    The rate of turbulence-induced energy exchange {dot W}{sub o} between species is computed in the framework of the quasilinear and gBL transport theories, and the relationship between these two theories, and the relationship between these two similar theories is thereby elucidated. For both theories, general formal expressions for {dot W}{sub o} are developed, and then applied to the trapped electron mode for illustration. The general expressions for {dot W}{sub o} in the two theories are formally closely related, but can yield predictions of very different magnitude in concrete applications. The fact that quasilinear theory is not valid for saturated steady-state turbulence gives rise to certain peculiarities in its predictions for this normal experimental situation, such as permitting energy to flow from the cooler to the hotter species, even in the limit of thermal equilibrium, where real-space gradients vanish. The gBL theory may be viewed as a modification of quasilinear theory to be valid for steady-state turbulence, keeping extra terms due to the self-consistent back reaction of particles on the fluctuations, which are just such as to eliminate these peculiarities.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Snohomish County Cathcart Landfill Site in Snohomish County, Washington, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

    The main emphasis of the INTOR first wall/blanket/shield (FWBS) during this period has been upon the tritium breeding issues. The objective is to develop a FWBS concept which produces the tritium requirement for INTOR operation and uses a small fraction of the first wall surface area. The FWBS is constrained by the dimensions of the reference design and the protection criteria required for different reactor components. The blanket extrapolation to commercial power reactor conditions and the proper temperature for power extraction have been sacrificed to achieve the highest possible local tritium breeding ratio (TBR). In addition, several other factors that have been considered in the blanket survey study include safety, reliability, lifetime fluence, number of burn cycles, simplicity, cost, and development issues. The implications of different tritium supply scenarios were discussed from the cost and availability for INTOR conditions. A wide variety of blanket options was explored in a preliminary way to determine feasibility and to see if they can satisfy the INTOR conditions. This survey and related issues are summarized in this report. Also discussed are material design requirements, thermal hydraulic considerations, structure analyses, tritium permeation through the first wall into the coolant, and tritium inventory.

    The paper submitted earlier on the use of (bicyclo[3.2.1]4pyrrolidino-N-methyl-octan-8-one triflate) ({sup 13}CO-123) as a {sup 13}C intensity standard was accepted for publication. Subsequently, {sup 13}CO-321 was used in this manner for quantitative {sup 13}C CP-MAS NMR analysis (including spin counting) of Argonne Premium coals. The cross-polarization time constants, T{sub CH}, and the rotating-frame proton spin-lattice relaxation times, T{sub 1p}{sup H}, were determined for each major peak of each coal via a combination of variable contact-time and variable spin-lock (T{sub 1p}{sup H}) experiments. Two or three components of rotating-frame {sup 1}H relaxation decay and two or three components of T{sub CH} behavior were observed for each major {sup 13}C peak of each coal. These data were used to determine the number of carbon atoms detected in each coal; these values are in the range between 77% and 87% of the amount of carbon known to be in each coal from elemental analysis data, except for Pocahontas No. 3, for which only 50% of the carbon was detected. In an attempt to use {sup 1}H CRAMPS to elucidate chemical functionality in coal, pyridine-saturated samples of the Argonne Premium coals were examined in detail in terms of their {sup 1}H CRAMPS NMR spectra.more » These spectra were deconvoluted to yield relative concentrations for individual peaks.« less

    A hybrid passive/active solar heating system, featuring a passive air thermosiphon loop, is described. Heated air is supplied to a rock storage bin, coupled with blower-driven air distribution to the house. The house, of 246 m/sup 2/ (2650 ft/sup 2/) heated area and located in Santa Fe, New Mexico, also includes a greenhouse located under the planar collector array. Architectural features and construction details of the house, the solar collector, storage, and distribution system are presented. Representative results of three months of monitoring by the Los Alamos Scientific Laboratory of collector, rock bin, and greenhouse temperatures, as well as outside ambient temperature and insolation, are reported and discussed. Data recorded hourly since the system was placed in operation in early February 1978, show temperatures in the rock bin in excess of 71/sup 0/C (160/sup 0/F) and in the collector absorber mesh in excess of 93/sup 0/C (200/sup 0/F). Delivery temperatures from the charged bin, without auxiliary boost, range from 38 to 54/sup 0/C (100 to 130/sup 0/F).

