Changes are taking place on a global scale based on the digital technologies being implemented. The role of the state and executive authorities is being completely rethought. They are transforming themselves into “digital governments”, IT platforms, and forming their own digital structures with a list of services that are necessary for the population. In this study the following 4 directions of development of the public administration system were identified and reviewed in detail: digital reforms in the public administration system; long-term balance and sustainability of public administration; focusing on improving the quality and efficiency of public services; implementation of project management methods for the development and implementation of state programs. Based on the conducted research, current trends in public administration have been highlighted, and it was concluded that the trends in the development of modern economies include the mandatory participation of the state.

You, Siming in OpenAIREDecarbonizing the building sector is extremely important to mitigating climate change as the sector contributes 40% of the overall energy consumption and 36% of the total greenhouse gas emissions in the world. Net-zero energy buildings are one of the promising decarbonization attempts due to their potential of decreasing the use of energy and increasing the total share of renewable energy. To achieve a net-zero energy building, it is necessary to decrease the energy demand by applying efficiency enhancement measures and using renewable energy sources. Net-zero energy buildings can be classified into four models (Net-Zero Site Energy buildings, Net-Zero Emissions buildings, Net-Zero Source Energy buildings, and Net-Zero Cost Energy buildings). A variety of technical, financial, and environmental factors should be considered during the decision-making process of net-zero energy building development, justifying the use of multi-criteria decision analysis methods for the design of net-zero energy buildings. This paper also discussed the contributions of renewable energy generation (hydropower, wind energy, solar, heat pumps, and bioenergy) to the development of net-zero energy buildings and reviewed its role in tackling the decarbonization challenge. Cost-benefit analysis and life cycle assessment of building designs were reviewed to shape the priorities of future development. It is important to develop a universal decision instrument for optimum design and operation of net-zero energy buildings.

However, the practical complexities of localised humanitarian aid are yet to be fully discussed. This paper aims to examine the concept of localisation in humanitarian aid through a case study of a local non-governmental organisation, the Cambodian Children's Trust (CCT), in Cambodia. Drawing on the framework of localisation proposed by Baguios et al., (2021), we analyse the application of localisation of child protection programs run by CCT. We provide a holistic understanding of how localisation is conducted in practice, and the impacts it has on the wider humanitarian sector. Our study illustrates that power can be effectively developed to local entities and localisation with empowerment could be achieved despite highly challenging conditions.

S.A. Carroll in OpenAIREAbstract Fractures along interfaces between host rock and wellbore cement have long been identified as potential CO2 leakage pathways from subsurface CO2 storage sites. As a consequence, cement alteration due to exposure to CO2 has been studied extensively to assess wellbore integrity. Previous studies have focused on the changes to either chemical or mechanical properties of cement upon exposure to CO2-enriched brine, but not on the effects of loading conditions. This paper aims to correct this deficit by considering the combined effects of the fracture pathway and changing effective stress on chemical and mechanical degradation at conditions relevant to geologic carbon storage. Flow-through experiments on fractured cores composed of cement and tight sandstone caprock halves were conducted to study the alteration of cement due to exposure to CO2-enriched brine at 3, 7, 9, and 12 MPa effective stress. We characterized relevant reactions via solution chemistry; fracture permeability via changes to differential pressure; mechanical changes via micro-hardness testing, and pore structure changes via x-ray tomography. This study showed that the nature and the rates of the chemical reactions between cement and CO2 were not affected by the effective stress. The differences in the permeability responses of the fractures were attributed to interactions among the geometry of the flow path, the porosity increase of the reacted cement, and the mechanical deformation of reacted asperities. The suite of observed chemical reactions contributed to change in cement mechanical properties. Compared to the unreacted cement, the average hardness of the amorphous silica and depleted layers was decreased while the hardness of the calcite layer was increased. Tomographic imaging showed that preferential flow paths formed in some of the core-flood experiments, which had a significant impact on the permeability response of the fractured samples. We interpreted the observed permeability responses in terms of competition between dissolution of cement phases (leading to enhanced permeability) and mechanical deformation of reacted regions (leading to reduced permeability).

Celli A. in OpenAIREWith the aim to fully exploit the by-products obtained after the industrial extraction of starch from sweet potatoes, a cascading approach was developed to extract high-value molecules, such as proteins and pectins, and to valorize the solid fraction, rich in starch and fibrous components. This fraction was used to prepare new biocomposites designed for food packaging applications. The sweet potato residue was added to poly(3-hydroxybutyrate-co-3-hydroxyvalerate) in various amounts up to 40 wt % by melt mixing, without any previous treatment. The composites are semicrystalline materials, characterized by thermal stability up to 260 °C. For the composites containing up to 10 wt % of residue, the tensile strength remains over 30 MPa and the strain stays over 3.2%. A homogeneous dispersion of the sweet potato waste into the bio-polymeric matrix was achieved but, despite the presence of hydrogen bond interactions between the components, a poor interfacial adhesion was detected. Considering the significant percentage of sweet potato waste used, the biocomposites obtained show a low economic and environmental impact, resulting in an interesting bio-alternative to the materials commonly used in the packaging industry. Thus, according to the principles of a circular economy, the preparation of the biocomposites closes the loop of the complete valorization of sweet potato products and by-products.

