description Publicationkeyboard_double_arrow_right Article , Other literature type 2020Publisher:Development of Management and Entrepreneurship Methods on Transport (ONMU) Authors: Tetiana Kovtun;The article explores the problem of changing the worldview of mankind and the transition to the concept of sustainable development, which requires harmonization of the economic, environmental and social component to ensure the life of modern generations without prejudice to future ones. The conditions for the emergence of the concept of sustainable development and the progress of countries in achieving it using the index of achieving sustainable development goals are studied. A significant role in the process of studying the goals of sustainable development is given to ecologization of all life spheres, including the economy. The place of ecologization in the goals and objectives of sustainable development is determined, the interpretation of ecologization and the evolution of this concept are analyzed. The ecologization of economy has passed certain stages in its development and has led to the emergence of a new direction of science and practical activity − the ecological economy, which was formed at the intersection of economics and ecology. The main task of the ecological economy is to reduce the eco-destructive impact on the environment from human economic activity. Ecological economy adheres to the goals and objectives of sustainable development and is an integral part of a sustainable economy, reflecting its environmental aspect. Determination of the country's subsidiaries in ecologization of the economy is carried out using the green economy index, which reflects the degree of ecologization in various fields and has something in common with the index of achieving sustainable development goals. A comparative analysis of the indices of sustainable development and the green economy index, their values for Ukraine. The composition of the ecological (green) economy includes other ecologicallyoriented types of economy, each of which studies a certain direction of ecologization and reducing the eco-destructive impact on the environment. With the development of ecological thinking and a change in the worldview of mankind, the number of environmentally-oriented types of economy will increase as the number of scientific studies on environmental issues increases, which, in turn, will achieve the goals of sustainable development

At the same time, relations and the reaction of the ship-owning complexes to the optimization of the technical and economic level of the competitors are being formed. A shipping company as an enterprise develops and functions in contrast to other production structures of the national economy in the context of international competition. Regardless of the flag of registration of ships, companies operate in the global maritime trade market. It is the priorities of international conventions that determine managerial and marketing technologies. Therefore, a special nature of the participation of shipping companies in the formation of the final economic results is formed. It is this factor that requires constant clarification of the patterns of sustainable positionning in the system of the international division of labor. Also, it should be noted that the most important tendencies in improving the management of the development of subsystems of the national maritime transport industry are balancing the assessment of the merchant fleet and ports both from the standpoint of macroeconomic and entrepreneurial interests. Therefore, research focuses on the selection andimplementation of the special priorities of the national maritime transport complex. In this regard, the temporal characteristics of the routes are considered rather thoroughly. However, the inconsistency of approaches to the formation of systemic security remains.The efficiency of the state and functional and economic stability should be consi-dered as the main criterion for changing the form of the ownership. With the stability and sustainability of maintaining the liquidity conditions of the enterprise, the change of ow-nership is determined by market conditions and the marketing strategy of the owner himself. Usually, in this state, the change in the form of ownership on the part of the owner has particular number of non-standard reasons. For such enterprises, privatization is problematic because it does not optimize the social and economic con-sequences and results.Keywords: maritime trade, shipping companies, cargo flows, marketing techno-logies.

They are commonly regarded as a base technology for persistent diminution of road accidents and traffic efficiency increase. However, intelligent transportation systems can also be used at all levels of transportation systems as a basis for stable development of cities, enterprises, regions, states, continents. According to the research, the existing intelligent transportation systems not only provide the considerable reduction of greenhouse gases emissions, fuel saving, time of travel cutting, but they don’t marginalize citizens’ mobility as well. Thus, the further development and introduction of modern transportation innovative technologies will allow to guarantee the energy- and resources efficiency and, therefore, the sustainable development of the whole society.

Accepting sustainable development goals leads to the reorientation of all sectors at all levels. The European Union (EU) actively accepts a vast range of policies to achieve environmental sustainability due to declining carbon dioxide emissions. Within the Green Deal Policy, and in particular the Fit for 55 packages, the EU declared ambitious goals to reduce carbon dioxide emissions by at least 55% from the transport industry by 2030 and 100% by 2035. These goals require introducing appropriate digital technologies into the ecologically friendly functioning of the transport sector to attain sustainable development. This paper aims at analyzing the impact of digitalization on environmental sustainability by providing an effective transport sector that functions with minimum environmental degradation. The object of research is the EU countries for the period 2006–2020. This study applies the panel-corrected standard errors technique to achieve the paper’s aims. The findings allow us to conclude that digitalization is conducive to environmental sustainability. Thus, digital inclusion, the input of the IT sector to GDP, and e-commerce have direct negative and statistically significant linear effects on carbon dioxide emissions. Growth of digital inclusion, input of the IT sector to GDP, and enterprises with web sales by one point allow for decreasing CO2 emissions by 0.136, 2.289, and 0.266, respectively. However, key enablers and digital public services for citizens have a nonlinear, statistically significant impact on carbon dioxide emissions. The findings could be the basis for upgrading incentive policies for reducing carbon dioxide emissions.

