    Notre contribution vise à présenter les premiers résultats de la recherche menée dans le cadre du projet franco-italien Galilée 2020-2022, qui vise à effectuer une étude outillée des formations néologiques créées à partir des années 1980, en langue française et italienne, dans les domaines du climat et de la biodiversité. Après avoir délimité les tendances générales de la néologie « environnementale », nous analysons en particulier des lexèmes formés à partir de bio, représentatif de ces domaines. Our contribution presents the first results of a Franco-Italian research project (Galilée 2020-2022), which aims to carry out a corpus-based study of neological formations created from the 1980s onwards, in French and Italian, in the fields of climate and biodiversity. After outlining the general trends in “environmental” neology, we focus on lexemes built from bio-, a prototypical formant of these semantic fields.

    Ce rapport de suivi environnemental a ��t�� men�� par l'��quipe du site d'essais SEM-REV afin de comprendre, caract��riser et mesurer les potentiels impacts environnementaux de l�����olienne flottante, FLOATGEN. Ce d��monstrateur flottant de 2 MW dont le flotteur a ��t�� d��velopp�� par la soci��t�� BW IDEOL est install�� en mer et produit de l�����lectricit�� depuis 2018. Ce suivi couvre toutes les ��tapes de ces 3 ann��es de test en conditions r��elles, de l�����tat initial du site �� la phase d���installation des syst��mes d���ancrage, au remorquage de l�����olienne sur site et �� son raccordement au r��seau ��lectrique puis pendant son exploitation et lors des op��rations de maintenance. L�����tude concerne plusieurs domaines de la physique (acoustique sous-marine, champs ��lectromagn��tique, temp��rature) �� la biologie (mammif��res marins, communaut��s benthiques, avifaune, ���) en passant par une composante sociale avec une analyse paysag��re. �� ce jour, aucun effet ou impact fort n���a ��t�� relev�� sur l���environnement marin parmi l���ensemble des domaines ��tudi��s. De plus, aucun incident environnemental ni aucune pollution n���a ��t�� engendr��, que ce soit dans les phases de travaux, d���exploitation ou de maintenance du d��monstrateur. Les essais du d��monstrateur FLOATGEN se poursuivent jusqu����� l���automne 2023. Une fois les tests termin��s, le d��monstrateur sera d��mantel��. Le rapport de suivi environnemental sera mis �� jour p��riodiquement pour couvrir l���ensemble de la phase de tests puis le d��mant��lement.

    Le nématode du pin Bursaphelenchus xylophilus, originaire des Etats-Unis, est responsable de dépérissements massifs dans les forêts de pin des pays où il a été introduit. Il utilise comme vecteur un insecte du genre Monochamus, notamment M. galloprovincialis en Europe. L’objectif de cette thèse est de fournir des informations concernant les capacités de dispersion de ce coléoptère afin de mieux prédire le risque d'invasion. A l'aide d'expériences en manège de vol, nous avons montré que les adultes émergents, encore immatures, sont déjà en mesure de maintenir des vols soutenus. Ils peuvent parcourir une distance d'environ 500m par jour et les capacités de vol augmentent avec la prise de poids pendant la phase de maturation sexuelle. Il n'existe pas de compromis d'allocation de l'énergie entre fonctions de dispersion et de reproduction pendant cette période et nous proposons de qualifier ces insectes de "income breeder" et "capital disperser". A l'état mature M. galloprovincialis est capable de voler un total de 16 km, avec des vols individuels d'environ1 km; ces performances augmentent avec l'âge et le poids des insectes. Le maintien des capacités de vol tout au long de la vie adulte de M. galloprovincialis conduit à proposer que les distances potentiellement parcourues dépendent surtout de la longévité de l'insecte. Dans une expérience d'élevage en conditions contrôlées nous avons montré que la vie adulte dure au moins 4 mois, augmentant quand les fluctuations thermiques sont atténuées. Ces résultats ont des implications pour la gestion de B. xylophilus en Europe puisqu'ils démontrent que la méthode d'éradication par coupe rase sur un rayon de 500m est probablement inopérante. The pinewood nematode (PWN) Bursaphelenchus xylophilus, native to the USA, is responsible of the pine wilt disease, causing large economic losses in the pine forests of all countries where it has been introduced. It uses as vector an insect of the genus Monochamus, e.g. M.galloprovincialis in Europe The objective of this thesis is to provide information about the dispersalabilities of, this beetle in order to better predict the spread rate of the PWN. Using flight mill experiments, we showed that immature adult beetles were able to fly since their emergence. The meanflight performance was ca. 500m per day, increasing with weight gain during the maturation period.There was no trade-offs in energy allocation between reproduction and dispersion. We therefore suggest that M. galloprovincialis is both "income breeder" and "capital disperser". Mature beetles were able to fly a total of 16km on average during their lifetime, with individual flights of ca. 1km. Flight performances increased with age and body weight, being equal for males and females. Because flight capacity remained constant across time, we suggested that the total distance potentially covered by beetles was mainly driven by their longevity. In a rearing experiment under controlled conditions we estimated the adult lifespan at 4 months. It was reduced under temperature regime with higheryearly thermal fluctuations. These results have important implications for the management of the PWN since they demonstrate that precautionary clear-cuts of 500m radius are likely to be ineffective in eradicating the disease.

