Urban population growth has permanently increased the commodity demands and freight flow within urban areas. The retail/postal industry is intent on finding appropriate internal approaches and a new business model to respond to the adverse impacts generated by urban freight activities. Usage of emerging transport modes is an efficient solution for these industries. Nevertheless, considerable research has paid less attention to the implementation status of distribution innovations, as well as to their suitability and application restrictions. Concurrently, a comprehensive consideration of various distribution innovations that operate together as a system is lacking. To this end, this paper adopted a literature review method and GE multifactorial analysis. Specifically, this paper reviewed the related articles that were published in the past six years (2013–2018) to define the concept of distribution innovations. In addition, we adopted the approach of GE multifactorial analysis to analyze the application status of distribution innovations from the perspective of academic research and company implementation. Following the suitability assessment and application of restriction analysis, we proposed the concept of sustainable inner-urban intermodal transport (SIUIT) for the retail/postal industry. This paper contributes to the sustainable urban freight literature by exploring possible future research directions of SIUIT.

Gallagher; Yanning Chen; Junda Jin; Rohini Kamal; Xinyue Ma;Abstract This paper provides the first estimates of China's global developmental finance institutions in general and China's policy bank lending to foreign governments for energy in particular. According to the China Global Energy Finance database, between 2000 and 2017, China Development Bank (CDB) and China Export-Import Bank (CHEXIM) provided $225.75 billion in overseas energy development finance. We find that: China's ‘policy banks’ and funds have doubled the availability of global development finance –and hold more assets than the major Western-backed MDBs operating in developing countries. With the onset of a new family of funds and multilateral development banks co-financed by China, China is poised to be the largest development lender in the world as Western-backed MDBs appear stagnated in their ability to increase their capital bases. China's global energy portfolio is heavily exposed to country, macroeconomic, climate, and social risks, however. To mitigate such risks and meet the broader sustainable development challenge for the 21st Century, China's development finance will need to shift the composition of its global energy lending in a significant manner.

However, the literature’s conclusion on the effectiveness of suchprograms is ambiguous, and for the European region there is a lack of evidence based on a large control group. We seek to fill this gap with an evaluation of the Eco-Management and Audit Scheme (EMAS), introduced in 1995 by the European Union as a premium certification of continuous pro-environmental efforts above regulatory minimum standards. It is more demanding than other voluntary programsdue to annual public reports of the environmental performance and targets for improvements. We use official firm-level production census data on the German manufacturing sector, a major energy consumer and emitter in Europe. To account for the self-selection of firms, we combine the Coarsened Exact Matching approach with a Difference-in-Differences estimation. Our results do not suggest reductions of firms’ CO2 intensity and energy intensity neither before nor after certification. Moreover, program participants do not increase renewable energy consumption or investments into the protection of the environment and climate. Our results are robust to a variety of checks and call into question the effectiveness of the EMAS program concerning these particular outcome variables.

The divide frustrated efforts to pass a cap-and-trade carbon permitting system, spawned a battle between the US Environmental Protection Agency (EPA) and Congress, pushed most substantive climate change policy down to the municipal level and hindered US ability to effectively negotiate an international climate agreement. Amid the federal partisan wrangling, US cities have enacted far-sighted climate policy initiatives, and the growing cost of fossil fuels has stimulated investment in renewable energy, edging the country closer to commercially viable alternatives to fossil fuels. These trends could help provide an alternate route to climate mitigation, even without international treaties or national legislation. But the inevitable shift from fossil fuels to renewable energy sources would be greatly hastened by federal action to tax carbon dioxide emissions and use the revenue generate! d to support alternative energy technologies. That action is extremely unlikely to occur unless climate change comes to be seen in the United States as a practical, rather than ideological, issue.

