description Publicationkeyboard_double_arrow_right Doctoral thesis 2004 GermanyAuthors: Pamme, Hildegard;This thesis analyzes the impact of sustainable strategies on local politics in Germany. Making use of structuration theory and different approaches in organization theory, the dissertation argues that it would be very difficult to increase the ecological effectiveness of local government using the idea of sustainable development. The essential aspects of the theoretical assumptions are confirmed by evaluating a wide range of empirical studies on Local Agenda 21, the Environmental Management and Audit Scheme and environmental impact assessment. It can be shown that the ecological effects of local sustainability are limited. Bureaucratization and the growing dominance of economic principles determine the logic of sustainability on the local level. Drawing on the theoretical considerations discussed here, the author concludes by suggesting ways in which the ecological effectiveness of local government can be strengthened.

Capacitance-voltage-spectroscopy (CV) with perpendicular magnetic fields is used to identify the energy structure of holes in quantum dots. Applying a two-dimensional harmonic oscillator model, we demonstrate an irregular filling sequence where the d states are occupied with holes before the filling of the p shell is completed. This surprising behavior is explained by a shift in the energy structure in favor of the coulomb repulsion due to the strong interaction in the hole system. We have mapped out the wave functions of electron and hole carriers using CV-spectroscopy with parallel magnetic fields. This allows us to obtain two dimensional plots of the probability densities in k-space for the carriers. The wave functions are interpreted in a quasi particle picture. For the s electrons in quantum dots we obtain Gaussian like probability densities with certain deviations. The wave functions are elongated along [1-10] in direct space. This is caused by a morphological anisotropy of the quantum dots and due to the piezoelectric effect in these structures. The p states show nodal structures with orbitals that are oriented perpendicular to each other. The low energy p states are oriented along [1-10] in direct space. The hole wave functions show an elongation along the perpendicular direction [110] in direct space. This confirms the assumption that the probability distribution is mainly influenced by piezoelectric effects in the strained semiconductor system. Using polarization dependent photoluminescence spectroscopy we demonstrate an energy shift in the interband transitions which indicates an anisotropic confining potential.

Motiviert durch ein Anwendungsbeispiel wird die Komfortzone für mobile, kinematisch redundante Manipulatoren definiert. Die Lage und Orientierung der Basis des Manipulators und die Gelenkwinkel werden so gewählt, dass ausgesuchte Zielfunktionen minimal werden. Diese Zielfunktionen werden aus bekannten Maßen wie kartesische Geschwindigkeit, Kraft und Steifigkeit abgeleitet. Sie werden abhängig von den Parametern der Basis und den Gelenkwinkeln des Manipulators bestimmt, wobei nur ein Unterraum an möglichen Konfigurationen aufgrund der vorgegebenen Lage und Orientierung des Endeffektors (EE) für die Optimierung frei wählbar ist. Es werden im Sinne der multikriteriellen Optimierung Pareto-Fronten errechnet, welche durch vordefinierte Grenzen (z.B. minimale erreichbare Kraft oder minimale erreichbare Geschwindigkeit) begrenzt werden. Motivated by an application example, the comfort zone for mobile kinematically redundant manipulators is defined. The position and orientation of the mobile platform (=base of the manipulator) and the joint angles are selected in such a way that selected target functions are minimized. These objective functions are derived from known measures such as Cartesian velocity, force and stiffness. The objective functions are evaluated depending on the parameters of the base and the joint angles of the manipulator, whereby only a subspace of possible configurations is freely selectable for optimization due to the given position and orientation of the end effector (EE). Pareto-fronts are calculated in the sense of multi-criteria optimization, which are limited by, e.g., minimum achievable force or minimum achievable speed. Therefore, they need frequency synthesizers which are typically based on phase-locked-loops (PLLs). Communication standards like GSM or Bluetooth necessiate that the PLLs put out oscillations with high spectral purity and accuracy. Additionally, the oscillation frequency must be adjustable very accurately at low transient time to account for occasional carrier frequency changes. So called Sigma-Delta-fractional-N frequency synthesizers are often employed to fulfil these requirements. However, the number and the locations of the poles of the control loop and hence the loop filter must be chosen properly. Unity gain frequency and phase margin have to be considered as well as the stringent frequency accuracy and the detailed origin of the spurious emissions. The design methodology proposed in this work is based on numerical optimization techniques, a high number of control loop poles and the use of Gm-C-biquads as loop filter building blocks.

