Questionnaire research and interview method were applied to study the introduction of the collaborative education provided by government, business, university and research institute in the area of rural and regional development at Zhejiang Ocean University (ZOU). Various training modes: joint enrollment and training, double-tutor system (two supervisors for one postgraduate, one is from the university, the other is from government or business or research institute) together with the establishment of collaborative staff training have been adopted to carry out the collaborative education that has provided better results. However, there are still some problems: misbalanced cooperation, unrelated cooperation fields that lead to the staff training objective not to be adequately met with practical needs. The article offers the way to construct a new training mode between government, business, university and research institute for the professional degree programme Master of Rural and Regional Development.

The article conducts research and development of methodological apparatus, assessing the level of sustainability of the regional transport and logistics infrastructure. The article indicates that the most important indicator when organizing transport and logistics support will be the indicator of its level of sustainability. The issue of transport and logistics sustainability related to the peculiarities of improving regional socio-economic infrastructure, including the implementation of regional infrastructure projects, is also emphasized. В статье проводятся исследования и разработка методического аппарата, оценки уровня устойчивости региональной транспортно-логистической инфраструктуры. В статье указывается, что наиболее важное значение при организации транспортно-логистического обеспечения будет иметь показатель его уровня устойчивости. Также акцентируется проблематика транспортно-логистической устойчивости связанная с особенностями совершенствования региональной социально-экономической инфраструктуры, в том числе при реализации региональных инфраструктурных проектов. In the current situation associated with the onset of the widespread economic crisis caused by the COVID-19 pandemic, when production, financial markets, consumer demand for goods and services stopped at the same time, the concept of maintaining and developing business sustainability is becoming increasingly relevant. With fewer losses, those enterprises that can build viable business models in a timely manner have a chance to overcome the crisis. Orientation of organizations’ development strategies to the global sustainable development goals adopted by the global business community provides significant benefits for companies and increases business stability. Studies by international consultants show that Russian companies have not yet developed a full understanding of the importance and necessity of using sustainable development goals in their strategic and operational plans. The authors of the article consider five determinants that form, according to the authors, a complex system: intellectual; financial, informational, environmental and situational sustainability. The paper presents a brief description of the identified determinants and analyzes the research results of foreign and domestic scientists. It provides individual indicators, criteria, tools and methods for assessing the stability of each determinant and identifies problem areas. In practice, the assessment of the sustainability of different elements of a business is most often carried out separately from each other without taking into account their interdependence and mutual influence, which has negative consequences for balancing the strategic goals of the enterprise. The article proposes the use of a “cross-cutting” approach in assessing the sustainability of basic determinants and their integration with the global goals of sustainable development. The authors propose an element-by-element composition of the complex system of determinants (CSD), as well as describe and illustrate the three-level scheme of the relationship between the CSD and the global sustainable development goals in a structured way. The first and second levels represent global goals of sustainable development, grouped by their focus (economic, environmental, social). The third internal level (core) of the scheme is an economic entity with a set of determinants to be evaluated for their resistance to external and internal influences. The article lists the advantages of the integration of sustainable development goals in the business strategy of enterprises, which ensure the success of the business entity. В текущей ситуации, связанной с наступлением широкомасштабного экономического кризиса, вызванного коронавирусной пандемией, когда одновременно остановились производство, финансовые рынки, потребительский спрос на товары и услуги, концепция сохранения и развития устойчивости бизнеса становится все более актуальной. С меньшими потерями имеют шанс выйти из кризиса те предприятия, которые смогут своевременно выстроить модели жизнеспособного бизнеса. Ориентация стратегий развития организаций на глобальные цели устойчивого развития, принятые мировым бизнес-сообществом, дает существенные преимущества для компаний и повышает стабильность бизнеса. Исследования международных консультантов показывают, что у российских компаний еще не сформировано полноценного понимания важности и необходимости использования целей устойчивого развития в своих стратегических и операционных планах. Авторами статьи рассматривается пять детерминант, образующих, по мнению авторов, комплексную систему: интеллектуальная; финансовая, информационная, экологическая и ситуационная устойчивость. Дается краткая характеристика выделенных детерминант, анализируются результаты исследований зарубежных и отечественных ученых, приводятся отдельные показатели, критерии, инструменты и методы для оценки устойчивости каждой детерминанты, а также идентифицируются проблемные области. На практике оценка устойчивости разных элементов бизнеса чаще всего проводится обособленно друг от друга, без учета их взаимозависимости и взаимного влияния, что имеет негативные последствия для сбалансированности стратегических целей развития предприятия. В статье предложено использование «сквозного» подхода при оценке устойчивости базовых детерминант и их интеграции с глобальными целями устойчивого развития. Структурированно описан и проиллюстрирован поэлементный состав предлагаемой авторами комплексной системы детерминант (КСД) и трехуровневой схемы связи КСД с глобальными целями устойчивого развития. На первом и втором уровнях — глобальные цели устойчивого развития, сгруппированные по их направленности (экономические, экологические, социальные). Третьим внутренним уровнем (ядром) схемы является хозяйствующий субъект с набором детерминант, подлежащих оценке их устойчивости к внешним и внутренним воздействиям. Сформулированы преимущества интеграции целей устойчивого развития в бизнес-стратегии предприятий, обеспечивающие успешность деятельности хозяйствующего субъекта.

