    SUMMARYThis article discusses how decentralisation policies are enacted in the planning and implementation of natural resource management interventions in rural Ethiopia. A key element of decentralisation policy is the emphasis on greater participation by local communities. Drawing on qualitative research conducted with government staff and farmers, this paper illustrates how different actors perceive and implement national policy and how these actions affect the longer‐term sustainability of land management interventions.     The basins of the Indus and Ganges rivers cover 2.20 million km2 and are inhabited by more than a billion people. The region is under extreme pressures of population and poverty, unregulated utilization of the resources and low levels of productivity. The needs are: (1) development policies that are regionally differentiated to ensure resource sustainability and high productivity; (2) immediate development and implementation of policies for sound groundwater management and energy use; (3) improvement of the fragile food security and to broaden its base; and (4) policy changes to address land fragmentation and improved infrastructure. Meeting these needs will help to improve productivity, reduce rural poverty and improve overall human development.

    La production animale est une source essentielle de revenus et d'émissions de gaz à effet de serre (GES) agricoles en Colombie, au Brésil, en Argentine, au Costa Rica, en Uruguay, au Mexique et au Pérou. Plusieurs options de gestion et technologiques, avec un potentiel d'atténuation du méthane entérique, ont été évaluées et leur mise à l'échelle devrait contribuer à la réalisation des objectifs de réduction des émissions de GES. Pourtant, l'adoption généralisée d'options d'atténuation prometteuses reste limitée, ce qui soulève des questions quant à savoir si les objectifs de réduction des émissions envisagés sont réalisables. À l'aide de données générées localement, nous explorons les potentiels d'atténuation des technologies et des pratiques de gestion actuellement proposées pour atténuer les émissions de méthane entérique, pour les systèmes de production bovine dans les pays d'Amérique latine les plus émetteurs. Nous discutons ensuite des obstacles à l'adoption d'innovations qui réduisent considérablement les émissions de méthane entérique d'origine bovine et des changements majeurs dans les politiques et les pratiques qui sont nécessaires pour relever les ambitions nationales dans les pays à forte émission. En utilisant la science la plus récente et la pensée actuelle, nous fournissons notre point de vue sur une approche inclusive et ré-imaginons comment les secteurs universitaire, de la recherche, des affaires et des politiques publiques peuvent soutenir et encourager les changements nécessaires pour élever le niveau d'ambition et atteindre les objectifs de développement durable en envisageant des actions allant de la ferme à l'échelle nationale. La producción ganadera es una fuente fundamental de ingresos y emisiones de gases de efecto invernadero (GEI) agrícolas en Colombia, Brasil, Argentina, Costa Rica, Uruguay, México y Perú. Se han evaluado varias opciones de gestión y tecnológicas, con potencial de mitigación de metano entérico, y se prevé que su escalado contribuya al logro de los objetivos de reducción de emisiones de GEI. Sin embargo, la adopción generalizada de opciones de mitigación prometedoras sigue siendo limitada, lo que plantea dudas sobre si los objetivos de reducción de emisiones previstos son alcanzables. Utilizando datos generados localmente, exploramos los potenciales de mitigación de las tecnologías y prácticas de manejo actualmente propuestas para mitigar las emisiones de metano entérico, para los sistemas de producción ganadera en los países de mayor emisión de América Latina. Luego discutimos las barreras para adoptar innovaciones que reduzcan significativamente las emisiones de metano entérico en el ganado y los cambios importantes en las políticas y prácticas que se necesitan para aumentar las ambiciones nacionales en los países con altas emisiones. Utilizando la ciencia más reciente y el pensamiento actual, brindamos nuestra perspectiva sobre un enfoque inclusivo y reimaginamos cómo los sectores académico, de investigación, empresarial y de políticas públicas pueden apoyar e incentivar los cambios necesarios para elevar el nivel de ambición y alcanzar los objetivos de desarrollo sostenible considerando acciones desde la granja hasta la escala nacional. Livestock production is a pivotal source of income and agricultural greenhouse gas (GHG) emissions in Colombia, Brazil, Argentina, Costa Rica, Uruguay, Mexico and Peru. Several management and technological options, with enteric methane mitigation potential, have been evaluated and their scaling is anticipated to contribute towards achieving GHG emission reduction targets. Yet, widespread adoption of promising mitigation options remains limited, raising questions as to whether envisaged emission reduction targets are achievable. Using locally generated data, we explore the mitigation potentials of technologies and management practices currently proposed to mitigate enteric methane emissions, for cattle production systems in the higher emitting countries of Latin America. We then discuss barriers for adopting innovations that significantly reduce cattle-based enteric methane emissions and the major shifts in policy and practice that are needed to raise national ambitions in the high emitting countries.     Diversification of production to strengthen resilience is a key tenet of climate-smart agriculture (CSA), which can help to address the complex vulnerabilities of agriculture-dependent rural communities. In this study, we investigated the relationship between the promotion of different CSA practices across four climate-smart villages (CSVs) in Myanmar. To determine the impact of the CSA practices on livelihoods and health, survey data were collected from agricultural households (n = 527) over three years. Within the time period studied, the results indicate that some the CSA practices and technologies adopted were significantly associated with changes in household dietary diversity scores (HDDS), but, in the short-term, these were not associated with improvements in the households’ food insecurity scores (HFIAS). Based on the survey responses, we examined how pathways of CSA practice adoption tailored to different contexts of Myanmar’s four agroecologies could contribute to the observed changes, including possible resulting trade-offs. We highlight that understanding the impacts of CSA adoption on household food security in CSVs will require longer-term monitoring, as most CSA options are medium- to long-cycle interventions. Our further analysis of knowledge, attitudes and practices (KAPs) amongst the households indicated a poor understanding of the household knowledge, attitudes and practices in relation to nutrition, food choices, food preparation, sanitation and hygiene. Our KAP findings indicate that current nutrition education interventions in the Myanmar CSVs are inadequate and will need further improvement for health and nutrition outcomes from the portfolio of CSA interventions.

