Clancy;Background: The global palm oil market experienced a remarkable boom since the year 2000. Since palm oil can be used for biodiesel production, the global expansion of oil palm cultivation has been associated with the global biofuel boom. Biofuel policies—especially those adopted in the European Union (EU)—have been blamed for the socio-environmental impacts of oil palm expansion. We explore how the global biofuel boom interacts with national geographies and social-economic and political processes to produce country-specific trajectories of biofuel crops expansion. We analyse the expansion of oil palm cultivation in Colombia between 2000 and 2010 from a political ecology perspective. Methods: The analysis is based on a framework that positions expansion of commodity frontiers within the ‘space-of-flows’ and the ‘space-of-place’. Through this approach, we identify the markets and geographies that define the country-specific trajectories of expansion of oil palm in Colombia, and their connections with general patterns of land control. The empirical analysis is based on primary data collected during fieldwork, and on an extensive review of secondary data about the palm oil sector and the socio-environmental effects of oil palm expansion in the country. Results: The contemporary oil palm expansion in Colombia was not specifically influenced by the international biofuel market. Expansion was characterized by an increasing production of palm oil for biodiesel, to supply a policy-driven national biofuel market controlled by national palm oil producers. The evidence shows that this oil palm expansion proceeded through a variety of land control practices that constitute forms of ‘accumulation by dispossession’ and ‘assimilation’. These are embedded in contextual factors that include the agrarian history of Colombia, the armed conflict, and government policies. Conclusions: Our study shows that the ways in which expansion of biofuel crops unfold in each producing country depend not only on the global biofuel market. They are also shaped by the country-specific geographies and political economies. Therefore, research and policies on the global expansion of energy crops should account for the complex and interrelated factors that mediate the specific ways in which the global demand for biofuels creates biofuel crop booms at country level.

Household Surveys performed in four villages selected from Oromia, Amhara and Southern Nations, Nationalities, and Peoples’ Region (SNNPR) following from the ‘Ethiopian Rural Household Survey’ (ERHS) conducted in 2004.It contains detailed data on household consumption and expenditures, assets, income, agricultural activities, land allocation, demographic characteristics, and other variables. From September 2011 to January 2012 another survey of 221 households was conducted in three major regions of central and southern Ethiopia. At the time of this latest survey effort the most recent ERHS survey data available was from 2004. The selection of respondents, determination of sample size, and apportionment of the sample were based on a proportional sampling technique.In addition to addressing important questions from the ERHS survey data, the field survey was designed to generate detailed information on household biomass energy production and consumption practices; as well as farming activities; labour and land allocation; economic and demographic characteristics; and expenditures on food, non-food items, and energy. The 2011 survey effort collected detailed household biomass energy use data. The measurement of household biomass energy use was obtained in traditional units and later converted into kilograms. The conversion factors for each of the biomass were collected from the closest urban centre of each of the study areas. Information obtained on household biomass energy use was collected for a time period of one week before the survey was conducted. It was then aggregated into annual figures, although household biomass energy use may vary seasonally. Quality/Lineage: The data was collected by qualified enumerators who had participated in previous ERHS survey. In addition to myself I recruited assistant supervisor to check the accuracy and quality of data on daily basis and followup interview process closely. Before the survey commenced a pilot survey was conducted in each of the study areas to identify the different types of energy households are using and other critical variables of interest for the research. This information was used to revise and improve questionnaire. Moreover, a one day in-depth training was given to enumerators and assistant supervisor to enrich their deeper understanding of each the question in the survey and to further improve questionnaire from their earlier experiences in those villages. Purpose: Over 90% of Ethiopian rural population rely on biomass energy. However, biomass energy utilization is linked to household livelihood as in rural households produce and consume biomass energy simultaneously with other (on and off-farm)activities. With the rampant rate of deforestation that Ethiopia is facing it is important to investigate the effect of deforestation or fuelwood scarcity which is assumed affect household welfare through influence on wage and price. In light of this, the survey effort collected information on household use of biomass energy sources, expenditure and labour allocation choices and amount of labour time used for each activities.This helped me to investigate the