Vor dem Hintergrund des künftig häufigeren und intensiveren Auftretens sowie der längeren Dauer von Extremwetterereignissen, die dem Klimawandel zugeschrieben werden, steigt die Relevanz von Extremwetterereignissen auch für Industrienationen. Gleichzeitig gilt die allgemeine Bereitschaft für Klimaschutzmaßnahmen als eher gering. Insofern knüpft dieser Beitrag1 einerseits an die politische Frage nach einem effektiven globalen Klimaschutz und andererseits an das gesellschaftliche Problembewusstsein für den Klimawandel an. Konkret wird der Frage nachgegangen, ob die Einschätzung des Klima- wandels als Gefährdung in Form von Extremwetterereignissen eine Rolle bei der Unterstützung politischer Maßnahmen zum Klimaschutz wie einem Preis für Treibhausgasemissionen spielt. Die zur Beantwortung verwendeten Konzepte basieren auf denen der Risikowahrnehmung und der Betroffenheit im Rahmen der Vulnerabilitätsanalyse. Empirisch wurde eine Sekundäranalyse mit mehreren binären, logistischen Regressionsmodellen auf Basis der Mikrodaten aus der 2. Welle der Umweltbewusstseinsstudie 2016 durchgeführt. Diese zeigten, dass (1) die generelle Unterstützung politischer Maßnahmen zum Klimaschutz in Deutschland ungewöhnlich hoch ist, und dass (2) eine stärkere wahrgenommene Gefährdung durch den Klimawandel eher zur Unter- stützung politischer Maßnahmen zum Klimaschutz führt. As there are likely to be more numerous, more intensive, as well as longer extreme weather events, their social relevance rises. At the same time, public support for climate mitigation is relatively low. Thus, this research focuses on first, the political question of effective global climate change mitigation and second the social perception or awareness of the climate change. More concrete, the question is about the role of perceived climate change risks in the form of extreme weather events in supporting climate change mitigation policies like a price for greenhouse gas emissions. The concepts used were derived from those of risk perception as well as consternation with reference to vulnerability analysis. Empirically, a secondary analysis with the method of the logistic regression and based on the data set of the second wave of the 2016 Umweltbewusstseinsstudie was conducted. They showed, that (1) in Germany the overall support of climate change policies is surprisingly high and (2) that a strong perceived climate change risk based on extreme weather events increases the probability of supporting those policies.

