    This dataset and codebook correspond to the initial round of survey data gathered in France in 2022, within the project FULFILL - Fundamental Decarbonisation Through Sufficiency By Lifestyle Changes. As part of Work Package 3 (WP3) in the FULFILL project, we collected quantitative data from six countries: Denmark, France, Germany, Italy, Latvia, and India. In the first round of the survey, we recruited a representative sample of approximately 2000 households in each country, taking into account both the individual and household perspectives. The survey includes a quantitative assessment of the carbon footprint in various domains of life, such as housing, mobility, and diet. In addition to this, the survey also measures socio-economic factors such as age, gender, income, education, household size, life stage, and political orientation. Furthermore, the survey includes measures of quality of life, encompassing aspects such as health and well-being, environmental quality, financial security, and comfort.

    Au milieu des années 1950, Électricité de France, opérateur largement dominant dans la production et la distribution d'énergie sous forme électrique, du fait de l'avenir encore incertain du nucléaire civil, a opté, avec la construction de l''usine marémotrice sur l'estuaire de la Rance, pour une énergie renouvelable d'un type encore inusité à l'échelle industrielle. Cette centrale hydroélectrique, en de nombreux points particulièrement innovante, inaugurée en 1967, sera pourtant la seule de ce type réalisée en France. Elle est toujours en service. A un moment où la question des énergies renouvelables est pour le moins à l'ordre du jour, même si les réalisations restent modestes en termes industriels en France, il nous a semblé intéressant de mobiliser l'histoire d'une réalisation qui a, depuis des lustres, produit ce que nous considérons comme une bifurcation énergétique, dont l'avenir reste largement à construire.

    The abstract gives an overview over geographical, environmental and political changes in Tunisia from 2000 to 2018. The focus is on wildfire evolution and climate change processes in Tunisia. L' augmentation des incendies de forêts, la littoralisation, la californisation, risque de voir les espèces invasives se multiplier-telle fut le résultat de l'étude GTZ « Stratégie nationale d'adaptation de l'agriculture tunisienne et des écosystèmes aux changements climatiques» sottie en 2007 - et dont l'auteur fut le responsable du groupe d'analyse des écosystèmes. Le diagnostic concernant l'évolution de risques de feux de forêts fut assez alarmant : « Nous pensons que les changements climatiques vont accroître considérablement les risques de feux de végétation. Le Nord de la Tunisie serait particulièrement affecté par cette évolution car en plus de l'augmentation des températures le stock combustible pourrait considérablement augmenter ... La progression des incendies, surtout de grands incendies nécessitant des grands stocks de combustibles, dans le Nord tunisien, peut avoir des conséquences particulièrement négatives pour toute l'économie tunisienne car elle met en danger les systèmes des barrages et l'approvisionnement en eau d'une grande partie de la Tunisie. (Neff, C. 2007., p.37-38)».Dix ans après la sortie de l' étude l' auteur essai d'évaluerà quel point les scenarios dessinés dans l'étude de 2007 sont encore d'actualité en Tunisie contemporaine (2017/18). Est-ce que les changements politiques, la révolution tunisienne de 2011 et la phase transitoire vers une démocratielibérale qui suivait cette révolution, ont pesé sur l' état de l'environnement. Quel est la tendance des fréquences d'incendies de forêts des dernières années en Tunisie. Est-ce que les pouvoirs politiques actuelsprennent en considération les «risques» que les changements climatiques peuvent engendrer pour les écosystèmes& les paysages tunisiennes. Le tout sera complété, par une vue globale d'extérieure sur la Tunisie-l'auteur est bloggeur sur le Monde.fr depuis 2009, et il suit les évènements tunisiens avec attention. Quel est la vue d'un bloggeur franco-allemande sur une Tunisie changeante et confronté à des défis politiques considérable: la phase de transition démocratique, les changements climatiques, mais aussi le futur des terres intérieures tunisiennes, les paysages ruraux à l'abandonet dont la jeunesse cherche à fuir vers des destinations meilleurs ...

    [Paper in French] The European public policy in favor of the biodiesel consumption is highly debated. Available estimates of the induced land use changes conclude that this policy is inefficient to reduce emissions of GreenHouse Gas. We show that the crop yield evolutions in these estimates are significantly lower than the observed and expected evolutions. This difference is directly related to biased calibration choice of behavioral parameters. We show using the GTAP-BIO framework that a consistent calibration of these parameters leads to a strong reduction (by around 80% in the long run) of the land use changes and induced emissions.