    Tanzania's dairy sector is poorly developed, creating reliance on imports for processed, value-added dairy products and threatening food security, particularly when supply chains are disrupted due to market volatility or armed conflicts. The Tanzanian Dairy Development Roadmap is a domestic development initiative that aims to achieve dairy self-sufficiency by 2030. Here, we model different outcomes of the roadmap, finding that adoption of high-yield cattle breeds is essential for reducing dairy import dependency. Avoided land use change resulting from fewer, higher yielding dairy cattle would lead to lower greenhouse gas emissions. Dairy producers' average incomes could increase despite capital expenditure and land allocation required for the adoption of high-yield breeds. Our findings demonstrate the importance of bottom-up development policies for sustainable food system transformations, which also support food sovereignty, increase incomes for smallholder farmers and contribute towards Tanzania's commitments to reduce greenhouse gas emissions.

    West and East Africa experience high vari- ability of rainfall that is expected to increase with climate change. This results in fluctuations in water availability for food production and other socioeconomic activities. Water harvesting and storage can mitigate the adverse effects of rainfall variability. But past studies have shown that when investments in water storage are not guided by environ- mental health considerations, the increased availability of open water surface may increase the transmission of water- related diseases. This is demonstrated for schistosomiasis associated with small reservoirs in Burkina Faso, and for malaria in Ethiopia around large dams, small dams, and water harvesting ponds. The concern is that the rush to develop water harvesting and storage for climate change adaptation may increase the risk for already vulnerable people, in some cases more than canceling out the benefits of greater water availability. Taking health issues into account in a participatory approach to planning, design, and management of rainwater harvesting and water storage, as well as considering the full range of water storage options would enable better opportunities for enhancing resilience against climate change in vulnerable populations in sub-Saharan Africa.