effect of fuelwood scarcity on household welfare from three aspects: labour allocation decision, energy expenditure and fuel choice and biomass energy consumption behavior to better understand the related linkage of household production and utilization of biomass with livelihoods or food security. This paper analyses trends in adoption of national climate legislation and strategies, GHG targets, and renewable and energy efficiency targets in almost all UNFCCC Parties, focusing on the period from 2007 to 2017. The uniqueness and added value of this paper reside in its broad sweep of countries, the more than decade-long coverage and the use of objective metrics rather than normative judgements. Key results show that national climate legislation and strategies witnessed a strong increase in the first half of the assessed decade, likely due to the political lead up to the Copenhagen Climate Conference in 2009, but have somewhat stagnated in recent years, currently covering 70% of global GHG emissions (almost 50% of countries). In comparison, the coverage of GHG targets increased considerably in the run up to adoption of the Paris Agreement and 89% of global GHG emissions are currently covered by such targets. Renewable energy targets saw a steady spread, with 79% of the global GHG emissions covered in 2017 compared to 45% in 2007, with a steep increase in developing countries. The topics addressed covered a broad range of socio-economic data and including, among others, household information (number of household members, age, sex, religion etc.), agricultural production (e.g. crops produced and livestock owned) including number and size of plots, income generation, energy access and owned assets.

The study provides insights into energy supply and demand, power generation, investments and total system costs, water consumption and withdrawal as well as carbon dioxide emissions for the African continent. We developed a model to evaluate energy supply and water requirements to cover the energy needs of the African continent during the period 2015-2065. The model was developed using the open-source modeling system for long-term energy planning OSeMOSYS. The objective function is to minimise total energy system costs, rather than, for example, co-optimise the energy and water sectors. Other energy resources were also included in the model except for adding the water analysis, and the dataset was updated based on the latest available information. The OSeMOSYS model developed to conduct the study “Energy projections for African countries”, itself extended from the Electricity Model Base for Africa (TEMBA), was further extended, included exports for all fuels, water loss due to evaporation in hydropower plants and more scenarios examined. Furthermore, the latest available data on the energy system of Africa was also updated. The TEMBA model produces aggregate energy, and detailed power system results in each country in the African continent. The power sector results are also reported with power pool aggregation. Abstract Floods are challenging the resilience of societies all over the world. In many countries there are discussions on diversifying the strategies for flood risk management, which implies some sort of policy change. To understand the possibilities of such change, a thorough understanding of the forces of stability and change of underlying governance arrangements is required. It follows from the path dependency literature that countries which rely strongly on flood infrastructures, as part of flood defense strategies, would be more path dependent. Consequently there is a higher chance to find more incremental change in these countries than in countries that have a more diversified set of strategies. However, comparative and detailed empirical studies that may help scrutinize this assumption are lacking. To address this knowledge gap, this paper investigates how six European countries (Belgium, England, France, The Netherlands, Poland and Sweden) essentially differ with regard to their governance of flood risks. To analyze stability and change, we focus on how countries are responding to certain societal and ecological driving forces (ecological turn; climate change discourses; European policies; and the increasing prevalence of economic rationalizations) that potentially affect the institutional arrangements for flood risk governance. Taking both the variety of flood risk governance in countries and their responses to driving forces into account, we can clarify the conditions of stability or change of flood risk governance arrangements more generally. The analysis shows that the national-level impact of driving forces is strongly influenced by the flood risk governance arrangements in the six countries. Path dependencies are indeed visible in countries with high investments in flood infrastructure accompanied by strongly institutionalized governance arrangements (Poland, the Netherlands) but not only there. Also more diversified countries that are less dependent on flood infrastructure and flood defense only (England) show path dependencies and mostly incremental change. More substantial changes are visible in countries that show moderate diversification of strategies (Belgium, France) or countries that ‘have no strong path yet’ in comprehensive flood risk governance (Sweden). This suggests that policy change can be expected when there is both the internal need and will to change and a barrage of (external) driving forces pushing for change.

