SummaryThe German government has adopted a law that requires sewage plants to go beyond the recovery of phosphorus from wastewater and to promote recycling. We argue that there is no physical global short‐ or mid‐term phosphorus scarcity. However, we also argue that there are legitimate reasons for policies such as those of Germany, including: precaution as a way to ensure future generations’ long‐term supply security, promotion of technologies for closed‐loop economics in a promising stage of technology development, and decrease in the current supply risk with a new resource pool.

The process of extracting these minerals from the ore has contentious economic, environmental and social implications. While the environmental impacts of their production have already been analyzed in several studies, the economic and the social perspective is still under-researched. The Social Life Cycle Assessment (S-LCA) approach employed in the present research explores whether there is a difference in social risks for rare earth permanent magnet production from three different rare earth ore production locations and the associated value chains. While one is located completely in China, another is composed of processes in Australia and Malaysia. The third process chain combines processes in the United States and Japan. The Product Social Impact Life Cycle Assessment (PSILCA) 2.0 database is used to assess the social implications. The analysis focuses on value chain actors, a stakeholder group of great interest to businesses but often underrepresented in S-LCA research. The impact categories describing this stakeholder group pertain to issues of social responsibility along the value chain, fair competition and corruption. Overall, the US value chain indicates the lowest level of social risk along the supply chain. However, in order to gain a deeper understanding of the social risks a sectoral and geographical analysis is conducted. Across all three cases, the mineral, fossil fuel and chemical sectors are shown to be problematic.

Implementing a circular economy aimed at reusing resources is becoming increasingly important for industry. Microalgae fit within a circular economy by being able to bioremediate nutrient waste and as a source of biomass for several commercial applications. Here, we report a novel validation of a circular economy concept using microalgae at a relevant industrial scale with a new two-phase process. During the first phase biomass was grown autotrophically, biomass was then concentrated using membrane technology for the second phase where mixotrophic conditions were applied to boost growth further. Microalgae cultures were able to grow (13.8 g/L), uptake and bioremediate nutrients (Nitrogen > 134 mg/L/day) from an anaerobic digestion side-stream (digestate), obtaining high quality microalgae biomass (>45% protein content) suitable for use as animal feed, closing the circular economy loop for industrial applications.

Therefore, the magnitude of rebound effect is important for the design and timing of an effective energy conservation policy. Under the framework of translog cost share equations, we estimates the direct rebound effect for heavy industry in China for the first time by conducting an empirical research on the relationship between the direct rebound effect and the ease with which energy services can substitute for other inputs. Additionally, asymmetric price responses are specified in the model for the rebound effect estimation. Empirical results in our paper indicate that the rebound effect for heavy industry in China is about 74.3%. This reveals that energy efficiency improvement can save energy to a certain degree since the rebound effect is less than 100% (“back-fire”), but most of the expected reduction in heavy industry energy consumption is mitigated. These findings prove that energy pricing reforms and energy taxes should be further implemented to achieve effective energy conservation in China’s 12th Five Years Plan.

To carry out more effective and targeted energy policies, the heterogeneities of different industrial sectors are of great importance. The energy consumption of China’s light industry in 2012 was 316 million tons of coal equivalents, which is about the energy consumption of South Korea. The paper explored the substitution relationships between various input factors and fuel sources, and showed that electricity price reform is crucial for energy conservation in China’s light industry. Then, the dynamics of energy intensity change is examined by decomposing energy intensity into budget effect, substitution effect, output effect and technology advance effect. The result revealed that the substitution effect between input factors is a key driving force. However, technology progress seems to contribute very little. For future energy policy alternatives, promoting the implementation of new conservation technology and electricity price reform may be effective measures.

