    Avoiding irreversible climate change as effectively as possible is one of the most pressing challenges of society. Carbon pricing that is uniformly valid on a global and cross-sectoral basis represents a cost-efficient policy tool to meet this challenge. Carbon pricing allows external costs to be allocated or internalized on a polluter-pays principle. It is shown that a global emissions cap-and-trade system is the most suitable market-based instrument for reducing global emissions levels, in line with the temperature goal set by the Paris Agreement. A proposal for its design is presented in this paper. This instrument encourages worldwide measures, with the lowest marginal abatement cost, according to a pre-defined reduction path. Thereby, it ensures compliance with a specified remaining carbon budget to meet a certain temperature limit in a cost-efficient manner. Possible reduction paths are presented in this paper. Weaknesses in the design of existing emissions trading systems (ETS), such as the EU ETS, are identified and avoided in the proposed instrument. The framework solves several problems of today’s climate change policies, like the free rider problem, carbon leakage, rebound effects or the green paradox. The introduction of a global uniform carbon pricing instrument and its concrete design should be the subject of policy, especially at the United Nations climate change conferences, as soon as possible in order to allow for rapid implementation. If a global ETS with a uniform carbon price could be introduced, additional governmental regulations with regard to carbon emissions would become obsolete.

    The biogas production technology has improved over the last years for the aim of reducing the costs of the process, increasing the biogas yields, and minimizing the greenhouse gas emissions. To obtain a stable and efficient biogas production, there are several design considerations and operational parameters to be taken into account. Besides, adapting the process to unanticipated conditions can be achieved by adequate monitoring of various operational parameters. This paper reviews the research that has been conducted over the last years. This review paper summarizes the developments in biogas design and operation, while highlighting the main factors that affect the efficiency of the anaerobic digestion process. The study’s outcomes revealed that the optimum operational values of the main parameters may vary from one biogas plant to another. Additionally, the negative conditions that should be avoided while operating a biogas plant were identified.

    The application of voltage reduction in medium and low voltage grids to reduce peak power demand or energy consumption has been implemented since the 1980s using several approaches. Conservation Voltage Reduction (CVR), as one such approach, uses a voltage control device to reduce or increase the voltage setpoint on a busbar, thereby reducing or increasing the amount of active and reactive power supply in the network. Voltage regulation for CVR is always implemented according to established network planning standards in each country. Research in this field has proven that a CVR factor (CVRf) of 0.7–1.5 for peak demand reduction can be achieved. This is an evaluation metric of CVR. The aim of this research is to determine and validate CVRf for peak demand reduction by comparing actual results obtained during regular tap changes with other randomly distributed periods outside tap change operations, using a set of measurement data. It is important to understand CVR deployment capability by evaluating CVR potentials from historical random tap operations before a robust network-wide deployment is introduced. This research provides such guidance. It also provides a novel approach to determining tap changes from voltage measurements using a time-based algorithm. A CVRf ranging from 0.95 to 1.61 was estimated using a measurement dataset from a test field. The result of the entire evaluation shows that the CVRf are smaller during peak PV production and greater during peak demand periods. Further evaluation using statistical hypotheses testing and a control chart was used to validate the evaluation.

    Background. Laws that enable a circular economy (CE) are being enacted globally, but reliable standardized and digitized CE data about products is scarce, and many CE platforms have differing exclusive formats. In response to these challenges, the Ministry of The Economy of Luxembourg launched the Circularity Dataset Standardization Initiative to develop a globalized open-source industry standard to allow the exchange of standardized data throughout the supply cycle, based on these objectives: (a) Provide basic product circularity data about products. (b) Improve circularity data sharing efficiency. (c) Encourage improved product circularity performance. A policy objective was to have the International Organization for Standardization (ISO) voted to create a working group. Methods. A state-of-play analysis was performed concurrently with consultations with industry, auditors, data experts, and data aggregation platforms. Results. Problem statements were generated. Based on those, a solution called Product Circularity Data Sheet (PCDS) was formulated. A proof of concept (POC) template and guidance were developed and piloted with manufacturers and platforms, thus fulfilling objective (a). For objective (b), IT ecosystem requirements were developed, and aspects are being piloted in third party aggregation platforms. Objective (c) awaits implementation of the IT ecosystem. The policy objective related to the ISO was met. Conclusions and future research. In order to fully test the PCDS, it is necessary to: conduct more pilots, define governance, and establish auditing and authentication procedures.