However, an appraisal of the impact of achieving such goal on the availability of land to produce bioenergy crops remains lacking. Moreover, previous assessments of the role bioenergy in Colombia have mostly focused on residues, in isolation of land use policies.To address this gap, we propose a hybrid statistical land balancing and suitability allocation approach to estimate long term projections of the cost–supply potential of bioenergy crops and residues. Regionalized to the departmental level, this approach could provide higher resolution than global assessments, while avoiding the complexity of spatially explicit methods. We investigated three scenarios covering the uncertainty of socioeconomic drivers and agricultural and livestock productivity factors.Our results suggest that pursuing progressive land use policies (SSP1 scenario) could release up to 14 Mha of land by 2050, which could be available to produce perennial bioenergy crops. The cumulative potential of crops in SSP1 could reach up to 2,200 PJ, where about half of this potential could be attained at 7 $ GJ -1 or less. Potential supply centers could be identified in Orinoquia, Andean, and Caribbean regions for energy crops and the Pacific region for residues. Our findings indicate that there could be an opportunity to create synergy between the low carbon development strategies of the land use and energy sectors in Colombia.

This study broadens current approaches by presenting a first-of-its-kind application of machine learning (ML) methods to project sub-national armed conflict risk over the African continent along three Shared Socioeconomic Pathway (SSP) scenarios and three Representative Concentration Pathways towards 2050. Results of the open-source ML framework CoPro are consistent with the underlying socioeconomic storylines of the SSPs, and the resulting out-of-sample armed conflict projections obtained with Random Forest classifiers agree with the patterns observed in comparable studies. In SSP1-RCP2.6, conflict risk is low in most regions although the Horn of Africa and parts of East Africa continue to be conflict-prone. Conflict risk increases in the more adverse SSP3-RCP6.0 scenario, especially in Central Africa and large parts of Western Africa. We specifically assessed the role of hydro-climatic indicators as drivers of armed conflict. Overall, their importance is limited compared to main conflict predictors but results suggest that changing climatic conditions may both increase and decrease conflict risk, depending on the location: in Northern Africa and large parts of Eastern Africa climate change increases projected conflict risk whereas for areas in the West and northern part of the Sahel shifting climatic conditions may reduce conflict risk. With our study being at the forefront of ML applications for conflict risk projections, we identify various challenges for this arising scientific field. A major concern is the limited selection of relevant quantified indicators for the SSPs at present. Nevertheless, ML models such as the one presented here are a viable and scalable way forward in the field of armed conflict risk projections, and can help to inform the policy-making process with respect to climate security.

This dissertation answers various policy relevant economic questions in the fields of trade policy, monetary policy, and commodity markets and energy economics using structural vector autoregression (SVAR) models. SVARs constitute a parsimonious way to model the relations between different macroeconomic and/or financial variables and they are used to estimate the dynamic causal effects of economic shocks. For each economic question, this dissertation applies an identification strategy that is tailored to the relevant data and its statistical properties as well as the underlying assumptions about economic mechanisms among the regarded time series. Specifically, this dissertation consists of four chapters. The first two chapters estimate the effects of trade policy on financial markets and on the macroeconomy. The third chapter makes a methodological contribution to the SVAR literature in an application to monetary policy shocks. The final chapter moves away from trade and monetary policy to commodity markets and energy economics but also relies on time series methods. It analyzes the role of metals for the clean energy transition.