    Reducing emissions from deforestation and forest degradation (REDD+) is primarily a market-based mechanism for achieving the effective reduction of carbon emissions from forests. Increasingly, however, concerns are being raised about the implications of REDD+ for equity, including the importance of equity for achieving effective carbon emission reductions from forests. Equity is a multifaceted concept that is understood differently by different actors and at different scales, and public discourse helps determine which equity concerns reach the national policy agenda. Results from a comparative media analysis of REDD+ public discourse in four countries show that policy makers focus more on international than national equity concerns, and that they neglect both the need for increased participation in decision making and recognition of local and indigenous rights. To move from addressing the symptoms to addressing the causes of inequality in REDD+, policy actors need to address issues related to contextual equity, that is, the social and political root causes of inequality.

    To achieve food security for many in low-income and middle-income countries for whom this is already a challenge, especially with the additional complications of climate change, will require early investment to support smallholder farming systems and the associated food systems that supply poor consumers. We need both local and global policy-linked research to accelerate sharing of lessons on institutions, practices and technologies for adaptation and mitigation. This strategy paper briefly outlines how the Research Program on Climate Change, Agriculture and Food Security (CCAFS) of the Consortium of International Agricultural Research Centres (CGIAR) is working across research disciplines, organisational mandates, and spatial and temporal levels to assist immediate and longer-term policy actions.

    AbstractHow can agricultural mechanization be accomplished in a sustainable and equitable way? This question has gained increased prominence in mechanization research over the past few years. In this study, we apply the question to mechanized maize shelling in Tanzania as a case in point. Data from a survey with 400 farmers and from semi-structured interviews with 21 key informants are combined for a gender analysis that relies on Kabeer's concept of four institutional sites (household, community, market and government). The findings reveal that although mechanization reduces men's and women's perceived drudgery of shelling, relief depends on gendered patterns of labor allocation and decision-making at the household level. As a result, the transformation of inequitable norms emerges as paramount. Key informants identified additional aspects that would make mechanized shelling more equitable and sustainable, such as mainstreaming gender and mechanization in comprehensive agricultural training, or the sensitization of mechanized input suppliers and manufacturers to farmers' preferences (including gender-sensitive machine design). Concerted efforts in multiple institutional sites are needed to achieve lasting change in respect of equity in mechanization.

    Le secteur agricole reste la principale source de moyens de subsistance des communautés rurales en Éthiopie, mais il est confronté au défi du changement climatique. Cette étude a examiné la façon dont les petits exploitants agricoles perçoivent le changement climatique, les stratégies d'adaptation qu'ils mettent en œuvre et les facteurs qui influencent leurs décisions en matière d'adaptation. The agricultural sector remains the main source of livelihoods for rural communities in Ethiopia, but faces the challenge of changing climate. This study investigated how smallholder farmers perceive climate change, what adaptation strategies they practice, and factors that influence their adaptation decisions. Both primary and secondary data were used for the study, and a multinomial logit model was employed to identify the factors that shape smallholder farmers' adaptation strategies. The results show that 90% of farmers have already perceived climate variability, and 85% made attempts to adapt using practices like crop diversification, planting date adjustment, soil and water conservation and management, increasing the intensity of input use, integrating crop with livestock, and tree planting. The econometric model indicated that education, family size, gender, age, livestock ownership, farming experience, frequency of contact with extension agents, farm size, access to market, access to climate information and income were the key factors determining farmers' choice of adaptation practice. In the Central Rift Valley of Ethiopia, climate change is a pressing problem, which is beyond the capacity of smallholders to respond to autonomously. Farmers' capacity to choose effective adaptation options is influenced by household demography, as well as positively by farm size, income, access to markets, access to climate information and extension, and livestock production. This implies the need to support the indigenous adaptation strategies of the smallholder farmers with a wide range of institutional, policy, and technology support; some of it targeted on smaller, poorer or female-headed households. Moreover, creating opportunities for non-farm income sources is important as this helps farmers to engage in those activities that are less sensitive to climate change.     SUMMARYThis article discusses how decentralisation policies are enacted in the planning and implementation of natural resource management interventions in rural Ethiopia. A key element of decentralisation policy is the emphasis on greater participation by local communities.     The basins of the Indus and Ganges rivers cover 2.20 million km2 and are inhabited by more than a billion people. The region is under extreme pressures of population and poverty, unregulated utilization of the resources and low levels of productivity. The needs are: (1) development policies that are regionally differentiated to ensure resource sustainability and high productivity; (2) immediate development and implementation of policies for sound groundwater management and energy use; (3) improvement of the fragile food security and to broaden its base; and (4) policy changes to address land fragmentation and improved infrastructure. Meeting these needs will help to improve productivity, reduce rural poverty and improve overall human development.

