Le règlement (CE) no 443/2009 impose aux États membres d’enregistrer les informations relatives à chaque voiture particulière neuve immatriculée sur son territoire. Chaque année, chaque État membre communique à la Commission toutes les informations relatives à ses nouveaux enregistrements. En particulier, les informations suivantes sont requises pour chaque voiture particulière neuve immatriculée: nom du constructeur, numéro d’homologation de type, type, variante, version, marque et nom commercial, émissions spécifiques de CO2, masse du véhicule, base de roue, largeur de la voie, capacité du moteur, type de carburant et mode carburant. Des renseignements supplémentaires, tels que la puissance du moteur, ont également été fournis. Les données relatives à l’EU-28 figurent dans la base de données principale. Foram também apresentadas informações adicionais, como a potência do motor. Os dados relativos à UE-28 são comunicados na base de dados principal. Ο κανονισμός (ΕΚ) αριθ. 443/2009 απαιτεί από τα κράτη μέλη να καταγράφουν πληροφορίες για κάθε καινούργιο επιβατικό αυτοκίνητο που ταξινομείται στην επικράτειά του. Κάθε κράτος μέλος υποβάλλει κάθε χρόνο στην Επιτροπή όλες τις πληροφορίες που αφορούν τις νέες καταχωρίσεις του. Ειδικότερα, απαιτούνται τα ακόλουθα στοιχεία για κάθε καινούργιο επιβατικό αυτοκίνητο που ταξινομείται: όνομα του κατασκευαστή, αριθμός έγκρισης τύπου, τύπος, παραλλαγή, έκδοση, μάρκα και εμπορική ονομασία, ειδικές εκπομπές CO2, μάζα του οχήματος, μεταξόνιο, πλάτος μετατροχίου, κυβισμός κινητήρα, τύπος καυσίμου και τρόπος λειτουργίας καυσίμου. However, exploitation level and stock status are unknown for most stocks because the data required for full stock assessments are missing. This study presents a new method [abundance maximum sustainable yields (AMSY)] that estimates relative population size when no catch data are available using time series of catch-per-unit-effort or other relative abundance indices as the main input. AMSY predictions for relative stock size were not significantly different from the “true” values when compared with simulated data. Also, they were not significantly different from relative stock size estimated by data-rich models in 88% of the comparisons within 140 real stocks. Application of AMSY to 38 data-poor stocks showed the suitability of the method and led to the first assessments for 23 species. Given the lack of catch data as input, AMSY estimates of exploitation come with wide margins of uncertainty, which may not be suitable for management. However, AMSY seems to be well suited for estimating productivity as well as relative stock size and may, therefore, aid in the management of data-poor stocks.

Subsequent heterotrophic decomposition of the produced biomass increases the oxygen-depletion at intermediate water depths, which can result in the formation of oxygen minimum zones (OMZ). OMZs can sporadically accumulate hydrogen sulfide (H2S), which is toxic to most multicellular organisms and has been implicated in massive fish kills. During a cruise to the OMZ off Peru in January 2009 we found a sulfidic plume in continental shelf waters, covering an area >5500 km(2), which contained ∼2.2×10(4) tons of H2S. This was the first time that H2S was measured in the Peruvian OMZ and with ∼440 km(3) the largest plume ever reported for oceanic waters. We assessed the phylogenetic and functional diversity of the inhabiting microbial community by high-throughput sequencing of DNA and RNA, while its metabolic activity was determined with rate measurements of carbon fixation and nitrogen transformation processes. The waters were dominated by several distinct γ-, δ- and ε-proteobacterial taxa associated with either sulfur oxidation or sulfate reduction. Our results suggest that these chemolithoautotrophic bacteria utilized several oxidants (oxygen, nitrate, nitrite, nitric oxide and nitrous oxide) to detoxify the sulfidic waters well below the oxic surface. The chemolithoautotrophic activity at our sampling site led to high rates of dark carbon fixation. Assuming that these chemolithoautotrophic rates were maintained throughout the sulfidic waters, they could be representing as much as ∼30% of the photoautotrophic carbon fixation. Postulated changes such as eutrophication and global warming, which lead to an expansion and intensification of OMZs, might also increase the frequency of sulfidic waters. We suggest that the chemolithoautotrophically fixed carbon may be involved in a negative feedback loop that could fuel further sulfate reduction and potentially stabilize the sulfidic OMZ waters.

