At the same time, the situation with landfills and ecologically oriented productions is much wider than in Western countries. But thanks to the popularity of the transition to alternative energy sources, even the country’s population already partially uses it. The aquaculture sector is one of the promising areas of the Ukrainian economy. Currently, it is only taking its modern form. This study examines the prospects for the development of the aquaculture sector in the circular economy, as a reliable pillar of Ukraine’s food security in the long term. Weaknesses and opportunities of the sector, as well as pre-war growth trends, are identified. A number of recommendations are also offered to direct attention to the issues of the sector.

Energy issue stays a top priority for the national security of most countries. Despite numerous international forums, large-scale geoeconomic research, international and national projects, and the development of appropriate strategies, the issue of energy security assessment and understanding of its terminology is not a universal practice. The presented study has an ambitious goal to develop a methodology that can provide an objective picture of the energy sector on an international scale with cross-country comparisons under the influence of modern megatrends. Based on 29 indicators, according to the World Bank data since 1991, the energy security index is calculated for the set of world states with further analysis of the cluster dynamics of their common trends in energy security. The index showed its objectivity and resistance to existing shocks in geoeconomic dynamics. An important feature of the proposed index is the possibility to compare the energy security index with 1. This value is, in fact, a European average: if a country has an energy security index greater than 1, it means that its energy level is currently better than the European average, and if it is lower than 1, it means that it is inferior to the level of energy security currently achieved on average in Europe. The concept of calculating the index of energy security of the state is based on a unified comparison of all countries, which allows us to move away from the use of signaling approaches and eliminate subjectivity in calculations, as well as provide a basis for dynamic comparison of energy security. The vital aspect of the index is that it takes into account changes in the energy paradigm, the transition to alternative energy sources, and the comprehension of the role of energy efficiency, in particular, of fossil fuels. The study identifies clusters of countries that have consistent similarities in energy security, which can usually be of practical interest in developing energy strategies and understanding the similarity of geoeconomic interests of these states. Thus, this article contributes not only to the development of scientific approaches to the assessment of energy issues, in particular, through the methodological development of a representative index, but also through the presentation of statistically sound results for further effective management decisions at the state level.

At this stage, the governments of major countries in the world are striving to balance the needs of their citizens and the support of immigrants. The paper analyzes factors that affect the immigration policies of various countries and determines the role of ecological factors (such as environmental conditions). The objective of the study is to predict the immigration policies of different countries of the world based on the analysis of the influencing factors, including environmental performance. The research method is based on the use of the RapidMiner software package to build two decision tree models and a static index database of more than 150 countries around the world. The results show that in most cases, the immigration policies of various countries will focus on maintaining the current level of immigration and increasing the number of skilled workers. At the same time, one of the key decision-making factors will be the country’s current immigration level, environmental performance, GDP per capita, and the Education index. One of the main conclusions is that the country’s environmental indicators have begun to become one of the priority values that determine the state immigration policy. This can be explained by the rising global community interest in the challenges of climate change.

O.;Recently, there has been explosive growth in the development of the digital industry concept. One of the most important elements of this concept is the application of mathematical modeling methods and data mining to create models of production processes and final products, with the aim of making decisions under stochastic uncertainty. In this paper, a method of diversifying the investment portfolio in the formation of a digital twin is proposed, which is aimed at reducing the total risk by distributing existing assets (resources, investments, etc.) between the analog and digital enterprises. Three types of scenario are proposed: pessimistic - when an enterprise - a pessimist - does not show risk exposure under this scenario when forming a digital counterpart; neutral - when an enterprise shows a neutral attitude to risk (indifference); optimistic - enterprise - optimist is exposed to risk, in particular the risk of untapped opportunities. The result is a set of optimal portfolios, each reflecting a particular position of the enterprise on the risks of untapped opportunities and a certain scenario of forming a portfolio structure, taking into account the relationship between the individual components of the risks of untapped opportunities. Highlighted the advantages of technology "digital twins" for business. Digital counterparts use the data obtained from sensors installed on production lines or on the basis of the final product to predict equipment malfunctions, optimize product quality and reduce the negative impact of production processes on the environment.