Le présent article pose comme hypothèse principale qu’il existe une spécificité insulaire en matière de changement climatique, tant dans le domaine géopolitique que dans le domaine économique. A la différence des pays continentaux, le changement climatique est un facteur de structuration des États insulaires. Créée en 1990, 2 ans après que le GIEC commence ses travaux, l’Alliance des Petits États insulaires (AOSIS) s’est beaucoup investie dans la ratification du Protocole de Kyoto. Ces derniers se considèrent en effet comme les premières et principales victimes du changement climatique dont le coût pour leurs économies sera nettement plus élevé que celui supporté par les pays continentaux. Aux coûts directs, résultant de l’aléa naturel, notamment la montée du niveau de la mer et l’érosion du littoral qui lui est associée, se surimposeront des coûts induits par les mesures prises au niveau international pour lutter contre le changement climatique. Ces mesures conduisent à remettre la distance géographique au cœur de la logique de localisation des entreprises. La limitation des déplacements aériens et maritimes au long cours qui en résultera devrait entraîner une réduction de la demande mondiale pour les produits et services touristiques insulaires, suivie d’une concurrence exacerbée entre les îles pour attirer cette demande réduite. On assistera alors à la marginalisation des économies insulaires ne pouvant se positionner sur des marchés de niche aux échelles mondiales et régionales avec pour principaux corollaires l’exode rural et la migration internationale. Les recompositions économiques et territoriales qui s’annoncent sont des processus durables qui s’inscrivent dans le temps long. En revanche, le sommet de Copenhague a montré que la structuration politique des États insulaires sur la scène internationale est un processus fragile. L’AOSIS est sortie éclatée de ce sommet. L’avenir des îles est définitivement sous contrainte du changement climatique et il s’annonce bien sombre.

As efforts to address climate change shift to action at local scales, municipalities are called upon to develop locally specific action plans. Many municipalities lack the resources to develop energy and emissions-reducing policy interventions appropriate to their characteristics. This research synthesises urban form, scenario analysis and energy simulation into a cohesive workflow for evaluating energy and emissions policy interventions across a range of urban forms. A geospatial and census analysis of six cities across British Columbia, Canada, led to the development of seven urban neighborhood patterns. These represent neighborhood forms and densities found in cities of various sizes, densities, forms and climates. To test the approach of an urban built environment model (UBEM), retrofit and infill redevelopment ‘what-if’ scenarios were applied iteratively to two sample patterns comparing the relative efficacy of building technology-improvement policies versus land-use intensification policies. The future ‘what-if’ policy scenarios were spatially tested and validated using relevant policy. The simplified UBEM methods applied to typical patterns and development demonstrates a step towards an accessible and flexible modeling approach. Small and medium-sized municipalities can use this approach to assess and compare potential energy and emissions policy options and outcomes at building and neighborhood scales. 'Practice relevance' A new, simple method has been created for municipalities to understand multiple ‘what-if’ scenarios for reducing energy demand and emissions from buildings. This is based on profiles from census data, geospatial analysis and energy data that characterise urban neighborhood patterns. The approach integrates building-scale and neighborhood-scale energy and greenhouse gas simulations. It can simulate a variety of policy scenarios and strategy interventions in order to show the interactions between and among urban form and retrofit options. This enables planners and decision-makers to compare the relative magnitudes of different interventions at the neighborhood or city level for energy and emissions performance. The model was developed for use by a variety of communities in British Columbia, Canada. There is potential for adapting this method for use in other locations.

It is also used as a measure of sustainability, though evidence suggests that it falls short. The assumptions behind footprint calculations have been extensively criticized; I present here further evidence that it fails to satisfy simple economic principles because the basic assumptions are contradicted by both theory and historical data. Specifically, I argue that the footprint arbitrarily assumes both zero greenhouse gas emissions, which may not be ex ante optimal, and national boundaries, which makes extrapolating from the average ecological footprint problematic. The footprint also cannot take into account intensive production, and so comparisons to biocapacity are erroneous. Using only the assumptions of the footprint then, one could argue that the Earth can sustain greatly increased production, though there are important limitations that the footprint cannot address, such as land degradation. Finally, the lack of correlation between land degradation and the ecological footprint obscures the effects of a larger sustainability problem. Better measures of sustainability would address these issues directly.