By now, in the current empirical literature, one can identify technological spillovers from environmental innovations as a major driver of this process. Specific energy policy aspects connected with industry behaviour have yet to be explored. The aim of this paper is to investigate energy efficiency via environmental innovation and the resulting degree of resilience and adaptation of both developed and developing countries. The work applies the non-parametric DEA (Data Envelopment Analysis) framework and Tobit analysis. For this scope, it is built a panel dataset made of some 5000 observations based on energy policy and sustainable development variables for 136 OECD and non-OECD countries. The results show that knowledge spillovers from environmental innovations reduce inefficiency and therefore strengthen the resilience of economies that decide and manage to invest adequately in the transition to more sustainable technologies. Besides, OECD countries improve their energy efficiency scores over time, whilst non-OECD countries do not. This implies that sustainable technologies transition is made more efficient by environmental innovation but the process is fostered by disposing of a resilient economic system – hence, vulnerability can affect the transition. These hypotheses lead to important economic, social and environmental implications for energy policy modelling.

While every household needs a home and its heating, lighting and appliances, increasing incomes have historically led to significantly higher appliance ownership, higher expectations of levels of energy service and greater usage. In the past this trend was combined with increasing household numbers to drive growth in domestic electricity demand. Official projections for population growth and household composition indicate significant drivers for future growth in energy demand. Curbing this will require policies to reverse the tendency for energy–efficiency improvements to be overwhelmed by growing numbers of households, more widespread appliance ownership and increased service expectations.

A key enabler to a hydrogen-including economy will be the development and deployment of processes that can produce hydrogen whilst satisfying the criteria for sustainability, i.e. economic competitiveness, environmental protection and security of energy supply. This paper evaluates selected hydrogen production processes based on natural gas steam reforming, coal and biomass gasification and water electrolysis. These options are expected to play a significant role in the short to medium term. Industrial large-scale processes, using natural gas and coal, will constitute the most important routes. However, increasing prices for natural gas are likely to make coal gasification more competitive. Biomass gasification could become important if present technological barriers are overcome. Electrolytic hydrogen, however, will likely be practical for niche applications in the short term due to the high electricity costs, especially when electricity is generated by renewable energy sources.

The European Union is currently in the process of transformation toward a circular economy model in which different areas of activity should be integrated for more efficient management of raw materials and waste. The wastewater sector has a great potential in this regard and therefore is an important element of the transformation process to the circular economy model. The targets of the circular economy policy framework such as resource recovery are tightly connected with the wastewater treatment processes and sewage sludge management. With this in view, the present study aims to review existing indicators on resource recovery that can enable efficient monitoring of the sustainable and circular solutions implemented in the wastewater sector. Within the reviewed indicators, most of them were focused on technological aspects of resource recovery processes such as nutrient removal efficiency, sewage sludge processing methods and environmental aspects as the pollutant share in the sewage sludge or its ashes. Moreover, other wide-scope indicators such as the wastewater service coverage or the production of bio-based fertilizers and hydrochar within the wastewater sector were analyzed. The results were used for the development of recommendations for improving the resources recovery monitoring framework in the wastewater sector and a proposal of a circularity indicator for a wastewater treatment plant highlighting new challenges for further researches and wastewater professionals.

Although socio-cultural challenges of energy transition have been recognised ( Field, 2015 , IPCC, 2011 , Teske et al., 2015 ), understandings about socio-geographic places of energy transition and their underlying social processes and structures are insufficiently studied and often remain underestimated. To close this gap, we theoretically and empirically analysed the multifaceted interplay between place, local entrepreneurship and ‘community renewable energy’. Our study is based on an analysis of regional documents and policy reports, and on qualitative interviews undertaken with inhabitants in the case-study municipality of Reusenkoge (Germany). Our findings reveal two important aspects: Firstly, people's individual and shared place meanings which materialised in social, physical, historical and climate-related place-attachments and meanings of contested and innovative place are important ingredients bearing an impact on processes of adopting or rejecting renewables. Secondly, differentiated characteristics of entrepreneurs, namely grounded, collaborative, innovative, change-making, economic, communicating, networking and political aspects, appeared to be relevant for the acceptance and support in community-based renewable energy projects. Our findings reveal that energy policies, funding schemes and administrative structures should recognise local socio-geographic important elements in the context of a sustained and decentralised energy transition.