Gleichermaßen werden Diskussionen über Mindestlöhne, Fachkräftemangel und soziale Mindeststandards geführt, um die menschlichen Bedürfnisse in das soziale Bewusstsein der Unternehmen zu rufen. Diese ökono-mischen, ökologischen und sozialen Anforderungen sind an Unternehmen zu stellen und in einem unternehmensweiten, nachhaltig orientierten Managementsystem zu integrieren. Die zugrundeliegenden Konzepte werden allgemein mit den Begriffen Corporate Social Responsibility (CSR) bzw. Corporate Sustainability Performance Management (CSPM) bezeichnet, die als moralisches, verantwortliches Verhalten von Unternehmen gegenüber Gesellschaft und Umwelt definiert werden können. Im Vordergrund steht dabei nicht eine karitative Unternehmensethik, sondern eine Ausweitung ethischer Fragen auf das Kerngeschäft der Unterneh-men. Diese Definition zeigt, dass die Verfolgung von Nachhaltigkeitsaspekten nicht nur eine weitere Kostenbelastung für Unternehmen bedeutet, sondern eine Reihe von Potenzialen bereitstellt, die sich direkt z. B. anhand von Ressourcenein-sparungen im Produktionsbereich oder indirekt über das Unternehmensimage auswirken. Entscheidend ist jedoch, dass Nachhaltigkeitsanforderungen nicht nur strategischer Natur sind, sondern in allen Unternehmensbereichen und -ebenen implementiert werden. Dies erfordert ein integratives CSPM-Modell, das alle Aspekte von der Planung, über das Reporting, bis hin zur Analyse beinhaltet, um bestmögliche Entscheidungsunterstützung zu liefern. Jahrhundert ist der Wohlstand und die wirtschaftliche Entwicklung fast aller Länder der Erde maßgeblich an die Nutzung fossiler Brennstoffe wie Öl, Kohle oder Gas gekoppelt. Bei deren Verbrennung werden jedoch Treibhausgase wie z.B. Kohlenstoffdioxid (CO2) freigesetzt, die wiederum den anthropogenen Klimawandel forcieren. Da sich CO2 nahezu gleichmäßig in der Atmosphäre verteilt, muss auch die nachhaltige Reduktion im Rahmen einer globalen Klimaschutzstrategie angegangen werden. Dem Elektrizitäts- und Wärmesektor kommt dabei eine tragende Rolle zu, da diesem Sektor ungefähr 50% der weltweiten CO2-Emissionen zuzuschreiben sind. Weitgehende CO2-Minderungsverpflichtungen bedingen jedoch deutliche Veränderungen innerhalb dieses Sektors und haben mittel- und langfristig einen kompletten Strukturwechsel (z.B. Zuwachs Erneuerbarer Energien, Nutzung von Speichertechnologien etc.) zur Folge. Eine Technologie, die beim Übergang zu einem 100% erneuerbaren Stromsektor helfen kann, ist die sogenannte Carbon Capture and Storage Technologie - kurz CCS. Dabei wird in Kohle- oder Gaskraftwerken das im Abgas enthaltene CO2 größtenteils abgeschieden, transportiert und letztendlich in unterirdischen Speichern endgelagert. Insbesondere rasant wachsende Volkswirtschaften wie China und Indien können damit bei der Stromerzeugung auf heimische und billige Brennstoffe wie Steinkohle zurückgreifen und trotzdem Emissionen in diesem Sektor signifikant reduzieren. Vor diesem Hintergrund werden in der vorliegenden Arbeit zunächst der aktuelle Wissensstand zur globalen Erwärmung dargestellt und erforderliche Klimaschutzstrategien zur Eindämmung diskutiert. In addition, calculations of the transport of methanol and water in the membrane are compared with experimentally determined values. It also includes investigations of the behaviour of single-cells and some of its components, as the anode gas diffusion layer and the anode flow-field. For the addition of methanol to the anode feed loop, a passive concept based on a permeable tube was developed and verified by both experiments and simulations.

Therefore the policy field of sustainability is chosen to analyse how and if civil society organisations can take part in European decision making processes. The case study focuses on the participation process for the organised civil society during the negotiations for the European Constitution by analysing the conventions forum as a new and electronically based participation-channel. Background of the examination are the reforms of the European Commission under the presidency of Romano Prodi, in office from 1999 to 2004; with a focus on the European Governance Reform introduced basically by the Commissions White Paper on Governance in the year 2001. The theoretical background of the study is the theory of “ecological communication” by the German sociologist Niklas Luhmann to reflect the problems and chances for societal communication processes in functional differentiated societies. The specific role organisations can play to transform and communicate relevant information and alternative knowledge requests innovative governance structures which are able to improve the quality of societal communication and which are necessary to find generally accepted solutions for problems with supra-national character. The specific role of civil society organisations for societal- and systemic integration is underlined by Montesquieu’s theory of secondary powers (pouvoirs intermédiaires) and leads to a differentiated understanding of NGOs in processes of political communication.

description Publicationkeyboard_double_arrow_right Doctoral thesis 2004 GermanyAuthors: Pamme, Hildegard;This thesis analyzes the impact of sustainable strategies on local politics in Germany. Making use of structuration theory and different approaches in organization theory, the dissertation argues that it would be very difficult to increase the ecological effectiveness of local government using the idea of sustainable development. The essential aspects of the theoretical assumptions are confirmed by evaluating a wide range of empirical studies on Local Agenda 21, the Environmental Management and Audit Scheme and environmental impact assessment. It can be shown that the ecological effects of local sustainability are limited. Bureaucratization and the growing dominance of economic principles determine the logic of sustainability on the local level. Drawing on the theoretical considerations discussed here, the author concludes by suggesting ways in which the ecological effectiveness of local government can be strengthened.

