Visseren-Hamakers;As the climate change problem becomes more eminent, there is more pressure to increase efforts in all sectors and countries. The land-use sector is seen as an option to reduce greenhouse gas (GHG) emissions, and key in achieving a balance in GHG emissions and removals by sinks by 2050, as envisioned in the Paris Agreement. This article presents two comparative case studies within the climate change arena and aims to understand how and why: 1) tropical deforestation and forest degradation have secured a prominent place on the international climate change agenda, while 2) agriculture has not secured a prominent place. We use the agenda-setting multi-stream approach (MSA), while adding a framing layer. Based on primary data (including an international workshop with forest and agriculture experts, interviews, and participation in key international meetings), and secondary data, this article concludes that REDD + is an example of how a condition was framed as a problem, a viable proposal was developed, and political will and receptivity was shown, all of which placed REDD + high on the agenda, and generated its legal and methodological framework over the course of ten years. In these efforts, the role of policy entrepreneurs was key. Agriculture, on the other hand, is a more complex sector with multiple interests and millions of stakeholders. The consideration of agriculture, in particular its mitigation component, is therefore a highly contentious issue. The fear of new binding commitments and the potential threat to food security and production, and the lack of a convincing proposal that addresses the multiple values of agriculture has impeded substantive progress. Also, the absence of a committed policy entrepreneur limits the place of agriculture in the climate change agenda under the United Nations Framework Convention on Climate Change.

More in detail, this paper deals with one of the most important issues on this topic which is the communication system. Among the existing communication technologies, the study is focused on power line communications (PLCs). After a analysis of the state of the art in the field, the main aspects are analyzed, concerning the open issues on the use of PLCs, especially for medium voltage (MV) and low voltage (LV) systems. In this work the use of PLC in MV-LV networks is investigated, by means of simulations and experimental tests. These tests are performed in a test power network, which includes a MV overhead power line and a MV/LV transformer. The two ways communication channel is characterized, by transmitting a signal from the MV bus-bars and receiving it from the LV network and vice-versa. In this way the possibility to cross the power transformer is investigated

China contributes 23 % of global carbon emissions, of which 26 % originate from the household sector. Due to vast variations in both climatic conditions and the affordability and accessibility of fuels, household carbon emissions (HCEs) differ significantly across China. This study compares HCEs (per person) from urban and rural regions in northern China with their counterparts in southern China. Annual macroeconomic data for the study period 2005 to 2012 were obtained from Chinese government sources, whereas the direct HCEs for different types of fossil fuels were obtained using the IPCC reference approach, and indirect HCEs were calculated by input-output analysis. Results suggest that HCEs from urban areas are higher than those from rural areas. Regardless of the regions, there is a similarity in per person HCEs in urban areas, but the rural areas of northern China had significantly higher HCEs than those from southern China. The reasons for the similarity between urban areas and differences between rural areas and the percentage share of direct and indirect HCEs from different sources are discussed. Similarly, the reasons and solutions to why decarbonising policies are working in urban areas but not in rural areas are discussed.

Artículos en revistas Pricing rules in wholesale electricity markets are usually classified around two major groups, namely linear (aka non-discriminatory) and non-linear (aka discriminatory). As well known, the major difference lies on the way non-convexities are considered in the computation of market prices. According to the classical marginal pricing theories, the resulting market prices are supposed to serve as the key signals around which capacity expansion revolves. Thus, the implementation of one or the other pricing rule can have a different effect on the investment incentives perceived by generation technologies, affecting the long-term efficiency of the whole market scheme. The objective of this paper is to assess to what extent long-term investment incentives can be affected by the pricing rule implemented. To do so, we propose a long-term capacity expansion model where investment decisions are taken based on the market remuneration. We use the model to determine the optimal mix in a real-size thermal system with high penetration of renewable energy sources (since its intermittency enhances the relevance of non-convexities), when alternatively considering the aforementioned pricing schemes. info:eu-repo/semantics/publishedVersion

