L’objectif de cette thèse est de s’interroger sur l’émergence d’un nouveau modèle électrique, de déterminer quelles sont ses caractéristiques et s’il représente une alternative au modèle centralisé. En combinant trois perspectives d’analyse – institutionnelle, technologique et territoriale –, elle démontre que ce modèle centralisé a vécu. Un faisceau de changements a transformé en profondeur le système électrique dans sa matérialité et son organisation : libéralisation, production distribuée, décentralisation politique, etc. La nouvelle configuration qui s’élabore est hybride. Elle est le résultat de tensions entre d’un côté des innovations porteuses de changements sociotechniques importants et de l’autre des mécanismes de centralisation politico-administrative et de concentration technico-économique.L’État a perdu son hégémonie mais pas sa centralité, alors même que le secteur s’est diversifié (acteurs, technologies) et que l’électricité se diffuse dans toute la société (accession à la production, processus législatif, etc.). Ni la montée en compétence contrariée de l’UE, ni la libéralisation, ni l’émergence des collectivités n’ont totalement remis en cause sa capacité à se positionner au centre de la régulation du secteur. Son action est tout à la fois sélective (désengagement de l’opérationnel), intégratrice (EnR, collectivités), diffuse (financement, R&D, législation, etc.) et parfois interventionniste (actionnariat, tarification, réseaux de transport et de distribution, etc.). Dans un contexte libéral, l’État s’adapte par une réforme pragmatique de son action et par l’intégration contrôlée des alternatives. Ce « libéralisme apprivoisé » correspond à une territorialisation de la politique publique de l’énergie à l’intérieur de laquelle les collectivités s’imposent selon une logique à la fois ascendante et descendante.Celles-ci sont en train, d’une part, principalement autour des EPCI et des conseils régionaux, de s’imposer comme des partenaires obligés de l’État dans la mise en œuvre et la gestion d’une pluralité de processus et de dispositifs techniques infranationaux. D’autre part, elles souhaitent s’affirmer dans ce secteur et disposent pour cela de leviers opérationnels (concession, planification, soutien aux EnR, information, etc.). Cette appropriation reste encore aujourd’hui partielle et inégale mais représente une tendance forte qui fait du local le nouvel horizon du secteur, y compris pour l’État qui adapte son organisation administrative autour de l’échelle régionale. Un processus d’autonomisation des collectivités, de nature juridique, est donc à l’œuvre, organisé par l’État et relevant d’une libre administration énergétique qui ne peut être réduite au développement d’une capacité de production d’énergie. Les nouvelles délimitations issues de cette autonomisation aboutissent à un agencement de territoires institutionnels qui ne remettent pas fondamentalement en question l’échelle nationale et le rôle de l’État.Cette configuration hybride dépend des modalités de développement de la production soumis à des mécanismes de concentration technico-économiques propres à l’industrie de réseau électrique, à son contexte, ainsi qu’aux logiques spatiales et territoriales dépendants de paramètres infrastructurels. C’est ce que démontre le déploiement contre-intuitif de la production distribuée qui s’effectue sous une forme mixte centralisée/décentralisée, résultat de l’interaction entre des formes de contrôle et des conditions sociotechniques spécifiques (spatialisation, logiques d’échelle, concentration des acteurs, etc.).La configuration qui émerge combine des éléments de rupture/décentralisation et de continuité/centralisation. Compte tenu de l’importance des évolutions à venir – NTIC, stockage –, celle-ci ne représente cependant probablement qu’une étape d’un long cheminement vers un nouveau modèle énergétique Energy transition finds itself high on the political agenda, with electricity occupying its own specific place. The aim of this thesis is to reflect on the emergence of a new electricity model, and to determine its features and whether it offers an alternative to the centralised model. Using three perspectives for analysis – institutional, technological and regional – this thesis demonstrate that this model has had its day. An accumulation of changes has transformed the electricity system, both materially and in relation to its organisation: liberalisation, rise of distributed generation, political decentralisation, and so on. The new configuration currently under production is the result of contradictory socio-technical pressures; these are creating a hybrid system between a general trend towards decentralisation on one side and mechanisms for political-administrative centralisation and technico-economic concentration on the other.The state has lost its monopoly but not its central position, even though the sector has diversified in terms of actors and technologies and become more open to