    The capacity factor of a power plant is the ratio of generation over its potential generation. It is an important measure to describe wind and solar resources. However, the fluctuating nature of renewable power generation makes it difficult to integrate all generation at times. Whenever generation exceeds the load, curtailment or storage of energy is required. With increasing renewable shares in the power system, the level of curtailment will further increase. In this work, the influence of the curtailment on the capacity factors for a highly renewable German power system is studied. An effective capacity factor is introduced, and the implications for the distribution of renewable power plants are discussed. Three years of highly-resolved weather data were used to model wind and solar power generation. Together with historical load data and a transmission model, a possible future German power system was simulated. It is shown that effective capacity factors for unlimited transmission are strongly reduced by up to 60% (wind) and 70% (photovoltaics) and therefore of limited value in a highly renewable power system. Furthermore, the results demonstrate that wind power benefits more strongly from a reinforced transmission grid than photovoltaics (PV) does.

    The increase in the use of converter-interfaced generators (CIGs) in today’s electrical grids will require these generators both to supply power and participate in voltage control and provision of grid stability. At the same time, new possibilities of secondary QU droop control in power grids with a large proportion of CIGs (PV panels, wind generators, micro-turbines, fuel cells, and others) open new ways for DSO to increase energy flexibility and maximize hosting capacity. This study extends the existing secondary QU droop control models to enhance the efficiency of CIG integration into electrical networks. The paper presents an approach to decentralized control of secondary voltage through converters based on a multi-agent reinforcement learning (MARL) algorithm. A procedure is also proposed for analyzing hosting capacity and voltage flexibility in a power grid in terms of secondary voltage control. The effectiveness of the proposed static MARL control is demonstrated by the example of a modified IEEE 34-bus test feeder containing CIGs. Experiments have shown that the decentralized approach at issue is effective in stabilizing nodal voltage and preventing overcurrent in lines under various heavy load conditions often caused by active power injections from CIGs themselves and power exchange processes within the TSO/DSO market interaction.

    The conventional energy source in cement industries is fossil fuels, mainly coal, which has a high environmental footprint. On average, energy expenditures account for 40% of the overall production costs per ton of cement. Reducing both the environmental impact and economic expenditure involves incorporating alternative energy sources (fuels) such as biomass, solid-derived fuel (SDF), refuse-derived fuel (RDF) etc. However, within cement plants, the substitution of conventional fossil fuels with alternative fuels poses several challenges due to the difficulty in incorporating additional fuel-saving techniques. Typically, an additional 3000 MJ of electricity per ton of clinker is required. One of the most effective solutions to this is thermal optimization through co-processing and pre-processing, which makes it possible to implement additional fossil-fuel-saving techniques. In developing nations such as Togo, waste-management systems rely on co-processing in cement factories through a waste-to-energy relationship. Also, there are some old cement plants with low-efficiency, multi-stage preheaters without pre-calciners, reciprocating huge coolers, low-efficiency motors etc., which still operate and need to be made environmentally sustainable. However, compared to modern kilns which can have up to 95% of energy recovery from waste, an old suspension preheater kiln can recover only up to 60% of its heat energy depending on the cooler type, and due to the lack of a bypass and combustion chamber (pre-calciner). This research paper evaluated the performance of a cement plant incorporating AF and presents the procedures and recommendations to optimize AF substitution in cement plants. To achieve this, a comparative performance study was carried out by assessing the alternative fuel characteristics and the equipment performance before and after the incorporation of the alternative fuel. Data were collected on the optimum substitution ratio, pre-processing and co-processing performance, raw-meal design and economic analysis. Results indicated that the cost to be covered per ton of waste input is €10.9 for solid-derived fuel (SDF), €15 for refuse-derived fuel (RDF), and that the co-processing cost optimization for the cement plant could have a cost saving of up to 7.81€/GJ. In conclusion, it is recommended that appropriate kiln and alternative-fuel models be created for forecasting production based on various AF.

    The thermal masses of components influence the performance of many adsorption heat pump systems. However, typically when experimental adsorption systems are reported, data on thermal mass are missing or incomplete. This work provides original measurements of the thermal masses for experimental sorption heat exchanger hardware. Much of this hardware was previously reported in the literature, but without detailed thermal mass data. The data reported in this work are the first values reported in the literature to thoroughly account for all thermal masses, including heat transfer fluid. The impact of thermal mass on system performance is also discussed, with detailed calculation left for future work. The degree to which heat transfer fluid contributes to overall effective thermal mass is also discussed, with detailed calculation left for future work. This work provides a framework for future reporting of experimental thermal masses. The utilization of this framework will enrich the data available for model validation and provide a more thorough accounting of adsorption heat pumps.

