apps Other research productkeyboard_double_arrow_right Other ORP type 2013 ItalyEl presente trabajo muestra opciones actuales disponibles para propulsión de embarcaciones menores mediante un motor eléctrico alimentado desde un banco de baterías cuya energía puede ser recargada usando una red eléctrica convencional, o provenir de la radiación solar mediante paneles fotovoltaicos a bordo, normalmente dispuestos en un techo plano o cubierta. Se incluye un análisis del aspecto operacional, considerando las ventajas y limitaciones de este sistema de propulsión, y además se indican valores referenciales de costos en el caso de usarse la energía de la red fija urbana, comparándolos con las alternativas de generación de electricidad con paneles solares o con la opción tradicional de motor diesel. Finalmente se presenta el caso de embarcaciones fluviales de pasajeros propulsadas mediante energía solar en la ciudad de Valdivia, Chile, como ejemplo de la viabilidad de este tipo de propulsión, aun en regiones de baja radiación solar como es el caso del sur de Chile. This paper shows current available options in propulsion of small crafts using an electric engine getting energy from a battery bank. Batteries can be recharged by means of a fixed electric network or through photovoltaic panels disposed onboard, normally on a flat roof or deck. An operational analysis is included, taking into account the advantages and limitations of this propulsion arrangement, moreover, referential prices of fixed grid electricity are quoted and compared to solar panels and the traditional diesel engine option. Finally a study case is presented describing the operation of small passenger vessels powered with solar energy operating in Valdivia, Chile, as an example of the viability of this type of propulsion, even in locations with scarce solar radiation, as it is the case of southern Chile.

They are presented as essential attributes when looking for achieving the goals of overall resilience and farming systems’ sustainability. In the first part, with an applied and context-dynamic perspective, some hierarchical concepts and strategies of integration and adaptation are analyzed, leading to reduce the vulnerability of the systems. In the second part, three successful farming systems’ case studies (two from Mexico and one from Cuba) are described. The last to illustrate with real practical experiences, the integrated application of some of such theoretical concepts, practical strategies of intervention, and mechanisms of regulation that are previously discussed, and that would be orientated to promote the long-term adaptive capacities of the farming systems. The valorization of those mechanisms of regulation (homeostasis, teleophoresis) at all levels would build up the angular stone in the promotion of systems integrated themselves by robust components. Those systems components would be capable of reacting with sound adaptive responses when facing eventual, unpredictable internal and external disturbances, in the time and in the space. Meanwhile, with the application of such effective strategies, we would be in better conditions for helping to create a solid commitment between productivity and the objectives of rational use of natural and local resources. Finally, this change in the philosophy of the farming systems management would help to promote the required sustainability of farming systems, either from the economic, environmental and social standpoints.

Su aplicación se efectúa en los hogares rurales de los corregimientos de ladera de Cali, escogiendo como modelo el marco de los Medios de Vida Sostenibles (MVS). La información primaria se obtuvo de una encuesta entre los pobladores bajoel encabezado del concepto de los 5 Activos de los MVS: físicos, naturales, humanos, económicos-financieros y sociales-culturales-políticos. Se utilizó la caja de herramientas fuzzy de Matlab parala evaluación difusa de la capacidad de adaptación y la sensibilidad, los dos componentes de la vulnerabilidad. Para la especificación de la sensibilidad agrícola, sobre la base del cambio de aptitud delos cultivos de maíz, fríjol, plátano, yuca y café, entre 2015 y 2030, se aprovechó la disponibilidad de bases de datos como WorldClim, Ecocrop, IPCC y software como DivaGis y ArcGIS. La metodologíademostró ser promisoria como alternativa a los métodos lineales para medir la vulnerabilidad frente al cambio climático y permitió responder adecuadamente las tres preguntas de investigació Based on the concept of complex, dynamic, non-linear systems that integrate the man-nature relationship, a methodology based on fuzzy logic for determining vulnerability to climate change is proposed. Its application takes effect by rural households in the districts on the hillsides of Cali, choosing as a model the Sustainable Livelihood (SL) framework. Primary information was obtained from a survey among residents under the heading of the concept of the 5 SLAssets: physical, natural, human, economic-financial, socio-cultural-political. Matlab Fuzzy toolbox for fuzzy evaluationof adaptability and sensitivity, the two components of vulnerability is used. For specification of agricultural sensitivity, based on the change of suitability of maize, beans, bananas, cassava and coffee between 2015 and 2030, it was made the most of the availability of databases as WorldClim, Ecocrop, IPCC and software as a DivaGis and ArcGIS. The methodology proved to be promising as an alternative to linear methods to measure vulnerability to climate change and allowed adequately answering the three research questions