SummaryThe German government has adopted a law that requires sewage plants to go beyond the recovery of phosphorus from wastewater and to promote recycling. We argue that there is no physical global short‐ or mid‐term phosphorus scarcity. However, we also argue that there are legitimate reasons for policies such as those of Germany, including: precaution as a way to ensure future generations’ long‐term supply security, promotion of technologies for closed‐loop economics in a promising stage of technology development, and decrease in the current supply risk with a new resource pool.

The process of extracting these minerals from the ore has contentious economic, environmental and social implications. While the environmental impacts of their production have already been analyzed in several studies, the economic and the social perspective is still under-researched. The Social Life Cycle Assessment (S-LCA) approach employed in the present research explores whether there is a difference in social risks for rare earth permanent magnet production from three different rare earth ore production locations and the associated value chains. While one is located completely in China, another is composed of processes in Australia and Malaysia. The third process chain combines processes in the United States and Japan. The Product Social Impact Life Cycle Assessment (PSILCA) 2.0 database is used to assess the social implications. The analysis focuses on value chain actors, a stakeholder group of great interest to businesses but often underrepresented in S-LCA research. The impact categories describing this stakeholder group pertain to issues of social responsibility along the value chain, fair competition and corruption. Overall, the US value chain indicates the lowest level of social risk along the supply chain. However, in order to gain a deeper understanding of the social risks a sectoral and geographical analysis is conducted. Across all three cases, the mineral, fossil fuel and chemical sectors are shown to be problematic.

Implementing a circular economy aimed at reusing resources is becoming increasingly important for industry. Microalgae fit within a circular economy by being able to bioremediate nutrient waste and as a source of biomass for several commercial applications. Here, we report a novel validation of a circular economy concept using microalgae at a relevant industrial scale with a new two-phase process. During the first phase biomass was grown autotrophically, biomass was then concentrated using membrane technology for the second phase where mixotrophic conditions were applied to boost growth further. Microalgae cultures were able to grow (13.8 g/L), uptake and bioremediate nutrients (Nitrogen > 134 mg/L/day) from an anaerobic digestion side-stream (digestate), obtaining high quality microalgae biomass (>45% protein content) suitable for use as animal feed, closing the circular economy loop for industrial applications.

Therefore, the magnitude of rebound effect is important for the design and timing of an effective energy conservation policy. Under the framework of translog cost share equations, we estimates the direct rebound effect for heavy industry in China for the first time by conducting an empirical research on the relationship between the direct rebound effect and the ease with which energy services can substitute for other inputs. Additionally, asymmetric price responses are specified in the model for the rebound effect estimation. Empirical results in our paper indicate that the rebound effect for heavy industry in China is about 74.3%. This reveals that energy efficiency improvement can save energy to a certain degree since the rebound effect is less than 100% (“back-fire”), but most of the expected reduction in heavy industry energy consumption is mitigated. These findings prove that energy pricing reforms and energy taxes should be further implemented to achieve effective energy conservation in China’s 12th Five Years Plan.

To carry out more effective and targeted energy policies, the heterogeneities of different industrial sectors are of great importance. The energy consumption of China’s light industry in 2012 was 316 million tons of coal equivalents, which is about the energy consumption of South Korea. The paper explored the substitution relationships between various input factors and fuel sources, and showed that electricity price reform is crucial for energy conservation in China’s light industry. Then, the dynamics of energy intensity change is examined by decomposing energy intensity into budget effect, substitution effect, output effect and technology advance effect. The result revealed that the substitution effect between input factors is a key driving force. However, technology progress seems to contribute very little. For future energy policy alternatives, promoting the implementation of new conservation technology and electricity price reform may be effective measures.

