Currently, many enterprises do not use the treated industrial waste water in the water supply cycle. Therefore, the use of treated wastewater is of practical importance. The scheme of thermal treatment of waste water for obtaining pure condensate by evaporation is proposed. The main results of the study are the technical solution for the development of the enterprise's wastewater treatment complex. Pure condensate is obtained in an instant boiling evaporator. The research method is based on the calculation of energy costs in wastewater treatment for different types of waste water. The results of the study allow us to determine the optimal set of energy equipment for obtaining pure condensate and its further use. The specific practical significance lies in the development of a technical solution that helps the treatment of wastewater and the reduction of emissions into the water basin.

From the point of view of a systemic approach, an attempt is made to identify and classify the factors that can measure the contribution of higher education institutions to achieving the Sustainable Development Goals at the regional level. These factors are correlated with the corresponding tasks, as well as possible problems that are posed by the present unstable situation, and hinder sustainable development of the society. The research uses system-wide methods of analysis and synthesis, generalization and analogy. The analysis of the tasks and problems presented in the article allows us to identify and investigate the cause-effect relationships between the factors that determine the achievement of the Sustainable Development Goals and the complexities that accompany this process, and also contributes to the holistic perception of the concept of sustainable development by university staff members and students. The results of the study can be used in event planning within the framework of implementing the strategies drawn up by universities in the context of the sustainable development paradigm.

Shorokhov; Sergey Zhironkin; Sergey Zhironkin; Julia Suslova; Andrey Voloshin;At the present stage of the transition to sustainable development, when the share of a green economy in technologically advanced countries reaches one third of GDP, overcoming the structural crisis of the Russia is inseparable from reducing the technological gap and structural imbalances in the economy. These imbalances alienate Russia from ecologically and technologically advanced countries. Therefore, it is highly relevant to develop a methodology for assessing the structural convergence of the economy in the context of the transition to sustainable development, accompanied in developed countries by a new type of structural shift caused by the expansion of convergent technologies, the emergence of new principles of sectoral genesis and the formation of a green economy. The deepening of the divergent nature of Russian economy development was the result of a series of negative structural shifts that consolidated the dominance of extractive and resource-intensive industries, which threaten the final loss of technological identity, consolidation of the recessive trend and a lag in the transition to sustainable development. Therefore, today it is extremely important to formulate a methodology for assessing the structural convergence of Russian economy with technological and ecologically advanced countries, taking into account both quantitative and qualitative aspects.

This gas could be obtained in different ways. Possibilities and sources for the gas obtaining have been demonstrated. Use of other environmentally friendly sources to support operation in such systems in terms of joint energy complex has been considered. The necessary kinetic connections to provide operational sustainability of all the constituents have been given. The approach helps evaluate quantitatively the priority of its physicochemical transformations to obtain gas hydrates artificially. It is possible to transport methane at considerable distances when it is solidified. Actually, in this case there is no necessity to build costly compressor stations and pipelines for its transportation to consumers. The approach is extremely important for mining regions as it helps prolong the operating period and working out of the abandoned and off-balance coal reserves. In this case, it is proposed to apply special gasification technologies tending to maximum methane recovery. The proposed solutions give the possibility to define the trends of our further research. They will be highlighted in the following authors’ studies.

To improve environmental safety, it is necessary to study the local environmental and economic system and its main elements in order to improve managerial efficiency. The known approaches to the definition and the features of local environmental and economic system functioning are analyzed in the article. The directions for improving the efficiency of local eco-economic “industrial enterprise-environment” system management were developed on the basis of the synthesis of the study of theoretical developments of domestic and foreign researchers and the analysis of factual data. The work done is of practical importance for large industrial enterprises that exerts a diversified negative impact on the environment for preparing to the efficient sustainable managerial decisionmaking.

The shipbuilding market is characterized by features that relate to analysis, assessment of the current state, and forecasting. The work focuses on civil courts. First, the life cycle of shipbuilding products is longer than in other industries. From the moment of the development of the technical assignment to the beginning of the operation of the vessel, it takes from 3 to 10 years. At the same time, the transition from one stage to another - for example, from design to construction, can take years. As a result, it becomes almost impossible to analyze the entire life cycle of each vessel project. Secondly, the efficiency of the shipbuilding market is assessed not only by the number of ships delivered, but also by their cargo capacity - tonnage. Therefore, sea-going ships are characterized by large coefficients of completeness. However, for use on inland waterways, priority is given to the multifunctionality of the project. Thirdly, the shipbuilding industry is extremely poorly automated, which leads to the impossibility of using modern methods of assessing the shipbuilding market (there is not enough necessary information). Importantly, the shipbuilding industry in Russia limits its development by secrecy of large amounts of data.