Luego, como fruto de colaboraciones internacionales entre ellas el programa franco-argentino ECOS, los editores invitaron a otros expertos más para que aporten con sus trabajos a estas reflexiones.Los autores de este libro –arqueólogos, antropólogos, geógrafos, genetistas, agrónomos y ecólogos– representan un panel equilibradoentre ciencias humanas y biofísicas. Todos cuentan con una experiencia directa y reciente de la realidad actual o pasada de las sociedades y del ambiente natural de los Andes del Sur. A pesar de la diversidad de sus respectivas disciplinas y perspectivas, los autores se aplicaron en hacer sus contribuciones accesibles al público no especializado, presentando tablas y figuras que faciliten la comprensión de los datos y utilizando un glosario para definir, cuando necesario, ciertos términos técnicos o vernaculares. This book originated in a workshop organised in La Paz (Bolivia) in December 2008, as part of the Franco-Bolivian ANR-EQUECO programme, with the aim of reflecting on socio-environmental changes in agriculture in the southern Andes over the last 1,000 years. Subsequently, as a result of international collaborations, including the Franco-Argentine ECOS programme, the editors invited other experts to contribute their work to these reflections. The authors of this book - archaeologists, anthropologists, geographers, geneticists, agronomists and ecologists - represent a balanced panel of human and biophysical sciences. All have direct and recent experience of the current or past reality of the societies and natural environment of the Southern Andes. From the physical-chemical characteristics of the biomass, a combustion analysis was carried out from the 15.72 MJ / kg of energy produced in the chemical reaction. For this, the equilibrium composition of the mixture and its respectiveadiabatic flame temperature were calculated. Then, the one-dimensional modelling of heat transfer was carried out, in which the thermodynamic properties of the combustion gases, the emissivity and the coefficients of heat transfer by internal and external forced convection were calculated. From this, the average temperature of the combustion gases and the heat losses through the walls of the enclosure were determined. An adiabaticflame temperature close to 772 °C was found and is dependent on the nature of the fuel and the excess of air set to 50%. Also, a low average temperature requires higher volume fireplaces due to the increase in residence time. Therefore, burners with low fuel consumption require greater insulation, since heat losses can be greater than 30%, considered significant for this process. Finally, the sizing of a burner for the combustionof biomass that requires the transfer of heat to a 100 kW steam generator is presented. El objetivo principal de este trabajo fue el diseño, modelado y dimensionamiento de un horno para combustión de hojas de caña de azúcar, con el propósito de obtener energía en forma de calor a partir de esta biomasa residual. Por lo tanto, a partir de las características físico-químicas de labiomasa, se realizó un análisis de la combustión a partir de los 15.72 MJ/kg de energía producidos en la reacción química. Para ello, se calculó la composición de equilibrio de la mezcla y su respectiva temperatura de llama adiabática. Entonces, se realizó el modelamiento unidimensionalde transferencia de calor, en el que se calcularon las propiedades termodinámicas de los gases de combustión, la emisividad y los coeficientes de transferencia de calor por convección forzada interna y natural externa. A partir de esto, se determinaron la temperatura promedio de los gasesde combustión y las pérdidas de calor a través de las paredes del recinto. Se encontró una temperatura de llama adiabática cercana a los 772°C y es dependiente de la naturaleza del combustible y el exceso de aire que se estipuló en 50%. También, una temperatura promedio baja requiere de hogares de mayor volumen debido al aumento del tiempo de residencia. Por consiguiente, quemadores de bajo consumo de combustible requieren un mayor aislamiento, pues las pérdidas de calor pueden ser mayores que 30%, consideradas significativas para este proceso. Finalmente, se presenta el dimensionamiento de una hornilla para la combustión de biomasa que requiere transferir calor a un generador de vapor de 100 kW.