    Only a small number of German farmers invest in wind turbines on the land they own; rather, they tend to lease land for that purpose to external investors. In this study, an explorative qualitative analysis of the reasons for this investment pattern was conducted. Calculations of the economic efficiency (e.g., net present value, payoff) of wind turbines built the foundation of the study. In addition, farmers in the northeastern federal state of Mecklenburg-Western Pomerania were interviewed to assess their motives for capital expenditure. A considerable amount of equity capital is required to set up a wind turbine. The capital invested frequently competes with the purchase of agricultural land. Erecting wind turbines involves risks. Substantial financial means for planning permission and other examinations precede the construction of a wind turbine. Only at the very end of these costly investigations will a construction permit be issued; as such, farmers face a high level of uncertainty during the whole process. Fluctuations in wind yield resulting in volatile revenues confront farmers with additional financial uncertainties. The risk-taking behavior of farmers was assessed normatively by the Hurwicz criterion. The results showed that farmers with the necessary funds at their disposal and a high level of optimism were more likely to take the risk to set up a wind turbine on their own land. They make this decision despite the fact that leasing one’s own land to external investors is predictably profitable and clearly less risky.

    The pressure on the energy sector to reduce greenhouse gas emissions is increasing. In the light of current greenhouse gas emissions in the energy sector, further expansion of renewable energy sources (RES) is inevitable to reduce emissions and reach the climate goals. This study aims at investigating structural characteristics of German counties regarding advantages for self-sufficient power systems based on RES. The modelling of the power sector based on RES is coupled with a cluster analysis in order to draw a large-scale conclusion on structural characteristics beneficial or obstructive for municipal energy systems. Ten clusters are identified with the Ward algorithm in a hierarchical-agglomerative method. The results underline a further need for RES expansion projects in order to close the gap between supply and demand. Only then, bioenergy can effectively balance the offset and support a truly self-sufficient local energy system. While the model results indicate that the majority of the counties are suitable for further expansion, this suitability is to be questioned in cluster 10. High population density is a critical characteristic, because with it come both a high demand and limited sites for further RES expansion projects.

    Avoiding irreversible climate change as effectively as possible is one of the most pressing challenges of society. Carbon pricing that is uniformly valid on a global and cross-sectoral basis represents a cost-efficient policy tool to meet this challenge. Carbon pricing allows external costs to be allocated or internalized on a polluter-pays principle. It is shown that a global emissions cap-and-trade system is the most suitable market-based instrument for reducing global emissions levels, in line with the temperature goal set by the Paris Agreement. A proposal for its design is presented in this paper. This instrument encourages worldwide measures, with the lowest marginal abatement cost, according to a pre-defined reduction path. Thereby, it ensures compliance with a specified remaining carbon budget to meet a certain temperature limit in a cost-efficient manner. Possible reduction paths are presented in this paper. Weaknesses in the design of existing emissions trading systems (ETS), such as the EU ETS, are identified and avoided in the proposed instrument. The framework solves several problems of today’s climate change policies, like the free rider problem, carbon leakage, rebound effects or the green paradox. The introduction of a global uniform carbon pricing instrument and its concrete design should be the subject of policy, especially at the United Nations climate change conferences, as soon as possible in order to allow for rapid implementation. If a global ETS with a uniform carbon price could be introduced, additional governmental regulations with regard to carbon emissions would become obsolete.

    The biogas production technology has improved over the last years for the aim of reducing the costs of the process, increasing the biogas yields, and minimizing the greenhouse gas emissions. To obtain a stable and efficient biogas production, there are several design considerations and operational parameters to be taken into account. Besides, adapting the process to unanticipated conditions can be achieved by adequate monitoring of various operational parameters. This paper reviews the research that has been conducted over the last years. This review paper summarizes the developments in biogas design and operation, while highlighting the main factors that affect the efficiency of the anaerobic digestion process. The study’s outcomes revealed that the optimum operational values of the main parameters may vary from one biogas plant to another. Additionally, the negative conditions that should be avoided while operating a biogas plant were identified.

