SYNOPSIS In Swaziland policies to alleviate fuelwood shortages have been low on the list of development priorities, as much of the land has extensive bush and tree cover. There are, however, major social and geographical imbalances in biomass resource supply—some areas of Swazi Nation Land are barren due to increasing population pressure and the subsequent demand for fuelwood. This paper will show, in detail, the methodology for the survey which was carried out in Swaziland to investigate the importance of accessibility in linking potential supply to demand. Physical location, land tenure and management practices are generally recognised as important factors to take into consideration when converting potential resources into realistic amounts of fuelwood supply. In recent years, sustainability concerns have gained increasing attention among countries and stakeholders worldwide. Towards the transition to sustainable rural development, the rural web framework (RWF) has become a consistent tool. Indicators from the RWF have been used to explore sustainable rural development for decision-making tasks, which improves the social, economic, and environmental performance of rural regions. However, the application of the RWF in studies is on the decline. Furthermore, there is a lack of literature reviews on the importance of the RWF and its relationship with different facets of sustainable development. We conducted a systematic literature review (SLR) (a) to explore how studies have used the RWF in the context of sustainable development and (b) to identify areas for further research. This study found that the RWF has mostly been used in developed countries, with fewer applications in developing countries. We suggest that there should be increased application of the RWF, particularly in developing countries, to broaden the rural web–sustainable development discourse and its relevance. This paper presents several areas where the indicators of the RWF can be applied to illustrate their relevance for policy decisions towards the achievement of the sustainable development goals (SDGs).

Abstract This paper contributes to the existing literature as well as policy debates by examining energy intensity and its determinants in China's regional economies. The analysis is based on a comprehensive database of China's regional energy balance constructed for this project. Through its focus on regional China, this study extends the existing literature, which mainly covers nationwide studies. It is found in this paper that energy intensity declined substantially in China. The main contributing factor is the improvement in energy efficiency. Changes in the economic structure have so far affected energy intensity modestly. Thus there is considerable scope to reduce energy intensity through the structural transformation of the Chinese economy in the future.

AbstractMany developing countries are facing the difficulty of choosing between economic growth and energy conservation and emission reduction (ECER). China has strengthened the implementation of ECER by setting environmental accountability as the development goal of local governments, hoping to have better governance effects. To evaluate the actual intervention effect of this approach, this paper constructs panel data covering 46 countries from 1995 to 2014 and uses the difference-in-differences (DID) method and the composite control method to quantitatively analyse the policy effect. The results show that China can effectively curb energy consumption and carbon emission intensity per unit of GDP by adding ECER targets to the government’s five-year plan, which has significant effects on ECER. Furthermore, we use an intermediary mechanism to test and identify low-carbon alternatives and an ECER promotion mechanism for technological advancement. The conclusion shows that economic development is compatible with low carbon and energy consumption. Combined with China’s long-term goals for ECER, it can be considered that on the road to achieving carbon peaking and carbon neutrality in the future, the economy and tertiary industry should be rationally developed, the degree of urbanization should receive more attention, and the proportion of thermal power generation should be reduced.

A brisk building boom of hydropower mega-dams is underway from China to Brazil. Whether benefits of new dams will outweigh costs remains unresolved despite contentious debates. We investigate this question with the "outside view" or "reference class forecasting" based on literature on decision-making under uncertainty in psychology. We find overwhelming evidence that budgets are systematically biased below actual costs of large hydropower dams - excluding inflation, substantial debt servicing, environmental, and social costs. Using the largest and most reliable reference data of its kind and multilevel statistical techniques applied to large dams for the first time, we were successful in fitting parsimonious models to predict cost and schedule overruns. The outside view suggests that in most countries large hydropower dams will be too costly in absolute terms and take too long to build to deliver a positive risk-adjusted return unless suitable risk management measures outlined in this paper can be affordably provided. Policymakers, particularly in developing countries, are advised to prefer agile energy alternatives that can be built over shorter time horizons to energy megaprojects.

This research investigates the relationships among renewable energy consumption, economic growth, and financial development in five sub-Saharan African nations utilizing panel data from 2000 to 2020. Econometric methods are used to ascertain the existence or absence of cross-sectional dependence and the short-run and long-run connections between the following factors: Pesaran cross-sectional dependence (CD) and cross-sectionally augmented IPS (CIPS) unit root tests, pooled mean group (PMG), and dynamic ordinary least squares (DOLS) estimations. The presence of cross-sectional dependence is found and represented with the CIPS unit root test. No significant short-run relationship is found between the variables of the study, yet a significant long-run relationship is present among them. A positive relationship exists between CO2 emissions and financial development, while financial development and renewable energy consumption are found to have negative relationships with CO2 emissions. The study also supports the scale effect of the environmental Kuznets curve hypothesis. Additionally, no causality is found among the variables, and impulse response and variance decomposition estimation are carried out to recommend future effects. Policy implications of findings are discussed, with accompanying suggestions.

The integration of sustainable practices into infrastructure projects under the auspices of public-private partnerships (PPPs) is vital in the attainment of United Nation’s Sustainable Development Goals (SDGs). Since the inception of the SDGs in 2015, the attention of world has been shifting towards more sustainable practices and it is essential that the conventional performance measurement models on PPP projects also adapt to the trend of sustainable practices. Therefore, This study aims at reviewing and operationalising sustainable performance measures for the PPP infrastructure projects. A systematic literature review (SLR) methodology was utilised in this study. The research process began with the search, retrieval and selection of thirty-three (33) journal articles. Thoroughly, the selected articles were contently analysed to form key themes that form the basis of this research’s findings. The outcomes of this review demonstrate twenty-seven (27) most critical sustainable performance criteria of PPP projects such as the lowest project costs, green index, disability-friendly inclusion rate and carbon emission per project among others. Although, the study is limited to few journal articles, it provides theoretical and practical understanding of integration of sustainability in PPPs. Further, it gives a list of relevant research gaps for further studies. This study contributes to the benchmarking and management of sustainable performance assessment of PPP projects.