AMADEUS es un proyecto europeo que investiga materiales y dispositivos de estado sólido para almacenar energía a muy alta temperatura. Usando aleados de silicio como materiales de cambio de fase se alcanzan calores latentes superiores a 1000 kWh/m3, propiciando la obtención de altísimas densidades energéticas. Dichos aleados suponen temperaturas de almacenamiento por encima de los 1000 ºC, muy por encima de las de los sistemas actuales de acumulación térmica. El artículo describe las actividades del proyecto y sus primeros resultados, explicando los principales retos de este nuevo sistema que combina la acumulación de energía en forma de calor en silicio fundido con dispositivos de estado sólido termiónicos y termofotovoltaicos para la posterior conversión en electricidad. AMADEUS is a H2020 project that researches on materials and solid-state devices for very high temperature energy storage and conversion. By exploring silicon-based alloys as new phase change materials (PCMs), latent heat higher than 1000 kWh/m3 is achievable, which implies a very high energy density. In addition, silicon-based PCMs lead to storage temperatures well beyond 1000 ºC, well beyond that of current state-of-the-art thermal energy storage (TES). This paper describes the project R&D activities and first results, and comments on challenges towards a new kind of systems combining latent heat energy storage in molten silicon with thermionic and thermophotovoltaic solid state heat-to-power conversion.

De même, les problèmes environnementaux et le changement climatique engendrent des risques pour la stabilité des États, rendant inévitable le renforcement de leur pouvoir, ce pourquoi ceux-ci invoquent la sécurité comme nécessité fondamentale pour leur conservation. On pourrait avancer que de la même manière que ce qui s’est produit au début de la modernité, lorsqu’on a découvert la nature et l’État comme entités objet d’étude avec leurs propres lois et rationalité, on repense actuellement la façon d’utiliser la nature et la problématique environnementale dérivée du changement climatique comme mécanisme de transformation des conduites et de renforcement de l’État, se manifestant maintenant dans l’idée de sécurité nationale. En procédant à une révision de la théorie de la raison d’État, de ses principaux théoriciens et des apports latino-américains à la sécurité nationale, on peut considérer qu’à partir du changement climatique et de la problématique environnementale elle permet de générer de nouvelles formes de gouverner afin de modifier les comportements de la population et par là même fortifier l’État. Ceci conduit à la nécessité de réfléchir à la nécessité de revoir les positions sur ce phénomène dans la mesure où cela peut entraîner des façons irrationnelles d’exercer le pouvoir. C’est-à-dire qu’il faut regarder la nature et l’environnement selon une perspective politique pour comprendre la portée de cette situation provenant de la manière dont on aborde actuellement la nature et l’environnement. Una reflexión desde la filosofía política, permitiría plantear que la visión como se concibe actualmente el medio ambiente y la naturaleza contribuyen a modificar las conductas de la población con el fin de lograr una nueva forma de gobernarla. Así mismo, los problemas ambientales y el cambio climático generan riesgos para la estabilidad de los Estados, haciendo inevitable el reforzamiento de su poder, para lo cual invoca la seguridad como necesidad fundamental para su conservación.Se podría plantear que al igual como ocurrió al inicio de la modernidad, cuando se descubrió la naturaleza y el Estado como entidades objeto de estudio con sus propias leyes y racionalidad, en la actualidad se está repensando la forma de utilizar la naturaleza y la problemática ambiental derivada del cambio climático, como mecanismo de transformación de las conductas y de fortalecimiento del Estado, manifestado ahora en la idea de seguridad nacional. Realizando una revisión sobre la teoría de la razón de Estado, los principales teóricos y los aportes latinoamericanos en la seguridad nacional, se puede llevar a considerar que a raíz del cambio climático y la problemática ambiental permite generar nuevas formas de gobernar para modificar los comportamientos de la población y de paso fortalecer el Estado. Esto genera la necesidad de reflexionar en torno a la necesidad de revisar los planteamientos sobre este fenómeno por cuanto ello puede conllevar a formas irracionales de ejercer el poder. Es decir hay que mirar la naturaleza y el medio ambiente en una perspectiva política para comprender el alcance de esta situación derivada de la forma como se aborda la naturaleza y el medio ambiente en la actualidad. A reflection from the political philosophy would permit to propose that the vision as one conceive the currently the environment and the nature contribute to modify the behaviour of the population in order to achieve a new form of governance. Furthermore, the environmental problems and climate change create risks for the stability of the different states, making unavoidable the strengthening its power, when invoking its security as a necessity for its conservation.We could argue that, as it happened at the beginning of modern times, when the state and the nature were discovered as entities to study with their own laws and rationality. Currently, one is rethinking the way to use the nature and the environment’s question derivate from climate change as a mechanism to transform the behaviours and the strengthening of the state, manifested now in the idea of national security, Making a revision about the theory of national interest (raisón d’état) the main theorist and the Latin-American contribution to the national –security doctrine, one might considerate that due to climate change the environmental problem it allows to generate new forms to govern and modify the behaviours of the population whereas strengthening the state. This crates the necessity to wonder around the necessity to revise the proposals about the phenomenon, so that it could lead to irrational ways to exert the power. Thus, one shall see the nature and the environment with a political perspective in order to understand the reach from this situation derivate from the form as one address the nature and the environment nowadays.