Capacitance-voltage-spectroscopy (CV) with perpendicular magnetic fields is used to identify the energy structure of holes in quantum dots. Applying a two-dimensional harmonic oscillator model, we demonstrate an irregular filling sequence where the d states are occupied with holes before the filling of the p shell is completed. This surprising behavior is explained by a shift in the energy structure in favor of the coulomb repulsion due to the strong interaction in the hole system. We have mapped out the wave functions of electron and hole carriers using CV-spectroscopy with parallel magnetic fields. This allows us to obtain two dimensional plots of the probability densities in k-space for the carriers. The wave functions are interpreted in a quasi particle picture. For the s electrons in quantum dots we obtain Gaussian like probability densities with certain deviations. The wave functions are elongated along [1-10] in direct space. This is caused by a morphological anisotropy of the quantum dots and due to the piezoelectric effect in these structures. The p states show nodal structures with orbitals that are oriented perpendicular to each other. The low energy p states are oriented along [1-10] in direct space. The hole wave functions show an elongation along the perpendicular direction [110] in direct space. This confirms the assumption that the probability distribution is mainly influenced by piezoelectric effects in the strained semiconductor system. Using polarization dependent photoluminescence spectroscopy we demonstrate an energy shift in the interband transitions which indicates an anisotropic confining potential.

Motiviert durch ein Anwendungsbeispiel wird die Komfortzone für mobile, kinematisch redundante Manipulatoren definiert. Die Lage und Orientierung der Basis des Manipulators und die Gelenkwinkel werden so gewählt, dass ausgesuchte Zielfunktionen minimal werden. Diese Zielfunktionen werden aus bekannten Maßen wie kartesische Geschwindigkeit, Kraft und Steifigkeit abgeleitet. Sie werden abhängig von den Parametern der Basis und den Gelenkwinkeln des Manipulators bestimmt, wobei nur ein Unterraum an möglichen Konfigurationen aufgrund der vorgegebenen Lage und Orientierung des Endeffektors (EE) für die Optimierung frei wählbar ist. Es werden im Sinne der multikriteriellen Optimierung Pareto-Fronten errechnet, welche durch vordefinierte Grenzen (z.B. minimale erreichbare Kraft oder minimale erreichbare Geschwindigkeit) begrenzt werden. Motivated by an application example, the comfort zone for mobile kinematically redundant manipulators is defined. The position and orientation of the mobile platform (=base of the manipulator) and the joint angles are selected in such a way that selected target functions are minimized. These objective functions are derived from known measures such as Cartesian velocity, force and stiffness. The objective functions are evaluated depending on the parameters of the base and the joint angles of the manipulator, whereby only a subspace of possible configurations is freely selectable for optimization due to the given position and orientation of the end effector (EE). Therefore, they need frequency synthesizers which are typically based on phase-locked-loops (PLLs). Communication standards like GSM or Bluetooth necessiate that the PLLs put out oscillations with high spectral purity and accuracy. Additionally, the oscillation frequency must be adjustable very accurately at low transient time to account for occasional carrier frequency changes. So called Sigma-Delta-fractional-N frequency synthesizers are often employed to fulfil these requirements. However, the number and the locations of the poles of the control loop and hence the loop filter must be chosen properly. Unity gain frequency and phase margin have to be considered as well as the stringent frequency accuracy and the detailed origin of the spurious emissions. The design methodology proposed in this work is based on numerical optimization techniques, a high number of control loop poles and the use of Gm-C-biquads as loop filter building blocks.

Vor dem Hintergrund des künftig häufigeren und intensiveren Auftretens sowie der längeren Dauer von Extremwetterereignissen, die dem Klimawandel zugeschrieben werden, steigt die Relevanz von Extremwetterereignissen auch für Industrienationen. Gleichzeitig gilt die allgemeine Bereitschaft für Klimaschutzmaßnahmen als eher gering. Insofern knüpft dieser Beitrag1 einerseits an die politische Frage nach einem effektiven globalen Klimaschutz und andererseits an das gesellschaftliche Problembewusstsein für den Klimawandel an. Konkret wird der Frage nachgegangen, ob die Einschätzung des Klima- wandels als Gefährdung in Form von Extremwetterereignissen eine Rolle bei der Unterstützung politischer Maßnahmen zum Klimaschutz wie einem Preis für Treibhausgasemissionen spielt. Die zur Beantwortung verwendeten Konzepte basieren auf denen der Risikowahrnehmung und der Betroffenheit im Rahmen der Vulnerabilitätsanalyse. Empirisch wurde eine Sekundäranalyse mit mehreren binären, logistischen Regressionsmodellen auf Basis der Mikrodaten aus der 2. Welle der Umweltbewusstseinsstudie 2016 durchgeführt. Diese zeigten, dass (1) die generelle Unterstützung politischer Maßnahmen zum Klimaschutz in Deutschland ungewöhnlich hoch ist, und dass (2) eine stärkere wahrgenommene Gefährdung durch den Klimawandel eher zur Unter- stützung politischer Maßnahmen zum Klimaschutz führt. As there are likely to be more numerous, more intensive, as well as longer extreme weather events, their social relevance rises. At the same time, public support for climate mitigation is relatively low. Thus, this research focuses on first, the political question of effective global climate change mitigation and second the social perception or awareness of the climate change. More concrete, the question is about the role of perceived climate change risks in the form of extreme weather events in supporting climate change mitigation policies like a price for greenhouse gas emissions. The concepts used were derived from those of risk perception as well as consternation with reference to vulnerability analysis. Empirically, a secondary analysis with the method of the logistic regression and based on the data set of the second wave of the 2016 Umweltbewusstseinsstudie was conducted. They showed, that (1) in Germany the overall support of climate change policies is surprisingly high and (2) that a strong perceived climate change risk based on extreme weather events increases the probability of supporting those policies.