Taiwo Temitope Lasisi in OpenAIREBeyond the anticipated experience associated with tourism destinations, the United Nations World Tourism Organization (UNWTO) has further tasked (especially the destination countries) on the importance of tourism to achieving the 2030 Sustainable Development Goals (SDGs). From this dimension, this study employed the ecological footprint of the 10 most visited countries (France, Spain, United States, China, Italy, Mexico, United Kingdom, Turkey, Germany, and Thailand) over the period 1995-2016. Specifically, the study employed an econometric approach and found that increase in tourism arrivals and globalization is detrimental to the attainment of sustainable environmental quality in a long term. Precisely, a 1% increase in international arrivals and globalization is responsible for a 0.18 and 0.89% increase in ecological footprint in the long-run. These impacts of tourism activities and globalization are detrimental to the environmental quality of the destination countries. Meanwhile, the real income per capita and biocapacity in the destination countries improve the environmental quality of the panel of destination countries in the long-run. In addition, the study found significant evidence of Granger causality from tourism and real income to ecological footprint without feedback, the globalization-ecological footprint Granger causality nexus is with feedback. Moreover, potentially effective policies for government and other stakeholders especially toward attaining Global goals were proffered in the study.

Victoria Bessonova in OpenAIREAbstract In the next 25 years an unprecedented number of new marine artificial structures, over 75,000 offshore wind turbines alone, are planned to meet global net zero targets. Structures are required to last for multiple decades in the hostile marine environment; where the largest cost across their whole lifecycle is on operations and maintenance dependent on accessibility in calm seas. However, the role of climate change on accessibility, and thus operational cost, has not been resolved. Here we provide the first study of future accessibility; evaluated from global climate model driven wave modelling, using the high emission scenario (RCP8.5). We found that climate change drives significant regional variation in accessibility, with the northern hemisphere benefiting from a 6% increase in operating windows whilst accessibility in parts of the southern hemisphere is reduced by 6-9%. These findings will help offshore developers and stakeholders incorporate adaptions to climate change as part of strategic planning practices.

In particular, the research covers a number of uluses, where indigenous small-numbered peoples of the North of Yakutia compactly reside, who continue to preserve their traditional economic activities – reindeer herding, hunting, fishing and gathering. The main research methods and approaches used for writing this work are the statistical method, methods of systemic and comparative analysis, questionnaire survey, participant observation and in-depth interviewing. At this stage of the study, the authors present the results of the analysis of instrumental meteorological data on climate change tendencies in Yakutia in the period from 1968 to 2022. Based on the questionnaire survey and field materials, the observations and perceptions of the indigenous population related to climate change in the places of traditional habitation and the impact of these changes on traditional natural resource use were analysed. It is emphasized that the increasing climatic transformations cause legitimate concerns of indigenous people in the northern and Arctic regions for the future preservation of traditional natural resource use, at the same time as their readiness to adapt to rapid changes, taking into account their traditional knowledge, in particular used in reindeer herding increases. Цель работы – выявить воздействие климатических изменений на традиционные виды природопользования, составляющих основу традиционных систем жизнеобеспечения коренных жителей северных и арктических районов Якутии. В частности, исследованиями охвачены ряд улусов, где компактно проживают коренные малочисленные народы Севера Якутии, продолжающие сохранять традиционные виды хозяйственной деятельности – оленеводство, охота, рыболовство и собирательство. Основные методы и подходы исследования, примененные для написания данной работы, – это статистический метод, методы системно-сравнительного анализа, анкетного опроса, включенного наблюдения и глубинного интервьюирования. На данном этапе проведенного исследования авторами представлены результаты анализа инструментальных метеоданных о тенденциях изменения климата в Якутии в период с 1968 г. по 2022 г., на основе анкетного опроса и полевых материалов проанализированы наблюдения и восприятие коренного населения, связанные с изменением климата в местах традиционного проживания и влиянием этих изменений на традиционные виды природопользования. Подчеркнуто, что нарастающие климатические трансформации вызывают законную обеспокоенность коренных жителей северных и арктических районов за будущее сохранение традиционных видов природопользования, вместе с тем растет их готовность адаптироваться к быстрым изменениям с учетом их традиционных знаний, в частности используемых в оленеводстве. Most of the world’s mountain glaciers have been retreating for more than a century in response to climate change. Glacier retreat is evident on all continents, and the rate of retreat has accelerated during recent decades. Accurate, spatially explicit information on the position of glacier margins over time is useful for analyzing patterns of glacier retreat and measuring reductions in glacier surface area. This information is also essential for evaluating how mountain ecosystems are evolving due to climate warming and the attendant glacier retreat. Here, we present a non-comprehensive spatially explicit dataset showing multiple positions of glacier fronts since the Little Ice Age (LIA) maxima, including many data from the pre-satellite era. The dataset is based on multiple historical archival records including topographical maps; repeated photographs, paintings, and aerial or satellite images with a supplement of geochronology; and own field data. We provide ESRI shapefiles showing 728 past positions of 94 glacier fronts from all continents, except Antarctica, covering the period between the Little Ice Age maxima and the present. On average, the time series span the past 190 years. From 2 to 46 past positions per glacier are depicted (on average: 7.8).
