Water is used as a source of drinking water to meet the needs of agriculture, energy, industry, tourism, and residential utilities. To effectively control water consumption, regulate the cost of service provision, and develop projects to modernize the water consumption system, it is necessary to use modern digital technologies that process a large amount of data and can make recommended management decisions based on the results obtained. For this purpose, using the methods of structural analysis, synthesis, groupings, step-by-step refinement, and modeling, digital models of the water consumption system were developed using the example of a settlement in Kyrgyzstan.

The authors identified five principles of smart specialization, analyzed the foreign experience of smart specialization of regions. Based on the conducted studies of the European policy of unity and regional policy of the EU, they substantiated the expediency of introducing a model of smart specialization of regions to ensure sustainable regional development on an innovative basis and improve the living conditions of households.Based on the studied theoretical and methodological material, the authors developed ways to improve the smart specialization of regions, namely, an algorithm for substantiation of potential areas of smart specialization in the regions and the conceptual approach to the choice of strategic priorities for innovative regional development, taking into account the principles of "smart specialization".Recommendations are proposed for improving the processes of forming innovative regional strategies, taking into account the principles of the concept of "smart specialization", and the necessity of forming a map of unique, innovative competencies of regions and clusters of the country is substantiated.To visually reflect the state of smart specialization of regions, the authors proposed the use of two maps that neutralize each other's shortcomings and help make more balanced management decisions.

The disruption of the energy system at the global and local levels requires an intensification of public policy in this area to respond quickly to changes. Strategic planning and public policy changes are needed to ensure the sustainability of the energy sector. In the short term, Ukraine's priority should be improving energy security. Natural gas will be essential in balancing electricity on the road to decarbonization. The transition to renewable energy sources can achieve natural gas self-sufficiency. The article analyzes the directions of energy security and normative and legal regulation in the energy sector. It is established that the main direction of transition to decarbonization in an unstable external environment is public-private partnership mechanisms. The introduction of this mechanism provides benefits for all interested parties. In order to choose the most effective form of public-private partnership, a flowchart of analysis and evaluation of environmental and economic efficiency was developed. This flowchart applies to decarbonization projects and considers regional features of the energy sector and differences in readiness for the transition to the decarbonization of different countries. Limitations of the model application are the imperfect regulatory framework and the high instability of the external environment. The main objective is to simplify the procedures for attracting investment in the energy sector and reduce the time for project preparation and submission, which will help to implement the most effective projects in the short term and make the transition to decarbonization in the long term.

The authors note that at the present stage, threats arise in nature that require coordinated actions to restore, ensure the conservation and rational use of natural resources, including unique natural complexes. Among these is the ribbon-like pine forest, the history of which is described in the article. The object of the study is a forest natural reserve located in the east of the Republic of Kazakhstan – the “Semey Ormany”. The authors research environmental conservation activity, forest protection and reforestation activities of the “Semey Ormany”, i.e. activities to protect ecosystems necessary to preserve our environment and ensure sustainability for future generations. The analysis carried out in the article allows us to gain and recommendations were made for the conservation of biological diversity.

The article considers the specifics of journalistic literature of Kyrgyzstan as part of the general socio-cultural context of the country, and reviews journalism and socially oriented poetry of the Kyrgyz people. The place of the concept "environment" in the works of authors of Kyrgyzstan is determined. An analysis of the main periods of development of journalism in Kyrgyzstan was made, which allowed us to trace the etymology of the term "environment". The topic of the development of environmental issues in the works of Kyrgyzstan is relevant in the modern world, as the rapid development of industry and the increasing level of urbanization contributes to environmental degradation. Within the framework of a global scale, consideration of this problem in the framework of literary analysis will allow us to formulate the importance of the educational function of journalism in solving environmental issues. Environmental issues are popular. However, the topic of formation and development of the environment in Kyrgyz literature and journalism has not been studied. That is why the scientific novelty of the work is to develop a periodization of the evolution of ideas of environmentalism in literature and journalism. The methodological basis of the research is the analysis of literary and journalistic works of Kyrgyzstan at different stages of development of the territory under consideration.

Stimulating green growth and increasing the well-being of society through the rational use of natural resources, natural capital and ecosystems require the elaboration and development of alternative measures for ensuring the rational use of natural resources, the development of environmental innovations and human capital. An equally important factor contributing to green growth is the formation of a state policy of green economic growth, as well as tools and mechanisms for its implementation. The conceptual foundations of a supranational green growth policy have already been developed and the methodological basis has been elaborated. The study of the experience and best practices of green growth in different countries allows us to identify certain shortcomings that require a deeper study and revision of state regulation documents. In addition, the post-Covid economy requires a separate consideration from the point of view of both the relevance of the policy of green growth and the measures and tools for its implementation. Thus, the study of modern trends and principles of the implementation of the state policy of green growth is a topical area of research that requires critical rethinking for the introduction of more constructive measures for reaching the set goals and objectives.