    La production animale est une source essentielle de revenus et d'émissions de gaz à effet de serre (GES) agricoles en Colombie, au Brésil, en Argentine, au Costa Rica, en Uruguay, au Mexique et au Pérou. Plusieurs options de gestion et technologiques, avec un potentiel d'atténuation du méthane entérique, ont été évaluées et leur mise à l'échelle devrait contribuer à la réalisation des objectifs de réduction des émissions de GES. Pourtant, l'adoption généralisée d'options d'atténuation prometteuses reste limitée, ce qui soulève des questions quant à savoir si les objectifs de réduction des émissions envisagés sont réalisables. À l'aide de données générées localement, nous explorons les potentiels d'atténuation des technologies et des pratiques de gestion actuellement proposées pour atténuer les émissions de méthane entérique, pour les systèmes de production bovine dans les pays d'Amérique latine les plus émetteurs. Nous discutons ensuite des obstacles à l'adoption d'innovations qui réduisent considérablement les émissions de méthane entérique d'origine bovine et des changements majeurs dans les politiques et les pratiques qui sont nécessaires pour relever les ambitions nationales dans les pays à forte émission. En utilisant la science la plus récente et la pensée actuelle, nous fournissons notre point de vue sur une approche inclusive et ré-imaginons comment les secteurs universitaire, de la recherche, des affaires et des politiques publiques peuvent soutenir et encourager les changements nécessaires pour élever le niveau d'ambition et atteindre les objectifs de développement durable en envisageant des actions allant de la ferme à l'échelle nationale. La producción ganadera es una fuente fundamental de ingresos y emisiones de gases de efecto invernadero (GEI) agrícolas en Colombia, Brasil, Argentina, Costa Rica, Uruguay, México y Perú. Se han evaluado varias opciones de gestión y tecnológicas, con potencial de mitigación de metano entérico, y se prevé que su escalado contribuya al logro de los objetivos de reducción de emisiones de GEI. Sin embargo, la adopción generalizada de opciones de mitigación prometedoras sigue siendo limitada, lo que plantea dudas sobre si los objetivos de reducción de emisiones previstos son alcanzables. Utilizando datos generados localmente, exploramos los potenciales de mitigación de las tecnologías y prácticas de manejo actualmente propuestas para mitigar las emisiones de metano entérico, para los sistemas de producción ganadera en los países de mayor emisión de América Latina. Luego discutimos las barreras para adoptar innovaciones que reduzcan significativamente las emisiones de metano entérico en el ganado y los cambios importantes en las políticas y prácticas que se necesitan para aumentar las ambiciones nacionales en los países con altas emisiones. Utilizando la ciencia más reciente y el pensamiento actual, brindamos nuestra perspectiva sobre un enfoque inclusivo y reimaginamos cómo los sectores académico, de investigación, empresarial y de políticas públicas pueden apoyar e incentivar los cambios necesarios para elevar el nivel de ambición y alcanzar los objetivos de desarrollo sostenible considerando acciones desde la granja hasta la escala nacional. Livestock production is a pivotal source of income and agricultural greenhouse gas (GHG) emissions in Colombia, Brazil, Argentina, Costa Rica, Uruguay, Mexico and Peru. Several management and technological options, with enteric methane mitigation potential, have been evaluated and their scaling is anticipated to contribute towards achieving GHG emission reduction targets. Yet, widespread adoption of promising mitigation options remains limited, raising questions as to whether envisaged emission reduction targets are achievable. Using locally generated data, we explore the mitigation potentials of technologies and management practices currently proposed to mitigate enteric methane emissions, for cattle production systems in the higher emitting countries of Latin America. We then discuss barriers for adopting innovations that significantly reduce cattle-based enteric methane emissions and the major shifts in policy and practice that are needed to raise national ambitions in the high emitting countries.     Diversification of production to strengthen resilience is a key tenet of climate-smart agriculture (CSA), which can help to address the complex vulnerabilities of agriculture-dependent rural communities. In this study, we investigated the relationship between the promotion of different CSA practices across four climate-smart villages (CSVs) in Myanmar. To determine the impact of the CSA practices on livelihoods and health, survey data were collected from agricultural households (n = 527) over three years. Within the time period studied, the results indicate that some the CSA practices and technologies adopted were significantly associated with changes in household dietary diversity scores (HDDS), but, in the short-term, these were not associated with improvements in the households’ food insecurity scores (HFIAS). Based on the survey responses, we examined how pathways of CSA practice adoption tailored to different contexts of Myanmar’s four agroecologies could contribute to the observed changes, including possible resulting trade-offs. We highlight that understanding the impacts of CSA adoption on household food security in CSVs will require longer-term monitoring, as most CSA options are medium- to long-cycle interventions. Our further analysis of knowledge, attitudes and practices (KAPs) amongst the households indicated a poor understanding of the household knowledge, attitudes and practices in relation to nutrition, food choices, food preparation, sanitation and hygiene. Our KAP findings indicate that current nutrition education interventions in the Myanmar CSVs are inadequate and will need further improvement for health and nutrition outcomes from the portfolio of CSA interventions.

