AbstractClimate change effects along with anthropogenic activities present the main factors that threaten the existence of heritage sites across the north Nile Delta of Egypt close to the coastline of the Mediterranean Sea. Observing the changes in the landscape close to the archaeological sites is an important issue for decision‐makers in terms of reducing the negative impact of natural events and human activities. The coastal heritage sites are becoming strongly threatened by the rising sea level phenomena that will happen due to global warming. Focusing on the distribution of the archaeological sites, this study aims to detect the areas at risk of shoreline erosion or accretion in the northern shoreline of the Nile Delta. In this study, the changes in the northern shoreline of the Nile Delta were observed and calculated during the last hundred years based on the integration between the old topographic maps from surveys in 1900, 1925 and 1945, optical satellite images captured by Landsat in 1972, 1986 and 2000; Sentinel2 2021; and the Radar SRTM data. The results of this study showed that the changes were enormous with a great shoreline erosion process over the last 121 years recorded along the shoreline in the periods between 1900–1925, 1925–1945, 1945–1972, 1972–1986, 1986–2000 and 2000–2021. The areas eroded were about 5.3, 4.7, 5.6, 8.9, 2.5 and 5.4 km2, respectively. Such negative movements caused the loss of two heritage sites, and the expected changes will lead to the loss of additional heritage sites in the next 500 years. Furthermore, a model was suggested for protecting the coastal heritage sites threatened by the risk of submergence. This study can help the decision‐makers to detect the coastal archaeological sites at risk and create innovative solutions for protecting these irreplaceable heritage sites.

Conventional sectoral management and piecemeal governance are considered less and less appropriate in pursuit of sustainable development. Ecosystem based marine spatial management (EB-MSM) is an approach that recognizes the full array of interactions within an ecosystem, including human uses, rather than considering single issues, species, or ecosystem services in isolation. Marine spatial planning and ocean zoning are emerging concepts that can support EB-MSM. EB-MSM is driven by high-level goals that managers aim to achieve through the implementation of measures. High-level goals and objectives need to be translated into more operational objectives before specific targets, limits and measures can be elaborated. Monitoring, evaluation and adaptation are necessary to ensure that marine management measures are both effective and efficient. Solid monitoring frameworks are the foundation of adaptive management, as they provide the necessary information to evaluate performance and the effectiveness of management actions. Marine protected areas (MPAs) - possibly set up in networks - constitute a key component in EB-MSM policies and practises and have been applied as a cornerstone in conservation of marine biodiversity, management of fish populations, development of coastal tourism, etc. Moreover, MPA experiences have provided methods and concepts (such as zoning) to a wider EB-MSM context. The assignment of values to biophysical features of the marine environment allows the direct assessment of related management choices and may assist EB-MSM. A range of monetary valuation techniques have been proposed to reduce attributes of goods and services to a single metric. However, in the marine environment such an approach is often over simplistic, and thus less reductive techniques may be necessary. Rather than producing a single metric, the results of non-monetary assessments guide policy allowing weight to be given as necessary to potential areas of conflict and consensus. Strategies to take into account climate change effects and geohazard risks in EB-MSM have been applied or proposed worldwide. EB-MSM regimes must be alert to such risks and flexible to account for changes.

Darby;Given the gaps between EU ambitions regarding energy community development and the current reality of clean energy communities in Europe, we explore a research framework enabling viable multi- and interdisciplinary research into new clean energy communities. We offer a definition of new clean energy communities, discuss their potential for wider dissemination and identify four factors that contribute to the current mismatch between ambitions and reality in energy community development. As a broader framework for interdisciplinary research into the field of new clean energy communities, we propose polycentric governance theory, considering the fact that the area of community energy systems is essentially multi-scalar, and that the rules of engagement in such systems are of great significance. This opens up four avenues for research on energy communities, which we outline in terms of enabling institutional contexts, potential for learning and transferability, business models and value propositions, and evaluation of outcomes and processes.

