While data on single stressor effects on fish are accumulating rapidly, we still know relatively little about interactive effects of multiple drivers. Of particular concern in this context are the early life stages of fish, for which direct effects of increased CO2 on growth and development have been observed. Whether these effects are further modified by elevated temperature was investigated here for the larvae of Atlantic herring (Clupea harengus), a commercially important fish species. Over a period of 32 days, larval survival, growth in size and weight, and instantaneous growth rate were assessed in a crossed experimental design of two temperatures (10°C and 12°C) with two CO2 levels (400 μatm and 900 μatm CO2) at food levels mimicking natural levels using natural prey. Elevated temperature alone led to increased swimming activity, as well as decreased survival and instantaneous growth rate (Gi). The comparatively high sensitivity to elevated temperature in this study may have been influenced by low food levels offered to the larvae. Larval size, Gi and swimming activity were not affected by CO2, indicating tolerance of this species to projected "end of the century" CO2 levels. A synergistic effect of elevated temperature and CO2 was found for larval weight, where no effect of elevated CO2 concentrations was detected in the 12°C treatment, but a negative CO2 effect was found in the 10°C treatment. Contrasting CO2 effects were found for survival between the two temperatures. Under ambient CO2 conditions survival was increased at 12°C compared to 10°C. In general, CO2 effects were minor and considered negligible compared to the effect of temperature under these mimicked natural food conditions. These findings emphasize the need to include biotic factors such as energy supply via prey availability in future studies on interactive effects of multiple stressors.

In Zimbabwe trade has been a driver of economic growth, rising incomes, and progressive empowerment of Zimbabweans through rising standards of living and the promise of better jobs. Since 1980, through good years and bad years, increases in exports have been positively associated with increases in national income. Zimbabwe's location and resource base, together with a low-cost but relatively well educated labor force, have endowed it with a naturally high trade ratio built on a diversified base that facilitates using trade as an engine of growth. While trade volumes have rebounded smartly from the deep recession of 2007-2008, these do not offset other worrisome longer-term trends: 1) export growth during the last decade has been lackluster and failed to drive high growth; 2) agricultural exports, other than tobacco, have lost their once dominant role in the region, and are no longer a source of diversification; 3) manufacturing has withered in a continuing secular decline; and 4) Zimbabwe's export basket has become less diversified and more dependent on a narrow range of mineral and, to a lesser extent, agricultural products. In short, exports have become less diversified, less-technologically sophisticated, and less labor-intensive, and ever more dependent on a few large mining activities to provide foreign exchange and employment. This report traces the roots of this poor performance to several policy issues: poor predictability of macroeconomic policy and economic governance has created an unfavorable climate for private investment and trade; a tariff structure that dampens export profitability; industrial policies (indigenization policy in particular) that undermine investor confidence and inhibits private investment; and finally, competition-limiting policies toward services that limit connectivity of Zimbabweans and raise trade costs. The good news arising from the study is that the remedies for these policy shortcomings lie in Zimbabwean hands. If the government were to adopt reforms that reconfigure economy-wide incentives and trade and industrial policies, it could promote sustained growth, economic diversification and empowerment of poor people.

Air and sea transport power the global economy. Since the vast majority of trade is physical, it must travel by plane or ship to reach its market. In fact, high value, time-sensitive goods usually fly through at least two airports, and almost every container passes through at least two seaports. When ports are efficient, people receive the goods theyre waiting for, sellers receive payment, and global economic development is strengthened. Public-private partnerships (PPPs) push this development forward with greater speed and richer benefits. In this issue, handshake turns its attention to air and sea transport (expect a companion issue on road and rail in October 2012). In the air, we deconstruct myths surrounding airport PPPs, learn brutally honest lessons from experiences in airline privatization, and revisit the liberalization of African skies. For seaports, the authors examine private investment, glimpse the post concession era, and witness the PPP evolution.

