    SUMMARYThis article discusses how decentralisation policies are enacted in the planning and implementation of natural resource management interventions in rural Ethiopia. A key element of decentralisation policy is the emphasis on greater participation by local communities. Drawing on qualitative research conducted with government staff and farmers, this paper illustrates how different actors perceive and implement national policy and how these actions affect the longer‐term sustainability of land management interventions.     The basins of the Indus and Ganges rivers cover 2.20 million km2 and are inhabited by more than a billion people. The region is under extreme pressures of population and poverty, unregulated utilization of the resources and low levels of productivity. The needs are: (1) development policies that are regionally differentiated to ensure resource sustainability and high productivity; (2) immediate development and implementation of policies for sound groundwater management and energy use; (3) improvement of the fragile food security and to broaden its base; and (4) policy changes to address land fragmentation and improved infrastructure. Meeting these needs will help to improve productivity, reduce rural poverty and improve overall human development.

    AbstractCellulose and lignin nanoparticles are high‐value‐added products obtained from lignocellulosic biomasses through several steps of cellulose purification and lignin extraction. These steps drastically reduce the potential feedstock revenue when carried out as stand‐alone methodologies. To increase biomass yields, we describe here a strategy to design a biorefinery focused on producing cellulose and lignin nanoparticles as main products, but also aim to recover and benefit from other biomass components using only water‐based processes. Sequential pressurized liquid extractions and diluted acid and alkaline treatments were carried out to fractionate elephant grass biomass, yielding (for every 100 g of biomass): 30 g of cellulose pulp (converted to 9 g of cellulose nanocrystals and 9 g of cellulose nanofibers); 10 g of lignin (used to produce 8.5 g of stable colloidal lignin nanoparticles by probe‐sonication in water); 7.5 g of extractives (e.g. sterols and phenolics) and 23 g of xylose (converted to 4.1 g of furfural). Alternatively, to allow for the flexible use of the cellulose fraction in the proposed biorefinery, 22 g of glucose could be produced by enzymatic hydrolysis. The results demonstrate that water‐based processes are suitable for a holistic use of biomass, providing a comprehensive set of high‐value‐added co‐products that are renewable and cost‐effective chemical, cosmetic, food, polymer and pharmaceutical solutions.

    AbstractThe European Union aspires to reducing the import dependency of raw materials that are critical to its industries. In this respect, mineral resource information and data sharing by European Geological Surveys is crucial. In 2010, the European Commission identified 14 critical non-energy non-agricultural raw materials. This list was updated in 2014. This article presents the Critical Raw Material (CRM) Map of Europe produced by EuroGeoSurvey's Mineral Resources Expert Group. This map shows European mineral deposits from the EU FP7 ProMine project database, as containing critical commodities, according to the list of CRM published by the European Commission.

    The phosphate (P) fertilizer industry generates a highly hazardous and acidic wastewater. The present study reports the evaluation of an integrated precipitation and Enhanced Biological Phosphorus Removal (EBPR) process for the treatment of fertilizer plant wastewater and effluent detoxification, assessed by microtoxicity and seed germination tests. Effluent samples were collected from a local P fertilizer industry and were characterized by their high fluoride and P content. First, the samples were pre‐treated by precipitation of P and fluoride ions using hydrated lime. The resulting low‐fluoride and phosphorus effluent was then treated with the EBPR process to monitor the simultaneous removal of carbon, nitrogen, and phosphorus. Phosphorus removal included a two‐stage anaerobic/aerobic system operating under continuous flow. Pre‐treated wastewater was added to the activated sludge and operated for 160 days in the reactor. The operating strategy included increasing the organic loading rate from 0.3 to 1.2 g chemical oxygen demand (COD)/L day. The stable and high removal rates of COD, NH4+‐N, and PO43−‐P were then recorded. The mean concentrations of the influent were approximately 3600 mg COD/L, 60 mg N/L and 14 mg P/L, which corresponded to removal efficiencies of approximately 98%, 86%, and 92%, respectively. The microtoxicity of the treated wastewater was then monitored by LUMIStox and its phytotoxicity was investigated on cress, tomato, wheat, maize, ryegrass, and alfalfa seed germination. LUMIStox tests showed that treatment allowed a significant toxicity removal. Moreover, the untreated wastewater inhibited the species germination even when diluted 10 times, whereas a positive effect of treated wastewater was noticed. © 2013 American Institute of Chemical Engineers Environ Prog, 33: 463–471, 2014

