A contribuição consiste de um aporte conceitual e metodológico, com base na literatura sobre vulnerabilidade e por meio de uma análise quantitativa que cruza indicadores selecionados de vulnerabilidade e de emissões acumuladas de gases de efeito estufa (GEE). Por meio dessa contribuição, foi possível identificar, preliminarmente, um conjunto de países que se propõe chamar originalmente de carbon minors, de maneira complementar ao conceito de carbon majors, proposto por Heede em 2014. O conceito proposto neste artigo se refere a países e parcelas de populações que poderão sofrer com os riscos climáticos, tanto por sua vulnerabilidade estrutural, quanto pela intensa vulnerabilidade conjuntural oriunda de escolhas de políticas econômicas feitas no passado. Especificamente, busca-se apresentar e analisar um índice de vulnerabilidade conjuntural por meio de uma análise fatorial com 20 variáveis proxies de vulnerabilidade às mudanças climáticas adotados por Brooks, Adger e Kelly em trabalho de 2005. The paper aims at contributing to the conceptual, methodological and policy support debate for global/local climate governance. The contribution consists of a conceptual and methodological contribution, based on the literature on vulnerability and through a quantitative analysis that crosses selected indicators of vulnerability and indicators of accumulated emissions of greenhouse gases (GHG). Through this contribution, it was possible to identify, preliminarily, a set of countries that it is proposed to call originally carbon minors, in a complementary way to the concept of carbon majors, proposed by Heede in 2014. The concept proposed in this article refers to countries and plots of populations that may suffer from climatic risks, both due to their structural vulnerability and the intense conjunctural vulnerability arising from economic policy choices made in the past. Specifically, it seeks to present and analyze a cyclical vulnerability index by a factor analysis of 20 variables proxies of vulnerability to climate change adopted by Brooks, Adger and Kelly in a 2005 study.

Este projeto de pesquisa estuda um sistema energético multi-fontes para um consumidor comercial de média tensão (MT). O consumidor objeto deste estudo dispõe já de um gerador diesel que abastece a energia elétrica durante o horário da ponta. A rede é também uma fonte de energia, mas não é sempre confiável e tem muitas faltas de energia por períodos curtos de tempo assim como as vezes não consegue suprir toda a demanda nas horas da ponta. As outras fontes a serem consideradas são um sistema de armazenamento de baterias químicas de potência já definidas e um sistema de geração fotovoltaica que será dimensionado no projeto. As etapas de trabalho são duas bem diferenciadas. Primeiramente se desenvolveu uma ferramenta em VBA no Excel. O objetivo foi, após a introdução dos dados relativos ao caso de estudo, definir e otimizar os diversos cenários onde o consumidor obtém sua energia das diversas fontes de que ele dispõe tendo em conta as regulações do mercado eléctrico e os custos associados a cada uma das fontes de energia. Este programa, além de calcular a eficiência de cada uma das configurações de topologia e fluxo de cargas, calcula também o preço total de geração e a média diária para poder fazer a escolha na hora de projetar a instalação. A outra etapa deste projeto foi o dimensionamento de uma instalação fotovoltaica que será uma fonte a mais deste conjunto multi-fontes conectado à rede. Para o dimensionamento foi usada a ferramenta comercial PVsyst junto com os dados extraídos dos cálculos com a ferramenta desenvolvida. Outgoing

This project consists of a study on the design of an electrical installation and domestic hot water to meet the needs of a campsite near Tortosa, Spain. The main premise of the project is sustainability, so that all the necessary elements are implemented so that the campsite works independently, using renewable energies. The work proposal includes providing park users to enjoy a holiday in a peaceful and green environment, while reducing the ecological footprint. First, a study is carried out on the energy resources that are used in this type of enterprise, as well as on different facilities already in operation that are taken as a reference to the project. Then, the basis of the study is the dimensioning of energy resources using Excel software. Meteorological data was used which, together with the information provided by the manufacturers of commercial equipment, a whole solution capable of satisfying the energy consumption of the campsite is dimensioned. Finally, an assessment is made of the work carried out to determine the feasibility of the project in case it is decided to proceed with the construction of the campsite. Outgoing

Although climate is perceived as an essential part of tourism, influencingtouristic regional and seasonal distribution patterns, ideal climate conditions for tourism areoften assumed, rather than demonstrated. After reviewing the distinct tools that have beenapplied in order to evaluate climate potential for tourism, as well as tourists’ preferences,Besancenots’ weather-types method was chosen. This model was adapted and applied toLisbon, evaluating the suitability of the summer season for tourism activities. The resultingweather type pattern was then crossed with the seasonal tourist demands (visitation statistics),allowing to conclude that even when the weather is categorized as extremely hot(type 7) or unfavourable for tourism (type 8) it does not reflect in the room occupation ratesof the city of Lisbon, reinforcing recent advances in tourism climatology, that defy expertbased thresholds of thermal preferences and comfort. A reformulation of the weather typemodel with our findings can be a useful tool for future assessments of tourist potential underprojected climate changes. Finisterra, vol. 49 n.º 98 (2014)