    Cet article explique pourquoi et comment différents paradigmes énergétiques et leur économie politique ont affecté les institutions de relations professionnelles et industrielles au fil du temps. S’appuyant sur une nouvelle littérature qui considère les sources d’énergie comme un référent analytique central, sont discutés et présentés les contextes économiques reposant successivement sur le charbon, le pétrole, le nucléaire et le solaire. Alors que la possibilité d’un contrôle de la main-d’œuvre sur l’extraction et la distribution du charbon a favorisé le développement d’institutions démocratiques et d’un État-providence dans les régimes occidentaux et dans les économies récemment développées de ce que l’on appelle les pays du Sud, le « pétro-capitalisme » et l’économie politique de l’énergie nucléaire ont contribué au démantèlement des marchés internes du travail et à la crise des institutions classiques du droit du travail et des relations professionnelles1. Contrairement au pétrole et au nucléaire, les énergies renouvelables pourraient favoriser le passage d’un modèle économique extractif à un modèle génératif et participatif : en introduisant plus de démocratie dans le pouvoir politique et économique de l’énergie, les énergies renouvelables pourraient mieux servir le bien-être humain, le travail et l’environnement. This article discusses how and why different energy paradigms and their political economies have affected labour and industrial relations institutions over time. Drawing on a novel literature that considers energy sources as a core analytical referent, the following trajectories are presented and discussed. While the possibility of labour control over the mining and distribution of coal has favoured the development of democratic institutions and welfare state in Western jurisdictions and in recently developed economies in the so-called Global South, ‘petro-capitalism’ and the political economy of nuclear energy have contributed to the dismantling of internal labour markets and to the crisis of classical labour law and industrial relations institutions. In contrast to oil and nuclear power, renewable energy sources could favour the transition from an extractive economic model to one that is generative and participatory: by re-democratising the political and economic power of energy, renewables might be able to better serve human welfare, labour and the environment.

    Abstract The renewable energy (RE) development is given as a necessary measure to reduce the exploitation of fossil sources and so as a solution for environmental, health, socio-economic and geopolitical problems. But, if on a side, the RE are object of the governmental politics, on the other side, as everyone can observe – on each degree of spatial scale –, they are contested by protest movements. What is the reason of the opposition? What is the read key of this apparent paradox? The RE can be considered as a really alternative for the fossil sources? We try to reply to these questions focusing our attention on: the RE production scale, the actors, the landscape, environmental and socio-economic impact and, thus, the deterritorialisation process. This text, referring to the photovoltaic and wind energy, is part of a research in progress. The observation zone is Italy and the Apulia region that is the first at national level for the wind and photovoltaic energy production. Résumé Le développement des énergies renouvelables (ER) est indiqué comme une mesure nécessaire à la réduction de l’exploitation des sources fossiles et, donc, comme une des solutions possibles à des problèmes environnementaux, sanitaires, socio-économiques et géopolitiques conséquents. D’ailleurs, les ER sont de plus en plus au centre des politiques gouvernementales. Par contre, on observe – à n’importe quelle échelle spatiale — de nombreuses oppositions et des mouvements de protestation. Quelle est la raison de cette opposition ? Quelle est la clé de lecture de ce paradoxe apparent ? Les ER peuvent être considérées comme une alternative réelle aux sources fossiles ou s’inscrivent-elles dans le même paradigme du système productiviste dominant et dans les mêmes logiques de marché ?     Air temperature is one of the most important variables of high altitude mountain climate, however it is often difficult to measure it because of the shortage of active weather stations. In order to estimate this variable locally and accurately, it may be useful to refer to data from the lowest altitude weather stations and to apply the local vertical thermal gradient. From semi-hourly or hourly temperatures, monthly and seasonal vertical thermal gradients were calculated. In all cases, we obtained different values from the standard thermal gradient: they oscillate on average between -1.2 ° C / 100 m and 1.9 ° C / 100 m. The average monthly and seasonal values vary considerably between the pairs of stations studied. A better knowledge of the temperature of high altitude zones allows the realization of models of spatial distribution of temperatures at fine scales, which are crucial for scientific research.

