The Urban Heat Island (UHI) is the phenomenon of altered increased temperatures in urban areas compared to their rural surroundings. UHIs grow and intensify under extreme hot periods, such as during heat waves, which can affect human health and also increase the demand for energy for cooling. This study applies remote sensing and land use/land cover (LULC) data to assess the cooling effect of varying urban vegetation cover, especially during extreme warm periods, in the city of Munich, Germany. To compute the relationship between Land Surface Temperature (LST) and Land Use Land Cover (LULC), MODIS eight-day interval LST data for the months of June, July and August from 2002 to 2012 and the Corine Land Cover (CLC) database were used. Due to similarities in the behavior of surface temperature of different CLCs, some classes were reclassified and combined to form two major, rather simplified, homogenized classes: one of built-up area and one of urban vegetation. The homogenized map was merged with the MODIS eight-day interval LST data to compute the relationship between them. The results revealed that (i) the cooling effect accrued from urban vegetation tended to be non-linear; and (ii) a remarkable and stronger cooling effect in terms of LST was identified in regions where the proportion of vegetation cover was between seventy and almost eighty percent per square kilometer. The results also demonstrated that LST within urban vegetation was affected by the temperature of the surrounding built-up and that during the well-known European 2003 heat wave, suburb areas were cooler from the core of the urbanized region. This study concluded that the optimum green space for obtaining the lowest temperature is a non-linear trend. This could support urban planning strategies to facilitate appropriate applications to mitigate heat-stress in urban area.

Main features of “weak” and “strong” sustainability approaches are characterised. Damage cost studies of global warming representing weak sustainability indicators are discussed. Further, the examples of the “inverse scenario” approach of the German Advisory Council on Global Change (WBGU) and the environmental space concept of the Dutch Advisory Council for Research on Nature and Environment (RMNO) are described and discussed for illustrating advantages and weaknesses of strong sustainability indicators. Finally, the integration of damage cost modules into a broader methodological framework of strong sustainability is recommended.

Fifteen leading experts from different EU member states provide insights on the future potential of advanced biofuel technologies both in terms of costs and diffusion. This information results in a number of policy recommendations with respect to public RD&D strategies and is an important contribution to the integrated assessment modelling community.

For long-term energy projections, general equilibrium models are more adequate than standard econometrics in evaluating alternative economic policies in a theoretically consistent framework. The well-known structure and economic mechanism of those models makes it easier to analyze structural changes of prices and quantities demanded or supplied for a given data set of an economy, national income accounts figures, and trade balance effects. The dynamic formulation of these models via investment decisions and capital formation also enables an intertemporal interpretation of structural adjustment and growth processes.

Numerical simulations with a multi-country equilibrium model of the global carbon market show that linking the European ETS induces only minor economic benefits. As trading is restricted to energy-intensive companies that are assigned high initial emissions, the major compliance burden is carried by the non-trading industries excluded from the linked ETS. In the presence of parallel government trading under a post-Kyoto Protocol, the burden of the excluded sectors can be substantially alleviated by international permit trade at the country level. However, the parallel carbon markets of linked ETS companies and post-Kyoto governments are still separated here. From an efficiency perspective, the most desirable future climate policy regime is thus represented by a joint trading system facilitating international emissions trading between ETS companies and post-Kyoto governments. While the Clean Development Mechanism is not able to attenuate the inefficiencies within linked ETS, in a parallel or joint trading regime the economy-wide access to project-based abatement options in developing countries induces large additional cost-savings.