McCay;As species respond to warming water temperatures, fishers dependent upon such species are being compelled to make choices concerning harvest strategies. Should they “follow fish” to new fishing grounds? Should they change their mix of target species? Should they relocate their operations to new ports? We examined how fishing communities in the Northeast United States —a hotspot of recent warming—have already responded to documented shifts in the distribution and abundance of fluke, red and silver hake. We focused on groundfish trawl communities that historically targeted these species and examined their “at-sea” responses by combining qualitative interviews with quantitative analysis of fishing records and ecological surveys. Three distinct responses emerged: shifting fishing grounds, shifting target species, and shifting port of landing. Our research finds that following the fish is rare and only occurred in one of the assessed communities, the large trawler community of Beaufort, North Carolina. The more common response was a shift in target species and a change in catch composition. However, regulations and markets often constrained the ability to take advantage of a changing mix of species within fishing grounds. Indeed, the overall species diversity in catch has declined among all of our focal communities suggesting that communities have lost the ability to be flexible when it may be most needed as a response to climate change. Additionally, the high value of fluke and the need to land in southern states with higher quota allocations is likely a driver of the changing nature of “community” with increasing vessels landing outside their home port, especially when landing fluke. Our findings suggest that fidelity to historical fishing grounds combined with perceiving environmental change as non-permanent, predispose many fishers to trust in “cyclicality” and return of species over time. However, this strategy may make those communities unable or unwilling to “follow fish” more vulnerable to changes in distribution and abundance due to climate change. Our findings have the potential to directly inform resource management policies as well as more deliberate adaptations by communities themselves as they strive to address the imminent risks of climate change.

Over recent decades, the exploitation of wave energy resources has sparked a wide range of technologies dedicated to capturing the available power with maximum efficiency, reduced costs, and minimum environmental impacts. These different objectives are fundamental to guarantee the development of the marine wave energy sector, but require also refined assessments of available resource and expected generated power to optimize devices designs and locations. We reviewed here the most recent resource characterizations starting from (i) investigations based on available observations (in situ and satellite) and hindcast databases to (ii) refined numerical simulations specifically dedicated to wave power assessments. After an overall description of formulations and energy metrics adopted in resource characterization, we exhibited the benefits, limitations and potential of the different methods discussing results obtained in the most energetic locations around the world. Particular attention was dedicated to uncertainties in the assessment of the available and expected powers associated with wave–climate temporal variability, physical processes (such as wave–current interactions), model implementation and energy extraction. This up-to-date review provided original methods complementing the standard technical specifications liable to feed advanced wave energy resource assessment.

Current advances in wave energy technologies have enabled the development of new integrated measurement platforms powered by the energy of wave motion. Instrumentation is now being deployed for the long-term observation of the coastal ocean, with the objectives of analyzing the performance of wave energy converters (WECs) and studying their interactions with the surrounding environment and marine life. In this work, we present the most relevant findings of the installation and initial operation of the Open Sea Lab (OSL), the first coastal observatory in Latin America powered entirely by a WEC device. We evaluated the preliminary data regarding the combined operation of the system, the generation of energy, and the observations obtained by the continuous monitoring of physical variables at the site. The data showed the seasonal variability of the energy produced by the WEC for a range of wave heights during the period of observation. We also investigated the rapid development of biofouling on mooring lines, junction boxes, and other parts of the system, which is characteristic of the settlement and growth of organisms in this ocean region. These analyses show how this new facility will advance our understanding of the coastal environment in the south Pacific Ocean and foster new interdisciplinary collaborations addressing environmental and technical challenges, thereby contributing to the development of wave energy on the continent.

Ocean acidification has emerged over the last two decades as one of the largest threats to marine organisms and ecosystems. However, most research efforts on ocean acidification have so far neglected management and related policy issues to focus instead on understanding its ecological and biogeochemical implications. This shortfall is addressed here with a systematic, international and critical review of management and policy options. In particular, we investigate the assumption that fighting acidification is mainly, but not only, about reducing CO2 emissions, and explore the leeway that this emerging problem may open in old environmental issues. We review nine types of management responses, initially grouped under four categories: preventing ocean acidification; strengthening ecosystem resilience; adapting human activities; and repairing damages. Connecting and comparing options leads to classifying them, in a qualitative way, according to their potential and feasibility. While reducing CO2 emissions is confirmed as the key action that must be taken against acidification, some of the other options appear to have the potential to buy time, e.g. by relieving the pressure of other stressors, and help marine life face unavoidable acidification. Although the existing legal basis to take action shows few gaps, policy challenges are significant: tackling them will mean succeeding in various areas of environmental management where we failed to a large extent so far.

