Public policy requires public support, which in turn implies a need to enable the public not just to understand policy but also to be engaged in its development. Where complex science and technology issues are involved in policy making, this takes time, so it is important to identify emerging issues of this type and prepare engagement plans. In our horizon scanning exercise, we used a modified Delphi technique. A wide group of people with interests in the science and policy interface (drawn from policy makers, policy adviser, practitioners, the private sector and academics) elicited a long list of emergent policy issues in which science and technology would feature strongly and which would also necessitate public engagement as policies are developed. This was then refined to a short list of top priorities for policy makers. Thirty issues were identified within broad areas of business and technology; energy and environment; government, politics and education; health, healthcare, population and aging; information, communication, infrastructure and transport; and public safety and national security.

Optical potential energy landscapes created using acousto-optical deflectors are characterized via solvent-driven colloidal particles. The full potential energy of both single optical traps and complex landscapes composed of multiple overlapping traps are determined using a simple force balance argument. The potential of a single trap is shown to be well described by a Gaussian trap with stiffness found to be consistent with those obtained by a thermal equilibrium method. We also obtain directly the depth of the well, which (as with stiffness) varies with laser power. Finally, various complex systems ranging from double-well potentials to random landscapes are generated from individually controlled optical traps. Predictions of these landscapes as a sum of single Gaussian wells are shown to be a good description of experimental results, offering the potential for fully controlled design of optical landscapes, constructed from single optical traps.

However, access to data is often a barrier to starting energy system modelling in developing countries, thereby causing delays. This article therefore provides data that can be used to create a simple zero order energy system model for Mauritania, which can act as a starting point for further model development and scenario analysis. The data are collected entirely from publicly available and accessible sources, including the websites and databases of international organizations, journal articles, and existing modelling studies. This means that the dataset can be easily updated based on the latest available information or more detailed and accurate local data. These data were also used to calibrate a simple energy system model using the Open Source Energy Modelling System (OSeMOSYS) and two stylized scenarios (Fossil Future and Least Cost ) for 2020-2050. The assumptions used and results of these scenarios are presented in the appendix as an illustrative example of what can be done with these data. This simple model can be adapted and further developed by in-country analysts and academics, providing a platform for future work.

The charged-particle production ratios $\bar{p}/p$, $K^-/K^+$, $��^-/��^+$, $(p + \bar{p})/(��^+ + ��^-)$, $(K^+ + K^-)/(��^+ + ��^-)$ and $(p + \bar{p})/(K^+ + K^-)$ are measured with the LHCb detector using $0.3 {\rm nb^{-1}}$ of $pp$ collisions delivered by the LHC at $\sqrt{s} = 0.9$ TeV and $1.8 {\rm nb^{-1}}$ at $\sqrt{s} = 7$ TeV. The measurements are performed as a function of transverse momentum $p_{\rm T}$ and pseudorapidity $��$. The production ratios are compared to the predictions of several Monte Carlo generator settings, none of which are able to describe adequately all observables. The ratio $\bar{p}/p$ is also considered as a function of rapidity loss, $��y \equiv y_{\rm beam} - y$, and is used to constrain models of baryon transport. Incorrect entries in Table 2 corrected. In this thesis, several models are developed across chemical, techno-economic, and energy system modelling disciplines to explore the future role of green ammonia. First, standalone models of production (i.e., power-to-ammonia) and re-electrification (i.e., ammonia-to-power) are developed and compared to competing technologies. Second, these models are integrated into a planning and dispatch energy system model (ESM) of India to 2050. The ESM has several novel additions including the sector coupling of hydrogen and ammonia, multiple years of granular weather data, and learning-curve-based technology cost forecasts. India is chosen as an ideal case study given its globally unmatched demand growth in all three relevant sectors: electricity, green hydrogen, and green ammonia. The projected electricity demands for green hydrogen and ammonia production account for 25% of the total Indian electricity demand in 2050, underscoring the transformational potential that green hydrogen and ammonia sector coupling can have on the Indian energy system. The results of the state-of-the-art ESM highlight synergistic effects of hydrogen and ammonia sector coupling with the power system. The least-cost system employs seasonal green ammonia production paired with up to 40 million tonnes (i.e., 200 TWh) of ammonia storage, as well as some re-electrification via gas turbines. Sector coupling reduces system curtailment, addresses challenges of long-duration storage, and improves system resilience to interannual weather variations. While India is a crucial case study from a global decarbonisation perspective, the methodology and findings are generally applicable, and it is the aim of this work to motivate and accelerate the wider research community into considering the potential impacts of green ammonia sector coupling on electricity grid design. Finally, this work highlights strategic technology development direction for ammonia producers and gas turbine manufacturers, as well as implications for policymakers.

