ASHRAE Standard 62-1989 (Standard 62-89) Ventilation for Acceptable Indoor Air Quality'' is the new heating, ventilating, and air-conditioning (HVAC) industry consensus for ventilation air in commercial buildings. Bonneville Power Administration (Bonneville) references ASHRAE Standard 62-81 (the predecessor to Standard 62-89) in their current environmental documents for required ventilation rates. Through its use, it had become evident to Bonneville that Standard 62-81 needed interpretation. Now that the revised Standard (Standard 62-89) is available, its usefulness needs to be evaluated. Based on current information and public comment, the American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE) revised Standard 62-1981 to Standard 62-89. Bonneville's study estimated the energy and cost implications of ASHRAE Standard 62-89 using simulations based on DOE-2.1D, a computer simulation program which estimates building use hourly as a function of building characteristics and climatic location. Ten types of prototypical commercial buildings used by Bonneville for load forecasting purposes were examined: Large and Small Office, Large and Small Retail, Restaurant, Warehouse, Hospital, Hotel, School, and Grocery. These building characterizations are based on survey and energy metering data and represent average or typical construction and operation practices and mechanical system types. Prototypical building ventilation rates were varied in five steps to estimate the impacts of outside air on building energy use. 11 refs., 14 tabs.

This report examines relationships between a comprehensive set of definitions of and viewpoints on the concept of Sustainability and the abilities of communities and individuals in the United States to meet the behavioral prescriptions inherent in these definitions and viewpoints. This research is timely because sustainability is becoming a cornerstone of national and international environmental strategies designed to simultaneously achieve environmental, economic, and social goals. In the United States, many communities have adopted sustainability principles as the foundation for both their environmental protection efforts and their socioeconomic development initiatives. This research is important because it highlights serious problems communities and inviduals may have in achieving sustainability expectations, and illustrates how much work is needed to help communities and individuals overcome numerous considerable and complex constraints to sustainability.

Based on a widely cited September, 1999 report by the Vermont Agency of Natural Resources, nearly 11 million tons of asphalt roofing shingle wastes are produced in the United States each year. Recent data suggests that the total is made up of about 9.4 million tons from roofing tear-offs and about 1.6 million tons from manufacturing scrap. Developing beneficial uses for these materials would conserve natural resources, promote protection of the environment and strengthen the economy. This project explored the feasibility of using chipped asphalt shingle materials in cement manufacturing kilns and circulating fluidized bed (CFB) boilers. A method of enhancing the value of chipped shingle materials for use as fuel by removing certain fractions for use as substitute raw materials for the manufacture of new shingles was also explored. Procedures were developed to prevent asbestos containing materials from being processed at the chipping facilities, and the frequency of the occurrence of asbestos in residential roofing tear-off materials was evaluated. The economic feasibility of each potential use was evaluated based on experience gained during the project and on a review of the well established use of shingle materials in hot mix asphalt. This project demonstrated that chipped asphalt shingle materials can be suitable for use as fuel in circulating fluidized boilers and cement kilns. More experience would be necessary to determine the full benefits that could be derived and to discover long term effects, but no technical barriers to full scale commercial use of chipped asphalt shingle materials in these applications were discovered. While the technical feasibility of various options was demonstrated, only the use of asphalt shingle materials in hot mix asphalt applications is currently viable economically.

Many municipalities, particularly in older communities of the United States, have a large amount of historic buildings and districts. In addition to preserving these historic assets, many municipalities have goals or legislative requirements to procure a certain amount of energy from renewable sources and to become more efficient in their energy use; often, these requirements do not exempt historic buildings. This paper details findings from a workshop held in Denver, Colorado, in June 2010 that brought together stakeholders from both the solar and historic preservation industries. Based on these findings, this paper identifies challenges and recommends solutions for developing solar photovoltaic (PV) projects on historic buildings and in historic districts in such a way as to not affect the characteristics that make a building eligible for historic status.