It is generally acknowledged that economic activity continues apace and at the expense of social and ecological integrity while the course of economic development remains far from any approximation of sustainability. Few would dispute the fact that since 1992 little has been accomplished in practical terms to meet Agenda 21 objectives. Many would agree that Agenda 21-inspired local visions and goals have not translated into actual local change in part because of the complex and the multi-faceted nature of the issues involved. Policy work on ecological modernization and sustainability needs to be explicit on the question of scale and the role of governments. The central challenge for policy makers, action takers, and researchers is to determine the appropriate territorial (physical, social, economic, and political) scale at and through which government power needs to be deployed to effect transition to sustainable modes of regulation. This question is particularly relevant given the current discourse on regionalization / globalization. Adopting a 'post-disciplinary' approach this thesis examines how institutional inter-relations shape the outcome of plans to meet policy objectives on sustainable development at the local (municipality) scale. In-depth analysis of interview and secondary data reveals that numerous factors 'regulate' what occurs at local and other scales in relation to sustainable development. This thesis concludes with exploring the policy and future research implications of the findings.

For this kind of commercial applications, high efficiency and eco-friendly electric propulsion systems offer an interesting alternative to thermal engines. This paper is focused on the analysis of such solution, by presenting experimental results obtained with a ZEBRA battery based propulsion system, designed to power a specific urban unit within the category of electric commercial vehicles. A novel contribution is added to the relevant literature concerning battery based electric powertrains for road vehicles. The main novelty consists in a wide range of experimental results and performance analysis carried out with reference to the real behavior of both the whole propulsion system and each main component, when powering the commercial vehicle, on the urban part of the NEDC (New European Driving Cycle) standard driving cycle, at different slopes. The experimental results, expressed through electrical and mechanical parameters, are initially evaluated by means of a quasi-static numerical model of the electric powertrain and then experimentally verified with the support of a 1:1 scale laboratory dynamic test bench. The procedure followed and presented in this paper definitely demonstrates the good design and performance, obtained for the evaluated propulsion system, in satisfying the real energy and power requirements, specific of an urban use for delivery commercial vehicles, in terms of daily autonomy and slopes. The collections of experimental results, analyzed in the paper, represent in addition a useful set of data for simulation in order to build, verify and improve models in their outputs.

In particular, over 30% of total industrial energy consumption is attributed to the iron and steel, cement and refining industry. The aim of the present paper is to review crosscutting technologies and measures adopted to improve energy efficiency in the main Italian industrial sectors regulated by the recent EU legislation on integrated pollution prevention and control (IPPC-IED). In fact, 2010/75/EU Directive on industrial emissions, a general improvement on the entire environmental performance of the industrial installations is pursued by taking into account relevant environmental issues, such as emissions into water, air, soil as well as energy efficiency, waste production, recovering and recycling, restoration of the site upon definitive cessation of activities. Moreover, according to 2010/75/EU Directive, IPPC permits should be based on Best Available Techniques (BAT) aimed to reach an adequate level of environmental protection and should establish all the necessary measures including operating conditions, emission limit values for relevant polluting substances as well as monitoring requirements. Thus, in the present paper an assessment of Best Available Techniques (BAT) related to energy efficiency in the main Italian industrial installations is carried out on the base of the analysis on the IPPC permits released by the Italian Ministry for the Environment, Land and Sea, and made available on its web site. As a result a significant improvement in energy efficiency was assessed. In fact, many process units were upgraded, by major revamping or even by replacing the process completely with one showing better performances. Finally, since energy efficiency is at its best at the beginning of the life cycle of the plant, operators, whenever necessary, periodically monitor and measure the actual energy performance of their own installations for process control and maintenance purposes.