    Understanding the relationship between climate and crop productivity is a key component of projections of future food production, and hence assessments of food security. Climate models and crop yield datasets have errors, but the effects of these errors on regional scale crop models is not well categorized and understood. In this study we compare the effect of synthetic errors in temperature and precipitation observations on the hindcast skill of a process-based crop model and a statistical crop model. We find that errors in temperature data have a significantly stronger influence on both models than errors in precipitation. We also identify key differences in the responses of these models to different types of input data error. Statistical and process-based model responses differ depending on whether synthetic errors are overestimates or underestimates. We also investigate the impact of crop yield calibration data on model skill for both models, using datasets of yield at three different spatial scales. Whilst important for both models, the statistical model is more strongly influenced by crop yield scale than the process-based crop model. However, our results question the value of high resolution yield data for improving the skill of crop models; we find a focus on accuracy to be more likely to be valuable. For both crop models, and for all three spatial scales of yield calibration data, we found that model skill is greatest where growing area is above 10-15 %. Thus information on area harvested would appear to be a priority for data collection efforts. These results are important for three reasons. First, understanding how different crop models rely on different characteristics of temperature, precipitation and crop yield data allows us to match the model type to the available data. Second, we can prioritize where improvements in climate and crop yield data should be directed. Third, as better climate and crop yield data becomes available, we can predict how crop model skill should improve.

    In resource-constrained settings, the recovery of nutrients and the production of energy from liquid and solid waste are important. We determined the range and magnitude of potential community health impacts of six solid and liquid waste recovery and reuse business models in Hanoi, Vietnam.We employed a health impact assessment (HIA) approach using secondary data obtained from various sources supplemented with primary data collection. For determining the direction (positive or negative) and magnitude of potential health impacts in the population, a semiquantitative impact assessment was pursued.From a public health perspective, wastewater reuse for inland fish farming, coupled with on-site water treatment has considerable potential for individual and community-level health benefits. One of the business models investigated (i.e. dry fuel manufacturing with agro-waste) resulted in net negative health impacts.In Hanoi, the reuse of liquid and solid waste-as a mean to recover water and nutrients and to produce energy-has considerable potential for health benefits if appropriately managed and tailored to local contexts. Our HIA methodology provides an evidence-based decision-support tool for identification and promotion of business models for implementation in Hanoi.

    Abstract This study estimated the economic value of agricultural climate services for strengthening the resilience of smallholder farmers to climate variability and risks in Ethiopia. Using a choice experiment approach, the study introduced a hypothetical package of improved climate services to 600 randomly selected smallholder farmers in three districts across three different agro-ecological zones in the Oromia Regional State. A generalized multinomial logit (G-MNL) model was used to estimate preferred attributes of climate services and willingness-to-pay (WTP) values. The results show that the preferred bundle of improved climate services among smallholder farmers was one that could be communicated in short text message system, provided along with credit facility, and market information and one that favors participatory decision making by smallholders. The results further reveal that the WTP value exhibited high implicit price for participatory decision-making. The study sheds light on important characteristics of agricultural climate services that may improve their acceptability and usability among smallholders. It also highlights the importance of packaging additional services including digital and ICT-based solutions, financial and market information along with climate services to promote demand-driven last mile delivery systems. Engaging smallholder farmers in a participatory manner in the decision-making process can help them make informed decision.

    Climate disasters affect human security and development, moreso in fragile and conflict-affected contexts where population’ capacities to cope with climate change are compromised. Responses to such crises lie at the nexus of humanitarian assistance, development, and peacebuilding. Yet, there are still too few integrated programmatic responses coordinating peacebuilding and climate actions to ensure a progressive human development. This research develops a multi-scalar model to help actors identify thematic areas to inform synergistic efforts and programs at different scales to better coordinate their actions. Findings suggest that climate action and peacebuilding sectors can coordinate actions around climate and conflict risk assessments, the management of land and water resources, ecosystem restoration, nature-based climate adaptation, climate and conflict smart agriculture, natural resources governance, and sustainable market development. These collaborative efforts have the potential to generate co-benefits, such as increased social cohesion and livelihood creation.

