While the level of uncertainty enriched by the climate wars hypothesis, controversial moves on the finance field. Breaking with development aid and the conventional financial system, the climate financing enters a period of radical uncertainty. Data and information collected over the COP held, can lay the groundwork for a financial prospective. The study proposes socio-economic and financial scenarios inspired by the IPCC approach in assessing transformation with representative socioeconomic evolution pathways. The vision of long-term cooperative action allows to raise more funds to expand developing countries participation in the effort of data collection, development of good practice and guidelines. But reducing the time taken for adaptation and mitigation may lead to more radical solutions are needed to lower the temperature. The study proposes that Africa should adhere to the vision of development erga omnes around a futureresilient financial system. The study recommends the setting of an Inter-Governmental Panel on Climate Financing to solve the problem of the transformation of global savings in very long term investment and to periodically report on the performance of the Global Investment Fund. Africa will also integrate the global value chain of carbon finance and to structure the innovation system with "clean tech" and "green business". Finally the study recommends several initiatives to provide financial support for large scale geoengeneering through reforestation, sequestration and storage of CO2 and solar radiation management. Le présent CCDR comporte trois messages principaux: (i) En premier lieu, le maintien du statu quo ne permettra plus de soutenir la croissance économique de la Côte d'Ivoire et ses ambitions de devenir un pays à revenu intermédiaire de la tranche supérieure à l’horizon 2030, tout en réduisant considérablement la pauvreté. Toutes choses étant égales par ailleurs, et dans le cadre d’un scénario de climat sec/plus chaud, le changement climatique devrait réduire le produit intérieur brut (PIB) réel de 13 pour cent d’ici à 2050, ce qui empêcherait 1,63 million de personnes de s’affranchir de la pauvreté. Quoique dispendieuses, les mesures d’adaptation peuvent potentiellement compenser une grande partie de l’impact négatif du climat, notamment sur les populations démunies; (ii) Deuxièmement, des secteurs économiques clés, dont le cacao et l’énergie, courent le risque de connaître des contre-performances si aucune mesure n’est prise maintenant même pour faire face aux impacts climatiques et tirer parti des mutations technologiques ou des changements réglementaires. En outre, les centres urbains, qui sont des pôles économiques, sont exposés aux dommages climatiques subis par les infrastructures et aux pertes considérables de moyens de subsistance subies par les populations démunies vivant dans des communautés à faibles revenus. Des menaces planent également sur les routes, les réseaux numériques et les autres infrastructures qui assurent l’interconnectivité au plan national, garantissant l’efficacité des déplacements et l’accès aux marchés et aux services; (iii) Troisièmement, la Côte d'Ivoire n’est pas actuellement prête à faire face aux conséquences du changement climatique. Sa capacité d’adaptation en est encore à ses balbutiements, ses institutions et sa coordination de l’action en faveur du climat sont fragmentaires, et ses politiques et programmes ne sont pas à la hauteur du défi climatique auquel sont confrontées les populations vulnérables. The new 'Grenelle II' laws are presented in the French Parliament. The Grenelle II (2010) follows the Grenelle I (2007) and a second public consultation round with representatives of large companies. Detailed plans are presented for building, transport and energy sector. Local authorities are asked to play a more important and facilitating role. The new law package contains six pillars and contains the 'outlines' and 'logistics' of the application on regional and local level: - 1. Improving the Energetic Performance of Buildings. Among the measures are : insisting on 'Batiments a Basse Consommation' (BBC, < 50 KW/H/m2 per year) for new buildings and to reduce the consumption of existing buildings by 38% untill 2020. - 2. Creating a change in Transport Use. Among the measures presented are : speeding up the process of public transport infrastructure, insisting local public authorities on offering 'lease-bikes' and car-sharing programs, and subvention of electric and hybrid car development. - 3. Reducing significantly Energy Consumption and Carbon Emissions. Measurements foreseen are : Obligation of all enterprises with over 500 employees and municipalities with more than 500.000 inhabitants to calculate CO2 emissions on a yearly bases. -4. Preserving Biodiversity. Pharmaceutical and hospital products will be more restricted and reported. -5. Risks, health and waste. Various measurements are proposed, such as the Protection of Electrical and Telephone Network workers. -6. A new Ecological Governance Model. Introduction of Five 'Colleges' of Stakeholders: ONG, Entreprises, Unions, Public Authorities and Public Administration. Regions with over 50 000 inhabitants will be obliged to create a Sustainable Development report. Each product should carry CO2 emission information, related to the CO2 emissions created by transport of people and goods.