    The Idaho National Laboratory (INL) in collaboration with the U.S. Geological Survey (USGS) with the assistance of the Empresa de Pesquisa Energetica (EPE) and the Agencia Nacional de Energia Electrica (ANEEL) has performed a comprehensive assessment of the hydropower potential of all Brazilian natural streams. The methodology by which the assessment was performed is described. The results of the assessment are presented including an estimate of the hydropower potential for all of Brazil, and the spatial distribution of hydropower potential thus providing results on a state by state basis. The assessment results have been incorporated into a geographic information system (GIS) application for the Internet called the Virtual Hydropower Prospector do Brasil. VHP do Brasil displays potential hydropower sites on a map of Brazil in the context of topography and hydrography, existing power and transportation infrastructure, populated places and political boundaries, and land use. The features of the application, which includes tools for finding and selecting potential hydropower sites and other features and displaying their attributes, is fully described.

    The Ernest Orlando Lawrence Berkeley National Laboratory (LBNL) is working with the California Energy Commission (CEC) to determine the potential role of commercial-sector distributed energy resources (DER) with combined heat and power (CHP) in greenhouse gas emissions (GHG) reductions. Historically, relatively little attention has been paid to the potential of medium-sized commercial buildings with peak electric loads ranging from 100 kW to 5 MW. In our research, we examine how these medium-sized commercial buildings might implement DER and CHP. The buildings are able to adopt and operate various technologies, e.g., photovoltaics (PV), on-site thermal generation, heat exchangers, solar thermal collectors, absorption chillers, batteries and thermal storage systems. We apply the Distributed Energy Resources Customer Adoption Model (DER-CAM), which is a mixed-integer linear program (MILP) that minimizes a site?s annual energy costs and/or CO2 emissions. Using 138 representative mid-sized commercial sites in California, existing tariffs of major utilities, and expected performance data of available technologies in 2020, we find the GHG reduction potential for these buildings. We compare different policy instruments, e.g., a CO2 pricing scheme or a feed-in tariff (FiT), and show their contributions to the California Air Resources Board (CARB) goals of additional 4 GW CHP capacities and 6.7 Mt/a GHG reduction in California by 2020. By applying different price levels for CO2, we find that there is competition between fuel cells and PV/solar thermal. It is found that the PV/solar thermal adoption increases rapidly, but shows a saturation at high CO2 prices, partly due to limited space for PV and solar thermal. Additionally, we find that large office buildings are good hosts for CHP in general. However, most interesting is the fact that fossil-based CHP adoption also increases with increasing CO2 prices.     The purpose of this report is to present the Department of Energy`s (the Department) analysis of the adequacy of the 1.00 mill per kilowatt-hour (kWh) fee being paid by the utilities generating nuclear power for the permanent disposal of their spent nuclear fuel (SNF). In accordance with the Nuclear Waste Policy Act (NWPA), the SNF would be disposed of in a geologic repository to be developed by the Department. An annual analysis of the fee`s adequacy is required by the NWPA.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Snohomish County Cathcart Landfill Site in Snohomish County, Washington, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

    The main emphasis of the INTOR first wall/blanket/shield (FWBS) during this period has been upon the tritium breeding issues. The objective is to develop a FWBS concept which produces the tritium requirement for INTOR operation and uses a small fraction of the first wall surface area. The FWBS is constrained by the dimensions of the reference design and the protection criteria required for different reactor components. The blanket extrapolation to commercial power reactor conditions and the proper temperature for power extraction have been sacrificed to achieve the highest possible local tritium breeding ratio (TBR). In addition, several other factors that have been considered in the blanket survey study include safety, reliability, lifetime fluence, number of burn cycles, simplicity, cost, and development issues. The implications of different tritium supply scenarios were discussed from the cost and availability for INTOR conditions. A wide variety of blanket options was explored in a preliminary way to determine feasibility and to see if they can satisfy the INTOR conditions. This survey and related issues are summarized in this report. Also discussed are material design requirements, thermal hydraulic considerations, structure analyses, tritium permeation through the first wall into the coolant, and tritium inventory.

    The paper submitted earlier on the use of (bicyclo[3.2.1]4pyrrolidino-N-methyl-octan-8-one triflate) ({sup 13}CO-123) as a {sup 13}C intensity standard was accepted for publication. Subsequently, {sup 13}CO-321 was used in this manner for quantitative {sup 13}C CP-MAS NMR analysis (including spin counting) of Argonne Premium coals. The cross-polarization time constants, T{sub CH}, and the rotating-frame proton spin-lattice relaxation times, T{sub 1p}{sup H}, were determined for each major peak of each coal via a combination of variable contact-time and variable spin-lock (T{sub 1p}{sup H}) experiments. Two or three components of rotating-frame {sup 1}H relaxation decay and two or three components of T{sub CH} behavior were observed for each major {sup 13}C peak of each coal. These data were used to determine the number of carbon atoms detected in each coal; these values are in the range between 77% and 87% of the amount of carbon known to be in each coal from elemental analysis data, except for Pocahontas No. 3, for which only 50% of the carbon was detected. In an attempt to use {sup 1}H CRAMPS to elucidate chemical functionality in coal, pyridine-saturated samples of the Argonne Premium coals were examined in detail in terms of their {sup 1}H CRAMPS NMR spectra.more » These spectra were deconvoluted to yield relative concentrations for individual peaks.« less

