description Publicationkeyboard_double_arrow_right Article , Journal 2004 United KingdomPublisher:Elsevier BV Authors: Anderson, D; Leach, M;Abstract If intermittent renewable energy technologies such as those based on solar, wind, wave and tidal resources are eventually to supply significant shares of total energy supplies, it is crucial that the energy storage problem is solved. There are several (long-recognised) possibilities ahead including compressed air, pumped storage, further developments in batteries, regenerable fuel cells, ‘super-capacitors’ and so forth. But one that is being revisited extensively by industry and research establishments is the production and storage of hydrogen from electricity at off-peak times, and in times when there would be a surplus of renewable energy, for reuse in the electricity, gas and transport markets; short-term and even seasonal and longer-term storage is technically feasible with this option. This paper looks at the costs of the option both in the near-term and the long-term relative to the current costs of electricity and natural gas supplies. While the costs of hydrogen would necessarily be greater than those of natural gas (though not disruptively so), when used in conjunction with emerging technologies for decentralised generation and combined heat and power there is scope for appreciable economies in electricity supply. A lot will depend on innovation at the systems level, and on how we operate our electricity and gas grids and regulate our electricity and gas industries. We have also suggested that we now need to experiment more, at the commercial level, and in the laboratories, with the hydrogen option.

The importance of fuelwood and the factors which condition its use in cities are set out and three fuelwood problems are identified: the cost to urban consumers, fuel supply security and the impact of urban fuelwood markets on rural areas. Urban fuelwood interventions are evaluated, with four categories identified: interventions in marketing, conservation, increased, wood production and fuel-switching. Of these, fuel-switching by improved supply systems and increased production from smallholders and better management of natural woodlands appear to have the greatest potential. The need for flexibility/community participation in planning is stressed.

Gilbert;Lovering and colleagues attempt to advance understanding of construction cost escalation risks inherent in building nuclear reactors and power plants, a laudable goal. Although we appreciate their focus on capital cost increases and overruns, we maintain in this critical appraisal that their study conceptualizes cost issues in a limiting way. Methodological choices in treating different cost categories by the authors mean that their conclusions are more narrowly applicable than they describe. We also argue that their study is factually incorrect in its criticism of the previous peer-reviewed literature. Earlier work, for instance, has compared historical construction costs for nuclear reactors with other energy sources, in many countries, and extending over several decades. Lastly, in failing to be transparent about the limitations of their own work, Lovering et al. have recourse to a selective choice of data, unbalanced analysis, and biased interpretation.

It is therefore the ‘need and economics’ part of the overall case for Sizewell that consumers’ representatives chose to scrutinize. This paper argues that there are no compelling short-term reasons to start construction of Sizewell at the earliest possible time. Further, long-term considerations suggest that there are good reasons not to make an early commitment to the Westinghouse fourloop design of PWR, either for Sizewell or for subsequent orders.

We apply energy justice as an analytical framework to analyse the political, societal and environmental impacts of energy policies in the context of post-conflict instability. Using the Kosovo C project as a case study, a planned lignite power plant and its associated infrastructure, we utilise the three tenets of energy justice (distributional, procedural, and justice as recognition) and eight aspects of just energy decision-making to depict the opportunities and challenges of the empirical application of energy justice in a post-conflict environment. The application of energy justice to the Kosovo case identifies the legal/regulatory and the temporal dimensions as crucial challenges to just energy policies in a context in which: (i) the lack of due process, good governance, and ongoing post-conflict tensions aggravate the societal, economic and environmental impacts of energy policies; (ii) accessibility and affordability of energy is prioritised over the promotion of sustainability; and (iii) intra- and intergenerational equity concerns take a backseat in the face of immediate state-building priorities.

This paper aims to investigate the potential factors that influence the choices of rural residents regarding water heaters with a focus on the low-carbon transition to solar water heating systems. To this end, a face-to-face questionnaire survey is undertaken with 3404 rural households randomly selected among 12 representative provinces. A comprehensive set of discrete choice modelling approaches were used. The empirical results show that (1) sociodemographic variables have significant effects on residents’ first-stage choice of a water heater (to buy or not to buy) but few effects on the second-stage decision to choose electric, LPG, or solar water heaters (which type to buy); (2) information spillover is important to facilitate the usage of water heaters, particularly of solar products; (3) the electricity price, which is regulated at a very low rate, has no apparent effect on the choice of solar water heaters; (4) government subsidy has a significant effect in the first stage but no differentiated effect on the decision choice in the second stage. Policy and managerial implications are presented to speed up the ongoing low-carbon transition of energy systems in China.