    Le bassin rennais n’est pas épargné par le changement climatique. Les conditionsinhabituelles fragilisent déjà le système d’alimentation en eau potable du territoire. Mais qu’en sera-t-il dans le futur ? Les gestionnaires d’Eau du Bassin Rennais ont besoin d’outils pour prédire l’évolution des ressources en eau en amont des ouvrages de captages. Pour y répondre, la démarche de modélisation hydro(géo)logique développée, adaptée au contexte géologique de socle en Bretagne, s’est concentrée sur les relations entre la nappe d’eau souterraine et les cours d’eau. En se basant sur le réseau hydrographique de surface, une méthode de calibration des modèles a été innovée pour estimer les propriétés de la subsurface. L’approche de modélisation basée sur les processus hydrogéologiques reproduit l’intermittence des cours d’eau, indicateur de la résilience des bassins versants. Une fois la calibration validée, les modèles hydrogéologiques sont forcés par de multiples projections climatiques, allant de 1980 à 2100, et selon différents scénarios d’émission de gaz à effet de serre (RCP). Ces simulations hydrologiques fournissent une enveloppe de trajectoires probables d’évolution future du stock d’eau souterraine, du débit des cours d’eau, et de l’intermittence du réseau hydrographique. De manière générale, les projections prévoient une extension des périodes de déficit en eau, avec une occurrence accrue d’années de sécheresses consécutives. Les connaissances apportées et les outils opérationnels développés dans le cadre de cette thèse permettent, d’une part, de progresser sur des questions de recherches en plein essor, et d’autre part, d’offrir de nouvelles perspectives d’anticipation et d’optimisation des stratégies de gestion de l’eau, à l’échelle du territoire. The Rennes area is not spared by climate change. Abnormal conditions are alreadyweakening the basin's drinking water supply system. But what will happen in the future? The managers of Eau du Bassin Rennais need tools to predict the evolution of water resources upstream of the interest catchments. To meet this demand, a hydro(geo)logical modeling approach has been developed, adapted to the Brittany region with shallow basement aquifers, focusing on subsurface-surface relationships. Based on the hydrographic network, a model calibration method was innovated to estimate subsurface properties. The process-based modeling developed is able to simulate the stream intermittency, an indicator of watershed resilience. Once the calibration is validated, the hydrogeological models are forced by multiple climate projections, ranging from 1980 to 2100, and for different greenhouse gas emission scenarios (RCP). The hydrological simulation results provide an envelope of likely future trajectories of groundwater storage, streamflow, and stream intermittency. In general, the projections anticipate an extension of water deficit periods, with an increased occurrence of consecutive drought years. The knowledge provided and the operational tools developed in the framework of this thesis allow, on the one hand, to progress on burgeoning research questions, and on the other hand, to offer new perspectives for anticipating and optimizing water management strategies, at the territory scale.