In 1986, Pacific Northwest Laboratory developed the Residential Occupant Survey-Spring '86, which was implemented. The overall purpose of the study was to collect demographic, attitudinal, and behavioral data related to the use and conservation of electricity in dwellings participating in the Bonneville Power Administration's End-Use Load and Conservation Assessment Program (ELCAP). Information was collected on the respondents' perceptions of the energy efficiency of their dwelling, temperature the dwelling was kept when people were at home and awake during the last heating season, which rooms, if any, were not heated during the last heating season, number of times the dwelling was unoccupied for at least one week, number of times pets were let out of the dwelling per day, attitudes toward energy use and conservation and several socio-demographic variables such as age, sex, and total household income. The results of the data analyses showed age to be an important factor for reported indoor temperature and perceived energy efficiency of the dwelling. The results also showed that almost 60% of the ELCAP occupants do not heat one or more rooms during the heating season, and almost 45% of the ELCAP dwellings were unoccupied for at least one week during the reporting period.more » In terms of the reported allocation of household income for household energy expenses, the results showed that the reported dollar amount spent for the expenses remained relatively constant over income levels.« less

Electric generating stations can impose on and expose the general public and environment to adverse demands and emissions that may be considered detrimental or degrading. For example, a conventional coal fired plant demands coal as its fuel which, in turn, creates a demand for coal mining and coal transportation systems that may degrade the environment. In addition, the emissions from the coal plant (sulfur dioxide, ash, and other waste products), if not managed and controlled properly, might lead to a diminution in public health. These environmental and public hazards have been qualitatively ranked for a modern conventional coal fired power plant in the Phase I study report dated January 1978. This Phase II study extends the Phase I study to also include a hazards evaluation for two new emerging coal power plant technologies: coal-fired atmospheric fluidized bed (AFB) and pressurized fluidized bed combined-cycle (PFBCC) power generating systems, and considers the sensitivity of the hazards ranking for all the non-nuclear, i.e. coal-fired, oil-fired, and geothermal, power plants to the effects of population density, mode of plant operation, technical changes, location and environmental (temperature) effects.

With India's transportation sector relying heavily on imported petroleum-based fuels, the Planning Commission of India and the Indian government recommended the increased use of blended biodiesel in transportation fleets, identifying Jatropha as a potentially important biomass feedstock. The Indian Oil Corporation and Indian Railways are collaborating to increase the use of biodiesel blends in Indian locomotives with blends of up to B20, aiming to reduce GHG emissions and decrease petroleum consumption. To help evaluate the potential for Jatropha-based biodiesel in achieving sustainability and energy security goals, this study examines the life cycle, net GHG emission, net energy ratio, and petroleum displacement impacts of integrating Jatropha-based biodiesel into locomotive operations in India. In addition, this study identifies the parameters that have the greatest impact on the sustainability of the system.

The ''Transportation Energy Data Book: Edition 24'' is a statistical compendium prepared and published by Oak Ridge National Laboratory (ORNL) under contract with the Office of Planning, Budget Formulation, and Analysis, under the Energy Efficiency and Renewable Energy (EERE) program in the Department of Energy (DOE). Designed for use as a desk-top reference, the data book represents an assembly and display of statistics and information that characterize transportation activity, and presents data on other factors that influence transportation energy use. The purpose of this document is to present relevant statistical data in the form of tables and graphs. The latest editions of the Data Book are available to a larger audience via the Internet (cta.ornl.gov/data). This edition of the Data Book has 12 chapters which focus on various aspects of the transportation industry. Chapter 1 focuses on petroleum; Chapter 2--energy; Chapter 3--highway vehicles; Chapter 4--light vehicles; Chapter 5--heavy vehicles; Chapter 6--alternative fuel vehicles; Chapter 7--fleet vehicles; Chapter 8--household vehicles; and Chapter 9--nonhighway modes; Chapter 10--transportation and the economy; Chapter 11--greenhouse gas emissions; and Chapter 12--criteria pollutant emissions. The sources used represent the latest available data. There are also three appendices which include detailed source information for some tables, measures of conversion, and the definition of Census divisions and regions. A glossary of terms and a title index are also included for the readers convenience.