Cities across the globe recognise their role in climate mitigation and are acting to reduce carbon emissions. Knowing whether cities set ambitious climate and energy targets is critical for determining their contribution towards the global 1.5 °C target, partly because it helps to identify areas where further action is necessary. This paper presents a comparative analysis of the mitigation targets of 327 European cities, as declared in their local climate plans. The sample encompasses over 25% of the EU population and includes cities of all sizes across all Member States, plus the UK. The study analyses whether the type of plan, city size, membership of climate networks, and its regional location are associated with different levels of mitigation ambition. Results reveal that 78% of the cities have a GHG emissions reduction target. However, with an average target of 47%, European cities are not on track to reach the Paris Agreement: they need to roughly double their ambitions and efforts. Some cities are ambitious, e.g. 25% of our sample (81) aim to reach carbon neutrality, with the earliest target date being 2020.90% of these cities are members of the Climate Alliance and 75% of the Covenant of Mayors. City size is the strongest predictor for carbon neutrality, whilst climate network(s) membership, combining adaptation and mitigation into a single strategy, and local motivation also play a role. The methods, data, results and analysis of this study can serve as a reference and baseline for tracking climate mitigation ambitions across European and global cities.

The alluvial plain of the Entella River (Eastern Liguria), historically affected by damaging flood events, has been heavily modified over the past 250 years by human activity and natural processes. A qualitative and quantitative analysis of the morphological and land use evolution of the Entella floodplain since the 18th century was carried out using base maps and aerial photos ranging from 1758 to 2016. These diverse sources were Geographical Information System (GIS) georeferenced. Additional information on land-use change was gathered from historical documents and recent research reports. The main transformations to the floodplain include morphological changes, e.g., narrowing, channelization, displacement of the river channel and the advance of the coastal line due to fills and embankments. In addition, there has been very significant urbanization with loss of vegetated and agricultural areas. Our results indicate the primary role of human disturbance on morphological changes and landscape modifications of the coastal floodplain, particularly over the last 200 years. Furthermore, the historical geomorphological and cartographical analysis we adopted to reconstruct the floodplain transformation represents an essential tool in flood risk mitigation and environmental sustainability management, particularly in an urbanized coastal plain historically affected by floods.

The relevant role of freight lorry parking facilities as a tool to reduce nuisances and impact of economic activities in densely populated urban areas is widely recognised in the literature. Nevertheless, the literature currently lacks specific contributions addressing the use of a complex Multiple Criteria Decision Analysis (MCDA) approach for coping with an optimal location of freight lorry parking facilities in the urban context. This paper contributes to filling this gap by analysing a real-world case study motivated by the problem of intense freight vehicles traffic around the city of Bradford, Yorkshire (UK). Since it is necessary to include diverse analysis perspectives, reflecting the different classes of involved stakeholders, this study proposes adopting the Analytic Network Process (ANP) approach as a tool to support the selection and evaluation of alternatives for a freight lorry parking facility, followed by the design of software based on this approach. The proposed web Spatial Decision Support System provides a valuable tool to foster extended discussions with experts and facilitate the decision process in this class of location problems.

The relevant role of freight lorry parking facilities as a tool to reduce nuisances and impact of economic activities in densely populated urban areas is widely recognised in the literature. Nevertheless, the literature currently lacks specific contributions addressing the use of a complex Multiple Criteria Decision Analysis (MCDA) approach for coping with an optimal location of freight lorry parking facilities in the urban context. This paper contributes to filling this gap by analysing a real-world case study motivated by the problem of intense freight vehicles traffic around the city of Bradford, Yorkshire (UK). Since it is necessary to include diverse analysis perspectives, reflecting the different classes of involved stakeholders, this study proposes adopting the Analytic Network Process (ANP) approach as a tool to support the selection and evaluation of alternatives for a freight lorry parking facility, followed by the design of software based on this approach. The proposed web Spatial Decision Support System provides a valuable tool to foster extended discussions with experts and facilitate the decision process in this class of location problems.