society (access to production, legislative process, etc.). Neither the frustrated progression of EU operations, liberalisation, nor the greater presence of local authorities has thus far been able to entirely undermine the state's ability to position itself at the centre of operational control of the sector. It acts in different ways: withdrawal from operational matters, integration of renewables, finance, R&D, legislation, etc. On occasions it is also interventionist (shareholders, price structures, networks, etc.). In a liberal climate, the state is adapting by undertaking pragmatic reform of its activities and controlling the integration of socio-technical alternatives. This adaptation equates to a greater role for the regional authorities in public energy policy, as local areas continue to gain in importance. These regions and areas are currently defining themselves as indispensable partners of the state – largely on the basis of the bodies for intercommunal cooperation and the regional councils – for the management and implementation of a multitude of processes and technical measures at sub-national level. In parallel, they wish to assert their importance in the sector and can make use of their levers for operational control (planning, support for renewables, etc.) Today, they have still only appropriated the terrain partially and unevenly, but this strong trend means that local is the sector's new horizon, including for the state, which is adapting the organisation of its administration around the regions. And so a process, which is legal in nature and organised by the state is at work, whereby the administrations gain in autonomy to form an unhindered energy administration which cannot be reduced to a capacity to produce energy. The new boundary lines resulting from this growing autonomy are ultimately drawing up institutional territories which pose no challenge to the national scale or the role of the state.This hybrid character arises from technico-economic concentration mechanisms which are specific to the electricity network industry and its context and from rationales concerning space and territories which are connected to infrastructural factors. They result in particular from the counterintuitive deployment of distributed generation carried out in a mixed centralised/decentralised manner, highlighting the interaction between forms of control and socio-technical conditions (spatialisation conditions, concentration of actors, etc).With regard to regulation, the configuration currently emerging presents a balance between shortage/decentralisation and continuity/centralisation. Account taken of developments to come in the areas of storage and new information and communication technologies, it is nevertheless probable that this configuration will only be a long progression towards a new energy model

The focus is on wildfire evolution and climate change processes in Tunisia. L' augmentation des incendies de forêts, la littoralisation, la californisation, risque de voir les espèces invasives se multiplier-telle fut le résultat de l'étude GTZ « Stratégie nationale d'adaptation de l'agriculture tunisienne et des écosystèmes aux changements climatiques» sottie en 2007 - et dont l'auteur fut le responsable du groupe d'analyse des écosystèmes. Le diagnostic concernant l'évolution de risques de feux de forêts fut assez alarmant : « Nous pensons que les changements climatiques vont accroître considérablement les risques de feux de végétation. Le Nord de la Tunisie serait particulièrement affecté par cette évolution car en plus de l'augmentation des températures le stock combustible pourrait considérablement augmenter ... La progression des incendies, surtout de grands incendies nécessitant des grands stocks de combustibles, dans le Nord tunisien, peut avoir des conséquences particulièrement négatives pour toute l'économie tunisienne car elle met en danger les systèmes des barrages et l'approvisionnement en eau d'une grande partie de la Tunisie. (Neff, C. 2007., p.37-38)».Dix ans après la sortie de l' étude l' auteur essai d'évaluerà quel point les scenarios dessinés dans l'étude de 2007 sont encore d'actualité en Tunisie contemporaine (2017/18). Est-ce que les changements politiques, la révolution tunisienne de 2011 et la phase transitoire vers une démocratielibérale qui suivait cette révolution, ont pesé sur l' état de l'environnement. Quel est la tendance des fréquences d'incendies de forêts des dernières années en Tunisie. Le cas du Burkina Faso illustre comment cette question peut être instruite à l'échelle d'un pays. ------ Would the Southern countries benefit from producing biofuels? This is the subject of heated debate. For some, biofuels are a factor of development; for others, they compete with food production. Proand anti-biofuel positions are based as much on personal beliefs as on substantiated arguments. The case of Burkina Faso demonstrates how this question can be answered at country level.