In this paper, a new analytical approach based on the state space formulation is proposed to investigate the dynamic stability of such complex system, including the main power components and their control, with the aim of identifying possible instability phenomena due to interactions among the ac/dc converters, reactive power compensation systems and related controllers. This model describes the dynamics of the main components of the ITER pulsed power supply systems and it is based on small signal approach to tackle the non linearity of the ac/dc conversion and reactive power compensation systems; the discrete phenomena have been approximated by continuous transfer functions, so the linear control theory can be applied for the stability analysis, making this method very effective and fast. Moreover a modular approach is adopted; thus this analytical model can be also easily adapted to other similar electrical power systems.

For DGs monitoring and control, sensors and actuators are usually embedded in so-called interface devices (IDs) or interface protection systems. Existing IDs lack in communication interfaces both to the electrical energy distribution system operators (DSOs) and to the DGs inverter. In this framework, the authors have developed a new ID solution and a proper communication architecture, which allow implementing new smart functionalities based on the interaction with the DSO, such as remote control of DG power production or islanding detection. Regarding this last aspect, a new islanding algorithm is proposed, based on both local measurements and communications with DSO. The effectiveness of the proposed solution is shown on the real case study of Ustica Island's distribution network.

Cabeza;Thermal energy storage (TES) using phase change materials (PCM) can be used for load shaving or peak load shifting when coupled to a heating, ventilation, and air-conditioning (HVAC) system such as heat pump. In these systems the PCM is embedded in packages or used in bulk, so the compatibility of the encapsulation materials and the PCM is a key factor to ensure long operational life of the system. Although corrosion caused by salts is known from the chemical industry, when these salts are used as PCM no corrosion data is available, since the salts are used without being in water solution. Producing new corrosion data is essential for PCM utilisation in new applications. In this study the corrosion rate of two metals and two metal alloys when they are in contact with different salt hydrate PCM is evaluated; in total eleven PCM, being four of them commercial PCM, are tested. Since they are PCM to be used for heating and cooling applications they are classified in two different groups to present the corrosion study. Results present the recommendation of using each PCM with the different metals and metal alloys according to the obtained corrosion rate and visual observation of the samples.

Visseren-Hamakers;As the climate change problem becomes more eminent, there is more pressure to increase efforts in all sectors and countries. The land-use sector is seen as an option to reduce greenhouse gas (GHG) emissions, and key in achieving a balance in GHG emissions and removals by sinks by 2050, as envisioned in the Paris Agreement. This article presents two comparative case studies within the climate change arena and aims to understand how and why: 1) tropical deforestation and forest degradation have secured a prominent place on the international climate change agenda, while 2) agriculture has not secured a prominent place. We use the agenda-setting multi-stream approach (MSA), while adding a framing layer. Based on primary data (including an international workshop with forest and agriculture experts, interviews, and participation in key international meetings), and secondary data, this article concludes that REDD + is an example of how a condition was framed as a problem, a viable proposal was developed, and political will and receptivity was shown, all of which placed REDD + high on the agenda, and generated its legal and methodological framework over the course of ten years. In these efforts, the role of policy entrepreneurs was key. Agriculture, on the other hand, is a more complex sector with multiple interests and millions of stakeholders. The consideration of agriculture, in particular its mitigation component, is therefore a highly contentious issue. The fear of new binding commitments and the potential threat to food security and production, and the lack of a convincing proposal that addresses the multiple values of agriculture has impeded substantive progress. Also, the absence of a committed policy entrepreneur limits the place of agriculture in the climate change agenda under the United Nations Framework Convention on Climate Change.