The smart city concept has changed the urban ecosystem by embedding digital technologies in the city fabric to enhance the quality of life of its inhabitants. However, it has also led to some pressing issues and challenges related to data, privacy, ethics inclusion, and fairness. While the initial concept of smart cities was largely technology- and data-driven, focused on the automation of traffic, logistics and processes, this concept is currently being replaced by technology-enabled, human-centred solutions. However, this is not the end of the development, as there is now a big trend towards “design for values”. In this paper, we point out how a value-sensitive design approach could promote a more sustainable pathway of cities that better serves people and nature. Such “value-sensitive design” will have to take ethics, law and culture on board. We discuss how organising the digital world in a participatory way, as well as leveraging the concepts of self-organisation, self-regulation, and self-control, would foster synergy effects and thereby help to leverage a sustainable technological revolution on a global scale. Furthermore, a “democracy by design” approach could also promote resilience.

Routing algorithms typically suggest the fastest path or slight variation to reach a user's desired destination. Although this suggestion at the individual level is undoubtedly advantageous for the user, from a collective point of view, the aggregation of all single suggested paths may result in an increasing impact (e.g., in terms of emissions).In this study, we use SUMO to simulate the effects of incorporating randomness into routing algorithms on emissions, their distribution, and travel time in the urban area of Milan (Italy). Our results reveal that, given the common practice of routing towards the fastest path, a certain level of randomness in routes reduces emissions and travel time. In other words, the stronger the random component in the routes, the more pronounced the benefits upon a certain threshold. Our research provides insight into the potential advantages of considering collective outcomes in routing decisions and highlights the need to explore further the relationship between route randomization and sustainability in urban transportation.

PRECOS's approach integrates data pertaining to the fields of water and soil resources, agronomy, urbanization, land use and infrastructure etc. It is complemented by a socio-economic and regulatory analysis of the territory illustrating its constraints and stakes. A modular architecture articulates modeling software and spatial and temporal representations tools. It produces indicators in three core domains: soil degradation, water and soil resources and agricultural production. As a territory representative of numerous situations of the Mediterranean Basin (urban pressures, overconsumption of spaces, degradation of the milieus), a demonstration in the Crau's area (Southeast of France) has allowed to validate a prototype of the approach and to test its feasibility in a real life situation. Results on the Crau area have shown that, since the beginning of the 16th century, irrigated grasslands are the cornerstones of the anthropic-system, illustrating how successfully men's multi-secular efforts have maintained a balance between environment and local development. But today the ecosystem services are jeopardized firstly by urban sprawl and secondly by climate change. Pre-diagnosis in regions of Emilia-Romagna (Italy) and Valencia (Spain) show that local end-users and policy-makers are interested by this approach. The modularity of indicator calculations and the availability of geo-databases indicate that PRECOS may be up scaled in other socio-economic contexts.

PRECOS's approach integrates data pertaining to the fields of water and soil resources, agronomy, urbanization, land use and infrastructure etc. It is complemented by a socio-economic and regulatory analysis of the territory illustrating its constraints and stakes. A modular architecture articulates modeling software and spatial and temporal representations tools. It produces indicators in three core domains: soil degradation, water and soil resources and agricultural production. As a territory representative of numerous situations of the Mediterranean Basin (urban pressures, overconsumption of spaces, degradation of the milieus), a demonstration in the Crau's area (Southeast of France) has allowed to validate a prototype of the approach and to test its feasibility in a real life situation. Results on the Crau area have shown that, since the beginning of the 16th century, irrigated grasslands are the cornerstones of the anthropic-system, illustrating how successfully men's multi-secular efforts have maintained a balance between environment and local development. But today the ecosystem services are jeopardized firstly by urban sprawl and secondly by climate change. Pre-diagnosis in regions of Emilia-Romagna (Italy) and Valencia (Spain) show that local end-users and policy-makers are interested by this approach. The modularity of indicator calculations and the availability of geo-databases indicate that PRECOS may be up scaled in other socio-economic contexts.

