Public policy requires public support, which in turn implies a need to enable the public not just to understand policy but also to be engaged in its development. Where complex science and technology issues are involved in policy making, this takes time, so it is important to identify emerging issues of this type and prepare engagement plans. In our horizon scanning exercise, we used a modified Delphi technique. A wide group of people with interests in the science and policy interface (drawn from policy makers, policy adviser, practitioners, the private sector and academics) elicited a long list of emergent policy issues in which science and technology would feature strongly and which would also necessitate public engagement as policies are developed. This was then refined to a short list of top priorities for policy makers. Thirty issues were identified within broad areas of business and technology; energy and environment; government, politics and education; health, healthcare, population and aging; information, communication, infrastructure and transport; and public safety and national security.

This paper is concerned with examining the nature of changes that have been made by comparing present requirements with their counterparts during the preceding one hundred years. Attention is focused on the apparently contradictory implications of these changes for those charged with responsibility for maintaining heating levels in school buildings while, at the same time, conserving fuel. It is suggested that the new statutory requirements present those who are responsible with a duty which may, in practical terms, prove difficult or costly to discharge. Although discussion is specifically restricted to British school buildings, issues are raised which are pertinent to attempts to integrate regulation of heating with control of fuel consumption in other types of non-domestic buildings both in Britain and abroad.

However, access to data is often a barrier to starting energy system modelling in developing countries, thereby causing delays. This article therefore provides data that can be used to create a simple zero order energy system model for Mauritania, which can act as a starting point for further model development and scenario analysis. The data are collected entirely from publicly available and accessible sources, including the websites and databases of international organizations, journal articles, and existing modelling studies. This means that the dataset can be easily updated based on the latest available information or more detailed and accurate local data. These data were also used to calibrate a simple energy system model using the Open Source Energy Modelling System (OSeMOSYS) and two stylized scenarios (Fossil Future and Least Cost ) for 2020-2050. The assumptions used and results of these scenarios are presented in the appendix as an illustrative example of what can be done with these data. This simple model can be adapted and further developed by in-country analysts and academics, providing a platform for future work.

The charged-particle production ratios $\bar{p}/p$, $K^-/K^+$, $��^-/��^+$, $(p + \bar{p})/(��^+ + ��^-)$, $(K^+ + K^-)/(��^+ + ��^-)$ and $(p + \bar{p})/(K^+ + K^-)$ are measured with the LHCb detector using $0.3 {\rm nb^{-1}}$ of $pp$ collisions delivered by the LHC at $\sqrt{s} = 0.9$ TeV and $1.8 {\rm nb^{-1}}$ at $\sqrt{s} = 7$ TeV. The measurements are performed as a function of transverse momentum $p_{\rm T}$ and pseudorapidity $��$. The production ratios are compared to the predictions of several Monte Carlo generator settings, none of which are able to describe adequately all observables. The ratio $\bar{p}/p$ is also considered as a function of rapidity loss, $��y \equiv y_{\rm beam} - y$, and is used to constrain models of baryon transport. Incorrect entries in Table 2 corrected. Their acoustic generation mechanisms are exposed employing compressible Large Eddy Sim- ulations (LES). The LES data are used for calculating the dominant acoustic sources emerging at low mass flow rates. They give the inhomogeneous char- acter of the Ffowcs Williams and Hawkings (FW-H) wave equation. The blade loading term associated with the unsteady pressure loads developed on solid surfaces (dipole in character) is found to be the major contributor to the aerodynamically generated noise at low mass flow rates. The acoustic source due to the velocity variations and compressibility effects (quadrupole in character) as well as the acoustic source caused by the displacement of the fluid due to the accelerations of the solid surfaces (monopole in character) were found to be not as dominant. We show that the acoustic source associated with surge is generated by the pressure oscillation, which is governed by the tip leakage flow. The vortical structures of rotating stall are interacting with the impeller. These manipulate the flow incidence angles and cause thereby unsteady blade loading towards the discharge. A low-pressure sink between 4 and 6 o’clock causes a halving of the perturbation frequencies at low mass flow rates operat- ing conditions. From two point space-time cross correlation analysis based on circumferential velocity in the diffuser it was found that the rotating stall cell propagation speed increases locally in the low pressure zone under the volute tongue. It was also found that rotating stall can coexist with surge operat- ing condition, but the feature is then seen to operate over a broader frequency interval.