Fire danger indices are descriptors of fire potential in a large area, and combine a few variables that affect the initiation, spread and control of forest fires. The Canadian Fire Weather Index (FWI) is one of the most widely used fire danger indices in the world, and it is built upon instantaneous values of temperature, relative humidity and wind velocity at noon, together with 24 hourly accumulated precipitation. However, the scarcity of appropriate data has motivated the use of daily mean values as surrogates of the instantaneous ones in several studies that aimed to assess the impact of global warming on fire. In this paper we test the sensitivity of FWI values to both instantaneous and daily mean values, analyzing their effect on mean seasonal fire danger (seasonal severity rating, SSR) and extreme fire danger conditions (90th percentile, FWI90, and FWI>30, FOT30), with a special focus on its influence in climate change impact studies. To this aim, we analyzed reanalysis and regional climate model (RCM) simulations, and compared the resulting instantaneous and daily mean versions both in the present climate and in a future scenario. In particular, we were interested in determining the effect of these datasets on the projected changes obtained for the mean and extreme seasonal fire danger conditions in future climate scenarios, as given by a RCM. Overall, our results warn against the use of daily mean data for the computation of present and future fire danger conditions. Daily mean data lead to systematic negative biases of fire danger calculations. Although the mean seasonal fire danger indices might be corrected to compensate for this bias, fire danger extremes (FWI90 and specially FOT30) cannot be reliably transformed to accommodate the spatial pattern and magnitude of their respective instantaneous versions, leading to inconsistent results when projected into the future. As a result, we advocate caution when using daily mean data and strongly recommend the application of the standard definition for its calculation as closely as possible. Threshold-dependent indices derived from FWI are not reliably represented by the daily mean version and thus can neither be applied for the estimation of future fire danger season length and severity, nor for the estimation of future extreme events. We propose an ethical analysis as a method to reflect on how companies’ decisions promote sustainable development. The method proceeds by first identifying the choice according to financial business interests, and by then scrutinizing this choice according to consequentialist and deontological ethics. The paper applies the method to the choice of an Environmental Impact Assessment (EIA) that a consortium of Brazilian companies (EGASUR) delivered as part of their project proposal for the realization of the Inambari hydropower dam in the Peruvian Amazon. We show that if an EIA is chosen based on the attempt to maximize the financial bottom line, it raises ethical issues both from a consequentialist perspective by involving negative consequences for various stakeholder groups, and from a deontological perspective by not complying with relevant rules, guidelines, and principles. The two ethical perspectives hence reveal where the consortium faces impediments to a genuine commitment to sustainability. Building on stakeholder interviews, observations of the project developments, and the executive summary of the actual EIA, we provide indications that EGASUR has indeed made a choice that resembles a decision based on financial interests.

Abstract The climate change impacts on sea level rise and coastal disasters, and the possible adaptation responses have been studied using very different approaches, such as very detailed site-specific engineering studies and global macroeconomic assessments of costal zone vulnerability. This paper reviews the methodologies and the modeling practices used by the sea level rise literature. It points at the strengths and weaknesses of each approach, motivating differences in results and in policy implications. Based on the studies surveyed, this paper also identifies potential directions for future research.

The purpose of this paper is to analyze how and to what extent existing bus networks can be electrified with fast charging battery buses. The so called opportunity chargers use mainly the regular dwell time at the stops to charge their batteries. This results in a strong linkage between the vehicle scheduling and the infrastructure planning. The analysis is based on real-world data of the bus network in Muenster, a mid-sized city in Germany. The outcomes underline the necessity to focus on entire vehicle schedules instead on individual trips. The tradeoff between required battery capacity and charging power is explained in detail. Furthermore, the impact on the electricity grid is discussed based on the load profiles of a selected charging station and a combined load profile of the entire network.

The Urban Heat Island (UHI) is the phenomenon of altered increased temperatures in urban areas compared to their rural surroundings. UHIs grow and intensify under extreme hot periods, such as during heat waves, which can affect human health and also increase the demand for energy for cooling. This study applies remote sensing and land use/land cover (LULC) data to assess the cooling effect of varying urban vegetation cover, especially during extreme warm periods, in the city of Munich, Germany. To compute the relationship between Land Surface Temperature (LST) and Land Use Land Cover (LULC), MODIS eight-day interval LST data for the months of June, July and August from 2002 to 2012 and the Corine Land Cover (CLC) database were used. Due to similarities in the behavior of surface temperature of different CLCs, some classes were reclassified and combined to form two major, rather simplified, homogenized classes: one of built-up area and one of urban vegetation. The homogenized map was merged with the MODIS eight-day interval LST data to compute the relationship between them. The results revealed that (i) the cooling effect accrued from urban vegetation tended to be non-linear; and (ii) a remarkable and stronger cooling effect in terms of LST was identified in regions where the proportion of vegetation cover was between seventy and almost eighty percent per square kilometer. The results also demonstrated that LST within urban vegetation was affected by the temperature of the surrounding built-up and that during the well-known European 2003 heat wave, suburb areas were cooler from the core of the urbanized region. This study concluded that the optimum green space for obtaining the lowest temperature is a non-linear trend. This could support urban planning strategies to facilitate appropriate applications to mitigate heat-stress in urban area.

Further, the examples of the “inverse scenario” approach of the German Advisory Council on Global Change (WBGU) and the environmental space concept of the Dutch Advisory Council for Research on Nature and Environment (RMNO) are described and discussed for illustrating advantages and weaknesses of strong sustainability indicators. Finally, the integration of damage cost modules into a broader methodological framework of strong sustainability is recommended.

Fifteen leading experts from different EU member states provide insights on the future potential of advanced biofuel technologies both in terms of costs and diffusion. This information results in a number of policy recommendations with respect to public RD&D strategies and is an important contribution to the integrated assessment modelling community.

For long-term energy projections, general equilibrium models are more adequate than standard econometrics in evaluating alternative economic policies in a theoretically consistent framework. The well-known structure and economic mechanism of those models makes it easier to analyze structural changes of prices and quantities demanded or supplied for a given data set of an economy, national income accounts figures, and trade balance effects. The dynamic formulation of these models via investment decisions and capital formation also enables an intertemporal interpretation of structural adjustment and growth processes.