    This dataset and codebook correspond to the initial round of survey data gathered in France in 2022, within the project FULFILL - Fundamental Decarbonisation Through Sufficiency By Lifestyle Changes. As part of Work Package 3 (WP3) in the FULFILL project, we collected quantitative data from six countries: Denmark, France, Germany, Italy, Latvia, and India. In the first round of the survey, we recruited a representative sample of approximately 2000 households in each country, taking into account both the individual and household perspectives. The survey includes a quantitative assessment of the carbon footprint in various domains of life, such as housing, mobility, and diet. In addition to this, the survey also measures socio-economic factors such as age, gender, income, education, household size, life stage, and political orientation. Furthermore, the survey includes measures of quality of life, encompassing aspects such as health and well-being, environmental quality, financial security, and comfort.

    Au milieu des années 1950, Électricité de France, opérateur largement dominant dans la production et la distribution d'énergie sous forme électrique, du fait de l'avenir encore incertain du nucléaire civil, a opté, avec la construction de l''usine marémotrice sur l'estuaire de la Rance, pour une énergie renouvelable d'un type encore inusité à l'échelle industrielle. Cette centrale hydroélectrique, en de nombreux points particulièrement innovante, inaugurée en 1967, sera pourtant la seule de ce type réalisée en France. Elle est toujours en service. A un moment où la question des énergies renouvelables est pour le moins à l'ordre du jour, même si les réalisations restent modestes en termes industriels en France, il nous a semblé intéressant de mobiliser l'histoire d'une réalisation qui a, depuis des lustres, produit ce que nous considérons comme une bifurcation énergétique, dont l'avenir reste largement à construire.

    The abstract gives an overview over geographical, environmental and political changes in Tunisia from 2000 to 2018. The focus is on wildfire evolution and climate change processes in Tunisia. L' augmentation des incendies de forêts, la littoralisation, la californisation, risque de voir les espèces invasives se multiplier-telle fut le résultat de l'étude GTZ « Stratégie nationale d'adaptation de l'agriculture tunisienne et des écosystèmes aux changements climatiques» sottie en 2007 - et dont l'auteur fut le responsable du groupe d'analyse des écosystèmes. Le diagnostic concernant l'évolution de risques de feux de forêts fut assez alarmant : « Nous pensons que les changements climatiques vont accroître considérablement les risques de feux de végétation. Le Nord de la Tunisie serait particulièrement affecté par cette évolution car en plus de l'augmentation des températures le stock combustible pourrait considérablement augmenter ... La progression des incendies, surtout de grands incendies nécessitant des grands stocks de combustibles, dans le Nord tunisien, peut avoir des conséquences particulièrement négatives pour toute l'économie tunisienne car elle met en danger les systèmes des barrages et l'approvisionnement en eau d'une grande partie de la Tunisie. (Neff, C. 2007., p.37-38)».Dix ans après la sortie de l' étude l' auteur essai d'évaluerà quel point les scenarios dessinés dans l'étude de 2007 sont encore d'actualité en Tunisie contemporaine (2017/18). Est-ce que les changements politiques, la révolution tunisienne de 2011 et la phase transitoire vers une démocratielibérale qui suivait cette révolution, ont pesé sur l' état de l'environnement. Quel est la tendance des fréquences d'incendies de forêts des dernières années en Tunisie. Est-ce que les pouvoirs politiques actuelsprennent en considération les «risques» que les changements climatiques peuvent engendrer pour les écosystèmes& les paysages tunisiennes. Le tout sera complété, par une vue globale d'extérieure sur la Tunisie-l'auteur est bloggeur sur le Monde.fr depuis 2009, et il suit les évènements tunisiens avec attention.     [Paper in French] The European public policy in favor of the biodiesel consumption is highly debated. Available estimates of the induced land use changes conclude that this policy is inefficient to reduce emissions of GreenHouse Gas. We show that the crop yield evolutions in these estimates are significantly lower than the observed and expected evolutions. This difference is directly related to biased calibration choice of behavioral parameters. We show using the GTAP-BIO framework that a consistent calibration of these parameters leads to a strong reduction (by around 80% in the long run) of the land use changes and induced emissions.