For further information contact us at helpdesk@openaire.eudescription Publicationkeyboard_double_arrow_right Doctoral thesis 2015 FrancePublisher:HAL CCSD Authors: Litt, Maxime;Nous étudions les flux turbulents de chaleur sensible et de chaleur latente, qui sont mal compris et mal mesurés sur les glaciers, à l'aide de campagnes de terrain déployées dans la zone d'ablation du glacier tropical du Zongo (16°S, Bolivie, 4900-6000 m) durant la saison sèche de l'hiver austral et sur le glacier alpin de Saint-Sorlin (Alpes Françaises, 45°N, 2600-3400 m) durant l'été boréal. Un mât de 6 m permettait la mesure des profils verticaux de vitesse de vent et de température de l'air et des mâts de 2 m comportaient des systèmes de covariances turbulentes (CT). Nous étudions l'évolution temporelle des flux turbulents et l'applicabilité de la méthode aérodynamique des profils en terrain complexe de montagne. Les hypothèses sont discutées via la caractérisation des régimes de vent et de la turbulence. Nous calculons ensuite les flux et les erreurs associées. Sur le Zongo, sous forçage synoptique faible, un écoulement catabatique s'installe de la fin d'après-midi jusqu'au matin, avec un maximum de vitesse de vent à environ 2 m de hauteur. Les forçages synoptiques forts s'alignent approximativement avec le glacier, provoquant un intense écoulement descendant, et dans ce cas nous n'observons pas de maximum de vitesse de vent. Souvent, autour de midi, des vents ascendants sont observés. Sur le glacier de Saint-Sorlin les forçages associés à des épisodes de Foehn ou à des dépressions se déplaçant depuis l'ouest, s'alignent approximativement avec le glacier, générant des vents forts descendants. Quand le forçage synoptique est modéré, un maximum de vitesse de vent est observé nuit et jour 50% du temps. Des vents ascendants sont observés 15% du temps, quand le forçage synoptique est faible. La couche de surface est perturbée par des tourbillons de couches externes sous vent fort, ou de lentes oscillations en écoulement catabatique. Ces perturbations influencent les flux turbulents. Les erreurs aléatoires sur la méthode des profils sont dues principalement à des incertitudes sur la température. L'erreur reste faible sur les flux moyens. La couche de surface est rarement plus épaisse que 2 m et la méthode des profils appliquée à l'aide des mesures plus obtenus plus haut sous-estime les flux de surface de 20% à 70% . Quand un maximum de vitesse de vent est observé, les flux sont sous-estimés même à 2 m. L'influence des perturbations de la couche de surface n'est pas capturée par la méthode des profils, et les flux sont environ 40% inférieurs à ceux mesurés par CT. Ces derniers sont affectés par d'importantes erreurs aléatoires, en raison d'un échantillonnage statistique insuffisant des grands tourbillons. La méthode sous-estime probablement les flux à cause d'une sous-estimation de la vitesse verticale (~15%) et de la divergence verticale des flux. Sur le glacier du Zongo, l'air de haute altitude est très sec et la sublimation (quelques mm d'eau par jour) est un important puits d'énergie à la surface. Le flux de chaleur sensible est un important gain d'énergie la nuit sous l'influence de vents forts (de 30 à 50 W m-2), car l'inversion de température est marquée. Quand un maximum de vitesse de vent est observé, les flux sont faibles (de 5 à 20 W m-2) car la vitesse du vent est faible. La somme des flux turbulents est faible dans ces deux cas car ils sont opposés et les biais se compensent. En vent ascendant, le flux de chaleur sensible est faible (<5 W m-2) car la stratification est neutre, mais le flux de chaleur latente reste important (de -25 à -35 W m-2), le flux net est donc important et les biais ne se compensent plus. Sur le glacier de Saint-Sorlin, le flux de chaleur latente est faible car l'air est humide, et le flux de chaleur sensible peut être intense (~25 W m-2) quand la vitesse du vent est élevée. Le flux net est fort par vent fort et les biais sur les flux calculés par la méthode des profils peuvent être élevés. We study turbulent fluxes of sensible and latent heat, that are a poorly-known and difficult term to measure over glaciers, with the help of two field campaigns deployed over the ablation zone of Zongo glacier (16°S, Bolivia, 4900-6000 m.a.s.l.) during the austral winter dry season