Abstract In contrast to energy and precious metals commodities, relatively little is known about the volatility dynamics of base (or industrial) metals commodities. To address this deficiency, this paper employs a multivariate heterogeneous autoregressive (HAR) model to consider the volatility spillovers between the five of the most liquid and important non-ferrous metals contracts (aluminium, copper, lead, nickel, and zinc) traded on the London Metal Exchange using intraday data over the period June 2006–December 2012. This period encompasses both the surge in commodities prices associated with the burgeoning industrial demand of many emerging economies, especially China, resulting in market peaks in May 2007 and April 2008 and the subsequent negative reaction of base metals markets to the collapse of stock markets during the recent global financial crisis. The results show that the volatility series of other industrial metals appear to contain useful incremental information for future price volatility. However, the own dynamics are often sufficient for describing most future daily and weekly volatility, with the most pronounced volatility spillovers identified in the longer term. Combined together, the results in this study provide useful findings for exporter and importer countries dealing with the continuing volatility in these industrially important commodity markets.

There is still a lack of information and standard, however, for occupancy density due to the limitations on data collection and the lack of reliable data. Therefore, this study aimed to determine the optimal occupancy density for reducing the energy consumption in public office buildings. Towards this end, this study used various statistical methods, such as correlation analysis, decision tree, and Mann-Whitney U test, based on the actual occupancy data from public office buildings in South Korea. This study was conducted in three steps: (i) establishment of the database; (ii) determination of the optimal occupancy density using the statistical approach; and (iii) application of the proposed occupancy density using building energy policies. As a result, it was shown that buildings with an occupancy density above 31.41 m2/person could save up to 50.3% energy on average compared to those with an occupancy density below 31.41 m2/person. The analysis results showed that the proposed occupancy density could help in deciding the appropriate occupancy density for reducing the energy consumption of public office buildings.

Urban population growth has permanently increased the commodity demands and freight flow within urban areas. The retail/postal industry is intent on finding appropriate internal approaches and a new business model to respond to the adverse impacts generated by urban freight activities. Usage of emerging transport modes is an efficient solution for these industries. Nevertheless, considerable research has paid less attention to the implementation status of distribution innovations, as well as to their suitability and application restrictions. Concurrently, a comprehensive consideration of various distribution innovations that operate together as a system is lacking. To this end, this paper adopted a literature review method and GE multifactorial analysis. Specifically, this paper reviewed the related articles that were published in the past six years (2013–2018) to define the concept of distribution innovations. In addition, we adopted the approach of GE multifactorial analysis to analyze the application status of distribution innovations from the perspective of academic research and company implementation. Following the suitability assessment and application of restriction analysis, we proposed the concept of sustainable inner-urban intermodal transport (SIUIT) for the retail/postal industry. This paper contributes to the sustainable urban freight literature by exploring possible future research directions of SIUIT.

According to the China Global Energy Finance database, between 2000 and 2017, China Development Bank (CDB) and China Export-Import Bank (CHEXIM) provided $225.75 billion in overseas energy development finance. We find that: China's ‘policy banks’ and funds have doubled the availability of global development finance –and hold more assets than the major Western-backed MDBs operating in developing countries. With the onset of a new family of funds and multilateral development banks co-financed by China, China is poised to be the largest development lender in the world as Western-backed MDBs appear stagnated in their ability to increase their capital bases. China's global energy portfolio is heavily exposed to country, macroeconomic, climate, and social risks, however. To mitigate such risks and meet the broader sustainable development challenge for the 21st Century, China's development finance will need to shift the composition of its global energy lending in a significant manner.