    A hybrid passive/active solar heating system, featuring a passive air thermosiphon loop, is described. Heated air is supplied to a rock storage bin, coupled with blower-driven air distribution to the house. The house, of 246 m/sup 2/ (2650 ft/sup 2/) heated area and located in Santa Fe, New Mexico, also includes a greenhouse located under the planar collector array. Architectural features and construction details of the house, the solar collector, storage, and distribution system are presented. Representative results of three months of monitoring by the Los Alamos Scientific Laboratory of collector, rock bin, and greenhouse temperatures, as well as outside ambient temperature and insolation, are reported and discussed. Data recorded hourly since the system was placed in operation in early February 1978, show temperatures in the rock bin in excess of 71/sup 0/C (160/sup 0/F) and in the collector absorber mesh in excess of 93/sup 0/C (200/sup 0/F). Delivery temperatures from the charged bin, without auxiliary boost, range from 38 to 54/sup 0/C (100 to 130/sup 0/F).

    The Idaho National Laboratory (INL) in collaboration with the U.S. Geological Survey (USGS) with the assistance of the Empresa de Pesquisa Energetica (EPE) and the Agencia Nacional de Energia Electrica (ANEEL) has performed a comprehensive assessment of the hydropower potential of all Brazilian natural streams. The methodology by which the assessment was performed is described. The results of the assessment are presented including an estimate of the hydropower potential for all of Brazil, and the spatial distribution of hydropower potential thus providing results on a state by state basis. The assessment results have been incorporated into a geographic information system (GIS) application for the Internet called the Virtual Hydropower Prospector do Brasil. VHP do Brasil displays potential hydropower sites on a map of Brazil in the context of topography and hydrography, existing power and transportation infrastructure, populated places and political boundaries, and land use. The features of the application, which includes tools for finding and selecting potential hydropower sites and other features and displaying their attributes, is fully described.

    The Ernest Orlando Lawrence Berkeley National Laboratory (LBNL) is working with the California Energy Commission (CEC) to determine the potential role of commercial-sector distributed energy resources (DER) with combined heat and power (CHP) in greenhouse gas emissions (GHG) reductions. Historically, relatively little attention has been paid to the potential of medium-sized commercial buildings with peak electric loads ranging from 100 kW to 5 MW. In our research, we examine how these medium-sized commercial buildings might implement DER and CHP. The buildings are able to adopt and operate various technologies, e.g., photovoltaics (PV), on-site thermal generation, heat exchangers, solar thermal collectors, absorption chillers, batteries and thermal storage systems. We apply the Distributed Energy Resources Customer Adoption Model (DER-CAM), which is a mixed-integer linear program (MILP) that minimizes a site?s annual energy costs and/or CO2 emissions. Using 138 representative mid-sized commercial sites in California, existing tariffs of major utilities, and expected performance data of available technologies in 2020, we find the GHG reduction potential for these buildings. We compare different policy instruments, e.g., a CO2 pricing scheme or a feed-in tariff (FiT), and show their contributions to the California Air Resources Board (CARB) goals of additional 4 GW CHP capacities and 6.7 Mt/a GHG reduction in California by 2020. By applying different price levels for CO2, we find that there is competition between fuel cells and PV/solar thermal. It is found that the PV/solar thermal adoption increases rapidly, but shows a saturation at high CO2 prices, partly due to limited space for PV and solar thermal. Additionally, we find that large office buildings are good hosts for CHP in general. However, most interesting is the fact that fossil-based CHP adoption also increases with increasing CO2 prices.     The purpose of this report is to present the Department of Energy`s (the Department) analysis of the adequacy of the 1.00 mill per kilowatt-hour (kWh) fee being paid by the utilities generating nuclear power for the permanent disposal of their spent nuclear fuel (SNF). In accordance with the Nuclear Waste Policy Act (NWPA), the SNF would be disposed of in a geologic repository to be developed by the Department. An annual analysis of the fee`s adequacy is required by the NWPA.