and over the Saint-Sorlin glacier (French Alps, 45°N, 2600-3400 m.a.s.l.) during the boreal summer. A 6-m mast allowing for wind speed and air temperature vertical profile measurements was installed, along with 2-m masts holding eddy-covariance systems. The focus is on the temporal evolution of turbulent fluxes and the applicability of the aerodynamic profile method in the complex terrain of high mountains. The assumptions of the method are discussed by characterizing the wind regimes and the turbulence. We then compute fluxes and associated errors. Above Zongo glacier, under weak synoptic forcing, katabatic flows are observed from late afternoon to early morning, with a wind-speed maximum at around 2 m. Strong synoptic forcing roughly aligns with the glacier, leading to strong downslope flows for which no wind-speed maximum is observed. Most of the days around noon, upslope flows are observed. On Saint-Sorlin glacier in summer, flows associated with low-pressure systems coming from the west or Foehn events roughly align with the glacier, leading to strong downslope winds. Wind-speed maxima are observed night and day, ~50% of the time, when synoptic forcing is moderate. Upslope flows are observed 15% of the time, when synoptic forcing is weak. The surface layer is disturbed by outer-layer eddies in strong flows and by slow oscillations if katabatic flow prevails. These disturbances influence turbulent fluxes. Random errors on the fluxes derived from the profile method are mainly due to temperature uncertainties. Errors remain small on the mean fluxes. The surface layer is rarely deeper than 2 m on both glaciers and the profile method with measurements made above that height underestimates the surface fluxes by 20% to 70%. When a wind-speed maximum is observed, fluxes are underestimated even at 2 m. The influence on the fluxes of the surface-layer disturbances is not captured by the profile method, and fluxes are about 40% smaller than the eddy-covariance fluxes. The latter are affected by large random errors due to inadequate statistical sampling of large-scale eddies and are probably underestimated, mainly due to vertical wind speed underestimation (~15%) and to vertical flux divergence. Above Zongo glacier, due to the dry high-elevation air, sublimation (a few millimeters w. e. per day) is a large energy loss for the surface. Sensible heat flux is a large energy gain in strong nocturnal downslope flows (from 30 to 50 W m-2) and strong winds, due to a marked temperature inversion. When a wind-speed maximum is observed, low wind speeds cause small turbulent fluxes (from 5 to 20 W m-2). The sum of turbulent fluxes is small in those two cases because the fluxes are opposed in sign and the biases mostly compensate. In upslope flows, the sensible heat flux is small (<5 W m-2) due to near-neutral stratification, but latent heat losses remain large (around -25 to -35 W m-2), so that the net turbulent flux is large and the biases do not compensate. Above Saint-Sorlin glacier, the latent heat flux remains small because the air is generally humid, whereas the sensible heat flux can be large (~25 W m-2) when wind speed is high. The net flux is large when wind speed is high, and the biases on net turbulent fluxes derived from the profiles can be significant.

Schleich, Joachim in OpenAIREThis dataset and codebook correspond to the initial round of survey data gathered in France in 2022, within the project FULFILL - Fundamental Decarbonisation Through Sufficiency By Lifestyle Changes. As part of Work Package 3 (WP3) in the FULFILL project, we collected quantitative data from six countries: Denmark, France, Germany, Italy, Latvia, and India. In the first round of the survey, we recruited a representative sample of approximately 2000 households in each country, taking into account both the individual and household perspectives. The survey includes a quantitative assessment of the carbon footprint in various domains of life, such as housing, mobility, and diet. In addition to this, the survey also measures socio-economic factors such as age, gender, income, education, household size, life stage, and political orientation. Furthermore, the survey includes measures of quality of life, encompassing aspects such as health and well-being, environmental quality, financial security, and comfort.