However, the literature’s conclusion on the effectiveness of suchprograms is ambiguous, and for the European region there is a lack of evidence based on a large control group. We seek to fill this gap with an evaluation of the Eco-Management and Audit Scheme (EMAS), introduced in 1995 by the European Union as a premium certification of continuous pro-environmental efforts above regulatory minimum standards. It is more demanding than other voluntary programsdue to annual public reports of the environmental performance and targets for improvements. We use official firm-level production census data on the German manufacturing sector, a major energy consumer and emitter in Europe. To account for the self-selection of firms, we combine the Coarsened Exact Matching approach with a Difference-in-Differences estimation. Our results do not suggest reductions of firms’ CO2 intensity and energy intensity neither before nor after certification. Moreover, program participants do not increase renewable energy consumption or investments into the protection of the environment and climate. Our results are robust to a variety of checks and call into question the effectiveness of the EMAS program concerning these particular outcome variables.

The divide frustrated efforts to pass a cap-and-trade carbon permitting system, spawned a battle between the US Environmental Protection Agency (EPA) and Congress, pushed most substantive climate change policy down to the municipal level and hindered US ability to effectively negotiate an international climate agreement. Amid the federal partisan wrangling, US cities have enacted far-sighted climate policy initiatives, and the growing cost of fossil fuels has stimulated investment in renewable energy, edging the country closer to commercially viable alternatives to fossil fuels. These trends could help provide an alternate route to climate mitigation, even without international treaties or national legislation. But the inevitable shift from fossil fuels to renewable energy sources would be greatly hastened by federal action to tax carbon dioxide emissions and use the revenue generate! d to support alternative energy technologies. That action is extremely unlikely to occur unless climate change comes to be seen in the United States as a practical, rather than ideological, issue.

Le présent article pose comme hypothèse principale qu’il existe une spécificité insulaire en matière de changement climatique, tant dans le domaine géopolitique que dans le domaine économique. A la différence des pays continentaux, le changement climatique est un facteur de structuration des États insulaires. Créée en 1990, 2 ans après que le GIEC commence ses travaux, l’Alliance des Petits États insulaires (AOSIS) s’est beaucoup investie dans la ratification du Protocole de Kyoto. Ces derniers se considèrent en effet comme les premières et principales victimes du changement climatique dont le coût pour leurs économies sera nettement plus élevé que celui supporté par les pays continentaux. Aux coûts directs, résultant de l’aléa naturel, notamment la montée du niveau de la mer et l’érosion du littoral qui lui est associée, se surimposeront des coûts induits par les mesures prises au niveau international pour lutter contre le changement climatique. Ces mesures conduisent à remettre la distance géographique au cœur de la logique de localisation des entreprises. La limitation des déplacements aériens et maritimes au long cours qui en résultera devrait entraîner une réduction de la demande mondiale pour les produits et services touristiques insulaires, suivie d’une concurrence exacerbée entre les îles pour attirer cette demande réduite. On assistera alors à la marginalisation des économies insulaires ne pouvant se positionner sur des marchés de niche aux échelles mondiales et régionales avec pour principaux corollaires l’exode rural et la migration internationale. Les recompositions économiques et territoriales qui s’annoncent sont des processus durables qui s’inscrivent dans le temps long. En revanche, le sommet de Copenhague a montré que la structuration politique des États insulaires sur la scène internationale est un processus fragile. L’AOSIS est sortie éclatée de ce sommet. L’avenir des îles est définitivement sous contrainte du changement climatique et il s’annonce bien sombre.