Abstract The dynamics of isolated-photon plus two-jet production in pp collisions at a centre-of-mass energy of 13 TeV are studied with the ATLAS detector at the LHC using a dataset corresponding to an integrated luminosity of 36.1 fb−1. Cross sections are measured as functions of a variety of observables, including angular correlations and invariant masses of the objects in the final state, γ + jet + jet. Measurements are also performed in phase-space regions enriched in each of the two underlying physical mechanisms, namely direct and fragmentation processes. The measurements cover the range of photon (jet) transverse momenta from 150 GeV (100 GeV) to 2 TeV. The tree-level plus parton-shower predictions from Sherpa and Pythia as well as the next-to-leading-order QCD predictions from Sherpa are compared with the measurements. The next-to-leading-order QCD predictions describe the data adequately in shape and normalisation except for regions of phase space such as those with high values of the invariant mass or rapidity separation of the two jets, where the predictions overestimate the data.

ABSTRACTWind power forecasts are useful tools for power load balancing, energy trading and wind farm operations. Long range monthly‐to‐seasonal forecasting allows the prediction of departures from average weather conditions beyond traditional weather forecast timescales, months in advance. However, it has not yet been demonstrated how these forecasts can be optimally transformed to wind power. The predictable part of a seasonal forecast is for longer monthly averages, not daily averages, but to use monthly averages misses information on variability. To investigate, here a model relating average weather conditions to average wind power output was built, based on the relationship between instantaneous wind speed and power production and incorporating fluctuations in air density due to temperature and wind speed variability. Observed monthly average power output from UK stations was used to validate the model and to investigate the optimal temporal resolution for the data used to drive the model. Multiple simulations of wind power were performed based on reanalysis data, making separate simulations based on monthly, daily and sub‐daily averages, using a distribution defined by the mean across the period to incorporate information on variability. Basing the simulation on monthly averages alone is sub‐optimal: using daily average winds gives the highest correlation against observations. No improvement over this is gained by using sub‐daily averages or including temperature variability. This signifies that to transform seasonal forecasts to wind power a compromise must be made between using the daily averages with debatable skill and the more predictable monthly averages, losing information on day‐to‐day variability.

Thin (approximately 10 nm) oxide buffer layers grown over lead-halide perovskite device stacks are critical for protecting the perovskite against mechanical and environmental damage. However, the limited perovskite stability restricts the processing methods and temperatures (<=110 C) that can be used to deposit the oxide overlayers, with the latter limiting the electronic properties of the oxides achievable. In this work, we demonstrate an alternative to existing methods that can grow pinhole-free TiOx (x = 2.00+/-0.05) films with the requisite thickness in <1 min without vacuum. This technique is atmospheric pressure chemical vapor deposition (AP-CVD). The rapid but soft deposition enables growth temperatures of >=180 ��C to be used to coat the perovskite. This is >=70 ��C higher than achievable by current methods and results in more conductive TiOx films, boosting solar cell efficiencies by >2%. Likewise, when AP-CVD SnOx (x ~ 2) is grown on perovskites, there is also minimal damage to the perovskite beneath. The SnOx layer is pinhole-free and conformal, which reduces shunting in devices, and increases steady-state efficiencies from 16.5% (no SnOx) to 19.4% (60 nm SnOx), with fill factors reaching 84%. Whether benefits of new dams will outweigh costs remains unresolved despite contentious debates. We investigate this question with the "outside view" or "reference class forecasting" based on literature on decision-making under uncertainty in psychology. We find overwhelming evidence that budgets are systematically biased below actual costs of large hydropower dams - excluding inflation, substantial debt servicing, environmental, and social costs. Using the largest and most reliable reference data of its kind and multilevel statistical techniques applied to large dams for the first time, we were successful in fitting parsimonious models to predict cost and schedule overruns. The outside view suggests that in most countries large hydropower dams will be too costly in absolute terms and take too long to build to deliver a positive risk-adjusted return unless suitable risk management measures outlined in this paper can be affordably provided. Policymakers, particularly in developing countries, are advised to prefer agile energy alternatives that can be built over shorter time horizons to energy megaprojects.