More in detail, this paper deals with one of the most important issues on this topic which is the communication system. Among the existing communication technologies, the study is focused on power line communications (PLCs). After a analysis of the state of the art in the field, the main aspects are analyzed, concerning the open issues on the use of PLCs, especially for medium voltage (MV) and low voltage (LV) systems. In this work the use of PLC in MV-LV networks is investigated, by means of simulations and experimental tests. These tests are performed in a test power network, which includes a MV overhead power line and a MV/LV transformer. The two ways communication channel is characterized, by transmitting a signal from the MV bus-bars and receiving it from the LV network and vice-versa. In this way the possibility to cross the power transformer is investigated

China contributes 23 % of global carbon emissions, of which 26 % originate from the household sector. Due to vast variations in both climatic conditions and the affordability and accessibility of fuels, household carbon emissions (HCEs) differ significantly across China. This study compares HCEs (per person) from urban and rural regions in northern China with their counterparts in southern China. Annual macroeconomic data for the study period 2005 to 2012 were obtained from Chinese government sources, whereas the direct HCEs for different types of fossil fuels were obtained using the IPCC reference approach, and indirect HCEs were calculated by input-output analysis. Results suggest that HCEs from urban areas are higher than those from rural areas. Regardless of the regions, there is a similarity in per person HCEs in urban areas, but the rural areas of northern China had significantly higher HCEs than those from southern China. The reasons for the similarity between urban areas and differences between rural areas and the percentage share of direct and indirect HCEs from different sources are discussed. Similarly, the reasons and solutions to why decarbonising policies are working in urban areas but not in rural areas are discussed.

Artículos en revistas Pricing rules in wholesale electricity markets are usually classified around two major groups, namely linear (aka non-discriminatory) and non-linear (aka discriminatory). As well known, the major difference lies on the way non-convexities are considered in the computation of market prices. According to the classical marginal pricing theories, the resulting market prices are supposed to serve as the key signals around which capacity expansion revolves. Thus, the implementation of one or the other pricing rule can have a different effect on the investment incentives perceived by generation technologies, affecting the long-term efficiency of the whole market scheme. The objective of this paper is to assess to what extent long-term investment incentives can be affected by the pricing rule implemented. To do so, we propose a long-term capacity expansion model where investment decisions are taken based on the market remuneration. We use the model to determine the optimal mix in a real-size thermal system with high penetration of renewable energy sources (since its intermittency enhances the relevance of non-convexities), when alternatively considering the aforementioned pricing schemes. info:eu-repo/semantics/publishedVersion

It is generally acknowledged that economic activity continues apace and at the expense of social and ecological integrity while the course of economic development remains far from any approximation of sustainability. Few would dispute the fact that since 1992 little has been accomplished in practical terms to meet Agenda 21 objectives. Many would agree that Agenda 21-inspired local visions and goals have not translated into actual local change in part because of the complex and the multi-faceted nature of the issues involved. Policy work on ecological modernization and sustainability needs to be explicit on the question of scale and the role of governments. The central challenge for policy makers, action takers, and researchers is to determine the appropriate territorial (physical, social, economic, and political) scale at and through which government power needs to be deployed to effect transition to sustainable modes of regulation. This question is particularly relevant given the current discourse on regionalization / globalization. Adopting a 'post-disciplinary' approach this thesis examines how institutional inter-relations shape the outcome of plans to meet policy objectives on sustainable development at the local (municipality) scale. In-depth analysis of interview and secondary data reveals that numerous factors 'regulate' what occurs at local and other scales in relation to sustainable development. This thesis concludes with exploring the policy and future research implications of the findings.

For this kind of commercial applications, high efficiency and eco-friendly electric propulsion systems offer an interesting alternative to thermal engines. This paper is focused on the analysis of such solution, by presenting experimental results obtained with a ZEBRA battery based propulsion system, designed to power a specific urban unit within the category of electric commercial vehicles. A novel contribution is added to the relevant literature concerning battery based electric powertrains for road vehicles. The main novelty consists in a wide range of experimental results and performance analysis carried out with reference to the real behavior of both the whole propulsion system and each main component, when powering the commercial vehicle, on the urban part of the NEDC (New European Driving Cycle) standard driving cycle, at different slopes. The experimental results, expressed through electrical and mechanical parameters, are initially evaluated by means of a quasi-static numerical model of the electric powertrain and then experimentally verified with the support of a 1:1 scale laboratory dynamic test bench. The procedure followed and presented in this paper definitely demonstrates the good design and performance, obtained for the evaluated propulsion system, in satisfying the real energy and power requirements, specific of an urban use for delivery commercial vehicles, in terms of daily autonomy and slopes. The collections of experimental results, analyzed in the paper, represent in addition a useful set of data for simulation in order to build, verify and improve models in their outputs.