Neste artigo, discuta-se o Mecanismo de Doação Dedicado aos Povos Indígenas e Comunidades Locais (DGM), financiado pelo Fundo de Investimento em Clima, pode ser considerado um desses instrumentos econômicos. Em primeiro lugar, avalio quais características do DGM corresponderiam ao conceito de instrumento econômico como o PSA. Em segundo lugar, o estudo analisa sua governança, sob a perspectiva da Nova Economia Institucional (NEI). Para tanto, utilizo a literatura específica sobre PSA e NEI, examinando os tipos (recompensas, mercados e incentivos), formas (monetárias e não monetárias) e opções de pagamento (coletivas ou individuais), bem como as estruturas de governança e modelos de contrato. O artigo conclui que o DGM pode ser considerado um PSA e que sua governança segue um modelo híbrido, baseado em um contrato relacional entre as partes, sendo os pagamentos realizados de maneira coletiva e não monetária. Finalmente, entende-se que o DGM poderia usar melhor a forte coesão intrínseca dos povos indígenas e comunidades locais. Levar esses ativos em consideração pode ajudar a diminuir os custos de implementação, gerenciamento e monitoramento ao mesmo tempo que poderia fortalecer as regras e vínculos tradicionais. Climate change calls for developing economic instruments to curb greenhouse gas emissions, such as Payment for Environmental Services (PES). In this paper, the author reflects on whether the Dedicated Grant Mechanism for Indigenous Peoples and Local Communities (DGM), financed by the Climate Investment Fund, can be considered such an economic instrument. First, the author assesses which of the DGM'sfeatures match the concept of an economic instrument. Second, it analyzes the instrument's governance, from the perspective of the New Institutional Economics (NIE) framework. The literature specific to PES and NIE are compared, looking into the types (rewards, markets, and incentives), means (monetary and nonmonetary), and payment options (collective or individual), as well as governance structures and related contract models. The study concludes that the DGM can be considered a PES, and that its governance follows a hybrid model, based on a relational contract between the parties and payments made according to the non-monetary, collective option. Finally, it concludes that the DGM could make better use of the strong, intrinsic cohesion of indigenous peoples and local communities. Taking these assets into account might help decrease the expenditure, implementation, management and monitoring costs while it could strengthen traditional rules and relationships.

La extensión territorial de la Región Metropolitana de Barcelona (RMB) de los últimos decenios se ha producido a partir de los patrones de la especialización funcional y de baja densidad. Este modelo urbano se asocia al uso del vehículo privado. The impacts of global climate change risks and local practices on the Amazon and Cerrado biomes are of particular concern, as they provide vital ecosystem services to Brazil, the South American region, and the world. The Brazil Country Climate and Development Report (CCDR) examines the implications of climate change and climate action for Brazil's development objectives and priorities. It identifies opportunities for Brazil to achieve both its development goals and its climate commitments. It lays out a combination of sectoral and economy-wide policy reforms, as well as targeted investments in near- and medium-term mitigation and adaptation measures to achieve more rapid and inclusive development with lower greenhouse gas (GHG) emissions. The idea is to maximize synergies between climate and development objectives, while addressing trade-offs among policy objectives and key transition challenges.

No planejamento do setor elétrico de determinados países já é uma realidade a incorporação de critérios referentes à mudança global do clima. Ao se comparar as diretrizes apontadas pela AIE com o planejamento energético brasileiro por meio da análise dos principais documentos de planejamento energético nacional, é possível avaliar a adequabilidade da ambição climática no planejamento do setor elétrico brasileiro frente a urgência do contexto da mudança global do clima. Os resultados deste trabalhoindicam que o planejamento do setor elétrico no Brasil não considera adequadamente amudança global do clima e os seus impactos como um fator central no planejamento. The International Energy Agency (IEA) points out a possible but challenging path for the global energy sector to achieve CO2 net zero emissions in 2050. In planning the electricity sector of certain countries, the incorporation of criteria related to global climate change is already a reality. By comparing the guidelines showedby the IEA with the Brazilian energy planning through the analysis of the leading national energy planning documents, it is possible to assess the adequacy of climate ambition in the planning of the national electricity sector, given the urgency of the context of climate change. This paper's results showthat Brazil's electricity sector planning does not adequately consider climate change and its impacts as a central factor in the sector planning. Furthermore, unlike other countries, which need to reduce their emissions from the energy sector, Brazil needs to consider water vulnerability exacerbated by climate change in a system highly dependent on hydroelectricity.