M. GASANOV;Purpose. Profit and profitability of any, including transport enterprises are the main economic indicators of the enterprise effectiveness. These indicators reflect the results and successful performance of the enterprise. On the other hand the enterprise effectiveness in the long term, assurance of rapid development and competitiveness is largely determined by the level of investment activity and the range of investment activity. The purpose of this study is the feasibility of the method to determine optimal investments volume for improving these or others (selectable by the management) principal economic indicators of the enterprise effectiveness. Methodology. The basis of the proposed methodology for determining the optimal investments volume is the theory of optimal control, in particular, the procedure of dynamic programming since a managed development process of the enterprise is a multiple stage. This procedure, using a phased plan, allows not only simplifying the solution of optimization problems, but also solving those, which are impossible to apply the methods of mathematical analysis. Findings. The expediency of performing the calculations to determine the optimal investments volume to ensure high rates of enterprise development was proved, it is a key to the effectiveness of the enterprise in the long term and it improves its competitiveness. Originality. It is shown that using methods of the optimum control theory one can calculate the minimum volume of capital investments for the improvement of economic indicators, which determine the enterprise effectiveness. The proposed method of calculation does not depend on the specific content of economic indicators. The effectiveness of this calculation method is demonstrated on a model example. Practical value. The proposed method of calculating the minimum volume of capital investments to improve the economic effectiveness of enterprises is quite simple, but at the same time enables, on the one hand, to determine priority directions of investment activity of the enterprise. On the other hand it improves the manageability and transparency of business enterprises, increases the head's confidence in the correctness of decisions.

The study begins with the definition of factors that shape the export opportunities of the agrarian sector, namely: the quality of the factors of agricultural production (objects of labour, means of labour); the branch structure of agricultural production; the state of the systems of certification and quality control of export products; the diversification of markets; the access to financial resources; the level of the marketing support of export; the mechanisms of the realization of the state export policy; the state of development of agro-logistics. It has been proved that in the short term, the production components are not decisive in the processes of using and expanding the existing export potential of the national agrarian sector. In the modern conditions the state of logistics infrastructure is coming to the forefront. In the general problem of agro-logistics, the following levels are distinguished: micro-, meso-, macro-, and supranational. In each of them we have identified "the bottlenecks" of the process of building up export potential from the point of view of agro-logistics. The ways of increasing the export potential of the agrarian sector in Ukraine have been proposed. These include: the development of container transportation sphere; the creation of effective mechanisms for directing funds of united territorial communities for the development of regional logistics infrastructure; the reform of Ukrzaliznytsia (JSC “Ukrainian Railways”); the development of alternative variants of supply chains by improving the infrastructure of the automobile and river transport; the expansion of the representation of Ukraine in the world governmental and non-governmental organizations in order to protect the national trade interests; the formation of the system of training personnel capable of adapting to changing market conditions.

At the same time, relations and the reaction of the ship-owning complexes to the optimization of the technical and economic level of the competitors are being formed. A shipping company as an enterprise develops and functions in contrast to other production structures of the national economy in the context of international competition. Regardless of the flag of registration of ships, companies operate in the global maritime trade market. It is the priorities of international conventions that determine managerial and marketing technologies. Therefore, a special nature of the participation of shipping companies in the formation of the final economic results is formed. It is this factor that requires constant clarification of the patterns of sustainable positionning in the system of the international division of labor. Also, it should be noted that the most important tendencies in improving the management of the development of subsystems of the national maritime transport industry are balancing the assessment of the merchant fleet and ports both from the standpoint of macroeconomic and entrepreneurial interests. Therefore, research focuses on the selection andimplementation of the special priorities of the national maritime transport complex. In this regard, the temporal characteristics of the routes are considered rather thoroughly. However, the inconsistency of approaches to the formation of systemic security remains.The efficiency of the state and functional and economic stability should be consi-dered as the main criterion for changing the form of the ownership. With the stability and sustainability of maintaining the liquidity conditions of the enterprise, the change of ow-nership is determined by market conditions and the marketing strategy of the owner himself. Usually, in this state, the change in the form of ownership on the part of the owner has particular number of non-standard reasons. For such enterprises, privatization is problematic because it does not optimize the social and economic con-sequences and results.Keywords: maritime trade, shipping companies, cargo flows, marketing techno-logies.