    Species' climatic niches play an important role in the spatial distribution of biodiversity but the way climatic niches evolve remains poorly known. This works aims at determining the general mode of evolution of climatic niches, and more precisely at revealing how some plants have adapted to alpine environments. The study of many groups of plants, fishes, mammals and birds has shown that climatic niches usually evolve by fits and starts but not gradually. Climatic niches indeed remain stable over million years before evoving extremely quickly and stabilizing again in a new range of climates. Simulations have shown that these phases of relative stability need not be caused by stabilizing selection but can also be caused by geographic barriers that impede species from experiencing new climates. The study of the history of plants of the genus Androsace has revealed that rapid niche shifts on the contrary resulted from the appearing of novel traits, like the cushion life form. This work shows that numerous factors contribute to the evolution of climatic niches and emphasizes the necessity to study them together. La niche climatique des espèces joue un rôle important dans la distribution spatiale de la biodiversité mais la manière dont les niches climatiques évoluent reste encore peu connue. Ce travail vise à révéler la manière dont les niches climatiques évoluent en général, et plus précisément à déterminer comment certaines plantes se sont adaptées aux environnements alpins. En étudiant de nombreux groupes de plantes, de poissons, de mammifères et d'oiseaux, nous avons montré que les niches climatiques évoluent le plus souvent par à-coups et non pas de manière graduelle. Les niches climatiques restent en effet stables pendant des périodes de plusieurs millions d'années puis évoluent de manière extrêmement rapide avant de se stabiliser à nouveau dans une autre gamme de climat. Des simulations ont permis de montrer que les phases de relative stabilité n'étaient pas forcément causées par une sélection stabilisante sur les niches climatiques mais pouvaient également résulter de la présence de barrières géographiques qui empêchent les espèces d'expérimenter de nouveaux climats. L'étude de l'histoire des plantes du genre Androsace a révélé que les changements rapides de niches correspondaient au contraire à l'apparition de nouveaux traits, comme la forme de vie en coussin. Ce travail montre que de nombreux facteurs influencent l'évolution des niches climatiques et souligne la nécessité de tous les étudier ensemble.

    Au milieu des années 1950, Électricité de France, opérateur largement dominant dans la production et la distribution d'énergie sous forme électrique, du fait de l'avenir encore incertain du nucléaire civil, a opté, avec la construction de l''usine marémotrice sur l'estuaire de la Rance, pour une énergie renouvelable d'un type encore inusité à l'échelle industrielle. Cette centrale hydroélectrique, en de nombreux points particulièrement innovante, inaugurée en 1967, sera pourtant la seule de ce type réalisée en France. Elle est toujours en service. A un moment où la question des énergies renouvelables est pour le moins à l'ordre du jour, même si les réalisations restent modestes en termes industriels en France, il nous a semblé intéressant de mobiliser l'histoire d'une réalisation qui a, depuis des lustres, produit ce que nous considérons comme une bifurcation énergétique, dont l'avenir reste largement à construire.

    Introduction There is an increasing demand for cable integration in the networks. It is now well known that underground and submarine transmission cables have significantly different electrical characteristics than overhead lines, and that these differences must be taken into account during cable system planning, design, and operation. The Brochure provides a state of the art in cable electrical modelling. Scope The Brochure deals with cable systems for land and submarine AC applications, with a nominal voltage above 45 kV. Paper cables (MI, SCFF and HPFF) as well as extruded cables are considered. Description of the TB The Brochure focuses on the derivation of the impedances of cable systems from cables characteristics and links arrangements (including laying conditions and screen bonding techniques). Theoretical expressions and measurement techniques of electrical parameters are presented. A critical analysis is carried out to define the applicability of the models and needs in further studies are highlighted.

