description Publicationkeyboard_double_arrow_right Article , Journal 2002Publisher:Elsevier BV Abstract This paper presents a focused analysis of the role of entrants into the electricity generation market since privatisation. It examines subsequent developments in the market and in the industry's structure and performance. The analysis draws heavily upon new information gained from telephone interviews with many of those involved with the so-called “independent power producers” (IPPs), as well as information in the existing literature. Our key finding is that IPP entry has not significantly increased competition and has adversely affected the future viability of the electricity system. We attribute these failures to the very policies that encouraged the initial entry of the IPPs.

Humphrey, Mathew in OpenAIREThe development of shale gas in the United Kingdom (UK) using hydraulic fracturing, more commonly known as ‘fracking’, remains in its infancy. Yet understanding public attitudes for this fledgling industry is important for future policy considerations, decision-making and for industry stakeholders. This study uses data collected from the University of Nottingham UK nationwide online survey (n=3,823) conducted in September 2014, to consider ten hypothesises about the UK public’s attitudes towards shale gas. From the survey data we can see that 43.11% of respondents support shale gas extraction in the UK. Furthermore, our results show that women, class DE respondents, non-Conservative party supporters, and respondents who positively associate shale gas with water contamination or earthquakes are less likely to support the extraction of shale gas in the UK. We also discuss potential policy implications for the UK government arising from these findings.

Eugene Mohareb in OpenAIREThe UK government’s Clean Growth Strategy unambiguously described the decarbonisation of heat as the UK’s greatest policy and technical challenge in meeting our carbon targets. Maximising the potential for energy efficiency in the existing domestic stock is critical to the low-carbon heat transition. Good information exists on the technical potential for energy efficiency measures in the UK stock, however, a lack of knowledge about current stock conditions and in-use factors places considerable uncertainty on how much of this technical potential is achievable in practice. \ud This study uses data from the fifth carbon budget (CB5) policy projections and updates the in-use factors using measured data from the National Energy Efficiency Database (NEED). This results in a 26% shortfall by 2035 in the anticipated energy savings through cavity, solid wall, and loft insulation compared to what is assumed in the CB5 projections. This will have costly implications for meeting future carbon budgets. Risks and policy implications are discussed. The practical potential for energy efficiency measures beyond cavity, solid wall, and loft insulation is explored.

Drawing on a Habermasian theoretical frame, I examine local resident narratives that emerged through the local public sphere and how these formed discursive meanings that provided shared background social norms for residents towards the solar farm developments. The paper begins by operationalising Habermas's theoretical ideas for empirical research and situating the research within existing literature. The theoretical and methodological sections are followed by the examination of three local narratives that emerged: idealised rural land use, farming and income generation, and money making and the pursuit of profit. Such narratives are considered in view of public opportunities for robust dialogue and debate to judge the normative democratic character of the solar farm developments. The paper concludes that the community development offered significantly more discursive space for debate than the commercial development and increased the developments' overall democratic legitimacy. It is maintained that such a Habermasian theoretical frame adapted for empirical analysis is valuable for normatively assessing democratic processes which are needed in view of conceptually weak accounts of ‘energy democracy’.

This paper analyzes the effect of energy-efficiency policies on lighting patenting between 1992 and 2007, using data for 19 OECD countries. We examine levels of energy-efficiency RDD however, the technology-push policy does not. These findings suggest that demand-pull policies can help to transform international markets for low-carbon technology innovation, and they underscore the importance of the often-overlooked international dimension of domestic energy-efficiency policies. To the extent that our findings are generalizable, our research suggests that governance processes that strengthen energy performance standards and steady investment in RD&D could spur energy innovation in industrialized nations across the world.

Russell Smyth in OpenAIREThis paper reports estimates of the long- and short-run elasticities of residential demand for electricity in Australia using the bounds testing procedure to cointegration, within an autoregressive distributive lag framework. In the long run, we find that income and own price are the most important determinants of residential electricity demand, while temperature is significant some of the time and gas prices are insignificant. Our estimates of long-run income elasticity and price elasticity of demand are consistent with previous studies, although they are towards the lower end of existing estimates. As expected, the short-run elasticities are much smaller than the long-run elasticities, and the coefficients on the error-correction coefficients are small consistent with the fact that in the short-run energy appliances are fixed.

This paper examines the natural gas vehicle (NGV) implementation approaches and outcomes in seven countries with diverse experiences in order to gain an understanding of the barriers to the NGV market development in Nigeria. The analysis employs hermeneutic principles to secondary data derived from academic literature, published reports from a variety of international agencies, grey literature, and text from online sources and identifies eight success factors for NGV market development namely: strategic intent, legal backing, learning and adaptation, assignment of responsibilities, financial incentives, NG pricing, consumer confidence, and NG infrastructure. The paper concludes that the principal impediment to NGV market development in Nigeria is the uncoordinated implementation approach and that greater government involvement is required in setting strategic goals, developing the legal and regulatory frameworks, setting of clear standards for vehicles and refuelling stations as well as assigning responsibilities to specific agencies. Short-term low cost policy interventions identified include widening the existing NG and gasoline price gap and offering limited support for refuelling and retrofitting facilities.

The analysis is performed by decomposing the changes in energy intensity by means of energy efficiency, fuel mix and structural changes using sectoral and sub-sectoral levels of data. The results show that the driving forces behind the decrease in energy intensity in Australia are efficiency effect and sectoral composition effect, where the former is found to be more prominent than the latter. Moreover, the favourable impact of the composition effect has slowed consistently in recent years. A perfect positive association characterizes the relationship between energy intensity and carbon intensity in Australia. The decomposition results indicate that Australia needs to improve energy efficiency further to reduce energy intensity and carbon emissions.

They are made by a large and financially strong industry. In 2006, there were 1672 wind turbines in use in the UK, making up 2.5% of UK's electricity-generating capacity but producing under 1% of its electricity. The UK uses only about 1% of its wind power potential. Making use of more wind will involve developing new materials, new techniques and new mathematical modelling methods. The machines will need to be more reliable and robust, and will require a more flexible electricity system to feed into. In the longer term, there may be bigger machines of up to 10 MW, perhaps used in tandem with advanced electricity-storage technology. The growth of a European rather than UK power grid may allow renewables, including wind, to play a larger role.
