find that imports from domestic and foreign markets have an increasing impact on the city's carbon footprint with more distant linkages during the period from 1990 to 2012. The manufacturing‐related carbon emission linkages have been increasingly transferred outside the urban boundary since 2005, while the linkages from the energy sector to services sectors remain important in Beijing's local economy. Applying systems thinking to input‐output linkage analysis provides important details on when and how carbon emission linkages evolved in cities, whereby sector‐oriented and activity‐oriented carbon mitigation policies can be formulated.

With more than two-thirds of the global population expected to live in cities by 2050, urban sustainability is an essential part of sustainable development but remains poorly understood for urban agglomerations, which continue to develop and grow. Here, we construct a multiregional input-output table at the city level and investigate the impacts of water and carbon flows on the intercity supply chain of the Beijing-Tianjin-Hebei agglomeration in 2012. Our analysis reveals an economic-environmental imbalance whereby Beijing and Tianjin prosper at the expense of Hebei cities. Hebei cities work as producers for Beijing and Tianjin, such that services and goods exported from the Hebei region account for more than 60% of the region's carbon emissions and water use. Economic benefits are also exported. In the case of five key Hebei cities, only 38% of the region's gross domestic product is retained within the cities. This disparity has important implications for equality, prosperity, and sustainability and demonstrates the importance of considering supply chains from the city networks perspective.

Inventories of cities’ emissions serve as the foundation for the analysis of emissions characteristics and policymaking. China is the world’s top energy consumer and CO2 emitter, and it is facing great potential harm from climate change. Consequently, China is taking increasing responsibility in the fight against global climate change. Many energy/emissions control policies have been implemented in China, most of which are designed at the national level. However, cities are at different stages of industrialization and have distinct development pathways; they need specific control policies designed based on their current emissions characteristics. This study is the first to construct emissions inventories for 182 Chinese cities. The inventories are constructed using 17 fossil fuels and 47 socioeconomic sectors. These city-level emissions inventories have a scope and format consistent with China’s national/provincial inventories. Some socioeconomic data of the cities, such as GDP, population, industrial structures, are included in the datasets as well. The dataset provides transparent, accurate, complete, comparable, and verifiable data support for further city-level emissions studies and low-carbon/sustainable development policy design. The dataset also offers insights for other countries by providing an emissions accounting method with limited data.

Primary PM _2.5 emissions contributed significantly to poor air quality in China. We present an interdisciplinary study to measure the magnitudes of socioeconomic factors in driving primary PM _2.5 emission changes in China between 1997–2010, by using a regional emission inventory as input into an environmentally extended input–output framework and applying structural decomposition analysis. Our results show that China’s significant efficiency gains fully offset emissions growth triggered by economic growth and other drivers. Capital formation is the largest final demand category in contributing annual PM _2.5 emissions, but the associated emission level is steadily declining. Exports is the only final demand category that drives emission growth between 1997–2010. The production of exports led to emissions of 638 thousand tonnes of PM _2.5 , half of the EU27 annual total, and six times that of Germany. Embodied emissions in Chinese exports are largely driven by consumption in OECD countries.

Significance Achieving a rapid global decarbonization to stabilize the climate critically depends on activating contagious and fast-spreading processes of social and technological change within the next few years. Drawing on expert elicitation, an expert workshop, and a review of literature, which provides a comprehensive analysis on this topic, we propose concrete interventions to induce positive social tipping dynamics and a rapid global transformation to carbon-neutral societies. These social tipping interventions comprise removing fossil-fuel subsidies and incentivizing decentralized energy generation, building carbon-neutral cities, divesting from assets linked to fossil fuels, revealing the moral implications of fossil fuels, strengthening climate education and engagement, and disclosing greenhouse gas emissions information.

In 2010, 68.7% of electricity generated globally came from these power plants, compared with 64.2% in 1990. Although the electricity generated by this infrastructure is vital to economic activity worldwide, it also produces more CO2 and air pollutant emissions than infrastructure from any other industrial sector. Here, we assess fuel- and region-specific opportunities for reducing undesirable air pollutant emissions using a newly developed emission dataset at the level of individual generating units. For example, we find that retiring or installing emission control technologies on units representing 0.8% of the global coal-fired power plant capacity could reduce levels of PM2.5 emissions by 7.7–14.2%. In India and China, retiring coal-fired plants representing 1.8% and 0.8% of total capacity can reduce total PM2.5 emissions from coal-fired plants by 13.2% and 16.0%, respectively. Our results therefore suggest that policies targeting a relatively small number of ‘super-polluting’ units could substantially reduce pollutant emissions and thus the related impacts on both human health and global climate. After developing a unit-based air pollutants emission inventory of more than 30,000 fossil fuel power plants operating worldwide in 2010, the authors find that retiring or implementing controlling measures on coal-fired power plants, representing 0.8% of global capacity, could reduce PM2.5 emissions from coal-fired plants by up to 14.2%.
