Text in Afrikaans ; In this study the relationship between political decision making, spatial change and provision of selected municipal services was investigated. Legislation and policy, spatial demarcation and local government structures are determined by political decision making on various government levels. The international system as well as the local history and factors leading to spatial change impact on municipal demarcation and service delivery. Demographic change due to re-delimitation of boundaries, densification within the area of jurisdiction and immigration imply that service requirements change. In 1994/5, the rural and residential areas were incorporated to the former Verwoerdburg and formed the Southern Pretoria Metropolitan Substructure (Centurion). In December 2000 Centurion lost its autonomous status and was incorporated as administrative unit into the larger Tshwane Metropolitan Municipality. Restructuring have implications for the political representation of communities, the spatial extension of service networks, priority areas, and the location of service provision points. ; In hierdie studie is die verband tussen politieke besluitneming, ruimtelike verandering en die lewering van geselekteerde munisipale dienste ondersoek. Wetgewing en beleid, ruimtelike afbakening en plaaslikeowerheidstrukture word deur politieke besluitneming op verskillende regeringsvlakke bepaal. Die internasionale sisteem, asook plaaslike historiese gebeure en aanleidende faktore tot ruimtelike verandering het 'n impak op beide munisipale afbakening en dienslewering. Demografiese verandering as gevolg van die herbepaling van grense, verdigting binne die regsgebied en immigrasie impliseer dat diensbehoeftes verander. Landelike en residensiele gebiede is in 1994/5 by die voormalige Verwoerdburg geinkorporeer om die Suidelike Pretoria Metropolitaanse Substruktuur (Centurion) te vorm. In Desember 2000 het die Stadsraad van Centurion sy outonome status verloor en is as administratiewe eenheid by die groter Tshwane Metropolitaanse Munisipaliteit geinkorporeer. Sintetiese brandstowwe soos diesel word van natuurlike gas en steenkool geproduseer, via die Fischer-Tropschsinteseproses. Biodiesel kan ’n aantreklike alternatief vir petroleumgebaseerde diesel wees omdat die fisiese eienskappe daarvan soortgelyk is aan dié van petrodiesel en dit vervoer en gestoor kan word deur van bestaande infrastruktuur gebruik te maak. Die biodegradeerbaarheid van sintetiese diesel en biodieselmengsels is ondersoek deur van respirometrie gebruik te maak. Die doel was om vas te stel of biodiesel die biodegradeerbaarheid van die mengsels kan bevorder in vergelyking met sintetiese petrodiesel. Bykomend is ’n model ontwikkel om die biodegradeerbaarheid van die diesel en diesel-/biodieselmengsels te voorspel deur benutting van die molekulȇre samestelling van die brandstowwe en die BIOWIN V.4.10, EPISuite-voorspellingsagteware. Die byvoeging van biodiesel tot sintetiese diesel het die biodegradeerbaarheid van die mengsels bevorder. Die byvoeging van minder as 1% biodiesel het die biodegraderingsklassifikasie vanaf inherent biodegradeerbaar tot geredelik biodegradeerbaar verbeter. Die byvoeging van biodiesel tot petroleumgebaseerde diesel kan gebruik word om die ontwikkeling van hernubare alternatiewe aan te moedig, aangesien die mengsels beter biodegradeer as petroleumdiesel. Daar word na plasmas as die vierde toestand van materie verwys. In die natuur manifesteer plasmas as korona-ontladings, weerlig, aurora borealis en in sterre soos die son. Plasmas kan ook opgewek word met elektriese boogontladings, radiofrekwensie-induksie, mikrogolwe, diëlektriese ontladings en lasers. Die ontstaansgeskiedenis van mensgemaakte plasmas en meegaande elektrotegnologie sedert die middel van die 17de eeu word in hierdie oorsigartikel opgesom. Die plasmatoestand word bespreek aan die hand van ’n algemene beskrywing en die fi siese eienskappe van ’n paar algemeen-gebruikte plasmagasse word ingesluit. ’n Aantal verskillende tipes plasmas en toepassings word kortliks bespreek, met die klem op termiese plasmas. Suid-Afrikaanse navorsing en ontwikkeling op die gebied van plasmategnologie, hoofsaaklik by Mintek, internasionaal bekend op die gebied van pirometallurgie, en Necsa, word bespreek. `n Kort oorsig van die Suid-Afrikaanse pirometallurgiese bedryf word ingesluit. Spesiale fokus word geplaas op termiese afvalprosessering en plasmagesteunde vergassing word met konvensionele prosesse vergelyk. Plasmagesteunde ver gassing vir energieproduksie word in meer besonderhede bespreek. In nature plasmas manifest as corona discharges, lightning, aurora borealis and stars such as the sun. Plasmas can also be generated by electrical arc discharges, radiofrequency induction, microwaves, dielectric barrier discharges and lasers. The historic development of man-made plasmas and the associated electrical technology since the middle of the 17th century is summarised in this review. The plasma state is discussed in general and the physical properties of a number of generally used plasma gases are included. Electric energy is a fundamental prerequisite for prosperity in any community, moreso for South Africa. Energy is needed for existence at large, while electric energy is a prerequisite for the development of any community. The earth has a continuous power input of nearly 20 million Terrawatt from the sun. This large amount of energy is in fact ten thousand times larger than the current annual world energy consumption, if the power input is taken over one year. It seems that we have a lot of energy, unfortunately the energy is spread over a large area, the peak power density form the sun is reasonably low and interrupted by daily cycles. There is therefore a great number of oportunities, in energy technology, open to electrical engineers. The challenges and contraints of the electrical engineer in a decade and century of multiple technology innovations are described. The emphasis is placed on energy technology and the associated creation of prosperity within South Africa. The intervening