Dafür wurden die Konzepte der landwirtschaftlichen Multifunktionalität und des territorial capital in Verbindung mit der multi-level perspective auf den soziotechnischen Wandel verwendet. Dabei wurde zunächst der Trend zu einer Hybridisierung dieses Wandels herausgearbeitet. Biogas kann die produktivistischen Praktiken der Betriebe verstärken, aber auchabschwächen. Die Untersuchung zeigt, dass diese gegenläufigen Entwicklungspfade gleichzeitig in den landwirtschaftlichen Betrieben ablaufen können. Darüber hinaus belegt diese Arbeit, dass die Entwicklung der Gesetzgebung und auch die Art von Investoren (industrielle oder finanzielle Firmen, landwirtschaftliche Betriebsarten) ebenso wie die lokalen Merkmale (Peripherisierungsprozesse bzw. Bevölkerungsrückgang im ländlichen Raum, Formen des territorialen Erbes— „héritage territorial― — oder eine besondere lokale Geschichte in Bezug auf das Thema Energie) diese ambivalenten Entwicklungspfade beeinflussen können, sobald die Akteure die betreffenden Merkmaleund Ressourcen nutzen. Bouhallab, Said in OpenAIRELa filière laitière occupe une place importante à l’échelle mondiale, en termes de contribution à l’occupation des surfaces agricoles, aux emplois et à la création de richesse. La production laitière, qui résulte de modèles productifs très variés d’un pays à l’autre et qui relève d’espèces animales aux caractéristiques différentes, a considérablement augmenté au cours des dernières décennies. Le développement futur de la production laitière est soumis à différentes contraintes qui interrogent sur les voies à privilégier dans une optique de durabilité. Dans ce cadre, la première partie de cet article présente la dynamique du secteur laitier, en termes de consommation et de production, et ce, pour différentes grandes zones géographiques ; la seconde traite de la durabilité du secteur laitier, principalement dans les pays en développement, au travers d’une sélection de trois thèmes : la dimension sociale (souvent oubliée) et la nécessité d’intégrer les questions de genre ; l’usage durable des ressources hydriques en l’illustrant au travers de deux situations contrastées, celle du Maroc et de l’Inde ; la biodiversité et l’importance de la contribution des laits non bovins au développement local. La troisième partie rappelle que les échanges internationaux permettent, pour de nombreux pays déficitaires en lait, de satisfaire la demande intérieure. The dairy sector occupies an important place worldwide, in terms of contribution to agricultural land use, jobs and wealth creation. Dairy production results from varied production models from one country to another and is based on animal species with different characteristics. It has increased dramatically in recent decades. The future development of milk production is subject to various constraints that question the best ways of achieving sustainability. In this context, the first part of this article presents the dynamics of the dairy sector in terms of consumption and production in various major geographical areas. The second part deals with the sustainability of the dairy sector, mainly in developing countries, through a selection of three themes: i- the social dimension (often forgotten) and the need to mainstream gender issues; ii- the sustainable use of water resources in Morocco and India, chosen to illustrate two contrasting situations; iii- biodiversity and the essential contribution of non-bovine milks to local development. The third part recalls that international trade exchanges make it possible for many countries with a deficit in milk to meet domestic demand.

Après une présentation générale du contexte, situant les gains potentiels au plan aérodynamique et énergétique, nous présentons les principales architectures hybrides et électriques dont la conception se doit d’être abordée avec une vision multidisciplinaire, particulièrement riche de sens, mais également complexe. Dans ce contexte, nous détaillons un exemple de conception multiphysique par optimisation (MDO) se basant sur le projet européen ‘’HASTECS’’ qui traite de la conception technologique des principaux constituants de la chaîne de propulsion. L‘accent est mis enfin sur la conception intégrée par optimisation de l’ensemble de cette chaine propulsive, permettant de mettre en regard les principaux degrés de liberté et contraintes de cette optimisation avec les performances sous-jacentes pour le système de propulsion complet.