It also characterises the basic hydraulic engineering works in the form of construction of embankments, adjustment of the bed and construction of the Włocławek barrage as factors of deliberate human interference and their impact on channel changes. The article characterises morphological and morphodynamic conditions of the basic bed forms, i.e. sandy and gravel bars and pools determining the possibility of river transport, and its development in time and space (depth of navigable route). Perspectives of multi-directional hydraulic development are presented, including the main cascade developments of the lower Vistula. The article presents the opportunities for a comprehensive use of the waterway, which forms route E40 in the section of the lower Vistula, taking into account sustainable development and compensation in the form of restoration of the valley bottom.

Acoustic emissions from current energy converters remain an environmental concern for regulators because of their potential effects on marine life and uncertainties about their effects stemming from a lack of sufficient observational data. Several recent opportunities to characterize tidal turbine sound emissions have begun to fill knowledge gaps and provide a context for future device deployments. In July 2021, a commercial-off-the-shelf hydrophone was deployed in a free-drifting configuration to measure underwater acoustic emissions and characterize a 25 kW-rated tidal turbine at the University of New Hampshire’s Living Bridge Project in Portsmouth, New Hampshire. Sampling methods and analysis were performed in alignment with the recently published IEC 62600-40 Technical Specification for acoustic characterization of marine energy converters. Results from this study indicate acoustic emissions from the turbine were below ambient sound levels and therefore did not have a significant impact on the underwater noise levels of the project site. As a component of Pacific Northwest National Laboratory’s Triton Field Trials (TFiT) described in this Special Issue, this effort provides a valuable use case for the IEC 62600-40 Technical Specification framework and further recommendations for cost-effective technologies and methods for measuring underwater noise at future current energy converter project sites.

Freight transport has emerged as one of the most critical and dynamic aspects of the transport sector where change has become the norm. It is now the main element supporting global commodity and more generally supply chains. Yet the lack of seamlessness and inefficiencies in general as well as the rising costs and complexities of shipping and delivering goods are adding to profit pressures faced by manufacturers across the globe. Our paper first discusses the concept of seamlessness, and then examines some of the consequences of the lack of seamlessness in terms of freight transport inefficiencies. We then begin to examine the new developments in which intermodality, technology (e-commerce), and logistics are changing and will have the impact of heightening competitive advantage and reducing constraint points in production value chains and global production networks. Finally the intent is to show how research on this theme might be advanced in a trans-Atlantic framework.

While data on single stressor effects on fish are accumulating rapidly, we still know relatively little about interactive effects of multiple drivers. Of particular concern in this context are the early life stages of fish, for which direct effects of increased CO2 on growth and development have been observed. Whether these effects are further modified by elevated temperature was investigated here for the larvae of Atlantic herring (Clupea harengus), a commercially important fish species. Over a period of 32 days, larval survival, growth in size and weight, and instantaneous growth rate were assessed in a crossed experimental design of two temperatures (10°C and 12°C) with two CO2 levels (400 μatm and 900 μatm CO2) at food levels mimicking natural levels using natural prey. Elevated temperature alone led to increased swimming activity, as well as decreased survival and instantaneous growth rate (Gi). The comparatively high sensitivity to elevated temperature in this study may have been influenced by low food levels offered to the larvae. Larval size, Gi and swimming activity were not affected by CO2, indicating tolerance of this species to projected "end of the century" CO2 levels. A synergistic effect of elevated temperature and CO2 was found for larval weight, where no effect of elevated CO2 concentrations was detected in the 12°C treatment, but a negative CO2 effect was found in the 10°C treatment. Contrasting CO2 effects were found for survival between the two temperatures. Under ambient CO2 conditions survival was increased at 12°C compared to 10°C. In general, CO2 effects were minor and considered negligible compared to the effect of temperature under these mimicked natural food conditions. These findings emphasize the need to include biotic factors such as energy supply via prey availability in future studies on interactive effects of multiple stressors.