Grasping the carbon emission reduction potential has a direct impact on the implementation of the carbon emission reduction policies of China. The paper builds a super-Slack Based Model(SBM) considering this undesirable output, and calculates the carbon emission efficiency. Then, the Meta-Frontier Malmquist-Luenberger productivity index (MF-MLPI) is constructed to dynamically analyse the growth rate changes of the carbon emission efficiency and the regional differences in energy-intensive industries. Furthermore, the carbon emission reduction potential of the energy-intensive industries in various economic regions of China is discussed and the conclusions are as follows: there is a big difference in the carbon emission Technology Gap Ratios (TGRs) of the energy-intensive industries in different economic regions; the growth rate of the carbon emission efficiency of energy-intensive industries shows a trend of first declining and then slowly recovering while the carbon reduction potential generally shows a trend of decreasing and then rising; and the carbon emission reduction potential in the eastern region keeps decreasing. The following is recommended: the government should rationally distribute energy-intensive industries, promote industrial structure adjustment, optimize the energy structure according to the regional industrial advantages; increase investment in R&D, promote energy technology innovation in energy-intensive industries; prioritize the promotion of carbon peaks on key emission industries and regional, formulate differentiated plans for the regions and industries with different carbon emission reduction potentials.

A special attention is focused on the analysis of energy efficiency of Ukrainian regions and its determinants, and investigated the general trend regarding the situation in the oil market and investment in renewable energy. Methodology The study is based on the indicators of renewable energy and energy efficiency of the regions of Ukraine in 2015 and the inclusion of indicators of the average oil price, investment in renewable energy sources, the rate of growth of prices, growth rates of investments in 2004–2016. In general, in mainland Ukraine, there are several dozens of solar power plants capacity from 1 to 15 MW, and more than a dozen SES have a capacity from 20 to 120 MW (some under construction). Thanks to a special “green tariff”, which is valid since 2011, solar energy has become a lucrative business that has attracted foreign investors. According to statistics, the volume of commissioning of new solar power plants in 2013 almost doubled compared to 2012. Results. It is determined that an important element of policy implementation in the field of energy saving and use of alternative sources is the introduction of financial, organizational and economic activities that give the opportunity to implement principles of sustainable development in public administration, and in terms of decentralization – by local governments. In the management, the determining are such policies in the field of energy efficiency as: pricing mechanisms; mechanisms of regulation and control; financial measures and fiscal incentives; mechanisms of development and transformation of the market; technological development; business development and capacity building (creation of energy service companies (ESCOs); the curriculum; the development of industry of energy efficiency); financial recovery.

The purpose of the study was to assess the efficiency and accessibility of microcredits for small Ukrainian enterprises and to justify the feasibility of strengthening government contributions in lending to ensure the sustainable development of small businesses. Indicators for evaluating the efficiency and accessibility of microcredits are systematized. Methodological approaches to assessing the efficiency of lending for the creation and development of microenterprises have been improved. A model for evaluating the efficiency of microcredits aimed at the survival of microenterprises in a deteriorating environment was developed. It has been revealed that the level of efficiency of microcredit creation for firms in some time intervals depends quadratically on the share of microcredits in the total amount of funds directed to the creation of firms. A linear relationship between the relative amount of credit received and the growth rate of firms’ assets has also been established. However, there is no significant impact of the microcredit’s amount on labor productivity. A method has been developed for evaluating the budgetary efficiency of microcredits when such a lending is carried out using funds from state or local budgets. It was found that improving these lending conditions through budget financing can significantly increase its attractiveness for microenterprises without significantly reducing the budgetary efficiency of microcredits. This article substantiates the need to strengthen state support for microcrediting of small Ukrainian enterprises in the context of the COVID-19 pandemic.

Since bettering environmental conditions has acquired significant interest globally, discovering factors that may facilitate the establishment of environmental sustainability is currently of foremost importance. Hence, this study considers a sample of 33 members of the Organization for Economic Cooperation and Development and checks whether reducing exposure to different forms of country risks, in the presence of international trade and clean energy consumption, can reduce their respective carbon footprint levels. Utilizing annual data from 2000 to 2018 and employing methods that handle problems related to dependence across cross-sectional units and heterogeneity of slope coefficients, the findings endorse that (a) reducing financial and political risks abate carbon footprints, (b) economic risk exposure does not influence carbon footprints, (c) international trade exerts carbon footprint-boosting effects, and (d) undergoing unclean to clean energy transition curbs carbon footprints. Accordingly, the concerned governments should these findings into account while conceptualizing green environmental policies in the future.

The paper introduces two types of indicators that can extend financial (ratio) analysis. The first ones are dynamic intensity and extensity parameter that show if a firm develop in intensively or extensively and count impact of intensive and extensive factors. The second type contains indicators extending DuPont analysis about counting how the change of Profit Margin, Total Assets Turnover and Leverage Factor affects change Return on Equity. Both types of indicators concentrate on firm development and they are able indicate whether a firm develop in the right direction. They can be easily count using basic firm data founding in balance sheet, profit and loss statement or cash flow statement.