A contribuição consiste de um aporte conceitual e metodológico, com base na literatura sobre vulnerabilidade e por meio de uma análise quantitativa que cruza indicadores selecionados de vulnerabilidade e de emissões acumuladas de gases de efeito estufa (GEE). Por meio dessa contribuição, foi possível identificar, preliminarmente, um conjunto de países que se propõe chamar originalmente de carbon minors, de maneira complementar ao conceito de carbon majors, proposto por Heede em 2014. O conceito proposto neste artigo se refere a países e parcelas de populações que poderão sofrer com os riscos climáticos, tanto por sua vulnerabilidade estrutural, quanto pela intensa vulnerabilidade conjuntural oriunda de escolhas de políticas econômicas feitas no passado. Especificamente, busca-se apresentar e analisar um índice de vulnerabilidade conjuntural por meio de uma análise fatorial com 20 variáveis proxies de vulnerabilidade às mudanças climáticas adotados por Brooks, Adger e Kelly em trabalho de 2005. The paper aims at contributing to the conceptual, methodological and policy support debate for global/local climate governance. The contribution consists of a conceptual and methodological contribution, based on the literature on vulnerability and through a quantitative analysis that crosses selected indicators of vulnerability and indicators of accumulated emissions of greenhouse gases (GHG). Through this contribution, it was possible to identify, preliminarily, a set of countries that it is proposed to call originally carbon minors, in a complementary way to the concept of carbon majors, proposed by Heede in 2014. The concept proposed in this article refers to countries and plots of populations that may suffer from climatic risks, both due to their structural vulnerability and the intense conjunctural vulnerability arising from economic policy choices made in the past. Specifically, it seeks to present and analyze a cyclical vulnerability index by a factor analysis of 20 variables proxies of vulnerability to climate change adopted by Brooks, Adger and Kelly in a 2005 study.

Este projeto de pesquisa estuda um sistema energético multi-fontes para um consumidor comercial de média tensão (MT). O consumidor objeto deste estudo dispõe já de um gerador diesel que abastece a energia elétrica durante o horário da ponta. A rede é também uma fonte de energia, mas não é sempre confiável e tem muitas faltas de energia por períodos curtos de tempo assim como as vezes não consegue suprir toda a demanda nas horas da ponta. As outras fontes a serem consideradas são um sistema de armazenamento de baterias químicas de potência já definidas e um sistema de geração fotovoltaica que será dimensionado no projeto. As etapas de trabalho são duas bem diferenciadas. Primeiramente se desenvolveu uma ferramenta em VBA no Excel. O objetivo foi, após a introdução dos dados relativos ao caso de estudo, definir e otimizar os diversos cenários onde o consumidor obtém sua energia das diversas fontes de que ele dispõe tendo em conta as regulações do mercado eléctrico e os custos associados a cada uma das fontes de energia. Este programa, além de calcular a eficiência de cada uma das configurações de topologia e fluxo de cargas, calcula também o preço total de geração e a média diária para poder fazer a escolha na hora de projetar a instalação. A outra etapa deste projeto foi o dimensionamento de uma instalação fotovoltaica que será uma fonte a mais deste conjunto multi-fontes conectado à rede. Para o dimensionamento foi usada a ferramenta comercial PVsyst junto com os dados extraídos dos cálculos com a ferramenta desenvolvida. Outgoing