AbstractRidging South Atlantic Anticyclones contribute an important amount of precipitation over South Africa. Here, we use a global coupled climate model and the ERA5 reanalysis to separate for the first time ridging highs (RHs) based on whether they occur together with Rossby wave breaking (RWB) or not. We show that the former type of RHs are associated with more precipitation than the latter type. The mean sea level pressure anomalies caused by the two types of RHs are characterized by distinct patterns, leading to differences in the flow of moisture‐laden air onto land. We additionally find that RWB mediates the effect of climate change on RHs during the twenty‐first century. Consequently, RHs occurring without RWB exhibit little change, while those occurring with RWB contribute more precipitation over the southern and less precipitation over the northeastern South Africa in the future.

Monitoring the state of oceans and their evolution in space and time is of fundamental importance as they are severely impacted by climate change, showing an increase in temperature, acidity and stratification. The role of metrology in the marine sector is relevant for helping oceanographers consolidate measurement approaches already in place by introducing concepts like metrological traceability and measurement uncertainty. The aim of this paper is to present some examples of successful and potential applications of metrology in oceanographic research, with a focus on past and ongoing activities in the framework of joint research cooperation, which could be applied by oceanographers to consolidate the comparability of data acquired in different experimental conditions, and places and time for some essential ocean variables. Scientific cooperation in the framework of joint research projects is particularly useful for supporting measurement capabilities in marine research worldwide, and the technologies and methods developed so far represent a starting point for improvements in international monitoring networks. These techniques may be applied by laboratories and centres working in the marine sector. Applications and possible future developments will also be discussed in this paper.

Caribbean reefs have experienced unprecedented changes in the past four decades. Of great concern is the perceived widespread shift from coral to macroalgal dominance and the question of whether it represents a new, stable equilibrium for coral-reef communities. The primary causes of the shift-grazing pressure (top-down), nutrient loading (bottom-up) or direct coral mortality (side-in)-still remain somewhat controversial in the coral-reef literature. We have attempted to tease out the relative importance of each of these causes. Four insights emerge from our analysis of an early regional dataset of information on the benthic composition of Caribbean reefs spanning the years 1977-2001. First, although three-quarters of reef sites have experienced coral declines concomitant with macroalgal increases, fewer than 10% of the more than 200 sites studied were dominated by macroalgae in 2001, by even the most conservative definition of dominance. Using relative dominance as the threshold, a total of 49 coral-to-macroalgae shifts were detected. This total represents ~35% of all sites that were dominated by coral at the start of their monitoring periods. Four shifts (8.2%) occurred because of coral loss with no change in macroalgal cover, 15 (30.6%) occurred because of macroalgal gain without coral loss, and 30 (61.2%) occurred owing to concomitant coral decline and macroalgal increase. Second, the timing of shifts at the regional scale is most consistent with the side-in model of reef degradation, which invokes coral mortality as a precursor to macroalgal takeover, because more shifts occurred after regional coral-mortality events than expected by chance. Third, instantaneous observations taken at the start and end of the time-series for individual sites showed these reefs existed along a continuum of coral and macroalgal cover. The continuous, broadly negative relationship between coral and macroalgal cover suggests that in some cases coral-to-macroalgae phase shifts may be reversed by removing sources of perturbation or restoring critical components such as the herbivorous sea urchin Diadema antillarum to the system. The five instances in which macroalgal dominance was reversed corroborate the conclusion that macroalgal dominance is not a stable, alternative community state as has been commonly assumed. Fourth, the fact that the loss in regional coral cover and concomitant changes to the benthic community are related to punctuated, discrete events with known causes (i.e. coral disease and bleaching), lends credence to the hypothesis that coral reefs of the Caribbean have been under assault from climate-change-related maladies since the 1970s.

Journal of Land Use, Mobility and Environment Authors: Laura Grassini; Dino Borri;In this paper we argue for the need to apply a cognitive approach to understand deep dynamics and determinants of technological evolutions. After examining main contributions from innovation studies to the conceptualization of innovation and change in complex socio-technical environments, we highlight the contribution coming from the application of the cognitive approach to evolutionary studies on technologies and we introduce the concept of technological memory as an interpretative tool to understand those changes. We discuss our hypothesis with reference to several observations carried out in different local contexts – Mexico, India and Italy – in relation to technological change in the water sector. In those cases deliberate attempts to substitute traditional technologies with modern ones led to interesting trajectories of change ranging from the collapse of old technologies to the development of multifaceted hybridization patterns. However, exploitation level and stock status are unknown for most stocks because the data required for full stock assessments are missing. This study presents a new method [abundance maximum sustainable yields (AMSY)] that estimates relative population size when no catch data are available using time series of catch-per-unit-effort or other relative abundance indices as the main input. AMSY predictions for relative stock size were not significantly different from the “true” values when compared with simulated data. Also, they were not significantly different from relative stock size estimated by data-rich models in 88% of the comparisons within 140 real stocks. Application of AMSY to 38 data-poor stocks showed the suitability of the method and led to the first assessments for 23 species. Given the lack of catch data as input, AMSY estimates of exploitation come with wide margins of uncertainty, which may not be suitable for management. However, AMSY seems to be well suited for estimating productivity as well as relative stock size and may, therefore, aid in the management of data-poor stocks.