As efforts to address climate change shift to action at local scales, municipalities are called upon to develop locally specific action plans. Many municipalities lack the resources to develop energy and emissions-reducing policy interventions appropriate to their characteristics. This research synthesises urban form, scenario analysis and energy simulation into a cohesive workflow for evaluating energy and emissions policy interventions across a range of urban forms. A geospatial and census analysis of six cities across British Columbia, Canada, led to the development of seven urban neighborhood patterns. These represent neighborhood forms and densities found in cities of various sizes, densities, forms and climates. To test the approach of an urban built environment model (UBEM), retrofit and infill redevelopment ‘what-if’ scenarios were applied iteratively to two sample patterns comparing the relative efficacy of building technology-improvement policies versus land-use intensification policies. The future ‘what-if’ policy scenarios were spatially tested and validated using relevant policy. The simplified UBEM methods applied to typical patterns and development demonstrates a step towards an accessible and flexible modeling approach. Small and medium-sized municipalities can use this approach to assess and compare potential energy and emissions policy options and outcomes at building and neighborhood scales. 'Practice relevance' A new, simple method has been created for municipalities to understand multiple ‘what-if’ scenarios for reducing energy demand and emissions from buildings. This is based on profiles from census data, geospatial analysis and energy data that characterise urban neighborhood patterns. The approach integrates building-scale and neighborhood-scale energy and greenhouse gas simulations. It can simulate a variety of policy scenarios and strategy interventions in order to show the interactions between and among urban form and retrofit options. This enables planners and decision-makers to compare the relative magnitudes of different interventions at the neighborhood or city level for energy and emissions performance. The model was developed for use by a variety of communities in British Columbia, Canada. There is potential for adapting this method for use in other locations.

It is also used as a measure of sustainability, though evidence suggests that it falls short. The assumptions behind footprint calculations have been extensively criticized; I present here further evidence that it fails to satisfy simple economic principles because the basic assumptions are contradicted by both theory and historical data. Specifically, I argue that the footprint arbitrarily assumes both zero greenhouse gas emissions, which may not be ex ante optimal, and national boundaries, which makes extrapolating from the average ecological footprint problematic. The footprint also cannot take into account intensive production, and so comparisons to biocapacity are erroneous. Using only the assumptions of the footprint then, one could argue that the Earth can sustain greatly increased production, though there are important limitations that the footprint cannot address, such as land degradation. Finally, the lack of correlation between land degradation and the ecological footprint obscures the effects of a larger sustainability problem. Better measures of sustainability would address these issues directly.

Abstract In contrast to energy and precious metals commodities, relatively little is known about the volatility dynamics of base (or industrial) metals commodities. To address this deficiency, this paper employs a multivariate heterogeneous autoregressive (HAR) model to consider the volatility spillovers between the five of the most liquid and important non-ferrous metals contracts (aluminium, copper, lead, nickel, and zinc) traded on the London Metal Exchange using intraday data over the period June 2006–December 2012. This period encompasses both the surge in commodities prices associated with the burgeoning industrial demand of many emerging economies, especially China, resulting in market peaks in May 2007 and April 2008 and the subsequent negative reaction of base metals markets to the collapse of stock markets during the recent global financial crisis. The results show that the volatility series of other industrial metals appear to contain useful incremental information for future price volatility. However, the own dynamics are often sufficient for describing most future daily and weekly volatility, with the most pronounced volatility spillovers identified in the longer term. Combined together, the results in this study provide useful findings for exporter and importer countries dealing with the continuing volatility in these industrially important commodity markets.

There is still a lack of information and standard, however, for occupancy density due to the limitations on data collection and the lack of reliable data. Therefore, this study aimed to determine the optimal occupancy density for reducing the energy consumption in public office buildings. Towards this end, this study used various statistical methods, such as correlation analysis, decision tree, and Mann-Whitney U test, based on the actual occupancy data from public office buildings in South Korea. This study was conducted in three steps: (i) establishment of the database; (ii) determination of the optimal occupancy density using the statistical approach; and (iii) application of the proposed occupancy density using building energy policies. As a result, it was shown that buildings with an occupancy density above 31.41 m2/person could save up to 50.3% energy on average compared to those with an occupancy density below 31.41 m2/person. The analysis results showed that the proposed occupancy density could help in deciding the appropriate occupancy density for reducing the energy consumption of public office buildings.
