    The subject of the research is the analysis of energy transition of the automotive market in the passenger car segment. The study aims to identify possible scenarios of the process of eliminating CO2 emission vehicles from road traffic and replacing them with a new generation of zero-emission vehicles with a motor powered by electricity from a battery. The development of passenger car market was designed using the method of scenarios planning. The authors selected a team of experts, together they identified a set of factors important for changes and prepared three scenarios: 1) base scenario, which optimistically assumes that the market will develop at the current pace; 2) scenario of limited approval for electric passenger cars, reflecting lower popularity of electric vehicles than previously expected; 3) scenario of decline in supply and demand for new cars due to a significant decrease in the wealth of the society. The scenarios include quantitative estimates of the structure of Poland’s new car registrations in 2022–2025 and in 2030. Based on these estimates, a quantitative analysis of a hypothetical reduction in the consumption of liquid fuels and gas was carried out. The resulting reduction in CO2 emission was also estimated. The study concludes with recommendations for public authorities and the automotive industry regarding their energy, climate, and transport policies. ; Przedmiotem badań jest analiza transformacji energetycznej rynku motoryzacyjnego w segmencie samochodów osobowych. Ma ona na celu rozpoznanie możliwych scenariuszy procesu eliminowania z ruchu drogowego pojazdów emisyjnych i zastępowania ich nową generacją pojazdów bezemisyjnych, z silnikiem zasilanym energią elektryczną z baterii.     The European Union climate policy, which reflects i.a. the provisions of UN Paris Agreement, implies many legislative and technological changes in many economic sectors, including the transport. Among the assumptions of the European Green Deal we find the one on significant reduction of greenhouse gases, especially in aviation and maritime transport until 2030 and 2050 respectively. In order to achieve the EGD goals, the European Commission has prepared a set of legislation proposals, the realisation of which should contribute to zero-emission trans-port, including maritime transport. The article presents the prospected reductions levels of air pollution by greenhouse gases presented in the EGD and „Fit for 55” communication, together with the possible obsticles on the way to achieve the mentioned reductions goals. Unijna polityka klimatyczna, odwołująca się m.in. do postanowień tzw. porozumień paryskich ONZ, wymaga zmian prawnych i technologicznych w wielu sektorach, w tym w transporcie. Wśród założeń Europejskiego Zielonego Ładu znalazł się także ten o znaczącej redukcji emisji gazów cieplarnianych, zwłaszcza w segmencie transportu lotniczego i morskiego odpowiednio do 2030 r. i 2050 r. Chcąc osiągnąć te cele, Komisja Europejska przygotowała pakiet projektów aktów normatywnych, których uchwalenie i realizacja mają przyczynić się do osiągnięcia zeroemisyjnego transportu, w tym transportu morskiego. W pracy przedstawiono zarówno prze-widziane poziomy redukcji zanieczyszczenia powietrza gazami cieplarnianymi, przyjęte w EZŁ, komunikacie „Gotowi na 55”, jak i bariery stojące na drodze do ich osiągnięcia.

  • W artykule przedstawiono główne elementy europejskiej polityki transportowej oraz zagadnienia dominujące w debacie publicznej w ostatniej dekadzie, tj. w latach 2010- 2020. Przeanalizowano w szczególności wyzwania dla europejskiego transportu wynikające z konieczności przeciwdziałania zmianom klimatycznym oraz dążenia do zapewnienia wysokiego poziomu ochrony środowiska i bezpieczeństwa przy jednoczesnym uwzględnieniu postępującej rewolucji technologicznej. Zaprezentowano główne założenia Europejskiego Zielonego Ładu służącego osiągnięciu w Unii Europejskiej neutralności klimatycznej do 2050 r. Na przykładzie transportu morskiego opisano, w jaki sposób poszczególne sektory transportu zostają włączone w realizację unijnych celów klimatycznych. The article presents the main elements of the European transport policy and the issues prevailing in the public debate in the last decade, i.e. 2010-2020. In particular, it analyses the challenges for European transport resulting from the need to combat climate change and to ensure a high level of environmental protection and safety, while taking into account the progressing technological revolution. The main assumptions of the European Green Deal, which aims to achieve climate neutrality by the European Union by 2050, are presented. The example of maritime transport serves to describe how various transport sectors are being brought into line with EU climate targets.

    Zeszyt drugi kwartalnika „Państwo i Społeczeństwo” z 2004 r. przyniósł zbiór rożnych tematycznie prac mieszczących się w szeroko zakreślonej problematyce zagrożeń środowiska życia ludzi - określanych zwykle mianem zagrożeń ekologicznych. Profil tej problematyki wskazywał indywidualny tytuł tomu: Zagrożenia ekologiczne a etyka, polityka i gospodarka. Chociaż z inicjatywą wydania tomu wystąpiła Krakowska Szkoła Wyższa im. Andrzeja Frycza Modrzewskiego, autorzy zamieszczonych w nim prac - poza redaktorem naukowym zbioru - pochodzili spoza Szkoły, która w czasie inicjowania jego wydania nie miała jeszcze studiów ochrony środowiska.