By now, in the current empirical literature, one can identify technological spillovers from environmental innovations as a major driver of this process. Specific energy policy aspects connected with industry behaviour have yet to be explored. The aim of this paper is to investigate energy efficiency via environmental innovation and the resulting degree of resilience and adaptation of both developed and developing countries. The work applies the non-parametric DEA (Data Envelopment Analysis) framework and Tobit analysis. For this scope, it is built a panel dataset made of some 5000 observations based on energy policy and sustainable development variables for 136 OECD and non-OECD countries. The results show that knowledge spillovers from environmental innovations reduce inefficiency and therefore strengthen the resilience of economies that decide and manage to invest adequately in the transition to more sustainable technologies. Besides, OECD countries improve their energy efficiency scores over time, whilst non-OECD countries do not. This implies that sustainable technologies transition is made more efficient by environmental innovation but the process is fostered by disposing of a resilient economic system – hence, vulnerability can affect the transition. These hypotheses lead to important economic, social and environmental implications for energy policy modelling.

While every household needs a home and its heating, lighting and appliances, increasing incomes have historically led to significantly higher appliance ownership, higher expectations of levels of energy service and greater usage. In the past this trend was combined with increasing household numbers to drive growth in domestic electricity demand. Official projections for population growth and household composition indicate significant drivers for future growth in energy demand. Curbing this will require policies to reverse the tendency for energy–efficiency improvements to be overwhelmed by growing numbers of households, more widespread appliance ownership and increased service expectations.

A key enabler to a hydrogen-including economy will be the development and deployment of processes that can produce hydrogen whilst satisfying the criteria for sustainability, i.e. economic competitiveness, environmental protection and security of energy supply. This paper evaluates selected hydrogen production processes based on natural gas steam reforming, coal and biomass gasification and water electrolysis. These options are expected to play a significant role in the short to medium term. Industrial large-scale processes, using natural gas and coal, will constitute the most important routes. However, increasing prices for natural gas are likely to make coal gasification more competitive. Biomass gasification could become important if present technological barriers are overcome. Electrolytic hydrogen, however, will likely be practical for niche applications in the short term due to the high electricity costs, especially when electricity is generated by renewable energy sources.

The European Union is currently in the process of transformation toward a circular economy model in which different areas of activity should be integrated for more efficient management of raw materials and waste. The wastewater sector has a great potential in this regard and therefore is an important element of the transformation process to the circular economy model. The targets of the circular economy policy framework such as resource recovery are tightly connected with the wastewater treatment processes and sewage sludge management. With this in view, the present study aims to review existing indicators on resource recovery that can enable efficient monitoring of the sustainable and circular solutions implemented in the wastewater sector. Within the reviewed indicators, most of them were focused on technological aspects of resource recovery processes such as nutrient removal efficiency, sewage sludge processing methods and environmental aspects as the pollutant share in the sewage sludge or its ashes. Moreover, other wide-scope indicators such as the wastewater service coverage or the production of bio-based fertilizers and hydrochar within the wastewater sector were analyzed. The results were used for the development of recommendations for improving the resources recovery monitoring framework in the wastewater sector and a proposal of a circularity indicator for a wastewater treatment plant highlighting new challenges for further researches and wastewater professionals.

Ratter; Martin Döring; Diana Süsser;Abstract Transition towards a renewable energy supply initiates a physical (re)shaping of places and a social transformation of communities into renewable energy communities. Although socio-cultural challenges of energy transition have been recognised ( Field, 2015 , IPCC, 2011 , Teske et al., 2015 ), understandings about socio-geographic places of energy transition and their underlying social processes and structures are insufficiently studied and often remain underestimated. To close this gap, we theoretically and empirically analysed the multifaceted interplay between place, local entrepreneurship and ‘community renewable energy’. Our study is based on an analysis of regional documents and policy reports, and on qualitative interviews undertaken with inhabitants in the case-study municipality of Reusenkoge (Germany). Our findings reveal two important aspects: Firstly, people's individual and shared place meanings which materialised in social, physical, historical and climate-related place-attachments and meanings of contested and innovative place are important ingredients bearing an impact on processes of adopting or rejecting renewables. Secondly, differentiated characteristics of entrepreneurs, namely grounded, collaborative, innovative, change-making, economic, communicating, networking and political aspects, appeared to be relevant for the acceptance and support in community-based renewable energy projects. Our findings reveal that energy policies, funding schemes and administrative structures should recognise local socio-geographic important elements in the context of a sustained and decentralised energy transition.