Clancy;Background: The global palm oil market experienced a remarkable boom since the year 2000. Since palm oil can be used for biodiesel production, the global expansion of oil palm cultivation has been associated with the global biofuel boom. Biofuel policies—especially those adopted in the European Union (EU)—have been blamed for the socio-environmental impacts of oil palm expansion. We explore how the global biofuel boom interacts with national geographies and social-economic and political processes to produce country-specific trajectories of biofuel crops expansion. We analyse the expansion of oil palm cultivation in Colombia between 2000 and 2010 from a political ecology perspective. Methods: The analysis is based on a framework that positions expansion of commodity frontiers within the ‘space-of-flows’ and the ‘space-of-place’. Through this approach, we identify the markets and geographies that define the country-specific trajectories of expansion of oil palm in Colombia, and their connections with general patterns of land control. The empirical analysis is based on primary data collected during fieldwork, and on an extensive review of secondary data about the palm oil sector and the socio-environmental effects of oil palm expansion in the country. Results: The contemporary oil palm expansion in Colombia was not specifically influenced by the international biofuel market. Expansion was characterized by an increasing production of palm oil for biodiesel, to supply a policy-driven national biofuel market controlled by national palm oil producers. The evidence shows that this oil palm expansion proceeded through a variety of land control practices that constitute forms of ‘accumulation by dispossession’ and ‘assimilation’. These are embedded in contextual factors that include the agrarian history of Colombia, the armed conflict, and government policies. Conclusions: Our study shows that the ways in which expansion of biofuel crops unfold in each producing country depend not only on the global biofuel market. They are also shaped by the country-specific geographies and political economies. Therefore, research and policies on the global expansion of energy crops should account for the complex and interrelated factors that mediate the specific ways in which the global demand for biofuels creates biofuel crop booms at country level.

Household Surveys performed in four villages selected from Oromia, Amhara and Southern Nations, Nationalities, and Peoples’ Region (SNNPR) following from the ‘Ethiopian Rural Household Survey’ (ERHS) conducted in 2004.It contains detailed data on household consumption and expenditures, assets, income, agricultural activities, land allocation, demographic characteristics, and other variables. From September 2011 to January 2012 another survey of 221 households was conducted in three major regions of central and southern Ethiopia. At the time of this latest survey effort the most recent ERHS survey data available was from 2004. The selection of respondents, determination of sample size, and apportionment of the sample were based on a proportional sampling technique.In addition to addressing important questions from the ERHS survey data, the field survey was designed to generate detailed information on household biomass energy production and consumption practices; as well as farming activities; labour and land allocation; economic and demographic characteristics; and expenditures on food, non-food items, and energy. The 2011 survey effort collected detailed household biomass energy use data. The measurement of household biomass energy use was obtained in traditional units and later converted into kilograms. The conversion factors for each of the biomass were collected from the closest urban centre of each of the study areas. Information obtained on household biomass energy use was collected for a time period of one week before the survey was conducted. It was then aggregated into annual figures, although household biomass energy use may vary seasonally. Quality/Lineage: The data was collected by qualified enumerators who had participated in previous ERHS survey. In addition to myself I recruited assistant supervisor to check the accuracy and quality of data on daily basis and followup interview process closely. Before the survey commenced a pilot survey was conducted in each of the study areas to identify the different types of energy households are using and other critical variables of interest for the research. This information was used to revise and improve questionnaire. Moreover, a one day in-depth training was given to enumerators and assistant supervisor to enrich their deeper understanding of each the question in the survey and to further improve questionnaire from their earlier experiences in those villages. Purpose: Over 90% of Ethiopian rural population rely on biomass energy. However, biomass energy utilization is linked to household livelihood as in rural households produce and consume biomass energy simultaneously with other (on and off-farm)activities. With the rampant rate of deforestation that Ethiopia is facing it is important to investigate the effect of deforestation or fuelwood scarcity which is assumed affect household welfare through influence on wage and price. In light of this, the survey effort collected information on household