    La question de la transition énergétique se situe aujourd’hui en haut de l’agenda politique. L’objectif de cette thèse est de s’interroger sur l’émergence d’un nouveau modèle électrique, de déterminer quelles sont ses caractéristiques et s’il représente une alternative au modèle centralisé. En combinant trois perspectives d’analyse – institutionnelle, technologique et territoriale –, elle démontre que ce modèle centralisé a vécu. Un faisceau de changements a transformé en profondeur le système électrique dans sa matérialité et son organisation : libéralisation, production distribuée, décentralisation politique, etc. La nouvelle configuration qui s’élabore est hybride. Elle est le résultat de tensions entre d’un côté des innovations porteuses de changements sociotechniques importants et de l’autre des mécanismes de centralisation politico-administrative et de concentration technico-économique.L’État a perdu son hégémonie mais pas sa centralité, alors même que le secteur s’est diversifié (acteurs, technologies) et que l’électricité se diffuse dans toute la société (accession à la production, processus législatif, etc.). Ni la montée en compétence contrariée de l’UE, ni la libéralisation, ni l’émergence des collectivités n’ont totalement remis en cause sa capacité à se positionner au centre de la régulation du secteur. Son action est tout à la fois sélective (désengagement de l’opérationnel), intégratrice (EnR, collectivités), diffuse (financement, R&D, législation, etc.) et parfois interventionniste (actionnariat, tarification, réseaux de transport et de distribution, etc.). Dans un contexte libéral, l’État s’adapte par une réforme pragmatique de son action et par l’intégration contrôlée des alternatives. Ce « libéralisme apprivoisé » correspond à une territorialisation de la politique publique de l’énergie à l’intérieur de laquelle les collectivités s’imposent selon une logique à la fois ascendante et descendante.Celles-ci sont en train, d’une part, principalement autour des EPCI et des conseils régionaux, de s’imposer comme des partenaires obligés de l’État dans la mise en œuvre et la gestion d’une pluralité de processus et de dispositifs techniques infranationaux. D’autre part, elles souhaitent s’affirmer dans ce secteur et disposent pour cela de leviers opérationnels (concession, planification, soutien aux EnR, information, etc.). Cette appropriation reste encore aujourd’hui partielle et inégale mais représente une tendance forte qui fait du local le nouvel horizon du secteur, y compris pour l’État qui adapte son organisation administrative autour de l’échelle régionale. Un processus d’autonomisation des collectivités, de nature juridique, est donc à l’œuvre, organisé par l’État et relevant d’une libre administration énergétique qui ne peut être réduite au développement d’une capacité de production d’énergie. Les nouvelles délimitations issues de cette autonomisation aboutissent à un agencement de territoires institutionnels qui ne remettent pas fondamentalement en question l’échelle nationale et le rôle de l’État.Cette configuration hybride dépend des modalités de développement de la production soumis à des mécanismes de concentration technico-économiques propres à l’industrie de réseau électrique, à son contexte, ainsi qu’aux logiques spatiales et territoriales dépendants de paramètres infrastructurels. C’est ce que démontre le déploiement contre-intuitif de la production distribuée qui s’effectue sous une forme mixte centralisée/décentralisée, résultat de l’interaction entre des formes de contrôle et des conditions sociotechniques spécifiques (spatialisation, logiques d’échelle, concentration des acteurs, etc.).La configuration qui émerge combine des éléments de rupture/décentralisation et de continuité/centralisation. Compte tenu de l’importance des évolutions à venir – NTIC, stockage –, celle-ci ne représente cependant probablement qu’une étape d’un long cheminement vers un nouveau modèle énergétique Energy transition finds itself high on the political agenda, with electricity occupying its own specific place. The aim of this thesis is to reflect on the emergence of a new electricity model, and to determine its features and whether it offers an alternative to the centralised model. Using three perspectives for analysis – institutional, technological and regional – this thesis demonstrate that this model has had its day. An accumulation of changes has transformed the electricity system, both materially and in relation to its organisation: liberalisation, rise of distributed generation, political decentralisation, and so on. The new configuration currently under production is the result of contradictory socio-technical pressures; these are creating a hybrid system between a general trend towards decentralisation on one side and mechanisms for political-administrative centralisation and technico-economic concentration on the other.The state has lost its monopoly but not its central position, even though the sector has diversified in terms of actors and technologies and become more open to society (access to production, legislative process, etc.). Neither the frustrated progression of EU operations, liberalisation, nor the greater presence of local authorities has thus far been able to entirely undermine the state's ability to position itself at the centre of operational control of the sector. It acts in different ways: withdrawal from operational matters, integration of renewables, finance, R&D, legislation, etc. On occasions it is also interventionist (shareholders, price structures, networks, etc.). In a liberal climate, the state is adapting by undertaking pragmatic reform of its activities and controlling the integration of socio-technical alternatives. This adaptation equates to a greater role for the regional authorities in public energy policy, as local areas continue to gain in importance. These regions and areas are currently defining themselves as indispensable partners of the state – largely on the basis of the bodies for intercommunal cooperation and the regional councils – for the management and implementation of a multitude of processes and technical measures at sub-national level. In parallel, they wish to assert their importance in the sector and can make use of their levers for operational control (planning, support for renewables, etc.) Today, they have still only appropriated the terrain partially and unevenly, but this strong trend means that local is the sector's new horizon, including for the state, which is adapting the organisation of its administration around the regions. And so a process, which is legal in nature and organised by the state is at work, whereby the administrations gain in autonomy to form an unhindered energy administration which cannot be reduced to a capacity to produce energy. The new boundary lines resulting from this growing autonomy are ultimately drawing up institutional territories which pose no challenge to the national scale or the role of the state.This hybrid character arises from technico-economic concentration mechanisms which are specific to the electricity network industry and its context and from rationales concerning space and territories which are connected to infrastructural factors. They result in particular from the counterintuitive deployment of distributed generation carried out in a mixed centralised/decentralised manner, highlighting the interaction between forms of control and socio-technical conditions (spatialisation conditions, concentration of actors, etc).With regard to regulation, the configuration currently emerging presents a balance between shortage/decentralisation and continuity/centralisation. Account taken of developments to come in the areas of storage and new information and communication technologies, it is nevertheless probable that this configuration will only be a long progression towards a new energy model

