To understand why, and characterize behaviours towards ecological systems in general, we devised a social dilemma experiment in which participants gain profit from harvesting a virtual forest vulnerable to overexploitation. Out of 16 Chinese and 15 Spanish player groups, only one group from each country converged to the forest’s maximum sustainable yield. All other groups were overzealous, with about half of them surpassing or on the way to surpass a no-recovery threshold. Computational–statistical analyses attribute such outcomes to an interplay between three prominent player behaviours, two of which are subject to decision-making ‘inertia’ that causes near blindness to the resource state. These behaviours, being equally pervasive among players from both nations, imply that the commons fall victim to behavioural patterns robust to confounding factors such as age, education and culture.

An integrated understanding of both social and ecological aspects of environmental issues is essential to address pressing sustainability challenges. An integrated social-ecological systems perspective is purported to provide a better understanding of the complex relationships between humans and nature. Despite a threefold increase in the amount of social-ecological research published between 2010 and 2015, it is unclear whether these approaches have been truly integrative. We conducted a systematic literature review to investigate the conceptual, methodological, disciplinary, and functional aspects of social-ecological integration. In general, we found that overall integration is still lacking in social-ecological research. Some social variables deemed important for addressing sustainability challenges are underrepresented in social-ecological studies, e.g., culture, politics, and power. Disciplines such as ecology, urban studies, and geography are better integrated than others, e.g., sociology, biology, and public administration. In addition to ecology and urban studies, biodiversity conservation plays a key brokerage role in integrating other disciplines into social-ecological research. Studies founded on systems theory have the highest rates of integration. Highly integrative studies combine different types of tools, involve stakeholders at appropriate stages, and tend to deliver practical recommendations. Better social-ecological integration must underpin sustainability science. To achieve this potential, future social-ecological research will require greater attention to the following: the interdisciplinary composition of project teams, strategic stakeholder involvement, application of multiple tools, incorporation of both social and ecological variables, consideration of bidirectional relationships between variables, and identification of implications and articulation of clear policy recommendations.

M. Vanhove; Carina Wyborn;Climate change and biodiversity loss trigger policies targeting and impacting local communities worldwide. However, research and policy implementation often fail to sufficiently consider community responses and to involve them. We present the results of a collective self-assessment exercise for eight case studies of communications with regard to climate change or biodiversity loss between project teams and local communities. We develop eight indicators of good stakeholder communication, reflecting the scope of Verran’s (2002) concept of postcolonial moments as a communicative utopia. We demonstrate that applying our indicators can enhance communication and enable community responses. However, we discover a divergence between timing, complexity and (introspective) effort. Three cases qualify for postcolonial moments, but scrutinising power relations and genuine knowledge co-production remain rare. While we verify the potency of various instruments for deconstructing science, their sophistication cannot substitute trust building and epistemic/transdisciplinary awareness. Lastly, we consider that reforming inadequate funding policies helps improving the work in and with local communities.

Midgley; Carlo Rondinini; Ignacio Palomo; Ignacio Palomo; Melanie Kolb; Almut Arneth; Thierry Oberdorff; Paul Leadley;Recent assessment reports by the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) have highlighted the risks to humanity arising from the unsustainable use of natural resources. Thus far, land, freshwater, and ocean exploitation have been the chief causes of biodiversity loss. Climate change is projected to be a rapidly increasing additional driver for biodiversity loss. Since climate change and biodiversity loss impact human societies everywhere, bold solutions are required that integrate environmental and societal objectives. As yet, most existing international biodiversity targets have overlooked climate change impacts. At the same time, climate change mitigation measures themselves may harm biodiversity directly. The Convention on Biological Diversity’s post-2020 framework offers the important opportunity to address the interactions between climate change and biodiversity and revise biodiversity targets accordingly by better aligning these with the United Nations Framework Convention on Climate Change Paris Agreement and the Sustainable Development Goals. We identify the considerable number of existing and proposed post-2020 biodiversity targets that risk being severely compromised due to climate change, even if other barriers to their achievement were removed. Our analysis suggests that the next set of biodiversity targets explicitly addresses climate change-related risks since many aspirational goals will not be feasible under even lower-end projections of future warming. Adopting more flexible and dynamic approaches to conservation, rather than static goals, would allow us to respond flexibly to changes in habitats, genetic resources, species composition, and ecosystem functioning and leverage biodiversity’s capacity to contribute to climate change mitigation and adaptation.