This report takes a broad look at the status of local clean energy policies in the United States to develop a better understanding of local clean energy policy development and the interaction between state and local policies. To date, the majority of clean energy policy research focuses on the state and federal levels. While there has been a substantial amount of research on local level climate change initiatives, this is one of the first analyses of clean energy policies separate from climate change initiatives. This report is one in a suite of reports analyzing clean energy and climate policy development at the local, state, and regional levels.

ASHRAE Standard 62-1989 (Standard 62-89) Ventilation for Acceptable Indoor Air Quality'' is the new heating, ventilating, and air-conditioning (HVAC) industry consensus for ventilation air in commercial buildings. Bonneville Power Administration (Bonneville) references ASHRAE Standard 62-81 (the predecessor to Standard 62-89) in their current environmental documents for required ventilation rates. Through its use, it had become evident to Bonneville that Standard 62-81 needed interpretation. Now that the revised Standard (Standard 62-89) is available, its usefulness needs to be evaluated. Based on current information and public comment, the American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE) revised Standard 62-1981 to Standard 62-89. Bonneville's study estimated the energy and cost implications of ASHRAE Standard 62-89 using simulations based on DOE-2.1D, a computer simulation program which estimates building use hourly as a function of building characteristics and climatic location. Ten types of prototypical commercial buildings used by Bonneville for load forecasting purposes were examined: Large and Small Office, Large and Small Retail, Restaurant, Warehouse, Hospital, Hotel, School, and Grocery. These building characterizations are based on survey and energy metering data and represent average or typical construction and operation practices and mechanical system types. Prototypical building ventilation rates were varied in five steps to estimate the impacts of outside air on building energy use. 11 refs., 14 tabs.

Based on a widely cited September, 1999 report by the Vermont Agency of Natural Resources, nearly 11 million tons of asphalt roofing shingle wastes are produced in the United States each year. Recent data suggests that the total is made up of about 9.4 million tons from roofing tear-offs and about 1.6 million tons from manufacturing scrap. Developing beneficial uses for these materials would conserve natural resources, promote protection of the environment and strengthen the economy. This project explored the feasibility of using chipped asphalt shingle materials in cement manufacturing kilns and circulating fluidized bed (CFB) boilers. A method of enhancing the value of chipped shingle materials for use as fuel by removing certain fractions for use as substitute raw materials for the manufacture of new shingles was also explored. Procedures were developed to prevent asbestos containing materials from being processed at the chipping facilities, and the frequency of the occurrence of asbestos in residential roofing tear-off materials was evaluated. The economic feasibility of each potential use was evaluated based on experience gained during the project and on a review of the well established use of shingle materials in hot mix asphalt. This project demonstrated that chipped asphalt shingle materials can be suitable for use as fuel in circulating fluidized boilers and cement kilns. More experience would be necessary to determine the full benefits that could be derived and to discover long term effects, but no technical barriers to full scale commercial use of chipped asphalt shingle materials in these applications were discovered. While the technical feasibility of various options was demonstrated, only the use of asphalt shingle materials in hot mix asphalt applications is currently viable economically.

Many municipalities, particularly in older communities of the United States, have a large amount of historic buildings and districts. In addition to preserving these historic assets, many municipalities have goals or legislative requirements to procure a certain amount of energy from renewable sources and to become more efficient in their energy use; often, these requirements do not exempt historic buildings. This paper details findings from a workshop held in Denver, Colorado, in June 2010 that brought together stakeholders from both the solar and historic preservation industries. Based on these findings, this paper identifies challenges and recommends solutions for developing solar photovoltaic (PV) projects on historic buildings and in historic districts in such a way as to not affect the characteristics that make a building eligible for historic status.