The article describes the major stages and the evolution of the research in the sphere of sustainability of economic entities (units), defines the relationship between sustainable development and changes in the key elements of an organization’s business processes, identifies the peculiarities of sustainable development of economic units belonging to different levels and their interdependence. The author analyses the basic approaches to giving definitions of sustainability in political economy, system analysis and in applied economics, singles out their similarities and objective differences. The article mainly focuses on defining sustainability ofa business entity as a primary element of national economy. It compares major features and factors of ensuring the sustainability including the consistency of strategic changes in different elements of production and business processes, monitoring of changes in close and distant environment of an economic entity, using the best practices of business partners, the analysis of support of long-term innovations by current changes which ensure the elimination of losses and sustainable cost reduction on the basis of resource-efficient development. Special emphasis is put on integration factors of ensuring the sustainability. The author proves that to ensure the sustainability consistent changes resulting in a synergistic effect are required.

В статье обоснована необходимость развития возобновляемых источников энергии, где наиболее перспективным направлением определено строительство солнечных электростанций. Проведен анализ существующих мощностей на основе возобновляемой энергии в рамках всего Мирового хозяйства за последние годы, при этом установлены основные направления инновационного развития солнечной энергетики. По результатам исследования было выявлено наличие активной инновационной деятельности в области солнечной энергетики, определены основные ее преимущества как относительно традиционных способов выработки энергии, так и прочих возобновляемых источников энергии. Данное исследование позволило сделать вывод, что регулярному использованию экологически чистых источников энергии препятствуют существенные материальные затраты. The article substantiates the necessity in developing renewable energy sources, where the construction of solar power plants are considered the most promising direction. The study conducts an analysis of the existing capacities based on renewable energy in the entire world economy in recent years, while also establishing the main directions of innovative development of solar energy. The results of the study determine the presence of active innovative activities in the field of solar energy, identifies its main advantages both in relation to traditional methods of energy generation and other renewable energy sources. This study allowed the authors to conclude that the regular use of environmentally friendly energy sources is hindered by significant material costs. Горнодобывающая промышленность России находится в процессе трансформации под влиянием перехода к низкоуглеродной экономике, которая содержит в себе, как возможности, так и угрозы для ее развития. На сегодняшний момент необходимы дополнительные исследования, позволяющие определились стратегии устойчивого развития горнодобывающей промышленности и ее перспективы в новых условиях функционирования. Целью исследования является выявление особенностей развития горнодобывающей промышленности в условиях перехода к низкоуглеродной экономике и нахождение стратегий ее дальнейшего устойчивого развития. Задачами исследования являются анализ текущего состояния горнодобывающей промышленности; определение влияния процесса перехода к низкоуглеродной экономике на горнодобывающую промышленность России; формирование сценариев развития горнодобывающей промышленности в условиях перехода к низкоуглеродной экономике. В качестве методов авторами были использованы компаративный анализ, статистический анализ, обобщение и сравнение, а также метод сценариев. Результатом исследования является перечень основных факторов, влияющих на развития российской горнодобывающей промышленности в условиях перехода к низкоуглеродной экономике и предложения по ее стратегическому развитию. Авторы делают вывод, что главным фактором является тенденция повышения спроса на возобновляемые источники энергии и предлагают сценарии развития горнодобывающей промышленности. The Russian mining industry is currently characterized by adaptation to the low-carbon economy principles, which contains both opportunities and threats for its development. Additional research is needed to determine the strategies for the sustainable development of the mining industry at the present moment and to reduce the negative impact of the global decarbonization policy. As a goal, the authors highlight the finding such special characteristics of the Russian mining sector that are in the conditions of transition to a low-carbon economy and finding strategies for its further sustainable development. The authors set the following tasks: to assess the Russian mining sector as an object of a low-carbon economy; to identify factors that have a strong influence on the transition to a low-carbon economy on the Russian mining industry; scenarios formation for the mining industry development in the conditions of transition to a low-carbon economy. The author used comparative analysis, statistical analysis, generalization and comparison as methods, as well as the scenario method. The result of the study is a list of the main factors affecting the Russian mining industry development in the context of the transition to a low-carbon economy and proposals for its strategic development. As a conclusion, the authors propose to identify the trend of increasing demand for renewable energy sources as the main reason for changes in the mining sector and propose scenarios for the mining industry development.