At the same time, the situation with landfills and ecologically oriented productions is much wider than in Western countries. But thanks to the popularity of the transition to alternative energy sources, even the country’s population already partially uses it. The aquaculture sector is one of the promising areas of the Ukrainian economy. Currently, it is only taking its modern form. This study examines the prospects for the development of the aquaculture sector in the circular economy, as a reliable pillar of Ukraine’s food security in the long term. Weaknesses and opportunities of the sector, as well as pre-war growth trends, are identified. A number of recommendations are also offered to direct attention to the issues of the sector.

Energy issue stays a top priority for the national security of most countries. Despite numerous international forums, large-scale geoeconomic research, international and national projects, and the development of appropriate strategies, the issue of energy security assessment and understanding of its terminology is not a universal practice. The presented study has an ambitious goal to develop a methodology that can provide an objective picture of the energy sector on an international scale with cross-country comparisons under the influence of modern megatrends. Based on 29 indicators, according to the World Bank data since 1991, the energy security index is calculated for the set of world states with further analysis of the cluster dynamics of their common trends in energy security. The index showed its objectivity and resistance to existing shocks in geoeconomic dynamics. An important feature of the proposed index is the possibility to compare the energy security index with 1. This value is, in fact, a European average: if a country has an energy security index greater than 1, it means that its energy level is currently better than the European average, and if it is lower than 1, it means that it is inferior to the level of energy security currently achieved on average in Europe. The concept of calculating the index of energy security of the state is based on a unified comparison of all countries, which allows us to move away from the use of signaling approaches and eliminate subjectivity in calculations, as well as provide a basis for dynamic comparison of energy security. The vital aspect of the index is that it takes into account changes in the energy paradigm, the transition to alternative energy sources, and the comprehension of the role of energy efficiency, in particular, of fossil fuels. The study identifies clusters of countries that have consistent similarities in energy security, which can usually be of practical interest in developing energy strategies and understanding the similarity of geoeconomic interests of these states. Thus, this article contributes not only to the development of scientific approaches to the assessment of energy issues, in particular, through the methodological development of a representative index, but also through the presentation of statistically sound results for further effective management decisions at the state level.

At this stage, the governments of major countries in the world are striving to balance the needs of their citizens and the support of immigrants. The paper analyzes factors that affect the immigration policies of various countries and determines the role of ecological factors (such as environmental conditions). The objective of the study is to predict the immigration policies of different countries of the world based on the analysis of the influencing factors, including environmental performance. The research method is based on the use of the RapidMiner software package to build two decision tree models and a static index database of more than 150 countries around the world. The results show that in most cases, the immigration policies of various countries will focus on maintaining the current level of immigration and increasing the number of skilled workers. At the same time, one of the key decision-making factors will be the country’s current immigration level, environmental performance, GDP per capita, and the Education index. One of the main conclusions is that the country’s environmental indicators have begun to become one of the priority values that determine the state immigration policy. This can be explained by the rising global community interest in the challenges of climate change.

O.;Recently, there has been explosive growth in the development of the digital industry concept. One of the most important elements of this concept is the application of mathematical modeling methods and data mining to create models of production processes and final products, with the aim of making decisions under stochastic uncertainty. In this paper, a method of diversifying the investment portfolio in the formation of a digital twin is proposed, which is aimed at reducing the total risk by distributing existing assets (resources, investments, etc.) between the analog and digital enterprises. Three types of scenario are proposed: pessimistic - when an enterprise - a pessimist - does not show risk exposure under this scenario when forming a digital counterpart; neutral - when an enterprise shows a neutral attitude to risk (indifference); optimistic - enterprise - optimist is exposed to risk, in particular the risk of untapped opportunities. The result is a set of optimal portfolios, each reflecting a particular position of the enterprise on the risks of untapped opportunities and a certain scenario of forming a portfolio structure, taking into account the relationship between the individual components of the risks of untapped opportunities. Highlighted the advantages of technology "digital twins" for business. Digital counterparts use the data obtained from sensors installed on production lines or on the basis of the final product to predict equipment malfunctions, optimize product quality and reduce the negative impact of production processes on the environment.