Large-scale mining operations have led to land disturbance over large areas. The coal industry development program, which provides for a significant increase in production, will further aggravate the identified problem. There are a lot of reclamation mechanisms, they must be implemented comprehensively, be high-tech. Large-scale disturbance of land resources, and land retirement, its pollution and littering are the most significant problems requiring a primary solution. The mechanism of state and regional legal regulation of disturbed land reclamation is proposed. Improving the quality of reclamation will be facilitated by the development of a strategy for the environmental remediation, which would be included into the Concept for reclamation of disturbed lands.

The current situation in the area of SHW treatment leads to the dangerous environmental pollution, improper use of the natural resources, and the significant economic damage and poses a threat to the health of the present and future generations of the country. The authors examine the issues of implementation of the changes in the field of municipal solid waste management legislation. The problems of the comprehensive waste management are also discussed on the example of the Sverdlovsk region (Sverdlovskaya Oblast).

From the point of view of a systemic approach, an attempt is made to identify and classify the factors that can measure the contribution of higher education institutions to achieving the Sustainable Development Goals at the regional level. These factors are correlated with the corresponding tasks, as well as possible problems that are posed by the present unstable situation, and hinder sustainable development of the society. The research uses system-wide methods of analysis and synthesis, generalization and analogy. The analysis of the tasks and problems presented in the article allows us to identify and investigate the cause-effect relationships between the factors that determine the achievement of the Sustainable Development Goals and the complexities that accompany this process, and also contributes to the holistic perception of the concept of sustainable development by university staff members and students. The results of the study can be used in event planning within the framework of implementing the strategies drawn up by universities in the context of the sustainable development paradigm.

These imbalances alienate Russia from ecologically and technologically advanced countries. Therefore, it is highly relevant to develop a methodology for assessing the structural convergence of the economy in the context of the transition to sustainable development, accompanied in developed countries by a new type of structural shift caused by the expansion of convergent technologies, the emergence of new principles of sectoral genesis and the formation of a green economy. The deepening of the divergent nature of Russian economy development was the result of a series of negative structural shifts that consolidated the dominance of extractive and resource-intensive industries, which threaten the final loss of technological identity, consolidation of the recessive trend and a lag in the transition to sustainable development. Therefore, today it is extremely important to formulate a methodology for assessing the structural convergence of Russian economy with technological and ecologically advanced countries, taking into account both quantitative and qualitative aspects.

This gas could be obtained in different ways. Possibilities and sources for the gas obtaining have been demonstrated. Use of other environmentally friendly sources to support operation in such systems in terms of joint energy complex has been considered. The necessary kinetic connections to provide operational sustainability of all the constituents have been given. The approach helps evaluate quantitatively the priority of its physicochemical transformations to obtain gas hydrates artificially. It is possible to transport methane at considerable distances when it is solidified. Actually, in this case there is no necessity to build costly compressor stations and pipelines for its transportation to consumers. The approach is extremely important for mining regions as it helps prolong the operating period and working out of the abandoned and off-balance coal reserves. In this case, it is proposed to apply special gasification technologies tending to maximum methane recovery. The proposed solutions give the possibility to define the trends of our further research. They will be highlighted in the following authors’ studies.

The known approaches to the definition and the features of local environmental and economic system functioning are analyzed in the article. The directions for improving the efficiency of local eco-economic “industrial enterprise-environment” system management were developed on the basis of the synthesis of the study of theoretical developments of domestic and foreign researchers and the analysis of factual data. The work done is of practical importance for large industrial enterprises that exerts a diversified negative impact on the environment for preparing to the efficient sustainable managerial decisionmaking.

The shipbuilding market is characterized by features that relate to analysis, assessment of the current state, and forecasting. The work focuses on civil courts. First, the life cycle of shipbuilding products is longer than in other industries. From the moment of the development of the technical assignment to the beginning of the operation of the vessel, it takes from 3 to 10 years. At the same time, the transition from one stage to another - for example, from design to construction, can take years. As a result, it becomes almost impossible to analyze the entire life cycle of each vessel project. Secondly, the efficiency of the shipbuilding market is assessed not only by the number of ships delivered, but also by their cargo capacity - tonnage. Therefore, sea-going ships are characterized by large coefficients of completeness. However, for use on inland waterways, priority is given to the multifunctionality of the project. Thirdly, the shipbuilding industry is extremely poorly automated, which leads to the impossibility of using modern methods of assessing the shipbuilding market (there is not enough necessary information). Importantly, the shipbuilding industry in Russia limits its development by secrecy of large amounts of data.

Large-scale mining operations have led to land disturbance over large areas. The coal industry development program, which provides for a significant increase in production, will further aggravate the identified problem. There are a lot of reclamation mechanisms, they must be implemented comprehensively, be high-tech. Large-scale disturbance of land resources, and land retirement, its pollution and littering are the most significant problems requiring a primary solution. The mechanism of state and regional legal regulation of disturbed land reclamation is proposed. Improving the quality of reclamation will be facilitated by the development of a strategy for the environmental remediation, which would be included into the Concept for reclamation of disturbed lands.
