Entre faits et opinions, il n’est pas toujours facile de s’y retrouver dans ce vaste sujet.

Le présent rapport scientifique et technique présente les résultats du projet de recherches SOLEN (SOlutions for Low Energy Neighbourhoods) financé par la Wallonie – DGO4, dans le cadre du Programme mobilisateur ERable.Le projet de recherches SOLEN a porté sur le développement de solutions visant à améliorer l’efficacité énergétique des quartiers résidentiels wallons existants, en ce qui concerne le bâti et la mobilité, et à y favoriser l’intégration des énergies renouvelables, pour tendre vers les objectifs quartiers à « (très) basse énergie » et quartiers « zéro-énergie ». L’objectif concret de la recherche est d’offrir un outil informatique interactif, accessible sur le Web (http://www.solen-energie.be), qui permette de déterminer les stratégies les plus efficaces pour réduire les consommations énergétiques globales (en énergie primaire) des quartiers résidentiels wallons existants, en phase d’utilisation et en cycle de vie. Ces solutions, adaptées et différenciées en fonction des tissus bâtis et de leurs caractéristiques, portent sur la rénovation énergétique du bâti, sur les stratégies de mobilité et sur l’intégration des énergies renouvelables. Cet outil interactif se base sur l’outil développé dans le cadre du projet SAFE (Suburban Areas Favoring Energy efficiency, 2009-2012, programme mobilisation Energywall, http://www.safe-energie.be) qui a été largement mis à jour et enrichi, notamment en ce qui concerne la prise en compte de nombreux motifs de transport et des chaines de déplacements, le développement d’un module prospectif d’évaluation de l’accessibilité d’un quartier, l’extension significative de la base de données « bâtiments » pour inclure les appartements, les bâtiments ruraux et urbains et la prise en compte de différents types d’énergies renouvelables dans le bilan énergétique global.

Ce numéro spécial de la revue Technologie et Innovation analyse ce renouveau des filières de production au prisme de la bioéconomie qui représente un champ d’activité s’appuyant sur la valorisation de la biomasse. Après avoir présenté les travaux fondateurs, cet article introductif analyse le renouveau des travaux dans le contexte particulier de la bioéconomie et développe les enjeux économiques, environnementaux et politiques du développement des filières de production biosourcées. La dernière partie présente les articles insérés dans ce numéro. The notion of a “value chain”, developed by the French school of industrial economics in the second half of the 20th century, is currently enjoying a revival – the fragmentation of economic activities is being called into question, interest in sustainable development is growing, and scientific and technical progress is opening up opportunities for the emergence of value chains rooted in local areas. This special issue of Technologie et Innovation analyzes the revival of value chains from a bioeconomic perspective, the bioeconomy being a field of activity based on the valorization of biomass. After presenting the founding works, this introductory article analyzes the revival of work in the specific context of the bioeconomy, and develops the economic, environmental and political stakes involved in the development of biosourced value chains. The final section presents the articles included in this issue.

First, current water-related issues on the RNB showing the particular vulnerability to environmental changes of this large territory are described. Second, observed trends in hydrological data (such as temperature, precipitation, river discharge) as described in the recent literature are presented. Third, recent modelling exercises to quantify the effects of climate changes on the RNB are critically analysed. The many sources of uncertainty affecting the entire modelling chain, including climate modelling, spatial and temporal downscaling, hydrological modelling and impact assessment are also discussed. In particular, two contrasting issues are discussed: the need to better recognize and characterize the uncertainty of climate change impacts on the hydrology of the RNB, and the necessity to effectively support decision-makers and propose suitable adaptation strategies and measures. The principles of a code of good practice in climate change impact studies based on the explicit handling of various sources of uncertainty are outlined.

Hydrogen is being considered as an ideal and clean energy carrier. The recent advances to produce biohydrogen from renewable sources such as biomass and particularly by fermentation of carbohydrate-rich substrates from agriculture and agro-industries appear promising. Such a process enables both organic waste treatment and renewable energy production to be coupled. The paper presents the state of the art about the different hydrogen-producing microorganisms and the parameters that have been investigated in order to improve the hydrogen production yields and rates. Air temperature is one of the most important variables of high altitude mountain climate, however it is often difficult to measure it because of the shortage of active weather stations. In order to estimate this variable locally and accurately, it may be useful to refer to data from the lowest altitude weather stations and to apply the local vertical thermal gradient. From semi-hourly or hourly temperatures, monthly and seasonal vertical thermal gradients were calculated. In all cases, we obtained different values from the standard thermal gradient: they oscillate on average between -1.2 ° C / 100 m and 1.9 ° C / 100 m. The average monthly and seasonal values vary considerably between the pairs of stations studied. A better knowledge of the temperature of high altitude zones allows the realization of models of spatial distribution of temperatures at fine scales, which are crucial for scientific research.

Third, recent modelling exercises to quantify the effects of climate changes on the RNB are critically analysed. The many sources of uncertainty affecting the entire modelling chain, including climate modelling, spatial and temporal downscaling, hydrological modelling and impact assessment are also discussed. In particular, two contrasting issues are discussed: the need to better recognize and characterize the uncertainty of climate change impacts on the hydrology of the RNB, and the necessity to effectively support decision-makers and propose suitable adaptation strategies and measures. The principles of a code of good practice in climate change impact studies based on the explicit handling of various sources of uncertainty are outlined.

Hydrogen is being considered as an ideal and clean energy carrier. The recent advances to produce biohydrogen from renewable sources such as biomass and particularly by fermentation of carbohydrate-rich substrates from agriculture and agro-industries appear promising. Such a process enables both organic waste treatment and renewable energy production to be coupled. The paper presents the state of the art about the different hydrogen-producing microorganisms and the parameters that have been investigated in order to improve the hydrogen production yields and rates. Air temperature is one of the most important variables of high altitude mountain climate, however it is often difficult to measure it because of the shortage of active weather stations. In order to estimate this variable locally and accurately, it may be useful to refer to data from the lowest altitude weather stations and to apply the local vertical thermal gradient. From semi-hourly or hourly temperatures, monthly and seasonal vertical thermal gradients were calculated. In all cases, we obtained different values from the standard thermal gradient: they oscillate on average between -1.2 ° C / 100 m and 1.9 ° C / 100 m. The average monthly and seasonal values vary considerably between the pairs of stations studied. A better knowledge of the temperature of high altitude zones allows the realization of models of spatial distribution of temperatures at fine scales, which are crucial for scientific research.