Grasping the carbon emission reduction potential has a direct impact on the implementation of the carbon emission reduction policies of China. The paper builds a super-Slack Based Model(SBM) considering this undesirable output, and calculates the carbon emission efficiency. Then, the Meta-Frontier Malmquist-Luenberger productivity index (MF-MLPI) is constructed to dynamically analyse the growth rate changes of the carbon emission efficiency and the regional differences in energy-intensive industries. Furthermore, the carbon emission reduction potential of the energy-intensive industries in various economic regions of China is discussed and the conclusions are as follows: there is a big difference in the carbon emission Technology Gap Ratios (TGRs) of the energy-intensive industries in different economic regions; the growth rate of the carbon emission efficiency of energy-intensive industries shows a trend of first declining and then slowly recovering while the carbon reduction potential generally shows a trend of decreasing and then rising; and the carbon emission reduction potential in the eastern region keeps decreasing. The following is recommended: the government should rationally distribute energy-intensive industries, promote industrial structure adjustment, optimize the energy structure according to the regional industrial advantages; increase investment in R&D, promote energy technology innovation in energy-intensive industries; prioritize the promotion of carbon peaks on key emission industries and regional, formulate differentiated plans for the regions and industries with different carbon emission reduction potentials.

A special attention is focused on the analysis of energy efficiency of Ukrainian regions and its determinants, and investigated the general trend regarding the situation in the oil market and investment in renewable energy. Methodology The study is based on the indicators of renewable energy and energy efficiency of the regions of Ukraine in 2015 and the inclusion of indicators of the average oil price, investment in renewable energy sources, the rate of growth of prices, growth rates of investments in 2004–2016. In general, in mainland Ukraine, there are several dozens of solar power plants capacity from 1 to 15 MW, and more than a dozen SES have a capacity from 20 to 120 MW (some under construction). Thanks to a special “green tariff”, which is valid since 2011, solar energy has become a lucrative business that has attracted foreign investors. According to statistics, the volume of commissioning of new solar power plants in 2013 almost doubled compared to 2012. Results. It is determined that an important element of policy implementation in the field of energy saving and use of alternative sources is the introduction of financial, organizational and economic activities that give the opportunity to implement principles of sustainable development in public administration, and in terms of decentralization – by local governments. In the management, the determining are such policies in the field of energy efficiency as: pricing mechanisms; mechanisms of regulation and control; financial measures and fiscal incentives; mechanisms of development and transformation of the market; technological development; business development and capacity building (creation of energy service companies (ESCOs); the curriculum; the development of industry of energy efficiency); financial recovery.

The purpose of the study was to assess the efficiency and accessibility of microcredits for small Ukrainian enterprises and to justify the feasibility of strengthening government contributions in lending to ensure the sustainable development of small businesses. Indicators for evaluating the efficiency and accessibility of microcredits are systematized. Methodological approaches to assessing the efficiency of lending for the creation and development of microenterprises have been improved. A model for evaluating the efficiency of microcredits aimed at the survival of microenterprises in a deteriorating environment was developed. It has been revealed that the level of efficiency of microcredit creation for firms in some time intervals depends quadratically on the share of microcredits in the total amount of funds directed to the creation of firms. A linear relationship between the relative amount of credit received and the growth rate of firms’ assets has also been established. However, there is no significant impact of the microcredit’s amount on labor productivity. A method has been developed for evaluating the budgetary efficiency of microcredits when such a lending is carried out using funds from state or local budgets. It was found that improving these lending conditions through budget financing can significantly increase its attractiveness for microenterprises without significantly reducing the budgetary efficiency of microcredits. This article substantiates the need to strengthen state support for microcrediting of small Ukrainian enterprises in the context of the COVID-19 pandemic.

Since bettering environmental conditions has acquired significant interest globally, discovering factors that may facilitate the establishment of environmental sustainability is currently of foremost importance. Hence, this study considers a sample of 33 members of the Organization for Economic Cooperation and Development and checks whether reducing exposure to different forms of country risks, in the presence of international trade and clean energy consumption, can reduce their respective carbon footprint levels. Utilizing annual data from 2000 to 2018 and employing methods that handle problems related to dependence across cross-sectional units and heterogeneity of slope coefficients, the findings endorse that (a) reducing financial and political risks abate carbon footprints, (b) economic risk exposure does not influence carbon footprints, (c) international trade exerts carbon footprint-boosting effects, and (d) undergoing unclean to clean energy transition curbs carbon footprints. Accordingly, the concerned governments should these findings into account while conceptualizing green environmental policies in the future.

The paper introduces two types of indicators that can extend financial (ratio) analysis. The first ones are dynamic intensity and extensity parameter that show if a firm develop in intensively or extensively and count impact of intensive and extensive factors. The second type contains indicators extending DuPont analysis about counting how the change of Profit Margin, Total Assets Turnover and Leverage Factor affects change Return on Equity. Both types of indicators concentrate on firm development and they are able indicate whether a firm develop in the right direction. They can be easily count using basic firm data founding in balance sheet, profit and loss statement or cash flow statement.