In Zimbabwe trade has been a driver of economic growth, rising incomes, and progressive empowerment of Zimbabweans through rising standards of living and the promise of better jobs. Since 1980, through good years and bad years, increases in exports have been positively associated with increases in national income. Zimbabwe's location and resource base, together with a low-cost but relatively well educated labor force, have endowed it with a naturally high trade ratio built on a diversified base that facilitates using trade as an engine of growth. While trade volumes have rebounded smartly from the deep recession of 2007-2008, these do not offset other worrisome longer-term trends: 1) export growth during the last decade has been lackluster and failed to drive high growth; 2) agricultural exports, other than tobacco, have lost their once dominant role in the region, and are no longer a source of diversification; 3) manufacturing has withered in a continuing secular decline; and 4) Zimbabwe's export basket has become less diversified and more dependent on a narrow range of mineral and, to a lesser extent, agricultural products. In short, exports have become less diversified, less-technologically sophisticated, and less labor-intensive, and ever more dependent on a few large mining activities to provide foreign exchange and employment. This report traces the roots of this poor performance to several policy issues: poor predictability of macroeconomic policy and economic governance has created an unfavorable climate for private investment and trade; a tariff structure that dampens export profitability; industrial policies (indigenization policy in particular) that undermine investor confidence and inhibits private investment; and finally, competition-limiting policies toward services that limit connectivity of Zimbabweans and raise trade costs. The good news arising from the study is that the remedies for these policy shortcomings lie in Zimbabwean hands. If the government were to adopt reforms that reconfigure economy-wide incentives and trade and industrial policies, it could promote sustained growth, economic diversification and empowerment of poor people.

Air and sea transport power the global economy. Since the vast majority of trade is physical, it must travel by plane or ship to reach its market. In fact, high value, time-sensitive goods usually fly through at least two airports, and almost every container passes through at least two seaports. When ports are efficient, people receive the goods theyre waiting for, sellers receive payment, and global economic development is strengthened. Public-private partnerships (PPPs) push this development forward with greater speed and richer benefits. In this issue, handshake turns its attention to air and sea transport (expect a companion issue on road and rail in October 2012). In the air, we deconstruct myths surrounding airport PPPs, learn brutally honest lessons from experiences in airline privatization, and revisit the liberalization of African skies. For seaports, the authors examine private investment, glimpse the post concession era, and witness the PPP evolution.

McCay;As species respond to warming water temperatures, fishers dependent upon such species are being compelled to make choices concerning harvest strategies. Should they “follow fish” to new fishing grounds? Should they change their mix of target species? Should they relocate their operations to new ports? We examined how fishing communities in the Northeast United States —a hotspot of recent warming—have already responded to documented shifts in the distribution and abundance of fluke, red and silver hake. We focused on groundfish trawl communities that historically targeted these species and examined their “at-sea” responses by combining qualitative interviews with quantitative analysis of fishing records and ecological surveys. Three distinct responses emerged: shifting fishing grounds, shifting target species, and shifting port of landing. Our research finds that following the fish is rare and only occurred in one of the assessed communities, the large trawler community of Beaufort, North Carolina. The more common response was a shift in target species and a change in catch composition. However, regulations and markets often constrained the ability to take advantage of a changing mix of species within fishing grounds. Indeed, the overall species diversity in catch has declined among all of our focal communities suggesting that communities have lost the ability to be flexible when it may be most needed as a response to climate change. Additionally, the high value of fluke and the need to land in southern states with higher quota allocations is likely a driver of the changing nature of “community” with increasing vessels landing outside their home port, especially when landing fluke. Our findings suggest that fidelity to historical fishing grounds combined with perceiving environmental change as non-permanent, predispose many fishers to trust in “cyclicality” and return of species over time. However, this strategy may make those communities unable or unwilling to “follow fish” more vulnerable to changes in distribution and abundance due to climate change. Our findings have the potential to directly inform resource management policies as well as more deliberate adaptations by communities themselves as they strive to address the imminent risks of climate change.

Over recent decades, the exploitation of wave energy resources has sparked a wide range of technologies dedicated to capturing the available power with maximum efficiency, reduced costs, and minimum environmental impacts. These different objectives are fundamental to guarantee the development of the marine wave energy sector, but require also refined assessments of available resource and expected generated power to optimize devices designs and locations. We reviewed here the most recent resource characterizations starting from (i) investigations based on available observations (in situ and satellite) and hindcast databases to (ii) refined numerical simulations specifically dedicated to wave power assessments. After an overall description of formulations and energy metrics adopted in resource characterization, we exhibited the benefits, limitations and potential of the different methods discussing results obtained in the most energetic locations around the world. Particular attention was dedicated to uncertainties in the assessment of the available and expected powers associated with wave–climate temporal variability, physical processes (such as wave–current interactions), model implementation and energy extraction. This up-to-date review provided original methods complementing the standard technical specifications liable to feed advanced wave energy resource assessment.