Numerical simulations with a multi-country equilibrium model of the global carbon market show that linking the European ETS induces only minor economic benefits. As trading is restricted to energy-intensive companies that are assigned high initial emissions, the major compliance burden is carried by the non-trading industries excluded from the linked ETS. In the presence of parallel government trading under a post-Kyoto Protocol, the burden of the excluded sectors can be substantially alleviated by international permit trade at the country level. However, the parallel carbon markets of linked ETS companies and post-Kyoto governments are still separated here. From an efficiency perspective, the most desirable future climate policy regime is thus represented by a joint trading system facilitating international emissions trading between ETS companies and post-Kyoto governments. While the Clean Development Mechanism is not able to attenuate the inefficiencies within linked ETS, in a parallel or joint trading regime the economy-wide access to project-based abatement options in developing countries induces large additional cost-savings.

Fire danger indices are descriptors of fire potential in a large area, and combine a few variables that affect the initiation, spread and control of forest fires. The Canadian Fire Weather Index (FWI) is one of the most widely used fire danger indices in the world, and it is built upon instantaneous values of temperature, relative humidity and wind velocity at noon, together with 24 hourly accumulated precipitation. However, the scarcity of appropriate data has motivated the use of daily mean values as surrogates of the instantaneous ones in several studies that aimed to assess the impact of global warming on fire. In this paper we test the sensitivity of FWI values to both instantaneous and daily mean values, analyzing their effect on mean seasonal fire danger (seasonal severity rating, SSR) and extreme fire danger conditions (90th percentile, FWI90, and FWI>30, FOT30), with a special focus on its influence in climate change impact studies. To this aim, we analyzed reanalysis and regional climate model (RCM) simulations, and compared the resulting instantaneous and daily mean versions both in the present climate and in a future scenario. In particular, we were interested in determining the effect of these datasets on the projected changes obtained for the mean and extreme seasonal fire danger conditions in future climate scenarios, as given by a RCM. Overall, our results warn against the use of daily mean data for the computation of present and future fire danger conditions. Daily mean data lead to systematic negative biases of fire danger calculations. Although the mean seasonal fire danger indices might be corrected to compensate for this bias, fire danger extremes (FWI90 and specially FOT30) cannot be reliably transformed to accommodate the spatial pattern and magnitude of their respective instantaneous versions, leading to inconsistent results when projected into the future. As a result, we advocate caution when using daily mean data and strongly recommend the application of the standard definition for its calculation as closely as possible. Threshold-dependent indices derived from FWI are not reliably represented by the daily mean version and thus can neither be applied for the estimation of future fire danger season length and severity, nor for the estimation of future extreme events. We propose an ethical analysis as a method to reflect on how companies’ decisions promote sustainable development. The method proceeds by first identifying the choice according to financial business interests, and by then scrutinizing this choice according to consequentialist and deontological ethics. The paper applies the method to the choice of an Environmental Impact Assessment (EIA) that a consortium of Brazilian companies (EGASUR) delivered as part of their project proposal for the realization of the Inambari hydropower dam in the Peruvian Amazon. We show that if an EIA is chosen based on the attempt to maximize the financial bottom line, it raises ethical issues both from a consequentialist perspective by involving negative consequences for various stakeholder groups, and from a deontological perspective by not complying with relevant rules, guidelines, and principles. The two ethical perspectives hence reveal where the consortium faces impediments to a genuine commitment to sustainability. Building on stakeholder interviews, observations of the project developments, and the executive summary of the actual EIA, we provide indications that EGASUR has indeed made a choice that resembles a decision based on financial interests.

Abstract The climate change impacts on sea level rise and coastal disasters, and the possible adaptation responses have been studied using very different approaches, such as very detailed site-specific engineering studies and global macroeconomic assessments of costal zone vulnerability. This paper reviews the methodologies and the modeling practices used by the sea level rise literature. It points at the strengths and weaknesses of each approach, motivating differences in results and in policy implications. Based on the studies surveyed, this paper also identifies potential directions for future research.

The purpose of this paper is to analyze how and to what extent existing bus networks can be electrified with fast charging battery buses. The so called opportunity chargers use mainly the regular dwell time at the stops to charge their batteries. This results in a strong linkage between the vehicle scheduling and the infrastructure planning. The analysis is based on real-world data of the bus network in Muenster, a mid-sized city in Germany. The outcomes underline the necessity to focus on entire vehicle schedules instead on individual trips. The tradeoff between required battery capacity and charging power is explained in detail. Furthermore, the impact on the electricity grid is discussed based on the load profiles of a selected charging station and a combined load profile of the entire network.