AbstractClimate change effects along with anthropogenic activities present the main factors that threaten the existence of heritage sites across the north Nile Delta of Egypt close to the coastline of the Mediterranean Sea. Observing the changes in the landscape close to the archaeological sites is an important issue for decision‐makers in terms of reducing the negative impact of natural events and human activities. The coastal heritage sites are becoming strongly threatened by the rising sea level phenomena that will happen due to global warming. Focusing on the distribution of the archaeological sites, this study aims to detect the areas at risk of shoreline erosion or accretion in the northern shoreline of the Nile Delta. In this study, the changes in the northern shoreline of the Nile Delta were observed and calculated during the last hundred years based on the integration between the old topographic maps from surveys in 1900, 1925 and 1945, optical satellite images captured by Landsat in 1972, 1986 and 2000; Sentinel2 2021; and the Radar SRTM data. The results of this study showed that the changes were enormous with a great shoreline erosion process over the last 121 years recorded along the shoreline in the periods between 1900–1925, 1925–1945, 1945–1972, 1972–1986, 1986–2000 and 2000–2021. The areas eroded were about 5.3, 4.7, 5.6, 8.9, 2.5 and 5.4 km2, respectively. Such negative movements caused the loss of two heritage sites, and the expected changes will lead to the loss of additional heritage sites in the next 500 years. Furthermore, a model was suggested for protecting the coastal heritage sites threatened by the risk of submergence. This study can help the decision‐makers to detect the coastal archaeological sites at risk and create innovative solutions for protecting these irreplaceable heritage sites.

Conventional sectoral management and piecemeal governance are considered less and less appropriate in pursuit of sustainable development. Ecosystem based marine spatial management (EB-MSM) is an approach that recognizes the full array of interactions within an ecosystem, including human uses, rather than considering single issues, species, or ecosystem services in isolation. Marine spatial planning and ocean zoning are emerging concepts that can support EB-MSM. EB-MSM is driven by high-level goals that managers aim to achieve through the implementation of measures. High-level goals and objectives need to be translated into more operational objectives before specific targets, limits and measures can be elaborated. Monitoring, evaluation and adaptation are necessary to ensure that marine management measures are both effective and efficient. Solid monitoring frameworks are the foundation of adaptive management, as they provide the necessary information to evaluate performance and the effectiveness of management actions. Marine protected areas (MPAs) - possibly set up in networks - constitute a key component in EB-MSM policies and practises and have been applied as a cornerstone in conservation of marine biodiversity, management of fish populations, development of coastal tourism, etc. Moreover, MPA experiences have provided methods and concepts (such as zoning) to a wider EB-MSM context. The assignment of values to biophysical features of the marine environment allows the direct assessment of related management choices and may assist EB-MSM. A range of monetary valuation techniques have been proposed to reduce attributes of goods and services to a single metric. However, in the marine environment such an approach is often over simplistic, and thus less reductive techniques may be necessary. Rather than producing a single metric, the results of non-monetary assessments guide policy allowing weight to be given as necessary to potential areas of conflict and consensus. Strategies to take into account climate change effects and geohazard risks in EB-MSM have been applied or proposed worldwide. EB-MSM regimes must be alert to such risks and flexible to account for changes.

Darby;Given the gaps between EU ambitions regarding energy community development and the current reality of clean energy communities in Europe, we explore a research framework enabling viable multi- and interdisciplinary research into new clean energy communities. We offer a definition of new clean energy communities, discuss their potential for wider dissemination and identify four factors that contribute to the current mismatch between ambitions and reality in energy community development. As a broader framework for interdisciplinary research into the field of new clean energy communities, we propose polycentric governance theory, considering the fact that the area of community energy systems is essentially multi-scalar, and that the rules of engagement in such systems are of great significance. This opens up four avenues for research on energy communities, which we outline in terms of enabling institutional contexts, potential for learning and transferability, business models and value propositions, and evaluation of outcomes and processes.