apps Other research productkeyboard_double_arrow_right Other ORP type 2013 ItalyEl presente trabajo muestra opciones actuales disponibles para propulsión de embarcaciones menores mediante un motor eléctrico alimentado desde un banco de baterías cuya energía puede ser recargada usando una red eléctrica convencional, o provenir de la radiación solar mediante paneles fotovoltaicos a bordo, normalmente dispuestos en un techo plano o cubierta. Se incluye un análisis del aspecto operacional, considerando las ventajas y limitaciones de este sistema de propulsión, y además se indican valores referenciales de costos en el caso de usarse la energía de la red fija urbana, comparándolos con las alternativas de generación de electricidad con paneles solares o con la opción tradicional de motor diesel. Finalmente se presenta el caso de embarcaciones fluviales de pasajeros propulsadas mediante energía solar en la ciudad de Valdivia, Chile, como ejemplo de la viabilidad de este tipo de propulsión, aun en regiones de baja radiación solar como es el caso del sur de Chile. This paper shows current available options in propulsion of small crafts using an electric engine getting energy from a battery bank. Batteries can be recharged by means of a fixed electric network or through photovoltaic panels disposed onboard, normally on a flat roof or deck. An operational analysis is included, taking into account the advantages and limitations of this propulsion arrangement, moreover, referential prices of fixed grid electricity are quoted and compared to solar panels and the traditional diesel engine option. Finally a study case is presented describing the operation of small passenger vessels powered with solar energy operating in Valdivia, Chile, as an example of the viability of this type of propulsion, even in locations with scarce solar radiation, as it is the case of southern Chile.

They are presented as essential attributes when looking for achieving the goals of overall resilience and farming systems’ sustainability. In the first part, with an applied and context-dynamic perspective, some hierarchical concepts and strategies of integration and adaptation are analyzed, leading to reduce the vulnerability of the systems. In the second part, three successful farming systems’ case studies (two from Mexico and one from Cuba) are described. The last to illustrate with real practical experiences, the integrated application of some of such theoretical concepts, practical strategies of intervention, and mechanisms of regulation that are previously discussed, and that would be orientated to promote the long-term adaptive capacities of the farming systems. The valorization of those mechanisms of regulation (homeostasis, teleophoresis) at all levels would build up the angular stone in the promotion of systems integrated themselves by robust components. Those systems components would be capable of reacting with sound adaptive responses when facing eventual, unpredictable internal and external disturbances, in the time and in the space. Meanwhile, with the application of such effective strategies, we would be in better conditions for helping to create a solid commitment between productivity and the objectives of rational use of natural and local resources. Finally, this change in the philosophy of the farming systems management would help to promote the required sustainability of farming systems, either from the economic, environmental and social standpoints.