    Notre contribution vise à présenter les premiers résultats de la recherche menée dans le cadre du projet franco-italien Galilée 2020-2022, qui vise à effectuer une étude outillée des formations néologiques créées à partir des années 1980, en langue française et italienne, dans les domaines du climat et de la biodiversité. Après avoir délimité les tendances générales de la néologie « environnementale », nous analysons en particulier des lexèmes formés à partir de bio, représentatif de ces domaines. Our contribution presents the first results of a Franco-Italian research project (Galilée 2020-2022), which aims to carry out a corpus-based study of neological formations created from the 1980s onwards, in French and Italian, in the fields of climate and biodiversity. After outlining the general trends in “environmental” neology, we focus on lexemes built from bio-, a prototypical formant of these semantic fields.

    Ce rapport de suivi environnemental a ��t�� men�� par l'��quipe du site d'essais SEM-REV afin de comprendre, caract��riser et mesurer les potentiels impacts environnementaux de l�����olienne flottante, FLOATGEN. Ce d��monstrateur flottant de 2 MW dont le flotteur a ��t�� d��velopp�� par la soci��t�� BW IDEOL est install�� en mer et produit de l�����lectricit�� depuis 2018. Ce suivi couvre toutes les ��tapes de ces 3 ann��es de test en conditions r��elles, de l�����tat initial du site �� la phase d���installation des syst��mes d���ancrage, au remorquage de l�����olienne sur site et �� son raccordement au r��seau ��lectrique puis pendant son exploitation et lors des op��rations de maintenance. L�����tude concerne plusieurs domaines de la physique (acoustique sous-marine, champs ��lectromagn��tique, temp��rature) �� la biologie (mammif��res marins, communaut��s benthiques, avifaune, ���) en passant par une composante sociale avec une analyse paysag��re. �� ce jour, aucun effet ou impact fort n���a ��t�� relev�� sur l���environnement marin parmi l���ensemble des domaines ��tudi��s. De plus, aucun incident environnemental ni aucune pollution n���a ��t�� engendr��, que ce soit dans les phases de travaux, d���exploitation ou de maintenance du d��monstrateur. Les essais du d��monstrateur FLOATGEN se poursuivent jusqu����� l���automne 2023. Une fois les tests termin��s, le d��monstrateur sera d��mantel��. Le rapport de suivi environnemental sera mis �� jour p��riodiquement pour couvrir l���ensemble de la phase de tests puis le d��mant��lement.

    Le nématode du pin Bursaphelenchus xylophilus, originaire des Etats-Unis, est responsable de dépérissements massifs dans les forêts de pin des pays où il a été introduit. Il utilise comme vecteur un insecte du genre Monochamus, notamment M. galloprovincialis en Europe. L’objectif de cette thèse est de fournir des informations concernant les capacités de dispersion de ce coléoptère afin de mieux prédire le risque d'invasion. A l'aide d'expériences en manège de vol, nous avons montré que les adultes émergents, encore immatures, sont déjà en mesure de maintenir des vols soutenus. Ils peuvent parcourir une distance d'environ 500m par jour et les capacités de vol augmentent avec la prise de poids pendant la phase de maturation sexuelle. Il n'existe pas de compromis d'allocation de l'énergie entre fonctions de dispersion et de reproduction pendant cette période et nous proposons de qualifier ces insectes de "income breeder" et "capital disperser". A l'état mature M. galloprovincialis est capable de voler un total de 16 km, avec des vols individuels d'environ1 km; ces performances augmentent avec l'âge et le poids des insectes. Le maintien des capacités de vol tout au long de la vie adulte de M. galloprovincialis conduit à proposer que les distances potentiellement parcourues dépendent surtout de la longévité de l'insecte. Dans une expérience d'élevage en conditions contrôlées nous avons montré que la vie adulte dure au moins 4 mois, augmentant quand les fluctuations thermiques sont atténuées. Ces résultats ont des implications pour la gestion de B. xylophilus en Europe puisqu'ils démontrent que la méthode d'éradication par coupe rase sur un rayon de 500m est probablement inopérante. The pinewood nematode (PWN) Bursaphelenchus xylophilus, native to the USA, is responsible of the pine wilt disease, causing large economic losses in the pine forests of all countries where it has been introduced. It uses as vector an insect of the genus Monochamus, e.g. M.galloprovincialis in Europe The objective of this thesis is to provide information about the dispersalabilities of, this beetle in order to better predict the spread rate of the PWN. Using flight mill experiments, we showed that immature adult beetles were able to fly since their emergence. The meanflight performance was ca. 500m per day, increasing with weight gain during the maturation period.There was no trade-offs in energy allocation between reproduction and dispersion. We therefore suggest that M. galloprovincialis is both "income breeder" and "capital disperser". Mature beetles were able to fly a total of 16km on average during their lifetime, with individual flights of ca. 1km. Flight performances increased with age and body weight, being equal for males and females. Because flight capacity remained constant across time, we suggested that the total distance potentially covered by beetles was mainly driven by their longevity. In a rearing experiment under controlled conditions we estimated the adult lifespan at 4 months. It was reduced under temperature regime with higheryearly thermal fluctuations. These results have important implications for the management of the PWN since they demonstrate that precautionary clear-cuts of 500m radius are likely to be ineffective in eradicating the disease.