Gleichermaßen werden Diskussionen über Mindestlöhne, Fachkräftemangel und soziale Mindeststandards geführt, um die menschlichen Bedürfnisse in das soziale Bewusstsein der Unternehmen zu rufen. Diese ökono-mischen, ökologischen und sozialen Anforderungen sind an Unternehmen zu stellen und in einem unternehmensweiten, nachhaltig orientierten Managementsystem zu integrieren. Jahrhundert ist der Wohlstand und die wirtschaftliche Entwicklung fast aller Länder der Erde maßgeblich an die Nutzung fossiler Brennstoffe wie Öl, Kohle oder Gas gekoppelt. Bei deren Verbrennung werden jedoch Treibhausgase wie z.B. Kohlenstoffdioxid (CO2) freigesetzt, die wiederum den anthropogenen Klimawandel forcieren. Da sich CO2 nahezu gleichmäßig in der Atmosphäre verteilt, muss auch die nachhaltige Reduktion im Rahmen einer globalen Klimaschutzstrategie angegangen werden. Dem Elektrizitäts- und Wärmesektor kommt dabei eine tragende Rolle zu, da diesem Sektor ungefähr 50% der weltweiten CO2-Emissionen zuzuschreiben sind. Weitgehende CO2-Minderungsverpflichtungen bedingen jedoch deutliche Veränderungen innerhalb dieses Sektors und haben mittel- und langfristig einen kompletten Strukturwechsel (z.B. Zuwachs Erneuerbarer Energien, Nutzung von Speichertechnologien etc.) zur Folge. Eine Technologie, die beim Übergang zu einem 100% erneuerbaren Stromsektor helfen kann, ist die sogenannte Carbon Capture and Storage Technologie - kurz CCS. Dabei wird in Kohle- oder Gaskraftwerken das im Abgas enthaltene CO2 größtenteils abgeschieden, transportiert und letztendlich in unterirdischen Speichern endgelagert. Insbesondere rasant wachsende Volkswirtschaften wie China und Indien können damit bei der Stromerzeugung auf heimische und billige Brennstoffe wie Steinkohle zurückgreifen und trotzdem Emissionen in diesem Sektor signifikant reduzieren. Vor diesem Hintergrund werden in der vorliegenden Arbeit zunächst der aktuelle Wissensstand zur globalen Erwärmung dargestellt und erforderliche Klimaschutzstrategien zur Eindämmung diskutiert. Therefore the policy field of sustainability is chosen to analyse how and if civil society organisations can take part in European decision making processes. The case study focuses on the participation process for the organised civil society during the negotiations for the European Constitution by analysing the conventions forum as a new and electronically based participation-channel. Background of the examination are the reforms of the European Commission under the presidency of Romano Prodi, in office from 1999 to 2004; with a focus on the European Governance Reform introduced basically by the Commissions White Paper on Governance in the year 2001. The theoretical background of the study is the theory of “ecological communication” by the German sociologist Niklas Luhmann to reflect the problems and chances for societal communication processes in functional differentiated societies. The specific role organisations can play to transform and communicate relevant information and alternative knowledge requests innovative governance structures which are able to improve the quality of societal communication and which are necessary to find generally accepted solutions for problems with supra-national character. The specific role of civil society organisations for societal- and systemic integration is underlined by Montesquieu’s theory of secondary powers (pouvoirs intermédiaires) and leads to a differentiated understanding of NGOs in processes of political communication.