This project consists of a study on the design of an electrical installation and domestic hot water to meet the needs of a campsite near Tortosa, Spain. The main premise of the project is sustainability, so that all the necessary elements are implemented so that the campsite works independently, using renewable energies. The work proposal includes providing park users to enjoy a holiday in a peaceful and green environment, while reducing the ecological footprint. First, a study is carried out on the energy resources that are used in this type of enterprise, as well as on different facilities already in operation that are taken as a reference to the project. Then, the basis of the study is the dimensioning of energy resources using Excel software. Meteorological data was used which, together with the information provided by the manufacturers of commercial equipment, a whole solution capable of satisfying the energy consumption of the campsite is dimensioned. Although climate is perceived as an essential part of tourism, influencingtouristic regional and seasonal distribution patterns, ideal climate conditions for tourism areoften assumed, rather than demonstrated. After reviewing the distinct tools that have beenapplied in order to evaluate climate potential for tourism, as well as tourists’ preferences,Besancenots’ weather-types method was chosen. This model was adapted and applied toLisbon, evaluating the suitability of the summer season for tourism activities. The resultingweather type pattern was then crossed with the seasonal tourist demands (visitation statistics),allowing to conclude that even when the weather is categorized as extremely hot(type 7) or unfavourable for tourism (type 8) it does not reflect in the room occupation ratesof the city of Lisbon, reinforcing recent advances in tourism climatology, that defy expertbased thresholds of thermal preferences and comfort. Neste artigo, discuta-se o Mecanismo de Doação Dedicado aos Povos Indígenas e Comunidades Locais (DGM), financiado pelo Fundo de Investimento em Clima, pode ser considerado um desses instrumentos econômicos. Para tanto, utilizo a literatura específica sobre PSA e NEI, examinando os tipos (recompensas, mercados e incentivos), formas (monetárias e não monetárias) e opções de pagamento (coletivas ou individuais), bem como as estruturas de governança e modelos de contrato. O artigo conclui que o DGM pode ser considerado um PSA e que sua governança segue um modelo híbrido, baseado em um contrato relacional entre as partes, sendo os pagamentos realizados de maneira coletiva e não monetária. Finalmente, entende-se que o DGM poderia usar melhor a forte coesão intrínseca dos povos indígenas e comunidades locais. Levar esses ativos em consideração pode ajudar a diminuir os custos de implementação, gerenciamento e monitoramento ao mesmo tempo que poderia fortalecer as regras e vínculos tradicionais. Climate change calls for developing economic instruments to curb greenhouse gas emissions, such as Payment for Environmental Services (PES). In this paper, the author reflects on whether the Dedicated Grant Mechanism for Indigenous Peoples and Local Communities (DGM), financed by the Climate Investment Fund, can be considered such an economic instrument. First, the author assesses which of the DGM'sfeatures match the concept of an economic instrument. Second, it analyzes the instrument's governance, from the perspective of the New Institutional Economics (NIE) framework. The literature specific to PES and NIE are compared, looking into the types (rewards, markets, and incentives), means (monetary and nonmonetary), and payment options (collective or individual), as well as governance structures and related contract models. The study concludes that the DGM can be considered a PES, and that its governance follows a hybrid model, based on a relational contract between the parties and payments made according to the non-monetary, collective option. Finally, it concludes that the DGM could make better use of the strong, intrinsic cohesion of indigenous peoples and local communities. Taking these assets into account might help decrease the expenditure, implementation, management and monitoring costs while it could strengthen traditional rules and relationships.

The impacts of global climate change risks and local practices on the Amazon and Cerrado biomes are of particular concern, as they provide vital ecosystem services to Brazil, the South American region, and the world. The Brazil Country Climate and Development Report (CCDR) examines the implications of climate change and climate action for Brazil's development objectives and priorities. It identifies opportunities for Brazil to achieve both its development goals and its climate commitments. It lays out a combination of sectoral and economy-wide policy reforms, as well as targeted investments in near- and medium-term mitigation and adaptation measures to achieve more rapid and inclusive development with lower greenhouse gas (GHG) emissions. The idea is to maximize synergies between climate and development objectives, while addressing trade-offs among policy objectives and key transition challenges.

No planejamento do setor elétrico de determinados países já é uma realidade a incorporação de critérios referentes à mudança global do clima. Ao se comparar as diretrizes apontadas pela AIE com o planejamento energético brasileiro por meio da análise dos principais documentos de planejamento energético nacional, é possível avaliar a adequabilidade da ambição climática no planejamento do setor elétrico brasileiro frente a urgência do contexto da mudança global do clima. Os resultados deste trabalhoindicam que o planejamento do setor elétrico no Brasil não considera adequadamente amudança global do clima e os seus impactos como um fator central no planejamento. Além disso, diferentemente de outros países, que precisam reduzir as suas emissões no setor de energia, o Brasil precisa considerar a vulnerabilidadehídrica exacerbada pelas mudanças climáticas num sistema altamente dependente de hidroeletricidade. La Agencia Internacional de la Energía (AIE) señala un camino posible, pero desafiante, para que el sector energético global logre emisiones netas de CO2 neutrales para el año 2050. En la planificación del sector eléctrico en ciertos países, la incorporación de criterios relacionados con el cambio global es ya una realidad del clima. Al comparar las directrices indicadas por la AIE con la planificación energética brasileña a través del análisis de los principales documentos nacionales de planificación energética, es posible evaluar la adecuación de la ambición climática en la planificación del sector eléctrico brasileño frente a la urgencia del contexto. del cambio climático global. The International Energy Agency (IEA) points out a possible but challenging path for the global energy sector to achieve CO2 net zero emissions in 2050. In planning the electricity sector of certain countries, the incorporation of criteria related to global climate change is already a reality. By comparing the guidelines showedby the IEA with the Brazilian energy planning through the analysis of the leading national energy planning documents, it is possible to assess the adequacy of climate ambition in the planning of the national electricity sector, given the urgency of the context of climate change. This paper's results showthat Brazil's electricity sector planning does not adequately consider climate change and its impacts as a central factor in the sector planning. Furthermore, unlike other countries, which need to reduce their emissions from the energy sector, Brazil needs to consider water vulnerability exacerbated by climate change in a system highly dependent on hydroelectricity.