Public policy requires public support, which in turn implies a need to enable the public not just to understand policy but also to be engaged in its development. Where complex science and technology issues are involved in policy making, this takes time, so it is important to identify emerging issues of this type and prepare engagement plans. In our horizon scanning exercise, we used a modified Delphi technique. A wide group of people with interests in the science and policy interface (drawn from policy makers, policy adviser, practitioners, the private sector and academics) elicited a long list of emergent policy issues in which science and technology would feature strongly and which would also necessitate public engagement as policies are developed. This was then refined to a short list of top priorities for policy makers. Thirty issues were identified within broad areas of business and technology; energy and environment; government, politics and education; health, healthcare, population and aging; information, communication, infrastructure and transport; and public safety and national security.

Optical potential energy landscapes created using acousto-optical deflectors are characterized via solvent-driven colloidal particles. The full potential energy of both single optical traps and complex landscapes composed of multiple overlapping traps are determined using a simple force balance argument. The potential of a single trap is shown to be well described by a Gaussian trap with stiffness found to be consistent with those obtained by a thermal equilibrium method. We also obtain directly the depth of the well, which (as with stiffness) varies with laser power. Finally, various complex systems ranging from double-well potentials to random landscapes are generated from individually controlled optical traps. Predictions of these landscapes as a sum of single Gaussian wells are shown to be a good description of experimental results, offering the potential for fully controlled design of optical landscapes, constructed from single optical traps.

However, access to data is often a barrier to starting energy system modelling in developing countries, thereby causing delays. This article therefore provides data that can be used to create a simple zero order energy system model for Mauritania, which can act as a starting point for further model development and scenario analysis. The data are collected entirely from publicly available and accessible sources, including the websites and databases of international organizations, journal articles, and existing modelling studies. This means that the dataset can be easily updated based on the latest available information or more detailed and accurate local data. These data were also used to calibrate a simple energy system model using the Open Source Energy Modelling System (OSeMOSYS) and two stylized scenarios (Fossil Future and Least Cost ) for 2020-2050. The assumptions used and results of these scenarios are presented in the appendix as an illustrative example of what can be done with these data. This simple model can be adapted and further developed by in-country analysts and academics, providing a platform for future work.

The charged-particle production ratios $\bar{p}/p$, $K^-/K^+$, $��^-/��^+$, $(p + \bar{p})/(��^+ + ��^-)$, $(K^+ + K^-)/(��^+ + ��^-)$ and $(p + \bar{p})/(K^+ + K^-)$ are measured with the LHCb detector using $0.3 {\rm nb^{-1}}$ of $pp$ collisions delivered by the LHC at $\sqrt{s} = 0.9$ TeV and $1.8 {\rm nb^{-1}}$ at $\sqrt{s} = 7$ TeV. The measurements are performed as a function of transverse momentum $p_{\rm T}$ and pseudorapidity $��$. The production ratios are compared to the predictions of several Monte Carlo generator settings, none of which are able to describe adequately all observables. The ratio $\bar{p}/p$ is also considered as a function of rapidity loss, $��y \equiv y_{\rm beam} - y$, and is used to constrain models of baryon transport. Incorrect entries in Table 2 corrected. In this thesis, several models are developed across chemical, techno-economic, and energy system modelling disciplines to explore the future role of green ammonia. First, standalone models of production (i.e., power-to-ammonia) and re-electrification (i.e., ammonia-to-power) are developed and compared to competing technologies. Second, these models are integrated into a planning and dispatch energy system model (ESM) of India to 2050. The ESM has several novel additions including the sector coupling of hydrogen and ammonia, multiple years of granular weather data, and learning-curve-based technology cost forecasts. India is chosen as an ideal case study given its globally unmatched demand growth in all three relevant sectors: electricity, green hydrogen, and green ammonia. The projected electricity demands for green hydrogen and ammonia production account for 25% of the total Indian electricity demand in 2050, underscoring the transformational potential that green hydrogen and ammonia sector coupling can have on the Indian energy system. The results of the state-of-the-art ESM highlight synergistic effects of hydrogen and ammonia sector coupling with the power system. The least-cost system employs seasonal green ammonia production paired with up to 40 million tonnes (i.e., 200 TWh) of ammonia storage, as well as some re-electrification via gas turbines. Sector coupling reduces system curtailment, addresses challenges of long-duration storage, and improves system resilience to interannual weather variations. While India is a crucial case study from a global decarbonisation perspective, the methodology and findings are generally applicable, and it is the aim of this work to motivate and accelerate the wider research community into considering the potential impacts of green ammonia sector coupling on electricity grid design. Finally, this work highlights strategic technology development direction for ammonia producers and gas turbine manufacturers, as well as implications for policymakers.