Abstract The dynamics of isolated-photon plus two-jet production in pp collisions at a centre-of-mass energy of 13 TeV are studied with the ATLAS detector at the LHC using a dataset corresponding to an integrated luminosity of 36.1 fb−1. Cross sections are measured as functions of a variety of observables, including angular correlations and invariant masses of the objects in the final state, γ + jet + jet. Measurements are also performed in phase-space regions enriched in each of the two underlying physical mechanisms, namely direct and fragmentation processes. The measurements cover the range of photon (jet) transverse momenta from 150 GeV (100 GeV) to 2 TeV. The tree-level plus parton-shower predictions from Sherpa and Pythia as well as the next-to-leading-order QCD predictions from Sherpa are compared with the measurements. The next-to-leading-order QCD predictions describe the data adequately in shape and normalisation except for regions of phase space such as those with high values of the invariant mass or rapidity separation of the two jets, where the predictions overestimate the data.

AbstractThe Fram Strait is the only deep gateway between the Arctic Ocean and the Nordic Seas and thus is a key area to study past changes in ocean circulation and the marine carbon cycle. Here, we study deep ocean temperature, δ18O, carbonate chemistry (i.e., carbonate ion concentration [CO32−]), and nutrient content in the Fram Strait during the late glacial (35,000–19,000 years BP) and the Holocene based on benthic foraminiferal geochemistry and carbon cycle modeling. Our results indicate a thickening of Atlantic water penetrating into the northern Nordic Seas, forming a subsurface Atlantic intermediate water layer reaching to at least ∼2,600 m water depth during most of the late glacial period. The recirculating Atlantic layer was characterized by relatively high [CO32−] and low δ13C during the late glacial, and provides evidence for a Nordic Seas source to the glacial North Atlantic intermediate water flowing at 2,000–3,000 m water depth, most likely via the Denmark Strait. In addition, we discuss evidence for enhanced terrestrial carbon input to the Nordic Seas at ∼23.5 ka. Comparing our δ13C and qualitative [CO32−] records with results of carbon cycle box modeling suggests that the total terrestrial CO2 release during this carbon input event was low, slow, or directly to the atmosphere.

Thin (approximately 10 nm) oxide buffer layers grown over lead-halide perovskite device stacks are critical for protecting the perovskite against mechanical and environmental damage. However, the limited perovskite stability restricts the processing methods and temperatures (<=110 C) that can be used to deposit the oxide overlayers, with the latter limiting the electronic properties of the oxides achievable. In this work, we demonstrate an alternative to existing methods that can grow pinhole-free TiOx (x = 2.00+/-0.05) films with the requisite thickness in <1 min without vacuum. This technique is atmospheric pressure chemical vapor deposition (AP-CVD). The rapid but soft deposition enables growth temperatures of >=180 ��C to be used to coat the perovskite. This is >=70 ��C higher than achievable by current methods and results in more conductive TiOx films, boosting solar cell efficiencies by >2%. Likewise, when AP-CVD SnOx (x ~ 2) is grown on perovskites, there is also minimal damage to the perovskite beneath. The SnOx layer is pinhole-free and conformal, which reduces shunting in devices, and increases steady-state efficiencies from 16.5% (no SnOx) to 19.4% (60 nm SnOx), with fill factors reaching 84%. A precise energy conservation and emission reduction (ECER) path in industrial sector contains two aspects: applying effective ECER measures and focusing on processes with significant ECER potential. However, most studies have investigated the ECER effects of an individual measure or only evaluated industrial-level ECER potential. Therefore, the objective of this study is to find a precise ECER path in China's iron and steel industry through quantitative analysis methods. First, this article adopts scenario analysis to simulate situations where different ECER measures are adopted and designs calculation methods to quantitatively evaluate the ECER effects in each scenario in 2020 and 2025. Second, through analysis of the application of ECER measures to certain processes, we calculate the ECER potential of different individual processes in the iron and steel industry. In addition, the conservation supply curve method and the quadrant method are used to measure the level of advanced technology application. The results show that: (1) for four types of ECER measures, the limitation of production output measure is most effective, contributing to 6.98% and 12.50% decreases in total industrial energy consumption and pollutant emissions in 2020 and 2025; moreover, the contribution of the adjustment of scale structure measure is comparatively low. (2) The sintering and ironmaking processes have strong ECER potential in 2020, while the steel making process also has high ECER potential in 2025. (3) 21 technologies are divided into 4 quadrants based on energy, popularity, and economic performance. In addition, we provide some suggestions for future ECER policies. In sum, this article provides an in-depth example of determining a precise ECER path in an important industry.