Актуальность обеспечения жильем остается неизменной, несмотря на нестабильность политической и экономической обстановки в целом. Приоритетную позицию в развитии жилищного фонда занимает многоэтажное строительство, которое помогает решить многие проблемы, связанные с густонаселенностью в крупных городах, предоставлением новых жилых и рабочих мест, расширением инфраструктуры и т.д. Именно в строительной отрасли прогресс проходит действительно длинный путь. Проверенные и эффективные технологии используются десятилетиями. Тем не менее, значительная конкуренция заставляет искать новые технические решения и усовершенствовать уже использующиеся технологии и материалы, которые позволяют сократить сроки строительства, а также снизить себестоимость, при этом не потеряв качества. The urgency of providing housing remains unchanged, despite the instability of the political and economic situation as a whole. The priority position in the development of housing stock is multi-storey construction, which helps to solve many problems related to densely populated areas in large cities, the provision of new housing and jobs, the expansion of infrastructure, etc. It is in the construction industry that progress is indeed a long way. Proven and effective technologies have been used for decades. Nevertheless, significant competition leads to the search for new solutions that allow building buildings faster, cheaper and more durable. №2(146) (2019)

According to Pekka Vuorinen, Director of Environment and Energy at the Confederation of the Finnish Construction Industry RTT, “The construction industry is a chain formed by many participants, where everyone needs to understand what they can do to reduce carbon emissions.” Therefore, everyone working in the construction industry should strive towards this common goal. By acting collaboratively and responsibly, we can reduce emissions and contribute to the goal of becoming the first carbon-neutral country.

Россия обладает огромными ресурсами для перехода к зеленой экономике: человеческими, материальными, технологическими и природными. Зеленая экономика рассматривается в контексте борьбы с глобальным изменением климата и перспективного направления выхода из финансово-экономического кризиса. Для зеленого экономического роста в России приоритетной является инновационная модернизация минерально-сырьевого и топливно-энергетического комплексов, сохраняющими ключевую роль в обеспечении устойчивости социально-экономического развития и национальной безопасности страны. Russia has huge resources for the transition to a green economy: human, material, technological and natural. The green economy is considered in the context of the fight against global climate change and a promising way out of the financial and economic crisis. The article gives a brief description of modern innovative technological solutions in the field of energy efficiency and energy saving, used in architectural objects. The formbuilding and artistic potential of engineeringtechnological system elements are described in interaction with the volumespatial and figurative entities of buildings and complexes. A grouping of technological elements is proposed according to the degree of participation in shaping the form and aesthetics in the architecture. В статье дается краткая характеристика современным инновационным технологическим решениям в области энергоэффективности и энергосбережения, применяемым в архитектурных объектах. Описывается формообразующий и художественный потенциал элементов инженернотехнологического оборудования во взаимодействии с объемнопространственной и образной сущностями зданий и комплексов.