Nariev;Investigation of the efficiency of hydro, wind, and solar power plants in Kyrgyzstan is important in the context of developing sustainable energy sources to ensure energy security and reduce environmental impact. The purpose of this study was to identify the most promising sources of renewable energy capable of ensuring the sustainable development of the energy sector. This study is a comparative analysis of the three main renewable energy sources – hydro, wind, and solar power plants – in the context of their use in Kyrgyzstan. Various aspects of the efficiency of each type of plant are considered, including resource availability, economic and environmental efficiency, and technical reliability. The advantages and limitations of each energy source are discussed in the context of the Kyrgyz economy and climate conditions. In particular, the focus is on the rich potential of water, wind and solar resources in the country, which opens up prospects for developing renewable energy. The environmental impacts of each type of power plant are also investigated, including ecological consequences and possible risks to local fauna and flora. The findings highlight the need for the integrated use of different types of power plants to ensure energy security and sustainability in Kyrgyzstan, given their combined advantages and limitations. Ultimately, it was concluded that the optimal approach to ensuring energy security and sustainability in Kyrgyzstan may be the integrated use of all three types of power plants. The study results can be used to develop a strategy for the energy development of Kyrgyzstan based on the optimal combination of hydro, wind, and solar energy to ensure a sustainable and environmentally friendly energy complex in the country

The disruption of the energy system at the global and local levels requires an intensification of public policy in this area to respond quickly to changes. Strategic planning and public policy changes are needed to ensure the sustainability of the energy sector. In the short term, Ukraine's priority should be improving energy security. Natural gas will be essential in balancing electricity on the road to decarbonization. The transition to renewable energy sources can achieve natural gas self-sufficiency. The article analyzes the directions of energy security and normative and legal regulation in the energy sector. It is established that the main direction of transition to decarbonization in an unstable external environment is public-private partnership mechanisms. The introduction of this mechanism provides benefits for all interested parties. In order to choose the most effective form of public-private partnership, a flowchart of analysis and evaluation of environmental and economic efficiency was developed. This flowchart applies to decarbonization projects and considers regional features of the energy sector and differences in readiness for the transition to the decarbonization of different countries. Limitations of the model application are the imperfect regulatory framework and the high instability of the external environment. The main objective is to simplify the procedures for attracting investment in the energy sector and reduce the time for project preparation and submission, which will help to implement the most effective projects in the short term and make the transition to decarbonization in the long term.

The authors note that at the present stage, threats arise in nature that require coordinated actions to restore, ensure the conservation and rational use of natural resources, including unique natural complexes. Among these is the ribbon-like pine forest, the history of which is described in the article. The object of the study is a forest natural reserve located in the east of the Republic of Kazakhstan – the “Semey Ormany”. The authors research environmental conservation activity, forest protection and reforestation activities of the “Semey Ormany”, i.e. activities to protect ecosystems necessary to preserve our environment and ensure sustainability for future generations. The analysis carried out in the article allows us to gain and recommendations were made for the conservation of biological diversity.

The place of the concept "environment" in the works of authors of Kyrgyzstan is determined. An analysis of the main periods of development of journalism in Kyrgyzstan was made, which allowed us to trace the etymology of the term "environment". The topic of the development of environmental issues in the works of Kyrgyzstan is relevant in the modern world, as the rapid development of industry and the increasing level of urbanization contributes to environmental degradation. Within the framework of a global scale, consideration of this problem in the framework of literary analysis will allow us to formulate the importance of the educational function of journalism in solving environmental issues. Environmental issues are popular. However, the topic of formation and development of the environment in Kyrgyz literature and journalism has not been studied. That is why the scientific novelty of the work is to develop a periodization of the evolution of ideas of environmentalism in literature and journalism. The methodological basis of the research is the analysis of literary and journalistic works of Kyrgyzstan at different stages of development of the territory under consideration.

Stimulating green growth and increasing the well-being of society through the rational use of natural resources, natural capital and ecosystems require the elaboration and development of alternative measures for ensuring the rational use of natural resources, the development of environmental innovations and human capital. An equally important factor contributing to green growth is the formation of a state policy of green economic growth, as well as tools and mechanisms for its implementation. The conceptual foundations of a supranational green growth policy have already been developed and the methodological basis has been elaborated. The study of the experience and best practices of green growth in different countries allows us to identify certain shortcomings that require a deeper study and revision of state regulation documents. In addition, the post-Covid economy requires a separate consideration from the point of view of both the relevance of the policy of green growth and the measures and tools for its implementation. Thus, the study of modern trends and principles of the implementation of the state policy of green growth is a topical area of research that requires critical rethinking for the introduction of more constructive measures for reaching the set goals and objectives.

Nariev;Investigation of the efficiency of hydro, wind, and solar power plants in Kyrgyzstan is important in the context of developing sustainable energy sources to ensure energy security and reduce environmental impact. The purpose of this study was to identify the most promising sources of renewable energy capable of ensuring the sustainable development of the energy sector. This study is a comparative analysis of the three main renewable energy sources – hydro, wind, and solar power plants – in the context of their use in Kyrgyzstan. Various aspects of the efficiency of each type of plant are considered, including resource availability, economic and environmental efficiency, and technical reliability. The advantages and limitations of each energy source are discussed in the context of the Kyrgyz economy and climate conditions. In particular, the focus is on the rich potential of water, wind and solar resources in the country, which opens up prospects for developing renewable energy. The environmental impacts of each type of power plant are also investigated, including ecological consequences and possible risks to local fauna and flora. The findings highlight the need for the integrated use of different types of power plants to ensure energy security and sustainability in Kyrgyzstan, given their combined advantages and limitations. Ultimately, it was concluded that the optimal approach to ensuring energy security and sustainability in Kyrgyzstan may be the integrated use of all three types of power plants. The study results can be used to develop a strategy for the energy development of Kyrgyzstan based on the optimal combination of hydro, wind, and solar energy to ensure a sustainable and environmentally friendly energy complex in the country