Reese;AbstractImproving the long-term stability of perovskite solar cells is critical to the deployment of this technology. Despite the great emphasis laid on stability-related investigations, publications lack consistency in experimental procedures and parameters reported. It is therefore challenging to reproduce and compare results and thereby develop a deep understanding of degradation mechanisms. Here, we report a consensus between researchers in the field on procedures for testing perovskite solar cell stability, which are based on the International Summit on Organic Photovoltaic Stability (ISOS) protocols. We propose additional procedures to account for properties specific to PSCs such as ion redistribution under electric fields, reversible degradation and to distinguish ambient-induced degradation from other stress factors. These protocols are not intended as a replacement of the existing qualification standards, but rather they aim to unify the stability assessment and to understand failure modes. Finally, we identify key procedural information which we suggest reporting in publications to improve reproducibility and enable large data set analysis.

Public policy requires public support, which in turn implies a need to enable the public not just to understand policy but also to be engaged in its development. Where complex science and technology issues are involved in policy making, this takes time, so it is important to identify emerging issues of this type and prepare engagement plans. In our horizon scanning exercise, we used a modified Delphi technique. A wide group of people with interests in the science and policy interface (drawn from policy makers, policy adviser, practitioners, the private sector and academics) elicited a long list of emergent policy issues in which science and technology would feature strongly and which would also necessitate public engagement as policies are developed. This was then refined to a short list of top priorities for policy makers. Thirty issues were identified within broad areas of business and technology; energy and environment; government, politics and education; health, healthcare, population and aging; information, communication, infrastructure and transport; and public safety and national security.

This paper is concerned with examining the nature of changes that have been made by comparing present requirements with their counterparts during the preceding one hundred years. Attention is focused on the apparently contradictory implications of these changes for those charged with responsibility for maintaining heating levels in school buildings while, at the same time, conserving fuel. It is suggested that the new statutory requirements present those who are responsible with a duty which may, in practical terms, prove difficult or costly to discharge. Although discussion is specifically restricted to British school buildings, issues are raised which are pertinent to attempts to integrate regulation of heating with control of fuel consumption in other types of non-domestic buildings both in Britain and abroad.

However, access to data is often a barrier to starting energy system modelling in developing countries, thereby causing delays. This article therefore provides data that can be used to create a simple zero order energy system model for Mauritania, which can act as a starting point for further model development and scenario analysis. The data are collected entirely from publicly available and accessible sources, including the websites and databases of international organizations, journal articles, and existing modelling studies. This means that the dataset can be easily updated based on the latest available information or more detailed and accurate local data. These data were also used to calibrate a simple energy system model using the Open Source Energy Modelling System (OSeMOSYS) and two stylized scenarios (Fossil Future and Least Cost ) for 2020-2050. The assumptions used and results of these scenarios are presented in the appendix as an illustrative example of what can be done with these data. This simple model can be adapted and further developed by in-country analysts and academics, providing a platform for future work.