This study explores how the southern North Sea's fisheries may need to adjust their fishing efforts to maintain optimum yields of sole, plaice, cod and brown shrimps under increased marine mammal populations and a reduced primary productivity. We constructed plausible scenarios of ongoing food-web changes using the results of Bayesian age-structured population models to estimate carrying capacities of harbour porpoises (Phocoena phocoena) and grey seals (Halichoerus grypus). Losses in primary productivity were predicted by lower trophic level ecosystem models. These scenarios were implemented in a food-web model of the southern North Sea. For each scenario, we sought mixed-fleet fishing efforts that would deliver maximum yields of sole, plaice, cod and brown shrimp combined. We also did so for a baseline run with unaltered mammal and primary production, and compared the differences in optimal fishing strategies, predicted yields, and states of the stocks between the scenarios. We found stocks and yields to be far more sensitive to changes in primary productivity than to increased marine mammal predation. The latter predominantly impacted cod, and even benefitted brown shrimps compared to the baseline run. Under 30% reduced primary productivity, fishing efforts had to be reduced by 50% to still provide maximum yields, whereas the marine mammal scenario induced no need to adjust the fishing regime. This draws attention to the potential gains of incorporating bottom-up processes into long-term management considerations, while marine mammal predation may be less of a concern, in particular for flatfish fisheries in the North Sea, and may even benefit shrimp trawlers because of reduced predation on shrimp from fish predators.

Understanding the effect of governance network structures on fishery sustainability can help guide governance to achieve desired outcomes. Data on resource users, fishing methods, governance networks and classifications of stock health were compiled for 17 sea cucumber fisheries in the Indian Ocean. The subjective influence of the actors and the complexity of governance networks on the health of wild stocks were analyzed. The fisheries differed widely in their resource users, fishing methods and governance networks. Little correspondence was found between the number of nodes in the governance networks and the health (exploitation status) of wild stocks. Government entities dominated the networks but neither their relative influence in the networks nor their proportionate contribution to the number of entities in the networks greatly affected stock health. These findings do not refute the benefits of inclusive governance, but rather suggest that multiple other factors (e.g. inadequate regulations, weak enforcement, high number of fishers) are also likely to play a role in influencing sea cucumber fishery sustainability. These factors must be tackled in tandem with good governance.

Understanding the changing ecology and biogeochemistry of marine ecosystems and their sensitivity and resilience to multiple drivers, pressures and stressors is critical to developing responses that will help reduce the vulnerability of marine-dependent human communities. This overview of the IMBER project provides a synthesis of project achievements and highlights the value of collaborative, interdisciplinary, integrated research approaches as developed and implemented through IMBER regional programs, working groups, project-wide activities, national contributions, and external partnerships. A perspective is provided on the way forward for the next 10 years of the IMBER project as the global environmental change research landscape evolves and as new areas of marine research emerge. IMBER science aims to foster collaborative, interdisciplinary and integrated research that addresses key ocean and social science issues and provides the understanding needed to propose innovative societal responses to changing marine systems.

ABSTRACT: The health of coastal human communities and marine ecosystems are at risk from a host of anthropogenic stressors, in particular, climate change. Because ecological health and human well-being are inextricably connected, effective and positive responses to current risks require multidisciplinary solutions. Yet, the complexity of coupled social-ecological systems has left many potential solutions unidentified or insufficiently explored. The urgent need to achieve positive social and ecological outcomes across local and global scales necessitates rapid and targeted multidisciplinary research to identify solutions that have the greatest chance of promoting benefits for both people and nature. To address these challenges, we conducted a forecasting exercise with a diverse, multidisciplinary team to identify priority research questions needed to promote sustainable and just marine social-ecological systems now and into the future, within the context of climate change and population growth. In contrast to the traditional reactive cycle of science and management, we aimed to generate questions that focus on what we need to know, before we need to know it. Participants were presented with the question, "If we were managing oceans in 2050 and looking back, what research, primary or synthetic, would wish we had invested in today?" We first identified major social and ecological events over the past 60 years that shaped current human relationships with coasts and oceans. We then used a modified Delphi approach to identify nine priority research areas and 46 questions focused on increasing sustainability and well-being in marine social-ecological systems. The research areas we identified include relationships between ecological and human health, access to resources, equity, governance, economics, resilience, and technology. Most questions require increased collaboration across traditionally distinct disciplines and sectors for successful study and implementation. By identifying these questions, we hope to facilitate the discourse, research, and policies needed to rapidly promote healthy marine ecosystems and the human communities that depend upon them.