Abstract The dynamics of isolated-photon plus two-jet production in pp collisions at a centre-of-mass energy of 13 TeV are studied with the ATLAS detector at the LHC using a dataset corresponding to an integrated luminosity of 36.1 fb−1. Cross sections are measured as functions of a variety of observables, including angular correlations and invariant masses of the objects in the final state, γ + jet + jet. Measurements are also performed in phase-space regions enriched in each of the two underlying physical mechanisms, namely direct and fragmentation processes. The measurements cover the range of photon (jet) transverse momenta from 150 GeV (100 GeV) to 2 TeV. The tree-level plus parton-shower predictions from Sherpa and Pythia as well as the next-to-leading-order QCD predictions from Sherpa are compared with the measurements. The next-to-leading-order QCD predictions describe the data adequately in shape and normalisation except for regions of phase space such as those with high values of the invariant mass or rapidity separation of the two jets, where the predictions overestimate the data.

ABSTRACTWind power forecasts are useful tools for power load balancing, energy trading and wind farm operations. Long range monthly‐to‐seasonal forecasting allows the prediction of departures from average weather conditions beyond traditional weather forecast timescales, months in advance. However, it has not yet been demonstrated how these forecasts can be optimally transformed to wind power. The predictable part of a seasonal forecast is for longer monthly averages, not daily averages, but to use monthly averages misses information on variability. To investigate, here a model relating average weather conditions to average wind power output was built, based on the relationship between instantaneous wind speed and power production and incorporating fluctuations in air density due to temperature and wind speed variability. Observed monthly average power output from UK stations was used to validate the model and to investigate the optimal temporal resolution for the data used to drive the model. Multiple simulations of wind power were performed based on reanalysis data, making separate simulations based on monthly, daily and sub‐daily averages, using a distribution defined by the mean across the period to incorporate information on variability. Basing the simulation on monthly averages alone is sub‐optimal: using daily average winds gives the highest correlation against observations. No improvement over this is gained by using sub‐daily averages or including temperature variability. This signifies that to transform seasonal forecasts to wind power a compromise must be made between using the daily averages with debatable skill and the more predictable monthly averages, losing information on day‐to‐day variability.

Thin (approximately 10 nm) oxide buffer layers grown over lead-halide perovskite device stacks are critical for protecting the perovskite against mechanical and environmental damage. However, the limited perovskite stability restricts the processing methods and temperatures (<=110 C) that can be used to deposit the oxide overlayers, with the latter limiting the electronic properties of the oxides achievable. In this work, we demonstrate an alternative to existing methods that can grow pinhole-free TiOx (x = 2.00+/-0.05) films with the requisite thickness in <1 min without vacuum. This technique is atmospheric pressure chemical vapor deposition (AP-CVD). The rapid but soft deposition enables growth temperatures of >=180 ��C to be used to coat the perovskite. This is >=70 ��C higher than achievable by current methods and results in more conductive TiOx films, boosting solar cell efficiencies by >2%. Likewise, when AP-CVD SnOx (x ~ 2) is grown on perovskites, there is also minimal damage to the perovskite beneath. The SnOx layer is pinhole-free and conformal, which reduces shunting in devices, and increases steady-state efficiencies from 16.5% (no SnOx) to 19.4% (60 nm SnOx), with fill factors reaching 84%. Whether benefits of new dams will outweigh costs remains unresolved despite contentious debates. We investigate this question with the "outside view" or "reference class forecasting" based on literature on decision-making under uncertainty in psychology. We find overwhelming evidence that budgets are systematically biased below actual costs of large hydropower dams - excluding inflation, substantial debt servicing, environmental, and social costs. Using the largest and most reliable reference data of its kind and multilevel statistical techniques applied to large dams for the first time, we were successful in fitting parsimonious models to predict cost and schedule overruns. The outside view suggests that in most countries large hydropower dams will be too costly in absolute terms and take too long to build to deliver a positive risk-adjusted return unless suitable risk management measures outlined in this paper can be affordably provided. Policymakers, particularly in developing countries, are advised to prefer agile energy alternatives that can be built over shorter time horizons to energy megaprojects.