    Le bassin rennais n’est pas épargné par le changement climatique. Les conditionsinhabituelles fragilisent déjà le système d’alimentation en eau potable du territoire. Mais qu’en sera-t-il dans le futur ? Les gestionnaires d’Eau du Bassin Rennais ont besoin d’outils pour prédire l’évolution des ressources en eau en amont des ouvrages de captages. Pour y répondre, la démarche de modélisation hydro(géo)logique développée, adaptée au contexte géologique de socle en Bretagne, s’est concentrée sur les relations entre la nappe d’eau souterraine et les cours d’eau. En se basant sur le réseau hydrographique de surface, une méthode de calibration des modèles a été innovée pour estimer les propriétés de la subsurface. L’approche de modélisation basée sur les processus hydrogéologiques reproduit l’intermittence des cours d’eau, indicateur de la résilience des bassins versants. Une fois la calibration validée, les modèles hydrogéologiques sont forcés par de multiples projections climatiques, allant de 1980 à 2100, et selon différents scénarios d’émission de gaz à effet de serre (RCP). Ces simulations hydrologiques fournissent une enveloppe de trajectoires probables d’évolution future du stock d’eau souterraine, du débit des cours d’eau, et de l’intermittence du réseau hydrographique. De manière générale, les projections prévoient une extension des périodes de déficit en eau, avec une occurrence accrue d’années de sécheresses consécutives. Les connaissances apportées et les outils opérationnels développés dans le cadre de cette thèse permettent, d’une part, de progresser sur des questions de recherches en plein essor, et d’autre part, d’offrir de nouvelles perspectives d’anticipation et d’optimisation des stratégies de gestion de l’eau, à l’échelle du territoire. The Rennes area is not spared by climate change. Abnormal conditions are alreadyweakening the basin's drinking water supply system. But what will happen in the future? The managers of Eau du Bassin Rennais need tools to predict the evolution of water resources upstream of the interest catchments. To meet this demand, a hydro(geo)logical modeling approach has been developed, adapted to the Brittany region with shallow basement aquifers, focusing on subsurface-surface relationships. Based on the hydrographic network, a model calibration method was innovated to estimate subsurface properties. The process-based modeling developed is able to simulate the stream intermittency, an indicator of watershed resilience. Once the calibration is validated, the hydrogeological models are forced by multiple climate projections, ranging from 1980 to 2100, and for different greenhouse gas emission scenarios (RCP). The hydrological simulation results provide an envelope of likely future trajectories of groundwater storage, streamflow, and stream intermittency. In general, the projections anticipate an extension of water deficit periods, with an increased occurrence of consecutive drought years. The knowledge provided and the operational tools developed in the framework of this thesis allow, on the one hand, to progress on burgeoning research questions, and on the other hand, to offer new perspectives for anticipating and optimizing water management strategies, at the territory scale.