    The application of voltage reduction in medium and low voltage grids to reduce peak power demand or energy consumption has been implemented since the 1980s using several approaches. Conservation Voltage Reduction (CVR), as one such approach, uses a voltage control device to reduce or increase the voltage setpoint on a busbar, thereby reducing or increasing the amount of active and reactive power supply in the network. Voltage regulation for CVR is always implemented according to established network planning standards in each country. Research in this field has proven that a CVR factor (CVRf) of 0.7–1.5 for peak demand reduction can be achieved. This is an evaluation metric of CVR. The aim of this research is to determine and validate CVRf for peak demand reduction by comparing actual results obtained during regular tap changes with other randomly distributed periods outside tap change operations, using a set of measurement data. It is important to understand CVR deployment capability by evaluating CVR potentials from historical random tap operations before a robust network-wide deployment is introduced. This research provides such guidance. It also provides a novel approach to determining tap changes from voltage measurements using a time-based algorithm. A CVRf ranging from 0.95 to 1.61 was estimated using a measurement dataset from a test field. The result of the entire evaluation shows that the CVRf are smaller during peak PV production and greater during peak demand periods. Further evaluation using statistical hypotheses testing and a control chart was used to validate the evaluation.

    Background. Laws that enable a circular economy (CE) are being enacted globally, but reliable standardized and digitized CE data about products is scarce, and many CE platforms have differing exclusive formats. In response to these challenges, the Ministry of The Economy of Luxembourg launched the Circularity Dataset Standardization Initiative to develop a globalized open-source industry standard to allow the exchange of standardized data throughout the supply cycle, based on these objectives: (a) Provide basic product circularity data about products. (b) Improve circularity data sharing efficiency. (c) Encourage improved product circularity performance. A policy objective was to have the International Organization for Standardization (ISO) voted to create a working group. Methods. A state-of-play analysis was performed concurrently with consultations with industry, auditors, data experts, and data aggregation platforms. Results. Problem statements were generated. Based on those, a solution called Product Circularity Data Sheet (PCDS) was formulated. A proof of concept (POC) template and guidance were developed and piloted with manufacturers and platforms, thus fulfilling objective (a). For objective (b), IT ecosystem requirements were developed, and aspects are being piloted in third party aggregation platforms. Objective (c) awaits implementation of the IT ecosystem. The policy objective related to the ISO was met. Conclusions and future research. In order to fully test the PCDS, it is necessary to: conduct more pilots, define governance, and establish auditing and authentication procedures.

    The capacity factor of a power plant is the ratio of generation over its potential generation. It is an important measure to describe wind and solar resources. However, the fluctuating nature of renewable power generation makes it difficult to integrate all generation at times. Whenever generation exceeds the load, curtailment or storage of energy is required. With increasing renewable shares in the power system, the level of curtailment will further increase. In this work, the influence of the curtailment on the capacity factors for a highly renewable German power system is studied. An effective capacity factor is introduced, and the implications for the distribution of renewable power plants are discussed. Three years of highly-resolved weather data were used to model wind and solar power generation. Together with historical load data and a transmission model, a possible future German power system was simulated. It is shown that effective capacity factors for unlimited transmission are strongly reduced by up to 60% (wind) and 70% (photovoltaics) and therefore of limited value in a highly renewable power system. Furthermore, the results demonstrate that wind power benefits more strongly from a reinforced transmission grid than photovoltaics (PV) does.

    The increase in the use of converter-interfaced generators (CIGs) in today’s electrical grids will require these generators both to supply power and participate in voltage control and provision of grid stability. At the same time, new possibilities of secondary QU droop control in power grids with a large proportion of CIGs (PV panels, wind generators, micro-turbines, fuel cells, and others) open new ways for DSO to increase energy flexibility and maximize hosting capacity. This study extends the existing secondary QU droop control models to enhance the efficiency of CIG integration into electrical networks. The paper presents an approach to decentralized control of secondary voltage through converters based on a multi-agent reinforcement learning (MARL) algorithm. A procedure is also proposed for analyzing hosting capacity and voltage flexibility in a power grid in terms of secondary voltage control. The effectiveness of the proposed static MARL control is demonstrated by the example of a modified IEEE 34-bus test feeder containing CIGs. Experiments have shown that the decentralized approach at issue is effective in stabilizing nodal voltage and preventing overcurrent in lines under various heavy load conditions often caused by active power injections from CIGs themselves and power exchange processes within the TSO/DSO market interaction.