They are commonly regarded as a base technology for persistent diminution of road accidents and traffic efficiency increase. However, intelligent transportation systems can also be used at all levels of transportation systems as a basis for stable development of cities, enterprises, regions, states, continents. According to the research, the existing intelligent transportation systems not only provide the considerable reduction of greenhouse gases emissions, fuel saving, time of travel cutting, but they don’t marginalize citizens’ mobility as well. Thus, the further development and introduction of modern transportation innovative technologies will allow to guarantee the energy- and resources efficiency and, therefore, the sustainable development of the whole society.

Accepting sustainable development goals leads to the reorientation of all sectors at all levels. The European Union (EU) actively accepts a vast range of policies to achieve environmental sustainability due to declining carbon dioxide emissions. Within the Green Deal Policy, and in particular the Fit for 55 packages, the EU declared ambitious goals to reduce carbon dioxide emissions by at least 55% from the transport industry by 2030 and 100% by 2035. These goals require introducing appropriate digital technologies into the ecologically friendly functioning of the transport sector to attain sustainable development. This paper aims at analyzing the impact of digitalization on environmental sustainability by providing an effective transport sector that functions with minimum environmental degradation. The object of research is the EU countries for the period 2006–2020. This study applies the panel-corrected standard errors technique to achieve the paper’s aims. The findings allow us to conclude that digitalization is conducive to environmental sustainability. Thus, digital inclusion, the input of the IT sector to GDP, and e-commerce have direct negative and statistically significant linear effects on carbon dioxide emissions. Growth of digital inclusion, input of the IT sector to GDP, and enterprises with web sales by one point allow for decreasing CO2 emissions by 0.136, 2.289, and 0.266, respectively. However, key enablers and digital public services for citizens have a nonlinear, statistically significant impact on carbon dioxide emissions. The findings could be the basis for upgrading incentive policies for reducing carbon dioxide emissions.

M. GASANOV;Purpose. Profit and profitability of any, including transport enterprises are the main economic indicators of the enterprise effectiveness. These indicators reflect the results and successful performance of the enterprise. On the other hand the enterprise effectiveness in the long term, assurance of rapid development and competitiveness is largely determined by the level of investment activity and the range of investment activity. The purpose of this study is the feasibility of the method to determine optimal investments volume for improving these or others (selectable by the management) principal economic indicators of the enterprise effectiveness. Methodology. The basis of the proposed methodology for determining the optimal investments volume is the theory of optimal control, in particular, the procedure of dynamic programming since a managed development process of the enterprise is a multiple stage. This procedure, using a phased plan, allows not only simplifying the solution of optimization problems, but also solving those, which are impossible to apply the methods of mathematical analysis. Findings. The expediency of performing the calculations to determine the optimal investments volume to ensure high rates of enterprise development was proved, it is a key to the effectiveness of the enterprise in the long term and it improves its competitiveness. Originality. It is shown that using methods of the optimum control theory one can calculate the minimum volume of capital investments for the improvement of economic indicators, which determine the enterprise effectiveness. The proposed method of calculation does not depend on the specific content of economic indicators. The effectiveness of this calculation method is demonstrated on a model example. Practical value. The proposed method of calculating the minimum volume of capital investments to improve the economic effectiveness of enterprises is quite simple, but at the same time enables, on the one hand, to determine priority directions of investment activity of the enterprise. On the other hand it improves the manageability and transparency of business enterprises, increases the head's confidence in the correctness of decisions.

The study begins with the definition of factors that shape the export opportunities of the agrarian sector, namely: the quality of the factors of agricultural production (objects of labour, means of labour); the branch structure of agricultural production; the state of the systems of certification and quality control of export products; the diversification of markets; the access to financial resources; the level of the marketing support of export; the mechanisms of the realization of the state export policy; the state of development of agro-logistics. It has been proved that in the short term, the production components are not decisive in the processes of using and expanding the existing export potential of the national agrarian sector. In the modern conditions the state of logistics infrastructure is coming to the forefront. In the general problem of agro-logistics, the following levels are distinguished: micro-, meso-, macro-, and supranational. In each of them we have identified "the bottlenecks" of the process of building up export potential from the point of view of agro-logistics. The ways of increasing the export potential of the agrarian sector in Ukraine have been proposed. These include: the development of container transportation sphere; the creation of effective mechanisms for directing funds of united territorial communities for the development of regional logistics infrastructure; the reform of Ukrzaliznytsia (JSC “Ukrainian Railways”); the development of alternative variants of supply chains by improving the infrastructure of the automobile and river transport; the expansion of the representation of Ukraine in the world governmental and non-governmental organizations in order to protect the national trade interests; the formation of the system of training personnel capable of adapting to changing market conditions.