Subsequent heterotrophic decomposition of the produced biomass increases the oxygen-depletion at intermediate water depths, which can result in the formation of oxygen minimum zones (OMZ). OMZs can sporadically accumulate hydrogen sulfide (H2S), which is toxic to most multicellular organisms and has been implicated in massive fish kills. During a cruise to the OMZ off Peru in January 2009 we found a sulfidic plume in continental shelf waters, covering an area >5500 km(2), which contained ∼2.2×10(4) tons of H2S. This was the first time that H2S was measured in the Peruvian OMZ and with ∼440 km(3) the largest plume ever reported for oceanic waters. We assessed the phylogenetic and functional diversity of the inhabiting microbial community by high-throughput sequencing of DNA and RNA, while its metabolic activity was determined with rate measurements of carbon fixation and nitrogen transformation processes. The waters were dominated by several distinct γ-, δ- and ε-proteobacterial taxa associated with either sulfur oxidation or sulfate reduction. Our results suggest that these chemolithoautotrophic bacteria utilized several oxidants (oxygen, nitrate, nitrite, nitric oxide and nitrous oxide) to detoxify the sulfidic waters well below the oxic surface. The chemolithoautotrophic activity at our sampling site led to high rates of dark carbon fixation. Assuming that these chemolithoautotrophic rates were maintained throughout the sulfidic waters, they could be representing as much as ∼30% of the photoautotrophic carbon fixation. Postulated changes such as eutrophication and global warming, which lead to an expansion and intensification of OMZs, might also increase the frequency of sulfidic waters. We suggest that the chemolithoautotrophically fixed carbon may be involved in a negative feedback loop that could fuel further sulfate reduction and potentially stabilize the sulfidic OMZ waters.

AbstractRidging South Atlantic Anticyclones contribute an important amount of precipitation over South Africa. Here, we use a global coupled climate model and the ERA5 reanalysis to separate for the first time ridging highs (RHs) based on whether they occur together with Rossby wave breaking (RWB) or not. We show that the former type of RHs are associated with more precipitation than the latter type. The mean sea level pressure anomalies caused by the two types of RHs are characterized by distinct patterns, leading to differences in the flow of moisture‐laden air onto land. We additionally find that RWB mediates the effect of climate change on RHs during the twenty‐first century. Consequently, RHs occurring without RWB exhibit little change, while those occurring with RWB contribute more precipitation over the southern and less precipitation over the northeastern South Africa in the future.

Todos os anos, cada Estado-Membro apresenta à Comissão todas as informações relativas aos seus novos registos. Em especial, são exigidas as seguintes informações para cada automóvel novo de passageiros matriculado: nome do fabricante, número de homologação, modelo, variante, versão, marca e designação comercial, emissões específicas de CO2, massa do veículo, base das rodas, largura da via, cilindrada do motor, tipo de combustível e modo combustível. Foram também apresentadas informações adicionais, como a potência do motor. Os dados relativos à UE-27 são comunicados na base de dados principal. Informações adicionais sobre a Croácia e a Noruega são comunicadas em ficheiros separados (no mesmo arquivo zip). Apenas os dados da UE-27 serão utilizados para calcular o desempenho dos fabricantes em 2013. Kiekviena valstybė narė kasmet pateikia Komisijai visą informaciją, susijusią su jų naujomis registracijomis. Visų pirma apie kiekvieną užregistruotą naują lengvąjį automobilį reikalaujama pateikti šiuos duomenis: gamintojo pavadinimas, tipo patvirtinimo numeris, tipas, variantas, versija, markė ir komercinis pavadinimas, savitasis išmetamo CO2 kiekis, transporto priemonės masė, ratų bazė, tarpvėžės plotis, variklio darbinis tūris, degalų tipas ir degalų režimas. Taip pat buvo pateikta papildoma informacija, pavyzdžiui, variklio galia. ES-27 duomenys pateikiami pagrindinėje duomenų bazėje. Papildoma informacija apie Kroatiją ir Norvegiją pateikiama atskirtose bylose (tame pačiame zip archyve). 2013 m. gamintojų veiklos rezultatams apskaičiuoti bus naudojami tik 27 ES valstybių narių duomenys. Ulteriori informazioni su Croazia e Norvegia sono riportate in file separati (nello stesso archivio zip). Solo i dati dell'UE-27 saranno utilizzati per calcolare le prestazioni dei costruttori nel 2013. A Horvátországra és Norvégiára vonatkozó további információkat külön aktákban (ugyanabban a zip archívumban) jelentik. По-специално за всеки нов регистриран лек пътнически автомобил се изискват следните данни: наименование на производителя, номер на одобрението на типа, тип, вариант, версия, марка и търговско наименование, специфични емисии на CO2, маса на превозното средство, междуосово разстояние, широчина на колеята, обем на двигателя, вид гориво и режим на гориво. Беше предоставена и допълнителна информация, като мощност на двигателя. Данните за ЕС-27 се докладват в основната база данни. Допълнителна информация за Хърватия и Норвегия се съобщава в отделни файлове (в един и същ пощенски архив). За изчисляване на показателите на производителите за 2013 г. ще се използват само данни от ЕС-27.