    SUMMARYThis article discusses how decentralisation policies are enacted in the planning and implementation of natural resource management interventions in rural Ethiopia. A key element of decentralisation policy is the emphasis on greater participation by local communities. Drawing on qualitative research conducted with government staff and farmers, this paper illustrates how different actors perceive and implement national policy and how these actions affect the longer‐term sustainability of land management interventions.     The basins of the Indus and Ganges rivers cover 2.20 million km2 and are inhabited by more than a billion people. The region is under extreme pressures of population and poverty, unregulated utilization of the resources and low levels of productivity. The needs are: (1) development policies that are regionally differentiated to ensure resource sustainability and high productivity; (2) immediate development and implementation of policies for sound groundwater management and energy use; (3) improvement of the fragile food security and to broaden its base; and (4) policy changes to address land fragmentation and improved infrastructure. Meeting these needs will help to improve productivity, reduce rural poverty and improve overall human development.

    AbstractCellulose and lignin nanoparticles are high‐value‐added products obtained from lignocellulosic biomasses through several steps of cellulose purification and lignin extraction. These steps drastically reduce the potential feedstock revenue when carried out as stand‐alone methodologies. To increase biomass yields, we describe here a strategy to design a biorefinery focused on producing cellulose and lignin nanoparticles as main products, but also aim to recover and benefit from other biomass components using only water‐based processes. Sequential pressurized liquid extractions and diluted acid and alkaline treatments were carried out to fractionate elephant grass biomass, yielding (for every 100 g of biomass): 30 g of cellulose pulp (converted to 9 g of cellulose nanocrystals and 9 g of cellulose nanofibers); 10 g of lignin (used to produce 8.5 g of stable colloidal lignin nanoparticles by probe‐sonication in water); 7.5 g of extractives (e.g. sterols and phenolics) and 23 g of xylose (converted to 4.1 g of furfural). Alternatively, to allow for the flexible use of the cellulose fraction in the proposed biorefinery, 22 g of glucose could be produced by enzymatic hydrolysis. The results demonstrate that water‐based processes are suitable for a holistic use of biomass, providing a comprehensive set of high‐value‐added co‐products that are renewable and cost‐effective chemical, cosmetic, food, polymer and pharmaceutical solutions.

    AbstractThe European Union aspires to reducing the import dependency of raw materials that are critical to its industries. In this respect, mineral resource information and data sharing by European Geological Surveys is crucial. In 2010, the European Commission identified 14 critical non-energy non-agricultural raw materials. This list was updated in 2014. This article presents the Critical Raw Material (CRM) Map of Europe produced by EuroGeoSurvey's Mineral Resources Expert Group. This map shows European mineral deposits from the EU FP7 ProMine project database, as containing critical commodities, according to the list of CRM published by the European Commission.

    The phosphate (P) fertilizer industry generates a highly hazardous and acidic wastewater. The present study reports the evaluation of an integrated precipitation and Enhanced Biological Phosphorus Removal (EBPR) process for the treatment of fertilizer plant wastewater and effluent detoxification, assessed by microtoxicity and seed germination tests. Effluent samples were collected from a local P fertilizer industry and were characterized by their high fluoride and P content. First, the samples were pre‐treated by precipitation of P and fluoride ions using hydrated lime. The resulting low‐fluoride and phosphorus effluent was then treated with the EBPR process to monitor the simultaneous removal of carbon, nitrogen, and phosphorus. Phosphorus removal included a two‐stage anaerobic/aerobic system operating under continuous flow. Pre‐treated wastewater was added to the activated sludge and operated for 160 days in the reactor. The operating strategy included increasing the organic loading rate from 0.3 to 1.2 g chemical oxygen demand (COD)/L day. The stable and high removal rates of COD, NH4+‐N, and PO43−‐P were then recorded. The mean concentrations of the influent were approximately 3600 mg COD/L, 60 mg N/L and 14 mg P/L, which corresponded to removal efficiencies of approximately 98%, 86%, and 92%, respectively. The microtoxicity of the treated wastewater was then monitored by LUMIStox and its phytotoxicity was investigated on cress, tomato, wheat, maize, ryegrass, and alfalfa seed germination. LUMIStox tests showed that treatment allowed a significant toxicity removal. Moreover, the untreated wastewater inhibited the species germination even when diluted 10 times, whereas a positive effect of treated wastewater was noticed. © 2013 American Institute of Chemical Engineers Environ Prog, 33: 463–471, 2014