The charged-particle production ratios $\bar{p}/p$, $K^-/K^+$, $��^-/��^+$, $(p + \bar{p})/(��^+ + ��^-)$, $(K^+ + K^-)/(��^+ + ��^-)$ and $(p + \bar{p})/(K^+ + K^-)$ are measured with the LHCb detector using $0.3 {\rm nb^{-1}}$ of $pp$ collisions delivered by the LHC at $\sqrt{s} = 0.9$ TeV and $1.8 {\rm nb^{-1}}$ at $\sqrt{s} = 7$ TeV. The measurements are performed as a function of transverse momentum $p_{\rm T}$ and pseudorapidity $��$. The production ratios are compared to the predictions of several Monte Carlo generator settings, none of which are able to describe adequately all observables. The ratio $\bar{p}/p$ is also considered as a function of rapidity loss, $��y \equiv y_{\rm beam} - y$, and is used to constrain models of baryon transport. Incorrect entries in Table 2 corrected. Their acoustic generation mechanisms are exposed employing compressible Large Eddy Sim- ulations (LES). The LES data are used for calculating the dominant acoustic sources emerging at low mass flow rates. They give the inhomogeneous char- acter of the Ffowcs Williams and Hawkings (FW-H) wave equation. The blade loading term associated with the unsteady pressure loads developed on solid surfaces (dipole in character) is found to be the major contributor to the aerodynamically generated noise at low mass flow rates. The acoustic source due to the velocity variations and compressibility effects (quadrupole in character) as well as the acoustic source caused by the displacement of the fluid due to the accelerations of the solid surfaces (monopole in character) were found to be not as dominant. We show that the acoustic source associated with surge is generated by the pressure oscillation, which is governed by the tip leakage flow. The vortical structures of rotating stall are interacting with the impeller. These manipulate the flow incidence angles and cause thereby unsteady blade loading towards the discharge. A low-pressure sink between 4 and 6 o’clock causes a halving of the perturbation frequencies at low mass flow rates operat- ing conditions. From two point space-time cross correlation analysis based on circumferential velocity in the diffuser it was found that the rotating stall cell propagation speed increases locally in the low pressure zone under the volute tongue. It was also found that rotating stall can coexist with surge operat- ing condition, but the feature is then seen to operate over a broader frequency interval.

Abstract The dynamics of isolated-photon plus two-jet production in pp collisions at a centre-of-mass energy of 13 TeV are studied with the ATLAS detector at the LHC using a dataset corresponding to an integrated luminosity of 36.1 fb−1. Cross sections are measured as functions of a variety of observables, including angular correlations and invariant masses of the objects in the final state, γ + jet + jet. Measurements are also performed in phase-space regions enriched in each of the two underlying physical mechanisms, namely direct and fragmentation processes. The measurements cover the range of photon (jet) transverse momenta from 150 GeV (100 GeV) to 2 TeV. The tree-level plus parton-shower predictions from Sherpa and Pythia as well as the next-to-leading-order QCD predictions from Sherpa are compared with the measurements. The next-to-leading-order QCD predictions describe the data adequately in shape and normalisation except for regions of phase space such as those with high values of the invariant mass or rapidity separation of the two jets, where the predictions overestimate the data.