of engineers to energy careers is addressed with reference to opportunities in research activities and selfrealization. Aspects of the training of electrical engineers, curricula, and properties of electrical engineers are discussed, with reference to the role of the electrical engineer in the South African industry. ; Item was scanned at 300 dpi. The author describes the development of the various forms of power over many centuries, such as the power supplied by human strength, the wind, water, electricity, nuclear energy, etc. He points out how the exploitation of a specific form of power has led to the economic growth and welfare of various countries, e.g. the use of the wind and water by the Netherlands. Finally, the author stresses the fact that the world is facing a serious power crisis, especially since the Arabian countries started increasing oil prices in 1973. Text in Afrikaans ; In this study the relationship between political decision making, spatial change and provision of selected municipal services was investigated. Legislation and policy, spatial demarcation and local government structures are determined by political decision making on various government levels. The international system as well as the local history and factors leading to spatial change impact on municipal demarcation and service delivery. Demographic change due to re-delimitation of boundaries, densification within the area of jurisdiction and immigration imply that service requirements change. In 1994/5, the rural and residential areas were incorporated to the former Verwoerdburg and formed the Southern Pretoria Metropolitan Substructure (Centurion). In December 2000 Centurion lost its autonomous status and was incorporated as administrative unit into the larger Tshwane Metropolitan Municipality. Restructuring have implications for the political representation of communities, the spatial extension of service networks, priority areas, and the location of service provision points. ; In hierdie studie is die verband tussen politieke besluitneming, ruimtelike verandering en die lewering van geselekteerde munisipale dienste ondersoek. Wetgewing en beleid, ruimtelike afbakening en plaaslikeowerheidstrukture word deur politieke besluitneming op verskillende regeringsvlakke bepaal. Die internasionale sisteem, asook plaaslike historiese gebeure en aanleidende faktore tot ruimtelike verandering het 'n impak op beide munisipale afbakening en dienslewering. Demografiese verandering as gevolg van die herbepaling van grense, verdigting binne die regsgebied en immigrasie impliseer dat diensbehoeftes verander. Landelike en residensiele gebiede is in 1994/5 by die voormalige Verwoerdburg geinkorporeer om die Suidelike Pretoria Metropolitaanse Substruktuur (Centurion) te vorm. In Desember 2000 het die Stadsraad van Centurion sy outonome status verloor en is as administratiewe eenheid by die groter Tshwane Metropolitaanse Munisipaliteit geinkorporeer. Sintetiese brandstowwe soos diesel word van natuurlike gas en steenkool geproduseer, via die Fischer-Tropschsinteseproses. Biodiesel kan ’n aantreklike alternatief vir petroleumgebaseerde diesel wees omdat die fisiese eienskappe daarvan soortgelyk is aan dié van petrodiesel en dit vervoer en gestoor kan word deur van bestaande infrastruktuur gebruik te maak. Die biodegradeerbaarheid van sintetiese diesel en biodieselmengsels is ondersoek deur van respirometrie gebruik te maak. Die doel was om vas te stel of biodiesel die biodegradeerbaarheid van die mengsels kan bevorder in vergelyking met sintetiese petrodiesel. Bykomend is ’n model ontwikkel om die biodegradeerbaarheid van die diesel en diesel-/biodieselmengsels te voorspel deur benutting van die molekulȇre samestelling van die brandstowwe en die BIOWIN V.4.10, EPISuite-voorspellingsagteware. Die byvoeging van biodiesel tot sintetiese diesel het die biodegradeerbaarheid van die mengsels bevorder. Die byvoeging van minder as 1% biodiesel het die biodegraderingsklassifikasie vanaf inherent biodegradeerbaar tot geredelik biodegradeerbaar verbeter. Die byvoeging van biodiesel tot petroleumgebaseerde diesel kan gebruik word om die ontwikkeling van hernubare alternatiewe aan te moedig, aangesien die mengsels beter biodegradeer as petroleumdiesel. Daar word na plasmas as die vierde toestand van materie verwys. In die natuur manifesteer plasmas as korona-ontladings, weerlig, aurora borealis en in sterre soos die son. Plasmas kan ook opgewek word met elektriese boogontladings, radiofrekwensie-induksie, mikrogolwe, diëlektriese ontladings en lasers. Die ontstaansgeskiedenis van mensgemaakte plasmas en meegaande elektrotegnologie sedert die middel van die 17de eeu word in hierdie oorsigartikel opgesom. Die plasmatoestand word bespreek aan die hand van ’n algemene beskrywing en die fi siese eienskappe van ’n paar algemeen-gebruikte plasmagasse word ingesluit. ’n Aantal verskillende tipes plasmas en toepassings word kortliks bespreek, met die klem op termiese plasmas. Electric energy is a fundamental prerequisite for prosperity in any community, moreso for South Africa. Energy is needed for existence at large, while electric energy is a prerequisite for the development of any community. The earth has a continuous power input of nearly 20 million Terrawatt from the sun. This large amount of energy is in fact ten thousand times larger than the current annual world energy consumption, if the power input is taken over one year. It seems that we have a lot of energy, unfortunately the energy is spread over a large area, the peak power density form the sun is reasonably low and interrupted by daily cycles. There is therefore a great number of oportunities, in energy technology, open to electrical engineers. The challenges and contraints of the electrical engineer in a decade and century of multiple technology innovations are described. The emphasis is placed on energy technology and the associated creation of prosperity within South Africa. The intervening of engineers to energy careers is addressed with reference to opportunities in research activities and selfrealization.