    Tanzania's dairy sector is poorly developed, creating reliance on imports for processed, value-added dairy products and threatening food security, particularly when supply chains are disrupted due to market volatility or armed conflicts. The Tanzanian Dairy Development Roadmap is a domestic development initiative that aims to achieve dairy self-sufficiency by 2030. Here, we model different outcomes of the roadmap, finding that adoption of high-yield cattle breeds is essential for reducing dairy import dependency. Avoided land use change resulting from fewer, higher yielding dairy cattle would lead to lower greenhouse gas emissions. Dairy producers' average incomes could increase despite capital expenditure and land allocation required for the adoption of high-yield breeds. Our findings demonstrate the importance of bottom-up development policies for sustainable food system transformations, which also support food sovereignty, increase incomes for smallholder farmers and contribute towards Tanzania's commitments to reduce greenhouse gas emissions.

    West and East Africa experience high vari- ability of rainfall that is expected to increase with climate change. This results in fluctuations in water availability for food production and other socioeconomic activities. Water harvesting and storage can mitigate the adverse effects of rainfall variability. But past studies have shown that when investments in water storage are not guided by environ- mental health considerations, the increased availability of open water surface may increase the transmission of water- related diseases. This is demonstrated for schistosomiasis associated with small reservoirs in Burkina Faso, and for malaria in Ethiopia around large dams, small dams, and water harvesting ponds. The concern is that the rush to develop water harvesting and storage for climate change adaptation may increase the risk for already vulnerable people, in some cases more than canceling out the benefits of greater water availability. Taking health issues into account in a participatory approach to planning, design, and management of rainwater harvesting and water storage, as well as considering the full range of water storage options would enable better opportunities for enhancing resilience against climate change in vulnerable populations in sub-Saharan Africa.