AbstractThe Fram Strait is the only deep gateway between the Arctic Ocean and the Nordic Seas and thus is a key area to study past changes in ocean circulation and the marine carbon cycle. Here, we study deep ocean temperature, δ18O, carbonate chemistry (i.e., carbonate ion concentration [CO32−]), and nutrient content in the Fram Strait during the late glacial (35,000–19,000 years BP) and the Holocene based on benthic foraminiferal geochemistry and carbon cycle modeling. Our results indicate a thickening of Atlantic water penetrating into the northern Nordic Seas, forming a subsurface Atlantic intermediate water layer reaching to at least ∼2,600 m water depth during most of the late glacial period. The recirculating Atlantic layer was characterized by relatively high [CO32−] and low δ13C during the late glacial, and provides evidence for a Nordic Seas source to the glacial North Atlantic intermediate water flowing at 2,000–3,000 m water depth, most likely via the Denmark Strait. In addition, we discuss evidence for enhanced terrestrial carbon input to the Nordic Seas at ∼23.5 ka. Comparing our δ13C and qualitative [CO32−] records with results of carbon cycle box modeling suggests that the total terrestrial CO2 release during this carbon input event was low, slow, or directly to the atmosphere.

Thin (approximately 10 nm) oxide buffer layers grown over lead-halide perovskite device stacks are critical for protecting the perovskite against mechanical and environmental damage. However, the limited perovskite stability restricts the processing methods and temperatures (<=110 C) that can be used to deposit the oxide overlayers, with the latter limiting the electronic properties of the oxides achievable. In this work, we demonstrate an alternative to existing methods that can grow pinhole-free TiOx (x = 2.00+/-0.05) films with the requisite thickness in <1 min without vacuum. This technique is atmospheric pressure chemical vapor deposition (AP-CVD). The rapid but soft deposition enables growth temperatures of >=180 ��C to be used to coat the perovskite. This is >=70 ��C higher than achievable by current methods and results in more conductive TiOx films, boosting solar cell efficiencies by >2%. Likewise, when AP-CVD SnOx (x ~ 2) is grown on perovskites, there is also minimal damage to the perovskite beneath. The SnOx layer is pinhole-free and conformal, which reduces shunting in devices, and increases steady-state efficiencies from 16.5% (no SnOx) to 19.4% (60 nm SnOx), with fill factors reaching 84%. A precise energy conservation and emission reduction (ECER) path in industrial sector contains two aspects: applying effective ECER measures and focusing on processes with significant ECER potential. However, most studies have investigated the ECER effects of an individual measure or only evaluated industrial-level ECER potential. Therefore, the objective of this study is to find a precise ECER path in China's iron and steel industry through quantitative analysis methods. First, this article adopts scenario analysis to simulate situations where different ECER measures are adopted and designs calculation methods to quantitatively evaluate the ECER effects in each scenario in 2020 and 2025. Second, through analysis of the application of ECER measures to certain processes, we calculate the ECER potential of different individual processes in the iron and steel industry. In addition, the conservation supply curve method and the quadrant method are used to measure the level of advanced technology application. The results show that: (1) for four types of ECER measures, the limitation of production output measure is most effective, contributing to 6.98% and 12.50% decreases in total industrial energy consumption and pollutant emissions in 2020 and 2025; moreover, the contribution of the adjustment of scale structure measure is comparatively low. (2) The sintering and ironmaking processes have strong ECER potential in 2020, while the steel making process also has high ECER potential in 2025. (3) 21 technologies are divided into 4 quadrants based on energy, popularity, and economic performance. In addition, we provide some suggestions for future ECER policies. In sum, this article provides an in-depth example of determining a precise ECER path in an important industry.

Reese;AbstractImproving the long-term stability of perovskite solar cells is critical to the deployment of this technology. Despite the great emphasis laid on stability-related investigations, publications lack consistency in experimental procedures and parameters reported. It is therefore challenging to reproduce and compare results and thereby develop a deep understanding of degradation mechanisms. Here, we report a consensus between researchers in the field on procedures for testing perovskite solar cell stability, which are based on the International Summit on Organic Photovoltaic Stability (ISOS) protocols. We propose additional procedures to account for properties specific to PSCs such as ion redistribution under electric fields, reversible degradation and to distinguish ambient-induced degradation from other stress factors. These protocols are not intended as a replacement of the existing qualification standards, but rather they aim to unify the stability assessment and to understand failure modes. Finally, we identify key procedural information which we suggest reporting in publications to improve reproducibility and enable large data set analysis.