    Understanding the relationship between climate and crop productivity is a key component of projections of future food production, and hence assessments of food security. Climate models and crop yield datasets have errors, but the effects of these errors on regional scale crop models is not well categorized and understood. In this study we compare the effect of synthetic errors in temperature and precipitation observations on the hindcast skill of a process-based crop model and a statistical crop model. We find that errors in temperature data have a significantly stronger influence on both models than errors in precipitation. We also identify key differences in the responses of these models to different types of input data error. Statistical and process-based model responses differ depending on whether synthetic errors are overestimates or underestimates. We also investigate the impact of crop yield calibration data on model skill for both models, using datasets of yield at three different spatial scales. Whilst important for both models, the statistical model is more strongly influenced by crop yield scale than the process-based crop model. However, our results question the value of high resolution yield data for improving the skill of crop models; we find a focus on accuracy to be more likely to be valuable. For both crop models, and for all three spatial scales of yield calibration data, we found that model skill is greatest where growing area is above 10-15 %. Thus information on area harvested would appear to be a priority for data collection efforts. These results are important for three reasons. First, understanding how different crop models rely on different characteristics of temperature, precipitation and crop yield data allows us to match the model type to the available data. Second, we can prioritize where improvements in climate and crop yield data should be directed. Third, as better climate and crop yield data becomes available, we can predict how crop model skill should improve.

    In resource-constrained settings, the recovery of nutrients and the production of energy from liquid and solid waste are important. We determined the range and magnitude of potential community health impacts of six solid and liquid waste recovery and reuse business models in Hanoi, Vietnam.We employed a health impact assessment (HIA) approach using secondary data obtained from various sources supplemented with primary data collection. For determining the direction (positive or negative) and magnitude of potential health impacts in the population, a semiquantitative impact assessment was pursued.From a public health perspective, wastewater reuse for inland fish farming, coupled with on-site water treatment has considerable potential for individual and community-level health benefits. One of the business models investigated (i.e. dry fuel manufacturing with agro-waste) resulted in net negative health impacts.In Hanoi, the reuse of liquid and solid waste-as a mean to recover water and nutrients and to produce energy-has considerable potential for health benefits if appropriately managed and tailored to local contexts. Our HIA methodology provides an evidence-based decision-support tool for identification and promotion of business models for implementation in Hanoi.

    Abstract This study estimated the economic value of agricultural climate services for strengthening the resilience of smallholder farmers to climate variability and risks in Ethiopia. Using a choice experiment approach, the study introduced a hypothetical package of improved climate services to 600 randomly selected smallholder farmers in three districts across three different agro-ecological zones in the Oromia Regional State. A generalized multinomial logit (G-MNL) model was used to estimate preferred attributes of climate services and willingness-to-pay (WTP) values. The results show that the preferred bundle of improved climate services among smallholder farmers was one that could be communicated in short text message system, provided along with credit facility, and market information and one that favors participatory decision making by smallholders. The results further reveal that the WTP value exhibited high implicit price for participatory decision-making. The study sheds light on important characteristics of agricultural climate services that may improve their acceptability and usability among smallholders. It also highlights the importance of packaging additional services including digital and ICT-based solutions, financial and market information along with climate services to promote demand-driven last mile delivery systems. Engaging smallholder farmers in a participatory manner in the decision-making process can help them make informed decision.

    Climate disasters affect human security and development, moreso in fragile and conflict-affected contexts where population’ capacities to cope with climate change are compromised. Responses to such crises lie at the nexus of humanitarian assistance, development, and peacebuilding. Yet, there are still too few integrated programmatic responses coordinating peacebuilding and climate actions to ensure a progressive human development. This research develops a multi-scalar model to help actors identify thematic areas to inform synergistic efforts and programs at different scales to better coordinate their actions. Findings suggest that climate action and peacebuilding sectors can coordinate actions around climate and conflict risk assessments, the management of land and water resources, ecosystem restoration, nature-based climate adaptation, climate and conflict smart agriculture, natural resources governance, and sustainable market development. These collaborative efforts have the potential to generate co-benefits, such as increased social cohesion and livelihood creation.