The international community has therefore called for action to ensure the sustainable use of living resources and safeguard them for future generations. Indicators that can track changes in populations of species used by humans are essential tools for measuring progress towards these ideals and informing management decisions. Here we present two indicators that could be used to track changes in populations of utilized vertebrate species and levels of harvest sustainability. Preliminary results based on sample data both at the global level and for the Arctic show that utilized species are faring better than other species overall. This could be a consequence of better management of these populations, as indicated by more sustainable harvest levels in recent decades. Limitations of the indicators are still apparent; in particular, there is a lack of data on harvested populations of some vertebrate classes and from certain regions. Focusing monitoring efforts on broadening the scope of data collected and identifying interactions with other potential drivers of decline will strengthen these indicators as policy tools and improve their potential to be incorporated into future sets of indicators to track progress towards global biodiversity targets.

Fisheries and aquaculture make a crucial contribution to global food security, nutrition and livelihoods. However, the UN Sustainable Development Goals separate marine and terrestrial food production sectors and ecosystems. To sustainably meet increasing global demands for fish, the interlinkages among goals within and across fisheries, aquaculture and agriculture sectors must be recognized and addressed along with their changing nature. Here, we assess and highlight development challenges for fisheries-dependent countries based on analyses of interactions and trade-offs between goals focusing on food, biodiversity and climate change. We demonstrate that some countries are likely to face double jeopardies in both fisheries and agriculture sectors under climate change. The strategies to mitigate these risks will be context-dependent, and will need to directly address the trade-offs among Sustainable Development Goals, such as halting biodiversity loss and reducing poverty. Countries with low adaptive capacity but increasing demand for food require greater support and capacity building to transition towards reconciling trade-offs. Necessary actions are context-dependent and include effective governance, improved management and conservation, maximizing societal and environmental benefits from trade, increased equitability of distribution and innovation in food production, including continued development of low input and low impact aquaculture.

To understand why, and characterize behaviours towards ecological systems in general, we devised a social dilemma experiment in which participants gain profit from harvesting a virtual forest vulnerable to overexploitation. Out of 16 Chinese and 15 Spanish player groups, only one group from each country converged to the forest’s maximum sustainable yield. All other groups were overzealous, with about half of them surpassing or on the way to surpass a no-recovery threshold. Computational–statistical analyses attribute such outcomes to an interplay between three prominent player behaviours, two of which are subject to decision-making ‘inertia’ that causes near blindness to the resource state. These behaviours, being equally pervasive among players from both nations, imply that the commons fall victim to behavioural patterns robust to confounding factors such as age, education and culture.

An integrated understanding of both social and ecological aspects of environmental issues is essential to address pressing sustainability challenges. An integrated social-ecological systems perspective is purported to provide a better understanding of the complex relationships between humans and nature. Despite a threefold increase in the amount of social-ecological research published between 2010 and 2015, it is unclear whether these approaches have been truly integrative. We conducted a systematic literature review to investigate the conceptual, methodological, disciplinary, and functional aspects of social-ecological integration. In general, we found that overall integration is still lacking in social-ecological research. Some social variables deemed important for addressing sustainability challenges are underrepresented in social-ecological studies, e.g., culture, politics, and power. Disciplines such as ecology, urban studies, and geography are better integrated than others, e.g., sociology, biology, and public administration. In addition to ecology and urban studies, biodiversity conservation plays a key brokerage role in integrating other disciplines into social-ecological research. Studies founded on systems theory have the highest rates of integration. Highly integrative studies combine different types of tools, involve stakeholders at appropriate stages, and tend to deliver practical recommendations. Better social-ecological integration must underpin sustainability science. To achieve this potential, future social-ecological research will require greater attention to the following: the interdisciplinary composition of project teams, strategic stakeholder involvement, application of multiple tools, incorporation of both social and ecological variables, consideration of bidirectional relationships between variables, and identification of implications and articulation of clear policy recommendations.

