    ASHRAE Standard 62-1989 (Standard 62-89) Ventilation for Acceptable Indoor Air Quality'' is the new heating, ventilating, and air-conditioning (HVAC) industry consensus for ventilation air in commercial buildings. Bonneville Power Administration (Bonneville) references ASHRAE Standard 62-81 (the predecessor to Standard 62-89) in their current environmental documents for required ventilation rates. Through its use, it had become evident to Bonneville that Standard 62-81 needed interpretation. Now that the revised Standard (Standard 62-89) is available, its usefulness needs to be evaluated. Based on current information and public comment, the American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE) revised Standard 62-1981 to Standard 62-89. Bonneville's study estimated the energy and cost implications of ASHRAE Standard 62-89 using simulations based on DOE-2.1D, a computer simulation program which estimates building use hourly as a function of building characteristics and climatic location. Ten types of prototypical commercial buildings used by Bonneville for load forecasting purposes were examined: Large and Small Office, Large and Small Retail, Restaurant, Warehouse, Hospital, Hotel, School, and Grocery. These building characterizations are based on survey and energy metering data and represent average or typical construction and operation practices and mechanical system types. Prototypical building ventilation rates were varied in five steps to estimate the impacts of outside air on building energy use. 11 refs., 14 tabs.

    Recognizing the profound implications that global warming and climate variation could have on the economy, environment and quality of life in the Southwest, New Mexico Governor Bill Richardson signed Executive Order 05-33 on June 5th, 2005, establishing the New Mexico Climate Change Advisory Group. The Governor directed the CCAG to prepare a report that includes a projection of the State's future GHG emissions and policy recommendations for reducing New Mexico's total greenhouse gas emissions to 2000 levels by the year 2012, 10 percent below 2000 levels by 2020 and 75 percent by 2050.

    Wildfires are a threat to human life and property, yet they are an unavoidable part of nature and in some instances they are necessary for the natural maintenance and evolution of forests. Investigators have attempted to describe the behavior (speed, direction, modes of spread) of wildfires for over fifty years. Current models for numerical description are mainly algebraic and based on statistical or empirical ideas. The authors describe, in contrast, a transport model called FIRETEC, which is a self-determining fire behavior model. The use of transport formulations connects the propagation rates to the full conservation equations for energy, momentum, species concentrations, mass, and turbulence. In this text, highlights of the model formulation and results are described. The goal of the FIRETEC model is to describe average behavior of the gases and fuels. It represents the essence of the combination of many small-scale processes without resolving each process in complete detail. The FIRETEC model is implemented into a computer code that examines line-fire propagation in a vertical spatial cut parallel to the direction of advancement. With this code the authors are able to examine wind effects, slope effects, and the effects of nonhomogeneous fuel distribution.

    There is a likelihood of large reserves of crude oil and natural gas in the Caspian Sea region, and a consequent large increase in oil and natural gas production from that area. Because diversity of energy sources is a consideration in Congressional deliberations on energy policy, this prospect could play a role in such discussions. However, there are notable obstacles to increases in Caspian Sea region production of oil and gas that may slow development.

    This quarterly technical progress report summarizes work completed during the Seventh Quarter of the First Budget Period, April 1 through June 30, 1992, under the Department of Energy (DOE) Cooperative Agreement No. DE-FC21-90MC25140 entitled ``Hot Gas Cleanup Test Facility for Gasification and Pressurized Combustion.`` The conceptual design of the facility was extended to include a within scope, phased expansion of the existing Hot Gas Cleanup Test Facility Cooperative Agreement to also address systems integration issues of hot particulate removal in advanced coal-based power generation systems. This expansion will include the consideration of the following modules at the test facility in addition to the existing Transport Reactor gas source and Hot Gas Cleanup Units: Carbonizer/Pressurized Circulating Fluidized Bed Gas Source; Hot Gas Cleanup Units to mate to all gas streams. Combustion Gas Turbine; Fuel Cell and associated gas treatment; and Externally Fired Gas Turbine/Water Augmented Gas Turbine. This expansion to the Hot Gas Cleanup Test Facility is herein referred to as the Power Systems Development Facility (PSDF).

    A semiclassical treatment of eigenvalues for a multidimensional non-separable potential function and of the rate constant for a chemical reaction with an activation barrier is presented. Both phenomena are seen to be described by essentially the same semiclassical formalism, which is based on a construction of the total Hamiltonian in terms of the complete set of “good” action variables (or adiabatic invariants) associated with the minimum in the potential energy surface for the eigenvalue case, or the saddle point in the potential energy surface for the case of chemical reaction.

    This report summarizes the occupational exposure data that are maintained in the U.S. Nuclear Regulatory Commission (NRC) Radiation Exposure Information and Reporting System (REIRS). The bulk of the information contained in the report was compiled from the 2008 annual reports submitted by five of the seven categories1 of NRC licensees subject to the reporting requirements of 10 CFR 20.2206. The annual reports submitted by these licensees consist of radiation exposure records for each monitored individual. These records are analyzed for trends and presented in this report in terms of collective dose and the distribution of dose among the monitored individuals. Because there are no geologic repositories for high-level waste currently licensed and no low-level waste disposal facilities in operation, only five categories will be considered in this report.