    The conventional energy source in cement industries is fossil fuels, mainly coal, which has a high environmental footprint. On average, energy expenditures account for 40% of the overall production costs per ton of cement. Reducing both the environmental impact and economic expenditure involves incorporating alternative energy sources (fuels) such as biomass, solid-derived fuel (SDF), refuse-derived fuel (RDF) etc. However, within cement plants, the substitution of conventional fossil fuels with alternative fuels poses several challenges due to the difficulty in incorporating additional fuel-saving techniques. Typically, an additional 3000 MJ of electricity per ton of clinker is required. One of the most effective solutions to this is thermal optimization through co-processing and pre-processing, which makes it possible to implement additional fossil-fuel-saving techniques. In developing nations such as Togo, waste-management systems rely on co-processing in cement factories through a waste-to-energy relationship. Also, there are some old cement plants with low-efficiency, multi-stage preheaters without pre-calciners, reciprocating huge coolers, low-efficiency motors etc., which still operate and need to be made environmentally sustainable. However, compared to modern kilns which can have up to 95% of energy recovery from waste, an old suspension preheater kiln can recover only up to 60% of its heat energy depending on the cooler type, and due to the lack of a bypass and combustion chamber (pre-calciner). This research paper evaluated the performance of a cement plant incorporating AF and presents the procedures and recommendations to optimize AF substitution in cement plants. To achieve this, a comparative performance study was carried out by assessing the alternative fuel characteristics and the equipment performance before and after the incorporation of the alternative fuel. Data were collected on the optimum substitution ratio, pre-processing and co-processing performance, raw-meal design and economic analysis. Results indicated that the cost to be covered per ton of waste input is €10.9 for solid-derived fuel (SDF), €15 for refuse-derived fuel (RDF), and that the co-processing cost optimization for the cement plant could have a cost saving of up to 7.81€/GJ. In conclusion, it is recommended that appropriate kiln and alternative-fuel models be created for forecasting production based on various AF.

    The thermal masses of components influence the performance of many adsorption heat pump systems. However, typically when experimental adsorption systems are reported, data on thermal mass are missing or incomplete. This work provides original measurements of the thermal masses for experimental sorption heat exchanger hardware. Much of this hardware was previously reported in the literature, but without detailed thermal mass data. The data reported in this work are the first values reported in the literature to thoroughly account for all thermal masses, including heat transfer fluid. The impact of thermal mass on system performance is also discussed, with detailed calculation left for future work. The degree to which heat transfer fluid contributes to overall effective thermal mass is also discussed, with detailed calculation left for future work. This work provides a framework for future reporting of experimental thermal masses. The utilization of this framework will enrich the data available for model validation and provide a more thorough accounting of adsorption heat pumps.

    Only a small number of German farmers invest in wind turbines on the land they own; rather, they tend to lease land for that purpose to external investors. In this study, an explorative qualitative analysis of the reasons for this investment pattern was conducted. Calculations of the economic efficiency (e.g., net present value, payoff) of wind turbines built the foundation of the study. In addition, farmers in the northeastern federal state of Mecklenburg-Western Pomerania were interviewed to assess their motives for capital expenditure. A considerable amount of equity capital is required to set up a wind turbine. The capital invested frequently competes with the purchase of agricultural land. Erecting wind turbines involves risks. Substantial financial means for planning permission and other examinations precede the construction of a wind turbine. Only at the very end of these costly investigations will a construction permit be issued; as such, farmers face a high level of uncertainty during the whole process. Fluctuations in wind yield resulting in volatile revenues confront farmers with additional financial uncertainties. The risk-taking behavior of farmers was assessed normatively by the Hurwicz criterion. The results showed that farmers with the necessary funds at their disposal and a high level of optimism were more likely to take the risk to set up a wind turbine on their own land. They make this decision despite the fact that leasing one’s own land to external investors is predictably profitable and clearly less risky.

    The pressure on the energy sector to reduce greenhouse gas emissions is increasing. In the light of current greenhouse gas emissions in the energy sector, further expansion of renewable energy sources (RES) is inevitable to reduce emissions and reach the climate goals. This study aims at investigating structural characteristics of German counties regarding advantages for self-sufficient power systems based on RES. The modelling of the power sector based on RES is coupled with a cluster analysis in order to draw a large-scale conclusion on structural characteristics beneficial or obstructive for municipal energy systems. Ten clusters are identified with the Ward algorithm in a hierarchical-agglomerative method. The results underline a further need for RES expansion projects in order to close the gap between supply and demand. Only then, bioenergy can effectively balance the offset and support a truly self-sufficient local energy system. While the model results indicate that the majority of the counties are suitable for further expansion, this suitability is to be questioned in cluster 10. High population density is a critical characteristic, because with it come both a high demand and limited sites for further RES expansion projects.