However, research and policy implementation often fail to sufficiently consider community responses and to involve them. We present the results of a collective self-assessment exercise for eight case studies of communications with regard to climate change or biodiversity loss between project teams and local communities. We develop eight indicators of good stakeholder communication, reflecting the scope of Verran’s (2002) concept of postcolonial moments as a communicative utopia. We demonstrate that applying our indicators can enhance communication and enable community responses. However, we discover a divergence between timing, complexity and (introspective) effort. Three cases qualify for postcolonial moments, but scrutinising power relations and genuine knowledge co-production remain rare. While we verify the potency of various instruments for deconstructing science, their sophistication cannot substitute trust building and epistemic/transdisciplinary awareness. Lastly, we consider that reforming inadequate funding policies helps improving the work in and with local communities.

Midgley; Carlo Rondinini; Ignacio Palomo; Ignacio Palomo; Melanie Kolb; Almut Arneth; Thierry Oberdorff; Paul Leadley;Recent assessment reports by the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) have highlighted the risks to humanity arising from the unsustainable use of natural resources. Thus far, land, freshwater, and ocean exploitation have been the chief causes of biodiversity loss. Climate change is projected to be a rapidly increasing additional driver for biodiversity loss. Since climate change and biodiversity loss impact human societies everywhere, bold solutions are required that integrate environmental and societal objectives. As yet, most existing international biodiversity targets have overlooked climate change impacts. At the same time, climate change mitigation measures themselves may harm biodiversity directly. The Convention on Biological Diversity’s post-2020 framework offers the important opportunity to address the interactions between climate change and biodiversity and revise biodiversity targets accordingly by better aligning these with the United Nations Framework Convention on Climate Change Paris Agreement and the Sustainable Development Goals. We identify the considerable number of existing and proposed post-2020 biodiversity targets that risk being severely compromised due to climate change, even if other barriers to their achievement were removed. Our analysis suggests that the next set of biodiversity targets explicitly addresses climate change-related risks since many aspirational goals will not be feasible under even lower-end projections of future warming. Adopting more flexible and dynamic approaches to conservation, rather than static goals, would allow us to respond flexibly to changes in habitats, genetic resources, species composition, and ecosystem functioning and leverage biodiversity’s capacity to contribute to climate change mitigation and adaptation.

This study explores how the southern North Sea's fisheries may need to adjust their fishing efforts to maintain optimum yields of sole, plaice, cod and brown shrimps under increased marine mammal populations and a reduced primary productivity. We constructed plausible scenarios of ongoing food-web changes using the results of Bayesian age-structured population models to estimate carrying capacities of harbour porpoises (Phocoena phocoena) and grey seals (Halichoerus grypus). Losses in primary productivity were predicted by lower trophic level ecosystem models. These scenarios were implemented in a food-web model of the southern North Sea. For each scenario, we sought mixed-fleet fishing efforts that would deliver maximum yields of sole, plaice, cod and brown shrimp combined. We also did so for a baseline run with unaltered mammal and primary production, and compared the differences in optimal fishing strategies, predicted yields, and states of the stocks between the scenarios. We found stocks and yields to be far more sensitive to changes in primary productivity than to increased marine mammal predation. The latter predominantly impacted cod, and even benefitted brown shrimps compared to the baseline run. Under 30% reduced primary productivity, fishing efforts had to be reduced by 50% to still provide maximum yields, whereas the marine mammal scenario induced no need to adjust the fishing regime. This draws attention to the potential gains of incorporating bottom-up processes into long-term management considerations, while marine mammal predation may be less of a concern, in particular for flatfish fisheries in the North Sea, and may even benefit shrimp trawlers because of reduced predation on shrimp from fish predators.

Understanding the effect of governance network structures on fishery sustainability can help guide governance to achieve desired outcomes. Data on resource users, fishing methods, governance networks and classifications of stock health were compiled for 17 sea cucumber fisheries in the Indian Ocean. The subjective influence of the actors and the complexity of governance networks on the health of wild stocks were analyzed. The fisheries differed widely in their resource users, fishing methods and governance networks. Little correspondence was found between the number of nodes in the governance networks and the health (exploitation status) of wild stocks. Government entities dominated the networks but neither their relative influence in the networks nor their proportionate contribution to the number of entities in the networks greatly affected stock health. These findings do not refute the benefits of inclusive governance, but rather suggest that multiple other factors (e.g. inadequate regulations, weak enforcement, high number of fishers) are also likely to play a role in influencing sea cucumber fishery sustainability. These factors must be tackled in tandem with good governance.