    Wind turbine system reliability is a critical factor in the success of a wind energy project. Poor reliability directly affects both the project's revenue stream through increased operation and maintenance (OM increased risk, or at least the perception of increased risk, is generally accompanied by increased financing fees or interest rates. This paper outlines the issues relevant to wind turbine reliability for wind turbine power generation projects. The first sections describe the current state of the industry, identify the cost elements associated with wind farm O&M and availability and discuss the causes of uncertainty in estimating wind turbine component reliability. The latter sections discuss the means for reducing O&M costs and propose O&M related research and development efforts that could be pursued by the wind energy research community to reduce cost of energy.

    Wildfires are a threat to human life and property, yet they are an unavoidable part of nature and in some instances they are necessary for the natural maintenance and evolution of forests. Investigators have attempted to describe the behavior (speed, direction, modes of spread) of wildfires for over fifty years. Current models for numerical description are mainly algebraic and based on statistical or empirical ideas. The authors describe, in contrast, a transport model called FIRETEC, which is a self-determining fire behavior model. The use of transport formulations connects the propagation rates to the full conservation equations for energy, momentum, species concentrations, mass, and turbulence. In this text, highlights of the model formulation and results are described. The goal of the FIRETEC model is to describe average behavior of the gases and fuels. It represents the essence of the combination of many small-scale processes without resolving each process in complete detail. The FIRETEC model is implemented into a computer code that examines line-fire propagation in a vertical spatial cut parallel to the direction of advancement. With this code the authors are able to examine wind effects, slope effects, and the effects of nonhomogeneous fuel distribution.

    There is a likelihood of large reserves of crude oil and natural gas in the Caspian Sea region, and a consequent large increase in oil and natural gas production from that area. Because diversity of energy sources is a consideration in Congressional deliberations on energy policy, this prospect could play a role in such discussions. However, there are notable obstacles to increases in Caspian Sea region production of oil and gas that may slow development.

    This quarterly technical progress report summarizes work completed during the Seventh Quarter of the First Budget Period, April 1 through June 30, 1992, under the Department of Energy (DOE) Cooperative Agreement No. DE-FC21-90MC25140 entitled ``Hot Gas Cleanup Test Facility for Gasification and Pressurized Combustion.`` The conceptual design of the facility was extended to include a within scope, phased expansion of the existing Hot Gas Cleanup Test Facility Cooperative Agreement to also address systems integration issues of hot particulate removal in advanced coal-based power generation systems. This expansion will include the consideration of the following modules at the test facility in addition to the existing Transport Reactor gas source and Hot Gas Cleanup Units: Carbonizer/Pressurized Circulating Fluidized Bed Gas Source; Hot Gas Cleanup Units to mate to all gas streams. Combustion Gas Turbine; Fuel Cell and associated gas treatment; and Externally Fired Gas Turbine/Water Augmented Gas Turbine. This expansion to the Hot Gas Cleanup Test Facility is herein referred to as the Power Systems Development Facility (PSDF).

    A semiclassical treatment of eigenvalues for a multidimensional non-separable potential function and of the rate constant for a chemical reaction with an activation barrier is presented. Both phenomena are seen to be described by essentially the same semiclassical formalism, which is based on a construction of the total Hamiltonian in terms of the complete set of “good” action variables (or adiabatic invariants) associated with the minimum in the potential energy surface for the eigenvalue case, or the saddle point in the potential energy surface for the case of chemical reaction.

    This report summarizes the occupational exposure data that are maintained in the U.S. Nuclear Regulatory Commission (NRC) Radiation Exposure Information and Reporting System (REIRS). The bulk of the information contained in the report was compiled from the 2008 annual reports submitted by five of the seven categories1 of NRC licensees subject to the reporting requirements of 10 CFR 20.2206. The annual reports submitted by these licensees consist of radiation exposure records for each monitored individual. These records are analyzed for trends and presented in this report in terms of collective dose and the distribution of dose among the monitored individuals. Because there are no geologic repositories for high-level waste currently licensed and no low-level waste disposal facilities in operation, only five categories will be considered in this report.

    Wind turbine system reliability is a critical factor in the success of a wind energy project. Poor reliability directly affects both the project's revenue stream through increased operation and maintenance (OM increased risk, or at least the perception of increased risk, is generally accompanied by increased financing fees or interest rates. This paper outlines the issues relevant to wind turbine reliability for wind turbine power generation projects. The first sections describe the current state of the industry, identify the cost elements associated with wind farm O&M and availability and discuss the causes of uncertainty in estimating wind turbine component reliability. The latter sections discuss the means for reducing O&M costs and propose O&M related research and development efforts that could be pursued by the wind energy research community to reduce cost of energy.