Despite this factor, efforts to reduce the consumption of energy through the installation of low-carbon technologies including sealed whole-building systems frequently isolate the thermal environment and fail to recognise and respond to the influence of other sensory information on personal preferences and behaviours. Older people represent an increasing proportion of the UK's population, can be faced with a range of physiological challenges associated with ageing, and sometimes have long-established personal preferences. Drawing from data collected across the Conditioning Demand Project, this paper explores the embodied nature of older people's experiences of low-carbon and more traditional thermal technologies in private residences, extra-care housing and residential care-homes, focussing specifically upon auditory and olfactory stimulus. Exploring the management of the sensory experience across these settings, we analyse each case to inform the development of new design and policy approaches to tackling housing for older people. In doing so, we further build connections between energy research and debates around sensory urbanism.

Such power generation units provide more flexibility in incremental provision than large, long lead time units such as nuclear power stations. However, small, short lead time units are not normally given explicit credit for the flexibility these attributes provide. This additional flexibility can be valued by assessing the costs arising from the relative inflexibility of large, long lead time units. Numerical examples illustrate the proposed approach and the scale of the values involved. Failure to consider such values provides a built-in bias against the selection of sources of energy available as units with a small capacity, short lead time, and other flexibility attributes, including mobility and modularity. The approach outlined in this paper can eliminate this bias in a manner which is transparent and open to effective sensitivity analysis.

After examining the importance of oil for the Venezuelan economy, the paper discusses the attempts by PDVSA to exploit these resources and the problems they have encountered. The paper then charts how Orimulsion was developed and assesses the potential for its use. In conclusion the paper considers the new fuel in the context of PDVSA's wider strategy of diversification.

In particular, through a case study, the paper analyses how these factors determined the realisation and success of the Greenstream pipeline and the stalemate of the Galsi pipeline, despite the potential for both projects to be profitable. The issue is important in view of the full transition to the EU Single Market, of which unbundling and privatisation are policy pillars. In fact, before the transition, vertical integration in the foreign upstream and energy diplomacy were key elements for infrastructure profitability. The paper argues that these elements are still important, as constraints to gas procurement and binding contractual relations with producers have not changed substantially. Nevertheless, securing those advantages within the EU Single Market framework requires significant innovations. In particular, the paper suggests forms of EU energy diplomacy, based on bilateral trade deals, which could achieve forms of vertical integration for energy firms as well as help EU and non-EU counterparts align their interests. This paper may prove particularly relevant for the recent debate on how to shape EU energy diplomacy.

description Publicationkeyboard_double_arrow_right Article , Journal 2004 United KingdomPublisher:Elsevier BV Authors: Anderson, D; Leach, M;Abstract If intermittent renewable energy technologies such as those based on solar, wind, wave and tidal resources are eventually to supply significant shares of total energy supplies, it is crucial that the energy storage problem is solved. There are several (long-recognised) possibilities ahead including compressed air, pumped storage, further developments in batteries, regenerable fuel cells, ‘super-capacitors’ and so forth. But one that is being revisited extensively by industry and research establishments is the production and storage of hydrogen from electricity at off-peak times, and in times when there would be a surplus of renewable energy, for reuse in the electricity, gas and transport markets; short-term and even seasonal and longer-term storage is technically feasible with this option. This paper looks at the costs of the option both in the near-term and the long-term relative to the current costs of electricity and natural gas supplies. While the costs of hydrogen would necessarily be greater than those of natural gas (though not disruptively so), when used in conjunction with emerging technologies for decentralised generation and combined heat and power there is scope for appreciable economies in electricity supply. A lot will depend on innovation at the systems level, and on how we operate our electricity and gas grids and regulate our electricity and gas industries. We have also suggested that we now need to experiment more, at the commercial level, and in the laboratories, with the hydrogen option.

The importance of fuelwood and the factors which condition its use in cities are set out and three fuelwood problems are identified: the cost to urban consumers, fuel supply security and the impact of urban fuelwood markets on rural areas. Urban fuelwood interventions are evaluated, with four categories identified: interventions in marketing, conservation, increased, wood production and fuel-switching. Of these, fuel-switching by improved supply systems and increased production from smallholders and better management of natural woodlands appear to have the greatest potential. The need for flexibility/community participation in planning is stressed.