Monitoring the state of oceans and their evolution in space and time is of fundamental importance as they are severely impacted by climate change, showing an increase in temperature, acidity and stratification. The role of metrology in the marine sector is relevant for helping oceanographers consolidate measurement approaches already in place by introducing concepts like metrological traceability and measurement uncertainty. The aim of this paper is to present some examples of successful and potential applications of metrology in oceanographic research, with a focus on past and ongoing activities in the framework of joint research cooperation, which could be applied by oceanographers to consolidate the comparability of data acquired in different experimental conditions, and places and time for some essential ocean variables. Scientific cooperation in the framework of joint research projects is particularly useful for supporting measurement capabilities in marine research worldwide, and the technologies and methods developed so far represent a starting point for improvements in international monitoring networks. These techniques may be applied by laboratories and centres working in the marine sector. Applications and possible future developments will also be discussed in this paper.

Caribbean reefs have experienced unprecedented changes in the past four decades. Of great concern is the perceived widespread shift from coral to macroalgal dominance and the question of whether it represents a new, stable equilibrium for coral-reef communities. The primary causes of the shift-grazing pressure (top-down), nutrient loading (bottom-up) or direct coral mortality (side-in)-still remain somewhat controversial in the coral-reef literature. We have attempted to tease out the relative importance of each of these causes. Four insights emerge from our analysis of an early regional dataset of information on the benthic composition of Caribbean reefs spanning the years 1977-2001. First, although three-quarters of reef sites have experienced coral declines concomitant with macroalgal increases, fewer than 10% of the more than 200 sites studied were dominated by macroalgae in 2001, by even the most conservative definition of dominance. Using relative dominance as the threshold, a total of 49 coral-to-macroalgae shifts were detected. This total represents ~35% of all sites that were dominated by coral at the start of their monitoring periods. Four shifts (8.2%) occurred because of coral loss with no change in macroalgal cover, 15 (30.6%) occurred because of macroalgal gain without coral loss, and 30 (61.2%) occurred owing to concomitant coral decline and macroalgal increase. Second, the timing of shifts at the regional scale is most consistent with the side-in model of reef degradation, which invokes coral mortality as a precursor to macroalgal takeover, because more shifts occurred after regional coral-mortality events than expected by chance. Third, instantaneous observations taken at the start and end of the time-series for individual sites showed these reefs existed along a continuum of coral and macroalgal cover. The continuous, broadly negative relationship between coral and macroalgal cover suggests that in some cases coral-to-macroalgae phase shifts may be reversed by removing sources of perturbation or restoring critical components such as the herbivorous sea urchin Diadema antillarum to the system. The five instances in which macroalgal dominance was reversed corroborate the conclusion that macroalgal dominance is not a stable, alternative community state as has been commonly assumed. Fourth, the fact that the loss in regional coral cover and concomitant changes to the benthic community are related to punctuated, discrete events with known causes (i.e. coral disease and bleaching), lends credence to the hypothesis that coral reefs of the Caribbean have been under assault from climate-change-related maladies since the 1970s.

After examining main contributions from innovation studies to the conceptualization of innovation and change in complex socio-technical environments, we highlight the contribution coming from the application of the cognitive approach to evolutionary studies on technologies and we introduce the concept of technological memory as an interpretative tool to understand those changes. We discuss our hypothesis with reference to several observations carried out in different local contexts – Mexico, India and Italy – in relation to technological change in the water sector. In those cases deliberate attempts to substitute traditional technologies with modern ones led to interesting trajectories of change ranging from the collapse of old technologies to the development of multifaceted hybridization patterns.