Understanding the changing ecology and biogeochemistry of marine ecosystems and their sensitivity and resilience to multiple drivers, pressures and stressors is critical to developing responses that will help reduce the vulnerability of marine-dependent human communities. This overview of the IMBER project provides a synthesis of project achievements and highlights the value of collaborative, interdisciplinary, integrated research approaches as developed and implemented through IMBER regional programs, working groups, project-wide activities, national contributions, and external partnerships. A perspective is provided on the way forward for the next 10 years of the IMBER project as the global environmental change research landscape evolves and as new areas of marine research emerge. IMBER science aims to foster collaborative, interdisciplinary and integrated research that addresses key ocean and social science issues and provides the understanding needed to propose innovative societal responses to changing marine systems.

ABSTRACT: The health of coastal human communities and marine ecosystems are at risk from a host of anthropogenic stressors, in particular, climate change. Because ecological health and human well-being are inextricably connected, effective and positive responses to current risks require multidisciplinary solutions. Yet, the complexity of coupled social-ecological systems has left many potential solutions unidentified or insufficiently explored. The urgent need to achieve positive social and ecological outcomes across local and global scales necessitates rapid and targeted multidisciplinary research to identify solutions that have the greatest chance of promoting benefits for both people and nature. To address these challenges, we conducted a forecasting exercise with a diverse, multidisciplinary team to identify priority research questions needed to promote sustainable and just marine social-ecological systems now and into the future, within the context of climate change and population growth. In contrast to the traditional reactive cycle of science and management, we aimed to generate questions that focus on what we need to know, before we need to know it. Participants were presented with the question, "If we were managing oceans in 2050 and looking back, what research, primary or synthetic, would wish we had invested in today?" We first identified major social and ecological events over the past 60 years that shaped current human relationships with coasts and oceans. We then used a modified Delphi approach to identify nine priority research areas and 46 questions focused on increasing sustainability and well-being in marine social-ecological systems. The research areas we identified include relationships between ecological and human health, access to resources, equity, governance, economics, resilience, and technology. Most questions require increased collaboration across traditionally distinct disciplines and sectors for successful study and implementation. By identifying these questions, we hope to facilitate the discourse, research, and policies needed to rapidly promote healthy marine ecosystems and the human communities that depend upon them.

The international community has therefore called for action to ensure the sustainable use of living resources and safeguard them for future generations. Indicators that can track changes in populations of species used by humans are essential tools for measuring progress towards these ideals and informing management decisions. Here we present two indicators that could be used to track changes in populations of utilized vertebrate species and levels of harvest sustainability. Preliminary results based on sample data both at the global level and for the Arctic show that utilized species are faring better than other species overall. This could be a consequence of better management of these populations, as indicated by more sustainable harvest levels in recent decades. Limitations of the indicators are still apparent; in particular, there is a lack of data on harvested populations of some vertebrate classes and from certain regions. Focusing monitoring efforts on broadening the scope of data collected and identifying interactions with other potential drivers of decline will strengthen these indicators as policy tools and improve their potential to be incorporated into future sets of indicators to track progress towards global biodiversity targets.

Fisheries and aquaculture make a crucial contribution to global food security, nutrition and livelihoods. However, the UN Sustainable Development Goals separate marine and terrestrial food production sectors and ecosystems. To sustainably meet increasing global demands for fish, the interlinkages among goals within and across fisheries, aquaculture and agriculture sectors must be recognized and addressed along with their changing nature. Here, we assess and highlight development challenges for fisheries-dependent countries based on analyses of interactions and trade-offs between goals focusing on food, biodiversity and climate change. We demonstrate that some countries are likely to face double jeopardies in both fisheries and agriculture sectors under climate change. The strategies to mitigate these risks will be context-dependent, and will need to directly address the trade-offs among Sustainable Development Goals, such as halting biodiversity loss and reducing poverty. Countries with low adaptive capacity but increasing demand for food require greater support and capacity building to transition towards reconciling trade-offs. Necessary actions are context-dependent and include effective governance, improved management and conservation, maximizing societal and environmental benefits from trade, increased equitability of distribution and innovation in food production, including continued development of low input and low impact aquaculture.