Su aplicación se efectúa en los hogares rurales de los corregimientos de ladera de Cali, escogiendo como modelo el marco de los Medios de Vida Sostenibles (MVS). La información primaria se obtuvo de una encuesta entre los pobladores bajoel encabezado del concepto de los 5 Activos de los MVS: físicos, naturales, humanos, económicos-financieros y sociales-culturales-políticos. Se utilizó la caja de herramientas fuzzy de Matlab parala evaluación difusa de la capacidad de adaptación y la sensibilidad, los dos componentes de la vulnerabilidad. Para la especificación de la sensibilidad agrícola, sobre la base del cambio de aptitud delos cultivos de maíz, fríjol, plátano, yuca y café, entre 2015 y 2030, se aprovechó la disponibilidad de bases de datos como WorldClim, Ecocrop, IPCC y software como DivaGis y ArcGIS. La metodologíademostró ser promisoria como alternativa a los métodos lineales para medir la vulnerabilidad frente al cambio climático y permitió responder adecuadamente las tres preguntas de investigació Based on the concept of complex, dynamic, non-linear systems that integrate the man-nature relationship, a methodology based on fuzzy logic for determining vulnerability to climate change is proposed. Its application takes effect by rural households in the districts on the hillsides of Cali, choosing as a model the Sustainable Livelihood (SL) framework. Primary information was obtained from a survey among residents under the heading of the concept of the 5 SLAssets: physical, natural, human, economic-financial, socio-cultural-political. Matlab Fuzzy toolbox for fuzzy evaluationof adaptability and sensitivity, the two components of vulnerability is used. For specification of agricultural sensitivity, based on the change of suitability of maize, beans, bananas, cassava and coffee between 2015 and 2030, it was made the most of the availability of databases as WorldClim, Ecocrop, IPCC and software as a DivaGis and ArcGIS. Luego, como fruto de colaboraciones internacionales entre ellas el programa franco-argentino ECOS, los editores invitaron a otros expertos más para que aporten con sus trabajos a estas reflexiones.Los autores de este libro –arqueólogos, antropólogos, geógrafos, genetistas, agrónomos y ecólogos– representan un panel equilibradoentre ciencias humanas y biofísicas. From the physical-chemical characteristics of the biomass, a combustion analysis was carried out from the 15.72 MJ / kg of energy produced in the chemical reaction. For this, the equilibrium composition of the mixture and its respectiveadiabatic flame temperature were calculated. Then, the one-dimensional modelling of heat transfer was carried out, in which the thermodynamic properties of the combustion gases, the emissivity and the coefficients of heat transfer by internal and external forced convection were calculated. From this, the average temperature of the combustion gases and the heat losses through the walls of the enclosure were determined. An adiabaticflame temperature close to 772 °C was found and is dependent on the nature of the fuel and the excess of air set to 50%. Also, a low average temperature requires higher volume fireplaces due to the increase in residence time. Therefore, burners with low fuel consumption require greater insulation, since heat losses can be greater than 30%, considered significant for this process. Finally, the sizing of a burner for the combustionof biomass that requires the transfer of heat to a 100 kW steam generator is presented. El objetivo principal de este trabajo fue el diseño, modelado y dimensionamiento de un horno para combustión de hojas de caña de azúcar, con el propósito de obtener energía en forma de calor a partir de esta biomasa residual. Por lo tanto, a partir de las características físico-químicas de labiomasa, se realizó un análisis de la combustión a partir de los 15.72 MJ/kg de energía producidos en la reacción química. Para ello, se calculó la composición de equilibrio de la mezcla y su respectiva temperatura de llama adiabática. Entonces, se realizó el modelamiento unidimensionalde transferencia de calor, en el que se calcularon las propiedades termodinámicas de los gases de combustión, la emisividad y los coeficientes de transferencia de calor por convección forzada interna y natural externa. A partir de esto, se determinaron la temperatura promedio de los gasesde combustión y las pérdidas de calor a través de las paredes del recinto. Se encontró una temperatura de llama adiabática cercana a los 772°C y es dependiente de la naturaleza del combustible y el exceso de aire que se estipuló en 50%. También, una temperatura promedio baja requiere de hogares de mayor volumen debido al aumento del tiempo de residencia. Por consiguiente, quemadores de bajo consumo de combustible requieren un mayor aislamiento, pues las pérdidas de calor pueden ser mayores que 30%, consideradas significativas para este proceso. Finalmente, se presenta el dimensionamiento de una hornilla para la combustión de biomasa que requiere transferir calor a un generador de vapor de 100 kW.

AMADEUS es un proyecto europeo que investiga materiales y dispositivos de estado sólido para almacenar energía a muy alta temperatura. Usando aleados de silicio como materiales de cambio de fase se alcanzan calores latentes superiores a 1000 kWh/m3, propiciando la obtención de altísimas densidades energéticas. Dichos aleados suponen temperaturas de almacenamiento por encima de los 1000 ºC, muy por encima de las de los sistemas actuales de acumulación térmica. El artículo describe las actividades del proyecto y sus primeros resultados, explicando los principales retos de este nuevo sistema que combina la acumulación de energía en forma de calor en silicio fundido con dispositivos de estado sólido termiónicos y termofotovoltaicos para la posterior conversión en electricidad. AMADEUS is a H2020 project that researches on materials and solid-state devices for very high temperature energy storage and conversion. By exploring silicon-based alloys as new phase change materials (PCMs), latent heat higher than 1000 kWh/m3 is achievable, which implies a very high energy density. In addition, silicon-based PCMs lead to storage temperatures well beyond 1000 ºC, well beyond that of current state-of-the-art thermal energy storage (TES). This paper describes the project R&D activities and first results, and comments on challenges towards a new kind of systems combining latent heat energy storage in molten silicon with thermionic and thermophotovoltaic solid state heat-to-power conversion.