Darby;Given the gaps between EU ambitions regarding energy community development and the current reality of clean energy communities in Europe, we explore a research framework enabling viable multi- and interdisciplinary research into new clean energy communities. We offer a definition of new clean energy communities, discuss their potential for wider dissemination and identify four factors that contribute to the current mismatch between ambitions and reality in energy community development. As a broader framework for interdisciplinary research into the field of new clean energy communities, we propose polycentric governance theory, considering the fact that the area of community energy systems is essentially multi-scalar, and that the rules of engagement in such systems are of great significance. This opens up four avenues for research on energy communities, which we outline in terms of enabling institutional contexts, potential for learning and transferability, business models and value propositions, and evaluation of outcomes and processes.

Cities across the globe recognise their role in climate mitigation and are acting to reduce carbon emissions. Knowing whether cities set ambitious climate and energy targets is critical for determining their contribution towards the global 1.5 °C target, partly because it helps to identify areas where further action is necessary. This paper presents a comparative analysis of the mitigation targets of 327 European cities, as declared in their local climate plans. The sample encompasses over 25% of the EU population and includes cities of all sizes across all Member States, plus the UK. The study analyses whether the type of plan, city size, membership of climate networks, and its regional location are associated with different levels of mitigation ambition. Results reveal that 78% of the cities have a GHG emissions reduction target. However, with an average target of 47%, European cities are not on track to reach the Paris Agreement: they need to roughly double their ambitions and efforts. Some cities are ambitious, e.g. 25% of our sample (81) aim to reach carbon neutrality, with the earliest target date being 2020.90% of these cities are members of the Climate Alliance and 75% of the Covenant of Mayors. City size is the strongest predictor for carbon neutrality, whilst climate network(s) membership, combining adaptation and mitigation into a single strategy, and local motivation also play a role. The methods, data, results and analysis of this study can serve as a reference and baseline for tracking climate mitigation ambitions across European and global cities.

The alluvial plain of the Entella River (Eastern Liguria), historically affected by damaging flood events, has been heavily modified over the past 250 years by human activity and natural processes. A qualitative and quantitative analysis of the morphological and land use evolution of the Entella floodplain since the 18th century was carried out using base maps and aerial photos ranging from 1758 to 2016. These diverse sources were Geographical Information System (GIS) georeferenced. Additional information on land-use change was gathered from historical documents and recent research reports. The main transformations to the floodplain include morphological changes, e.g., narrowing, channelization, displacement of the river channel and the advance of the coastal line due to fills and embankments. In addition, there has been very significant urbanization with loss of vegetated and agricultural areas. Our results indicate the primary role of human disturbance on morphological changes and landscape modifications of the coastal floodplain, particularly over the last 200 years. Furthermore, the historical geomorphological and cartographical analysis we adopted to reconstruct the floodplain transformation represents an essential tool in flood risk mitigation and environmental sustainability management, particularly in an urbanized coastal plain historically affected by floods.

The alluvial plain of the Entella River (Eastern Liguria), historically affected by damaging flood events, has been heavily modified over the past 250 years by human activity and natural processes. A qualitative and quantitative analysis of the morphological and land use evolution of the Entella floodplain since the 18th century was carried out using base maps and aerial photos ranging from 1758 to 2016. These diverse sources were Geographical Information System (GIS) georeferenced. Additional information on land-use change was gathered from historical documents and recent research reports. The main transformations to the floodplain include morphological changes, e.g., narrowing, channelization, displacement of the river channel and the advance of the coastal line due to fills and embankments. In addition, there has been very significant urbanization with loss of vegetated and agricultural areas. Our results indicate the primary role of human disturbance on morphological changes and landscape modifications of the coastal floodplain, particularly over the last 200 years. Furthermore, the historical geomorphological and cartographical analysis we adopted to reconstruct the floodplain transformation represents an essential tool in flood risk mitigation and environmental sustainability management, particularly in an urbanized coastal plain historically affected by floods.