use of biomass energy sources, expenditure and labour allocation choices and amount of labour time used for each activities.This helped me to investigate the effect of fuelwood scarcity on household welfare from three aspects: labour allocation decision, energy expenditure and fuel choice and biomass energy consumption behavior to better understand the related linkage of household production and utilization of biomass with livelihoods or food security. This paper analyses trends in adoption of national climate legislation and strategies, GHG targets, and renewable and energy efficiency targets in almost all UNFCCC Parties, focusing on the period from 2007 to 2017. The uniqueness and added value of this paper reside in its broad sweep of countries, the more than decade-long coverage and the use of objective metrics rather than normative judgements. Key results show that national climate legislation and strategies witnessed a strong increase in the first half of the assessed decade, likely due to the political lead up to the Copenhagen Climate Conference in 2009, but have somewhat stagnated in recent years, currently covering 70% of global GHG emissions (almost 50% of countries). In comparison, the coverage of GHG targets increased considerably in the run up to adoption of the Paris Agreement and 89% of global GHG emissions are currently covered by such targets. Renewable energy targets saw a steady spread, with 79% of the global GHG emissions covered in 2017 compared to 45% in 2007, with a steep increase in developing countries. The study provides insights into energy supply and demand, power generation, investments and total system costs, water consumption and withdrawal as well as carbon dioxide emissions for the African continent. We developed a model to evaluate energy supply and water requirements to cover the energy needs of the African continent during the period 2015-2065. The model was developed using the open-source modeling system for long-term energy planning OSeMOSYS. The objective function is to minimise total energy system costs, rather than, for example, co-optimise the energy and water sectors. Other energy resources were also included in the model except for adding the water analysis, and the dataset was updated based on the latest available information. The OSeMOSYS model developed to conduct the study “Energy projections for African countries”, itself extended from the Electricity Model Base for Africa (TEMBA), was further extended, included exports for all fuels, water loss due to evaporation in hydropower plants and more scenarios examined. Furthermore, the latest available data on the energy system of Africa was also updated. The TEMBA model produces aggregate energy, and detailed power system results in each country in the African continent. The power sector results are also reported with power pool aggregation. Abstract Floods are challenging the resilience of societies all over the world. In many countries there are discussions on diversifying the strategies for flood risk management, which implies some sort of policy change. To understand the possibilities of such change, a thorough understanding of the forces of stability and change of underlying governance arrangements is required. It follows from the path dependency literature that countries which rely strongly on flood infrastructures, as part of flood defense strategies, would be more path dependent. Consequently there is a higher chance to find more incremental change in these countries than in countries that have a more diversified set of strategies. However, comparative and detailed empirical studies that may help scrutinize this assumption are lacking. To address this knowledge gap, this paper investigates how six European countries (Belgium, England, France, The Netherlands, Poland and Sweden) essentially differ with regard to their governance of flood risks. To analyze stability and change, we focus on how countries are responding to certain societal and ecological driving forces (ecological turn; climate change discourses; European policies; and the increasing prevalence of economic rationalizations) that potentially affect the institutional arrangements for flood risk governance. Taking both the variety of flood risk governance in countries and their responses to driving forces into account, we can clarify the conditions of stability or change of flood risk governance arrangements more generally. The analysis shows that the national-level impact of driving forces is strongly influenced by the flood risk governance arrangements in the six countries. Path dependencies are indeed visible in countries with high investments in flood infrastructure accompanied by strongly institutionalized governance arrangements (Poland, the Netherlands) but not only there. Also more diversified countries that are less dependent on flood infrastructure and flood defense only (England) show path dependencies and mostly incremental change. More substantial changes are visible in countries that show moderate diversification of strategies (Belgium, France) or countries that ‘have no strong path yet’ in comprehensive flood risk governance (Sweden). This suggests that policy change can be expected when there is both the internal need and will to change and a barrage of (external) driving forces pushing for change.