Gilbert;Lovering and colleagues attempt to advance understanding of construction cost escalation risks inherent in building nuclear reactors and power plants, a laudable goal. Although we appreciate their focus on capital cost increases and overruns, we maintain in this critical appraisal that their study conceptualizes cost issues in a limiting way. Methodological choices in treating different cost categories by the authors mean that their conclusions are more narrowly applicable than they describe. We also argue that their study is factually incorrect in its criticism of the previous peer-reviewed literature. Earlier work, for instance, has compared historical construction costs for nuclear reactors with other energy sources, in many countries, and extending over several decades. Lastly, in failing to be transparent about the limitations of their own work, Lovering et al. have recourse to a selective choice of data, unbalanced analysis, and biased interpretation.

We apply energy justice as an analytical framework to analyse the political, societal and environmental impacts of energy policies in the context of post-conflict instability. Using the Kosovo C project as a case study, a planned lignite power plant and its associated infrastructure, we utilise the three tenets of energy justice (distributional, procedural, and justice as recognition) and eight aspects of just energy decision-making to depict the opportunities and challenges of the empirical application of energy justice in a post-conflict environment. The application of energy justice to the Kosovo case identifies the legal/regulatory and the temporal dimensions as crucial challenges to just energy policies in a context in which: (i) the lack of due process, good governance, and ongoing post-conflict tensions aggravate the societal, economic and environmental impacts of energy policies; (ii) accessibility and affordability of energy is prioritised over the promotion of sustainability; and (iii) intra- and intergenerational equity concerns take a backseat in the face of immediate state-building priorities.

This paper aims to investigate the potential factors that influence the choices of rural residents regarding water heaters with a focus on the low-carbon transition to solar water heating systems. To this end, a face-to-face questionnaire survey is undertaken with 3404 rural households randomly selected among 12 representative provinces. A comprehensive set of discrete choice modelling approaches were used. The empirical results show that (1) sociodemographic variables have significant effects on residents’ first-stage choice of a water heater (to buy or not to buy) but few effects on the second-stage decision to choose electric, LPG, or solar water heaters (which type to buy); (2) information spillover is important to facilitate the usage of water heaters, particularly of solar products; (3) the electricity price, which is regulated at a very low rate, has no apparent effect on the choice of solar water heaters; (4) government subsidy has a significant effect in the first stage but no differentiated effect on the decision choice in the second stage. Policy and managerial implications are presented to speed up the ongoing low-carbon transition of energy systems in China.

Despite this factor, efforts to reduce the consumption of energy through the installation of low-carbon technologies including sealed whole-building systems frequently isolate the thermal environment and fail to recognise and respond to the influence of other sensory information on personal preferences and behaviours. Older people represent an increasing proportion of the UK's population, can be faced with a range of physiological challenges associated with ageing, and sometimes have long-established personal preferences. Drawing from data collected across the Conditioning Demand Project, this paper explores the embodied nature of older people's experiences of low-carbon and more traditional thermal technologies in private residences, extra-care housing and residential care-homes, focussing specifically upon auditory and olfactory stimulus. Exploring the management of the sensory experience across these settings, we analyse each case to inform the development of new design and policy approaches to tackling housing for older people. In doing so, we further build connections between energy research and debates around sensory urbanism.

Such power generation units provide more flexibility in incremental provision than large, long lead time units such as nuclear power stations. However, small, short lead time units are not normally given explicit credit for the flexibility these attributes provide. This additional flexibility can be valued by assessing the costs arising from the relative inflexibility of large, long lead time units. Numerical examples illustrate the proposed approach and the scale of the values involved. Failure to consider such values provides a built-in bias against the selection of sources of energy available as units with a small capacity, short lead time, and other flexibility attributes, including mobility and modularity. The approach outlined in this paper can eliminate this bias in a manner which is transparent and open to effective sensitivity analysis.

In particular, through a case study, the paper analyses how these factors determined the realisation and success of the Greenstream pipeline and the stalemate of the Galsi pipeline, despite the potential for both projects to be profitable. The issue is important in view of the full transition to the EU Single Market, of which unbundling and privatisation are policy pillars. In fact, before the transition, vertical integration in the foreign upstream and energy diplomacy were key elements for infrastructure profitability. The paper argues that these elements are still important, as constraints to gas procurement and binding contractual relations with producers have not changed substantially. Nevertheless, securing those advantages within the EU Single Market framework requires significant innovations. In particular, the paper suggests forms of EU energy diplomacy, based on bilateral trade deals, which could achieve forms of vertical integration for energy firms as well as help EU and non-EU counterparts align their interests. This paper may prove particularly relevant for the recent debate on how to shape EU energy diplomacy.