    Cet article explique pourquoi et comment différents paradigmes énergétiques et leur économie politique ont affecté les institutions de relations professionnelles et industrielles au fil du temps. S’appuyant sur une nouvelle littérature qui considère les sources d’énergie comme un référent analytique central, sont discutés et présentés les contextes économiques reposant successivement sur le charbon, le pétrole, le nucléaire et le solaire. Alors que la possibilité d’un contrôle de la main-d’œuvre sur l’extraction et la distribution du charbon a favorisé le développement d’institutions démocratiques et d’un État-providence dans les régimes occidentaux et dans les économies récemment développées de ce que l’on appelle les pays du Sud, le « pétro-capitalisme » et l’économie politique de l’énergie nucléaire ont contribué au démantèlement des marchés internes du travail et à la crise des institutions classiques du droit du travail et des relations professionnelles1. Contrairement au pétrole et au nucléaire, les énergies renouvelables pourraient favoriser le passage d’un modèle économique extractif à un modèle génératif et participatif : en introduisant plus de démocratie dans le pouvoir politique et économique de l’énergie, les énergies renouvelables pourraient mieux servir le bien-être humain, le travail et l’environnement. This article discusses how and why different energy paradigms and their political economies have affected labour and industrial relations institutions over time. Drawing on a novel literature that considers energy sources as a core analytical referent, the following trajectories are presented and discussed. While the possibility of labour control over the mining and distribution of coal has favoured the development of democratic institutions and welfare state in Western jurisdictions and in recently developed economies in the so-called Global South, ‘petro-capitalism’ and the political economy of nuclear energy have contributed to the dismantling of internal labour markets and to the crisis of classical labour law and industrial relations institutions. In contrast to oil and nuclear power, renewable energy sources could favour the transition from an extractive economic model to one that is generative and participatory: by re-democratising the political and economic power of energy, renewables might be able to better serve human welfare, labour and the environment.

    Dans le Sahel de l'Ouest, la planification climatique n'a guère progressé. Cet ouvrage propose de renforcer la planification locale avec des outils d'aide à la décision. Le cas d'application est la région de Tillabéri au Niger, avec la ville de Niamey en son coeur : 95000 km2 et 4 millions d'habitants, déjà frappés par des inondations et des sécheresses catastrophiques. Le livre caractérise le climat, présente les changements attendus aux horizons 2025 et 2050.

    Abstract The renewable energy (RE) development is given as a necessary measure to reduce the exploitation of fossil sources and so as a solution for environmental, health, socio-economic and geopolitical problems. But, if on a side, the RE are object of the governmental politics, on the other side, as everyone can observe – on each degree of spatial scale –, they are contested by protest movements. What is the reason of the opposition? What is the read key of this apparent paradox? The RE can be considered as a really alternative for the fossil sources? We try to reply to these questions focusing our attention on: the RE production scale, the actors, the landscape, environmental and socio-economic impact and, thus, the deterritorialisation process. This text, referring to the photovoltaic and wind energy, is part of a research in progress. The observation zone is Italy and the Apulia region that is the first at national level for the wind and photovoltaic energy production. Résumé Le développement des énergies renouvelables (ER) est indiqué comme une mesure nécessaire à la réduction de l’exploitation des sources fossiles et, donc, comme une des solutions possibles à des problèmes environnementaux, sanitaires, socio-économiques et géopolitiques conséquents. D’ailleurs, les ER sont de plus en plus au centre des politiques gouvernementales. Par contre, on observe – à n’importe quelle échelle spatiale — de nombreuses oppositions et des mouvements de protestation. Quelle est la raison de cette opposition ? Quelle est la clé de lecture de ce paradoxe apparent ? Les ER peuvent être considérées comme une alternative réelle aux sources fossiles ou s’inscrivent-elles dans le même paradigme du système productiviste dominant et dans les mêmes logiques de marché ?     Air temperature is one of the most important variables of high altitude mountain climate, however it is often difficult to measure it because of the shortage of active weather stations. In order to estimate this variable locally and accurately, it may be useful to refer to data from the lowest altitude weather stations and to apply the local vertical thermal gradient. From semi-hourly or hourly temperatures, monthly and seasonal vertical thermal gradients were calculated. In all cases, we obtained different values from the standard thermal gradient: they oscillate on average between -1.2 ° C / 100 m and 1.9 ° C / 100 m. The average monthly and seasonal values vary considerably between the pairs of stations studied. A better knowledge of the temperature of high altitude zones allows the realization of models of spatial distribution of temperatures at fine scales, which are crucial for scientific research.