    Reducing emissions from deforestation and forest degradation (REDD+) is primarily a market-based mechanism for achieving the effective reduction of carbon emissions from forests. Increasingly, however, concerns are being raised about the implications of REDD+ for equity, including the importance of equity for achieving effective carbon emission reductions from forests. Equity is a multifaceted concept that is understood differently by different actors and at different scales, and public discourse helps determine which equity concerns reach the national policy agenda. Results from a comparative media analysis of REDD+ public discourse in four countries show that policy makers focus more on international than national equity concerns, and that they neglect both the need for increased participation in decision making and recognition of local and indigenous rights. To move from addressing the symptoms to addressing the causes of inequality in REDD+, policy actors need to address issues related to contextual equity, that is, the social and political root causes of inequality.

    To achieve food security for many in low-income and middle-income countries for whom this is already a challenge, especially with the additional complications of climate change, will require early investment to support smallholder farming systems and the associated food systems that supply poor consumers. We need both local and global policy-linked research to accelerate sharing of lessons on institutions, practices and technologies for adaptation and mitigation. This strategy paper briefly outlines how the Research Program on Climate Change, Agriculture and Food Security (CCAFS) of the Consortium of International Agricultural Research Centres (CGIAR) is working across research disciplines, organisational mandates, and spatial and temporal levels to assist immediate and longer-term policy actions.

    AbstractHow can agricultural mechanization be accomplished in a sustainable and equitable way? This question has gained increased prominence in mechanization research over the past few years. In this study, we apply the question to mechanized maize shelling in Tanzania as a case in point. Data from a survey with 400 farmers and from semi-structured interviews with 21 key informants are combined for a gender analysis that relies on Kabeer's concept of four institutional sites (household, community, market and government). The findings reveal that although mechanization reduces men's and women's perceived drudgery of shelling, relief depends on gendered patterns of labor allocation and decision-making at the household level. As a result, the transformation of inequitable norms emerges as paramount. Key informants identified additional aspects that would make mechanized shelling more equitable and sustainable, such as mainstreaming gender and mechanization in comprehensive agricultural training, or the sensitization of mechanized input suppliers and manufacturers to farmers' preferences (including gender-sensitive machine design). Concerted efforts in multiple institutional sites are needed to achieve lasting change in respect of equity in mechanization.

    Le secteur agricole reste la principale source de moyens de subsistance des communautés rurales en Éthiopie, mais il est confronté au défi du changement climatique. The agricultural sector remains the main source of livelihoods for rural communities in Ethiopia, but faces the challenge of changing climate. This study investigated how smallholder farmers perceive climate change, what adaptation strategies they practice, and factors that influence their adaptation decisions. Both primary and secondary data were used for the study, and a multinomial logit model was employed to identify the factors that shape smallholder farmers' adaptation strategies. The results show that 90% of farmers have already perceived climate variability, and 85% made attempts to adapt using practices like crop diversification, planting date adjustment, soil and water conservation and management, increasing the intensity of input use, integrating crop with livestock, and tree planting. The econometric model indicated that education, family size, gender, age, livestock ownership, farming experience, frequency of contact with extension agents, farm size, access to market, access to climate information and income were the key factors determining farmers' choice of adaptation practice. In the Central Rift Valley of Ethiopia, climate change is a pressing problem, which is beyond the capacity of smallholders to respond to autonomously. Farmers' capacity to choose effective adaptation options is influenced by household demography, as well as positively by farm size, income, access to markets, access to climate information and extension, and livestock production. This implies the need to support the indigenous adaptation strategies of the smallholder farmers with a wide range of institutional, policy, and technology support; some of it targeted on smaller, poorer or female-headed households. Moreover, creating opportunities for non-farm income sources is important as this helps farmers to engage in those activities that are less sensitive to climate change.