    Species' climatic niches play an important role in the spatial distribution of biodiversity but the way climatic niches evolve remains poorly known. This works aims at determining the general mode of evolution of climatic niches, and more precisely at revealing how some plants have adapted to alpine environments. The study of many groups of plants, fishes, mammals and birds has shown that climatic niches usually evolve by fits and starts but not gradually. Climatic niches indeed remain stable over million years before evoving extremely quickly and stabilizing again in a new range of climates. Simulations have shown that these phases of relative stability need not be caused by stabilizing selection but can also be caused by geographic barriers that impede species from experiencing new climates. The study of the history of plants of the genus Androsace has revealed that rapid niche shifts on the contrary resulted from the appearing of novel traits, like the cushion life form. This work shows that numerous factors contribute to the evolution of climatic niches and emphasizes the necessity to study them together. La niche climatique des espèces joue un rôle important dans la distribution spatiale de la biodiversité mais la manière dont les niches climatiques évoluent reste encore peu connue. Ce travail vise à révéler la manière dont les niches climatiques évoluent en général, et plus précisément à déterminer comment certaines plantes se sont adaptées aux environnements alpins. En étudiant de nombreux groupes de plantes, de poissons, de mammifères et d'oiseaux, nous avons montré que les niches climatiques évoluent le plus souvent par à-coups et non pas de manière graduelle. Les niches climatiques restent en effet stables pendant des périodes de plusieurs millions d'années puis évoluent de manière extrêmement rapide avant de se stabiliser à nouveau dans une autre gamme de climat. Des simulations ont permis de montrer que les phases de relative stabilité n'étaient pas forcément causées par une sélection stabilisante sur les niches climatiques mais pouvaient également résulter de la présence de barrières géographiques qui empêchent les espèces d'expérimenter de nouveaux climats. L'étude de l'histoire des plantes du genre Androsace a révélé que les changements rapides de niches correspondaient au contraire à l'apparition de nouveaux traits, comme la forme de vie en coussin. Ce travail montre que de nombreux facteurs influencent l'évolution des niches climatiques et souligne la nécessité de tous les étudier ensemble.

    Au milieu des années 1950, Électricité de France, opérateur largement dominant dans la production et la distribution d'énergie sous forme électrique, du fait de l'avenir encore incertain du nucléaire civil, a opté, avec la construction de l''usine marémotrice sur l'estuaire de la Rance, pour une énergie renouvelable d'un type encore inusité à l'échelle industrielle. Cette centrale hydroélectrique, en de nombreux points particulièrement innovante, inaugurée en 1967, sera pourtant la seule de ce type réalisée en France. Elle est toujours en service. A un moment où la question des énergies renouvelables est pour le moins à l'ordre du jour, même si les réalisations restent modestes en termes industriels en France, il nous a semblé intéressant de mobiliser l'histoire d'une réalisation qui a, depuis des lustres, produit ce que nous considérons comme une bifurcation énergétique, dont l'avenir reste largement à construire.

    Introduction There is an increasing demand for cable integration in the networks. It is now well known that underground and submarine transmission cables have significantly different electrical characteristics than overhead lines, and that these differences must be taken into account during cable system planning, design, and operation. The Brochure provides a state of the art in cable electrical modelling. Scope The Brochure deals with cable systems for land and submarine AC applications, with a nominal voltage above 45 kV. Paper cables (MI, SCFF and HPFF) as well as extruded cables are considered. Description of the TB The Brochure focuses on the derivation of the impedances of cable systems from cables characteristics and links arrangements (including laying conditions and screen bonding techniques). Theoretical expressions and measurement techniques of electrical parameters are presented. A critical analysis is carried out to define the applicability of the models and needs in further studies are highlighted.