The relevant role of freight lorry parking facilities as a tool to reduce nuisances and impact of economic activities in densely populated urban areas is widely recognised in the literature. Nevertheless, the literature currently lacks specific contributions addressing the use of a complex Multiple Criteria Decision Analysis (MCDA) approach for coping with an optimal location of freight lorry parking facilities in the urban context. This paper contributes to filling this gap by analysing a real-world case study motivated by the problem of intense freight vehicles traffic around the city of Bradford, Yorkshire (UK). Since it is necessary to include diverse analysis perspectives, reflecting the different classes of involved stakeholders, this study proposes adopting the Analytic Network Process (ANP) approach as a tool to support the selection and evaluation of alternatives for a freight lorry parking facility, followed by the design of software based on this approach. The proposed web Spatial Decision Support System provides a valuable tool to foster extended discussions with experts and facilitate the decision process in this class of location problems.

The smart city concept has changed the urban ecosystem by embedding digital technologies in the city fabric to enhance the quality of life of its inhabitants. However, it has also led to some pressing issues and challenges related to data, privacy, ethics inclusion, and fairness. While the initial concept of smart cities was largely technology- and data-driven, focused on the automation of traffic, logistics and processes, this concept is currently being replaced by technology-enabled, human-centred solutions. However, this is not the end of the development, as there is now a big trend towards “design for values”. In this paper, we point out how a value-sensitive design approach could promote a more sustainable pathway of cities that better serves people and nature. Such “value-sensitive design” will have to take ethics, law and culture on board. We discuss how organising the digital world in a participatory way, as well as leveraging the concepts of self-organisation, self-regulation, and self-control, would foster synergy effects and thereby help to leverage a sustainable technological revolution on a global scale. Furthermore, a “democracy by design” approach could also promote resilience.

Routing algorithms typically suggest the fastest path or slight variation to reach a user's desired destination. Although this suggestion at the individual level is undoubtedly advantageous for the user, from a collective point of view, the aggregation of all single suggested paths may result in an increasing impact (e.g., in terms of emissions).In this study, we use SUMO to simulate the effects of incorporating randomness into routing algorithms on emissions, their distribution, and travel time in the urban area of Milan (Italy). Our results reveal that, given the common practice of routing towards the fastest path, a certain level of randomness in routes reduces emissions and travel time. In other words, the stronger the random component in the routes, the more pronounced the benefits upon a certain threshold. Our research provides insight into the potential advantages of considering collective outcomes in routing decisions and highlights the need to explore further the relationship between route randomization and sustainability in urban transportation.

PRECOS's approach integrates data pertaining to the fields of water and soil resources, agronomy, urbanization, land use and infrastructure etc. It is complemented by a socio-economic and regulatory analysis of the territory illustrating its constraints and stakes. A modular architecture articulates modeling software and spatial and temporal representations tools. It produces indicators in three core domains: soil degradation, water and soil resources and agricultural production. As a territory representative of numerous situations of the Mediterranean Basin (urban pressures, overconsumption of spaces, degradation of the milieus), a demonstration in the Crau's area (Southeast of France) has allowed to validate a prototype of the approach and to test its feasibility in a real life situation. Results on the Crau area have shown that, since the beginning of the 16th century, irrigated grasslands are the cornerstones of the anthropic-system, illustrating how successfully men's multi-secular efforts have maintained a balance between environment and local development. But today the ecosystem services are jeopardized firstly by urban sprawl and secondly by climate change. Pre-diagnosis in regions of Emilia-Romagna (Italy) and Valencia (Spain) show that local end-users and policy-makers are interested by this approach. The modularity of indicator calculations and the availability of geo-databases indicate that PRECOS may be up scaled in other socio-economic contexts.