In 1986, Pacific Northwest Laboratory developed the Residential Occupant Survey-Spring '86, which was implemented. The overall purpose of the study was to collect demographic, attitudinal, and behavioral data related to the use and conservation of electricity in dwellings participating in the Bonneville Power Administration's End-Use Load and Conservation Assessment Program (ELCAP). Information was collected on the respondents' perceptions of the energy efficiency of their dwelling, temperature the dwelling was kept when people were at home and awake during the last heating season, which rooms, if any, were not heated during the last heating season, number of times the dwelling was unoccupied for at least one week, number of times pets were let out of the dwelling per day, attitudes toward energy use and conservation and several socio-demographic variables such as age, sex, and total household income. The results of the data analyses showed age to be an important factor for reported indoor temperature and perceived energy efficiency of the dwelling. The results also showed that almost 60% of the ELCAP occupants do not heat one or more rooms during the heating season, and almost 45% of the ELCAP dwellings were unoccupied for at least one week during the reporting period.more » In terms of the reported allocation of household income for household energy expenses, the results showed that the reported dollar amount spent for the expenses remained relatively constant over income levels.« less

Electric generating stations can impose on and expose the general public and environment to adverse demands and emissions that may be considered detrimental or degrading. For example, a conventional coal fired plant demands coal as its fuel which, in turn, creates a demand for coal mining and coal transportation systems that may degrade the environment. In addition, the emissions from the coal plant (sulfur dioxide, ash, and other waste products), if not managed and controlled properly, might lead to a diminution in public health. These environmental and public hazards have been qualitatively ranked for a modern conventional coal fired power plant in the Phase I study report dated January 1978. This Phase II study extends the Phase I study to also include a hazards evaluation for two new emerging coal power plant technologies: coal-fired atmospheric fluidized bed (AFB) and pressurized fluidized bed combined-cycle (PFBCC) power generating systems, and considers the sensitivity of the hazards ranking for all the non-nuclear, i.e. coal-fired, oil-fired, and geothermal, power plants to the effects of population density, mode of plant operation, technical changes, location and environmental (temperature) effects.

With India's transportation sector relying heavily on imported petroleum-based fuels, the Planning Commission of India and the Indian government recommended the increased use of blended biodiesel in transportation fleets, identifying Jatropha as a potentially important biomass feedstock. The Indian Oil Corporation and Indian Railways are collaborating to increase the use of biodiesel blends in Indian locomotives with blends of up to B20, aiming to reduce GHG emissions and decrease petroleum consumption. To help evaluate the potential for Jatropha-based biodiesel in achieving sustainability and energy security goals, this study examines the life cycle, net GHG emission, net energy ratio, and petroleum displacement impacts of integrating Jatropha-based biodiesel into locomotive operations in India. In addition, this study identifies the parameters that have the greatest impact on the sustainability of the system.

The ''Transportation Energy Data Book: Edition 24'' is a statistical compendium prepared and published by Oak Ridge National Laboratory (ORNL) under contract with the Office of Planning, Budget Formulation, and Analysis, under the Energy Efficiency and Renewable Energy (EERE) program in the Department of Energy (DOE). Designed for use as a desk-top reference, the data book represents an assembly and display of statistics and information that characterize transportation activity, and presents data on other factors that influence transportation energy use. The purpose of this document is to present relevant statistical data in the form of tables and graphs. The latest editions of the Data Book are available to a larger audience via the Internet (cta.ornl.gov/data). This edition of the Data Book has 12 chapters which focus on various aspects of the transportation industry. Chapter 1 focuses on petroleum; Chapter 2--energy; Chapter 3--highway vehicles; Chapter 4--light vehicles; Chapter 5--heavy vehicles; Chapter 6--alternative fuel vehicles; Chapter 7--fleet vehicles; Chapter 8--household vehicles; and Chapter 9--nonhighway modes; Chapter 10--transportation and the economy; Chapter 11--greenhouse gas emissions; and Chapter 12--criteria pollutant emissions.