De même, les problèmes environnementaux et le changement climatique engendrent des risques pour la stabilité des États, rendant inévitable le renforcement de leur pouvoir, ce pourquoi ceux-ci invoquent la sécurité comme nécessité fondamentale pour leur conservation. On pourrait avancer que de la même manière que ce qui s’est produit au début de la modernité, lorsqu’on a découvert la nature et l’État comme entités objet d’étude avec leurs propres lois et rationalité, on repense actuellement la façon d’utiliser la nature et la problématique environnementale dérivée du changement climatique comme mécanisme de transformation des conduites et de renforcement de l’État, se manifestant maintenant dans l’idée de sécurité nationale. En procédant à une révision de la théorie de la raison d’État, de ses principaux théoriciens et des apports latino-américains à la sécurité nationale, on peut considérer qu’à partir du changement climatique et de la problématique environnementale elle permet de générer de nouvelles formes de gouverner afin de modifier les comportements de la population et par là même fortifier l’État. Ceci conduit à la nécessité de réfléchir à la nécessité de revoir les positions sur ce phénomène dans la mesure où cela peut entraîner des façons irrationnelles d’exercer le pouvoir. C’est-à-dire qu’il faut regarder la nature et l’environnement selon une perspective politique pour comprendre la portée de cette situation provenant de la manière dont on aborde actuellement la nature et l’environnement. Una reflexión desde la filosofía política, permitiría plantear que la visión como se concibe actualmente el medio ambiente y la naturaleza contribuyen a modificar las conductas de la población con el fin de lograr una nueva forma de gobernarla. Así mismo, los problemas ambientales y el cambio climático generan riesgos para la estabilidad de los Estados, haciendo inevitable el reforzamiento de su poder, para lo cual invoca la seguridad como necesidad fundamental para su conservación.Se podría plantear que al igual como ocurrió al inicio de la modernidad, cuando se descubrió la naturaleza y el Estado como entidades objeto de estudio con sus propias leyes y racionalidad, en la actualidad se está repensando la forma de utilizar la naturaleza y la problemática ambiental derivada del cambio climático, como mecanismo de transformación de las conductas y de fortalecimiento del Estado, manifestado ahora en la idea de seguridad nacional. Realizando una revisión sobre la teoría de la razón de Estado, los principales teóricos y los aportes latinoamericanos en la seguridad nacional, se puede llevar a considerar que a raíz del cambio climático y la problemática ambiental permite generar nuevas formas de gobernar para modificar los comportamientos de la población y de paso fortalecer el Estado. Esto genera la necesidad de reflexionar en torno a la necesidad de revisar los planteamientos sobre este fenómeno por cuanto ello puede conllevar a formas irracionales de ejercer el poder. Es decir hay que mirar la naturaleza y el medio ambiente en una perspectiva política para comprender el alcance de esta situación derivada de la forma como se aborda la naturaleza y el medio ambiente en la actualidad. A reflection from the political philosophy would permit to propose that the vision as one conceive the currently the environment and the nature contribute to modify the behaviour of the population in order to achieve a new form of governance. Furthermore, the environmental problems and climate change create risks for the stability of the different states, making unavoidable the strengthening its power, when invoking its security as a necessity for its conservation.We could argue that, as it happened at the beginning of modern times, when the state and the nature were discovered as entities to study with their own laws and rationality. Currently, one is rethinking the way to use the nature and the environment’s question derivate from climate change as a mechanism to transform the behaviours and the strengthening of the state, manifested now in the idea of national security, Making a revision about the theory of national interest (raisón d’état) the main theorist and the Latin-American contribution to the national –security doctrine, one might considerate that due to climate change the environmental problem it allows to generate new forms to govern and modify the behaviours of the population whereas strengthening the state. This crates the necessity to wonder around the necessity to revise the proposals about the phenomenon, so that it could lead to irrational ways to exert the power. Thus, one shall see the nature and the environment with a political perspective in order to understand the reach from this situation derivate from the form as one address the nature and the environment nowadays.

La necesidad de adaptar el modelo establecido en nuestro Ordenamiento a las exigencias europeas y revisar las estrategias de fomento seguidas hasta ahora, permiten afirmar que la ordenación de las energías renovables de manera específica, con introducción de las variables ambiental y de ordenación del territorio, puede ofrecer un espacio de colaboración público-privada necesario, a través de la articulación de concretos sistemas de apoyo.