Current advances in wave energy technologies have enabled the development of new integrated measurement platforms powered by the energy of wave motion. Instrumentation is now being deployed for the long-term observation of the coastal ocean, with the objectives of analyzing the performance of wave energy converters (WECs) and studying their interactions with the surrounding environment and marine life. In this work, we present the most relevant findings of the installation and initial operation of the Open Sea Lab (OSL), the first coastal observatory in Latin America powered entirely by a WEC device. We evaluated the preliminary data regarding the combined operation of the system, the generation of energy, and the observations obtained by the continuous monitoring of physical variables at the site. The data showed the seasonal variability of the energy produced by the WEC for a range of wave heights during the period of observation. We also investigated the rapid development of biofouling on mooring lines, junction boxes, and other parts of the system, which is characteristic of the settlement and growth of organisms in this ocean region. These analyses show how this new facility will advance our understanding of the coastal environment in the south Pacific Ocean and foster new interdisciplinary collaborations addressing environmental and technical challenges, thereby contributing to the development of wave energy on the continent.

Ocean acidification has emerged over the last two decades as one of the largest threats to marine organisms and ecosystems. However, most research efforts on ocean acidification have so far neglected management and related policy issues to focus instead on understanding its ecological and biogeochemical implications. This shortfall is addressed here with a systematic, international and critical review of management and policy options. In particular, we investigate the assumption that fighting acidification is mainly, but not only, about reducing CO2 emissions, and explore the leeway that this emerging problem may open in old environmental issues. We review nine types of management responses, initially grouped under four categories: preventing ocean acidification; strengthening ecosystem resilience; adapting human activities; and repairing damages. Connecting and comparing options leads to classifying them, in a qualitative way, according to their potential and feasibility. While reducing CO2 emissions is confirmed as the key action that must be taken against acidification, some of the other options appear to have the potential to buy time, e.g. by relieving the pressure of other stressors, and help marine life face unavoidable acidification. Although the existing legal basis to take action shows few gaps, policy challenges are significant: tackling them will mean succeeding in various areas of environmental management where we failed to a large extent so far.

It also characterises the basic hydraulic engineering works in the form of construction of embankments, adjustment of the bed and construction of the Włocławek barrage as factors of deliberate human interference and their impact on channel changes. The article characterises morphological and morphodynamic conditions of the basic bed forms, i.e. sandy and gravel bars and pools determining the possibility of river transport, and its development in time and space (depth of navigable route). Perspectives of multi-directional hydraulic development are presented, including the main cascade developments of the lower Vistula. The article presents the opportunities for a comprehensive use of the waterway, which forms route E40 in the section of the lower Vistula, taking into account sustainable development and compensation in the form of restoration of the valley bottom.

Acoustic emissions from current energy converters remain an environmental concern for regulators because of their potential effects on marine life and uncertainties about their effects stemming from a lack of sufficient observational data. Several recent opportunities to characterize tidal turbine sound emissions have begun to fill knowledge gaps and provide a context for future device deployments. In July 2021, a commercial-off-the-shelf hydrophone was deployed in a free-drifting configuration to measure underwater acoustic emissions and characterize a 25 kW-rated tidal turbine at the University of New Hampshire’s Living Bridge Project in Portsmouth, New Hampshire. Sampling methods and analysis were performed in alignment with the recently published IEC 62600-40 Technical Specification for acoustic characterization of marine energy converters. Results from this study indicate acoustic emissions from the turbine were below ambient sound levels and therefore did not have a significant impact on the underwater noise levels of the project site. As a component of Pacific Northwest National Laboratory’s Triton Field Trials (TFiT) described in this Special Issue, this effort provides a valuable use case for the IEC 62600-40 Technical Specification framework and further recommendations for cost-effective technologies and methods for measuring underwater noise at future current energy converter project sites.

Freight transport has emerged as one of the most critical and dynamic aspects of the transport sector where change has become the norm. It is now the main element supporting global commodity and more generally supply chains. Yet the lack of seamlessness and inefficiencies in general as well as the rising costs and complexities of shipping and delivering goods are adding to profit pressures faced by manufacturers across the globe. Our paper first discusses the concept of seamlessness, and then examines some of the consequences of the lack of seamlessness in terms of freight transport inefficiencies. We then begin to examine the new developments in which intermodality, technology (e-commerce), and logistics are changing and will have the impact of heightening competitive advantage and reducing constraint points in production value chains and global production networks. Finally the intent is to show how research on this theme might be advanced in a trans-Atlantic framework.