    La question de la transition énergétique se situe aujourd’hui en haut de l’agenda politique. L’objectif de cette thèse est de s’interroger sur l’émergence d’un nouveau modèle électrique, de déterminer quelles sont ses caractéristiques et s’il représente une alternative au modèle centralisé. En combinant trois perspectives d’analyse – institutionnelle, technologique et territoriale –, elle démontre que ce modèle centralisé a vécu. Un faisceau de changements a transformé en profondeur le système électrique dans sa matérialité et son organisation : libéralisation, production distribuée, décentralisation politique, etc. La nouvelle configuration qui s’élabore est hybride. Elle est le résultat de tensions entre d’un côté des innovations porteuses de changements sociotechniques importants et de l’autre des mécanismes de centralisation politico-administrative et de concentration technico-économique.L’État a perdu son hégémonie mais pas sa centralité, alors même que le secteur s’est diversifié (acteurs, technologies) et que l’électricité se diffuse dans toute la société (accession à la production, processus législatif, etc.). Ni la montée en compétence contrariée de l’UE, ni la libéralisation, ni l’émergence des collectivités n’ont totalement remis en cause sa capacité à se positionner au centre de la régulation du secteur. Son action est tout à la fois sélective (désengagement de l’opérationnel), intégratrice (EnR, collectivités), diffuse (financement, R&D, législation, etc.) et parfois interventionniste (actionnariat, tarification, réseaux de transport et de distribution, etc.). Dans un contexte libéral, l’État s’adapte par une réforme pragmatique de son action et par l’intégration contrôlée des alternatives. Ce « libéralisme apprivoisé » correspond à une territorialisation de la politique publique de l’énergie à l’intérieur de laquelle les collectivités s’imposent selon une logique à la fois ascendante et descendante.Celles-ci sont en train, d’une part, principalement autour des EPCI et des conseils régionaux, de s’imposer comme des partenaires obligés de l’État dans la mise en œuvre et la gestion d’une pluralité de processus et de dispositifs techniques infranationaux. D’autre part, elles souhaitent s’affirmer dans ce secteur et disposent pour cela de leviers opérationnels (concession, planification, soutien aux EnR, information, etc.). Cette appropriation reste encore aujourd’hui partielle et inégale mais représente une tendance forte qui fait du local le nouvel horizon du secteur, y compris pour l’État qui adapte son organisation administrative autour de l’échelle régionale. Un processus d’autonomisation des collectivités, de nature juridique, est donc à l’œuvre, organisé par l’État et relevant d’une libre administration énergétique qui ne peut être réduite au développement d’une capacité de production d’énergie. Les nouvelles délimitations issues de cette autonomisation aboutissent à un agencement de territoires institutionnels qui ne remettent pas fondamentalement en question l’échelle nationale et le rôle de l’État.Cette configuration hybride dépend des modalités de développement de la production soumis à des mécanismes de concentration technico-économiques propres à l’industrie de réseau électrique, à son contexte, ainsi qu’aux logiques spatiales et territoriales dépendants de paramètres infrastructurels. C’est ce que démontre le déploiement contre-intuitif de la production distribuée qui s’effectue sous une forme mixte centralisée/décentralisée, résultat de l’interaction entre des formes de contrôle et des conditions sociotechniques spécifiques (spatialisation, logiques d’échelle, concentration des acteurs, etc.).La configuration qui émerge combine des éléments de rupture/décentralisation et de continuité/centralisation. Compte tenu de l’importance des évolutions à venir – NTIC, stockage –, celle-ci ne représente cependant probablement qu’une étape d’un long cheminement vers un nouveau modèle énergétique Energy transition finds itself high on the political agenda, with electricity occupying its own specific place. The aim of this thesis is to reflect on the emergence of a new electricity model, and to determine its features and whether it offers an alternative to the centralised model. Using three perspectives for analysis – institutional, technological and regional – this thesis demonstrate that this model has had its day. An accumulation of changes has transformed the electricity system, both materially and in relation to its organisation: liberalisation, rise of distributed generation, political decentralisation, and so on. The new configuration currently under production is the result of contradictory socio-technical pressures; these are creating a hybrid system between a general trend towards decentralisation on one side and mechanisms for political-administrative centralisation and technico-economic concentration on the other.The state has lost its monopoly but not its central position, even though the sector has diversified in terms of actors and technologies and become more open to society (access to production, legislative process, etc.). Neither the frustrated progression of EU operations, liberalisation, nor the greater presence of local authorities has thus far been able to entirely undermine the state's ability to position itself at the centre of operational control of the sector. It acts in different ways: withdrawal from operational matters, integration of renewables, finance, R&D, legislation, etc. On occasions it is also interventionist (shareholders, price structures, networks, etc.). In a liberal climate, the state is adapting by undertaking pragmatic reform of its activities and controlling the integration of socio-technical alternatives. This adaptation equates to a greater role for the regional authorities in public energy policy, as local areas continue to gain in importance. These regions and areas are currently defining themselves as indispensable partners of the state – largely on the basis of the bodies for intercommunal cooperation and the regional councils – for the management and implementation of a multitude of processes and technical measures at sub-national level. In parallel, they wish to assert their importance in the sector and can make use of their levers for operational control (planning, support for renewables, etc.) Today, they have still only appropriated the terrain partially and unevenly, but this strong trend means that local is the sector's new horizon, including for the state, which is adapting the organisation of its administration around the regions. And so a process, which is legal in nature and organised by the state is at work, whereby the administrations gain in autonomy to form an unhindered energy administration which cannot be reduced to a capacity to produce energy. The new boundary lines resulting from this growing autonomy are ultimately drawing up institutional territories which pose no challenge to the national scale or the role of the state.This hybrid character arises from technico-economic concentration mechanisms which are specific to the electricity network industry and its context and from rationales concerning space and territories which are connected to infrastructural factors. They result in particular from the counterintuitive deployment of distributed generation carried out in a mixed centralised/decentralised manner, highlighting the interaction between forms of control and socio-technical conditions (spatialisation conditions, concentration of actors, etc).With regard to regulation, the configuration currently emerging presents a balance between shortage/decentralisation and continuity/centralisation. Account taken of developments to come in the areas of storage and new information and communication technologies, it is nevertheless probable that this configuration will only be a long progression towards a new energy model