However, an appraisal of the impact of achieving such goal on the availability of land to produce bioenergy crops remains lacking. Moreover, previous assessments of the role bioenergy in Colombia have mostly focused on residues, in isolation of land use policies.To address this gap, we propose a hybrid statistical land balancing and suitability allocation approach to estimate long term projections of the cost–supply potential of bioenergy crops and residues. Regionalized to the departmental level, this approach could provide higher resolution than global assessments, while avoiding the complexity of spatially explicit methods. We investigated three scenarios covering the uncertainty of socioeconomic drivers and agricultural and livestock productivity factors.Our results suggest that pursuing progressive land use policies (SSP1 scenario) could release up to 14 Mha of land by 2050, which could be available to produce perennial bioenergy crops. The cumulative potential of crops in SSP1 could reach up to 2,200 PJ, where about half of this potential could be attained at 7 $ GJ -1 or less. Potential supply centers could be identified in Orinoquia, Andean, and Caribbean regions for energy crops and the Pacific region for residues. Our findings indicate that there could be an opportunity to create synergy between the low carbon development strategies of the land use and energy sectors in Colombia.

This study broadens current approaches by presenting a first-of-its-kind application of machine learning (ML) methods to project sub-national armed conflict risk over the African continent along three Shared Socioeconomic Pathway (SSP) scenarios and three Representative Concentration Pathways towards 2050. Results of the open-source ML framework CoPro are consistent with the underlying socioeconomic storylines of the SSPs, and the resulting out-of-sample armed conflict projections obtained with Random Forest classifiers agree with the patterns observed in comparable studies. In SSP1-RCP2.6, conflict risk is low in most regions although the Horn of Africa and parts of East Africa continue to be conflict-prone. Conflict risk increases in the more adverse SSP3-RCP6.0 scenario, especially in Central Africa and large parts of Western Africa. We specifically assessed the role of hydro-climatic indicators as drivers of armed conflict. Overall, their importance is limited compared to main conflict predictors but results suggest that changing climatic conditions may both increase and decrease conflict risk, depending on the location: in Northern Africa and large parts of Eastern Africa climate change increases projected conflict risk whereas for areas in the West and northern part of the Sahel shifting climatic conditions may reduce conflict risk. With our study being at the forefront of ML applications for conflict risk projections, we identify various challenges for this arising scientific field. A major concern is the limited selection of relevant quantified indicators for the SSPs at present. Nevertheless, ML models such as the one presented here are a viable and scalable way forward in the field of armed conflict risk projections, and can help to inform the policy-making process with respect to climate security.

Für jede ökonomische Fragestellung wird eine Identifikationsstrategie angewandt, die auf die betrachteten Daten und ihre statistischen Eigenschaften sowie die zugrundeliegenden Annahmen über ökonomische Mechanismen zwischen den betrachteten Zeitreihen zugeschnitten ist. Das letzte Kapitel verlässt die Felder der Handels- und Geldpolitik und wendet sich Rohstoffmärkten und der Energiewirtschaft zu, stützt sich dabei aber ebenfalls auf Zeitreihenmethoden. Es analysiert die Rolle von Metallen in der Energiewende. This dissertation answers various policy relevant economic questions in the fields of trade policy, monetary policy, and commodity markets and energy economics using structural vector autoregression (SVAR) models. SVARs constitute a parsimonious way to model the relations between different macroeconomic and/or financial variables and they are used to estimate the dynamic causal effects of economic shocks. For each economic question, this dissertation applies an identification strategy that is tailored to the relevant data and its statistical properties as well as the underlying assumptions about economic mechanisms among the regarded time series. Specifically, this dissertation consists of four chapters. The first two chapters estimate the effects of trade policy on financial markets and on the macroeconomy. The third chapter makes a methodological contribution to the SVAR literature in an application to monetary policy shocks. The final chapter moves away from trade and monetary policy to commodity markets and energy economics but also relies on time series methods. It analyzes the role of metals for the clean energy transition.