In particular, over 30% of total industrial energy consumption is attributed to the iron and steel, cement and refining industry. The aim of the present paper is to review crosscutting technologies and measures adopted to improve energy efficiency in the main Italian industrial sectors regulated by the recent EU legislation on integrated pollution prevention and control (IPPC-IED). In fact, 2010/75/EU Directive on industrial emissions, a general improvement on the entire environmental performance of the industrial installations is pursued by taking into account relevant environmental issues, such as emissions into water, air, soil as well as energy efficiency, waste production, recovering and recycling, restoration of the site upon definitive cessation of activities. Moreover, according to 2010/75/EU Directive, IPPC permits should be based on Best Available Techniques (BAT) aimed to reach an adequate level of environmental protection and should establish all the necessary measures including operating conditions, emission limit values for relevant polluting substances as well as monitoring requirements. Thus, in the present paper an assessment of Best Available Techniques (BAT) related to energy efficiency in the main Italian industrial installations is carried out on the base of the analysis on the IPPC permits released by the Italian Ministry for the Environment, Land and Sea, and made available on its web site. As a result a significant improvement in energy efficiency was assessed. In fact, many process units were upgraded, by major revamping or even by replacing the process completely with one showing better performances. Finally, since energy efficiency is at its best at the beginning of the life cycle of the plant, operators, whenever necessary, periodically monitor and measure the actual energy performance of their own installations for process control and maintenance purposes.

In this paper, a new analytical approach based on the state space formulation is proposed to investigate the dynamic stability of such complex system, including the main power components and their control, with the aim of identifying possible instability phenomena due to interactions among the ac/dc converters, reactive power compensation systems and related controllers. This model describes the dynamics of the main components of the ITER pulsed power supply systems and it is based on small signal approach to tackle the non linearity of the ac/dc conversion and reactive power compensation systems; the discrete phenomena have been approximated by continuous transfer functions, so the linear control theory can be applied for the stability analysis, making this method very effective and fast. Moreover a modular approach is adopted; thus this analytical model can be also easily adapted to other similar electrical power systems.

For DGs monitoring and control, sensors and actuators are usually embedded in so-called interface devices (IDs) or interface protection systems. Existing IDs lack in communication interfaces both to the electrical energy distribution system operators (DSOs) and to the DGs inverter. In this framework, the authors have developed a new ID solution and a proper communication architecture, which allow implementing new smart functionalities based on the interaction with the DSO, such as remote control of DG power production or islanding detection. Regarding this last aspect, a new islanding algorithm is proposed, based on both local measurements and communications with DSO. The effectiveness of the proposed solution is shown on the real case study of Ustica Island's distribution network.

Cabeza;Thermal energy storage (TES) using phase change materials (PCM) can be used for load shaving or peak load shifting when coupled to a heating, ventilation, and air-conditioning (HVAC) system such as heat pump. In these systems the PCM is embedded in packages or used in bulk, so the compatibility of the encapsulation materials and the PCM is a key factor to ensure long operational life of the system. Although corrosion caused by salts is known from the chemical industry, when these salts are used as PCM no corrosion data is available, since the salts are used without being in water solution. Producing new corrosion data is essential for PCM utilisation in new applications. In this study the corrosion rate of two metals and two metal alloys when they are in contact with different salt hydrate PCM is evaluated; in total eleven PCM, being four of them commercial PCM, are tested. Since they are PCM to be used for heating and cooling applications they are classified in two different groups to present the corrosion study. Results present the recommendation of using each PCM with the different metals and metal alloys according to the obtained corrosion rate and visual observation of the samples.
