This study hypothesizes that employees’ positive perceptions of corporate social responsibility (CSR) activities at the individual level have a negative effect on employee deviance—a negative job-related behavior—and that anomie plays a mediating role in this relationship. In order to verify the relationship, this study conducts an empirical analysis with a questionnaire survey on employees of firms that implement CSR activities at the company level. Based on Social identity theory, this study examines the causal relationship between the employees’ perceptions of CSR activities and their deviance, and mechanisms by which anomie decreases in the process. The findings are as follows. First, employees’ perceptions of CSR activities had a negative effect on employee deviance. Second, employees’ perceptions of CSR activities had a negative effect on anomie. Third, anomie had a positive effect on employee deviance. Fourth, anomie fully mediated the relationship between employees’ perceptions of CSR activities and employee deviance. This study is the first to document this relationship, which has great practical and academic significance, as it indicates the importance for companies to consider employees’ perceptions of CSR activities. In addition, the study identifies the mediating role of anomie as mentioned above. The results suggest that methodological considerations of CSR awareness enhancement at the company level be discussed more in depth, helping top management and middle managers understand that enhancing employees’ positive perceptions of CSR activities should be the first priority for reducing collective normlessness under the pressure of goal attainment and resolving ethical conflicts among employees.

This study explores evidence-based policymaking (EBP) in public research and development (R&D) programmes. Governments develop and implement R&D programmes to promote innovation, the key driver of sustainable economic growth. For effective management, public policies should be planned, executed, and terminated based on their impact evaluation and feedback. Although many studies have investigated the impact of R&D support, few have analysed whether it evolves on the basis of evidence. Using a dataset of Korean programmes, this study adopted the propensity score matching with a difference-in-differences method. We distinguished four determinants of performance evidence: R&D intensity, assets, sales, and profits growth. The following are the main results: (1) while R&D intensity, sales, and profits growth reveal the efficiency of the EBP mechanism, the performance of assets do not differ across the abolished and continued programmes; (2) the EBP process classified by subsidy amount reveals no statistically significant differences in terms of R&D intensity and profits. This suggests that policymakers need to consider the amount of subsidy granted under the budget limitation. This study contributes to the empirical research on EBP using heterogeneous evidence indicators and describes how policymakers exploit policy evaluation to implement and monitor policies for sustainable development.

Recently, the defense industry in South Korea has been regarded with strong suspicion since a company responsible for producing parts for the aviation sector is being investigated for cost irregularities. Many people are concerned about these issues and the government is distrustful of defense industries. If the current situation continues, the defense industry market in South Korea (henceforth “South Korea”) will be hard to maintain. The South Korean government will have to rely on importing from abroad instead of buying products in the local market. This study looked at the sustainability of earnings management adopted in the defense industry of South Korea, exploring options for the government to maintain the scheme’s soundness. In particular, we used Kothari’s discretionary accrual as a proxy of earnings management and OLS method to analyze the relationship between them. The results are as follows. Firstly the firms with a high percentage of defense sales showed significant discretionary accruals; the higher the profit, the more likely it was that earnings adjustments were made; secondly, firms that had been certified by the government for defense cost-management were proven to be effective, because the earnings management activities were low compared to those of firms that did not have the defense cost-management certification; lastly, based on the accounting rules for the cost of defense products, it was found that significant results confirming defense firms were exercising their influence, through earnings management, on the improvement of the government system.

We study how the information and communications technology (ICT) ecosystem affects the sustainable growth of ICT firms. For our study, we analyze the efficiencies of ICT firms in China, South Korea, the United States, and Japan, which are the current leaders in the global ICT industry, each with different ICT ecosystem structures. We use metafrontier analysis (MFA) to compare the efficiencies among countries with different structures, and then use Tobit regression to identify the causes of the efficiency gaps. Our results reveal that the US has the highest efficiency, followed by Japan, South Korea, and China, in that order, and the countries with more balanced ICT ecosystems across sub-industries—manufacturing, software and IT services, content, and telecommunications—have more efficient ICT industries. This suggests that a more balanced industrial development is important to enhancing the overall competitiveness of the ICT industry.

In developing countries, infrastructure construction projects are sometimes recognized as mega projects that are important for national development. Such projects are usually implemented as official development assistance (ODA). However, the correlation between the size of ODA and the infrastructure construction project orders gained cannot be completely confirmed. South Korea gives constant aid to developing countries and increases the budget of ODA simultaneously in order to select which country’s construction market to advance. The largest portion of South Korea’s aid continues to be provided to Asian countries. This study analyzes the dynamic relationship between South Korea’s ODA to the Association of Southeast Asian Nations (ASEAN) developing countries and the economic fluctuations represented by infrastructure construction projects, gross domestic product (GDP), gross national income (GNI), and foreign direct investment (FDI). The analysis result shows that the scale of ODA is synergistic to the number of infrastructure construction project orders awarded. In other words, as ODA increases, developing countries can continue to construct infrastructure, and South Korean companies can improve their performance in overseas construction projects in cooperation with those countries. The results of this study can be used as basic data for the decision-making of donor countries when selecting a country’s construction market to advance.

This study explores the relationship among leadership styles (transformation and transaction types), organization learning, and enterprise innovation performance in China SMEs. The main purpose of this study is to find out the innovation performance of Chines SMEs, according to leadership styles. Thus, we collected data from 417 Chinese consumers through on/off line. The major empirical findings are as follows. First, the transformation leadership and transactional leadership style have a positive impact on organizational learning. Second, the research results of this study verify the positive impact of leadership style on innovation performance. Third, organizational learning has a forward impact on innovation performance. We conclude that organizational learning has a partial intermediary role on the relationship between leadership styles and enterprise innovation performance. This study enriches and expands research in leadership style and innovative performance, thus rationalizing improvements in corporate innovation performance. This study also contributes to the provision of theoretical support for leadership decisions of enterprises and other types of of organization.

Small–medium-sized forest enterprises (SMFEs) have historically played an essential role in developing countries’ economies worldwide because most businesses start as small businesses, and government support and knowledge-based recourse are critical to the sustainable development of SMFEs and local economies. The current studies examined the effects of the Khyber Pakhtunkhwa (KPK) government’s (Pakistan) support (GS) and entrepreneur knowledge (EK) on the development of small–medium-sized forest enterprises (SD) and their contribution to the local economic development (LED) of the region. Primary data were collected from 350 SMFEs in KPK, Pakistan. The model was developed by using a structural equation model (SEM) to investigate the impact of GS, EK, and SMFEs on the growth, SG, and sustainable development of the local economy. This study concludes that EK and GS could increase growth in SMFE businesses and contribute to LED. On the other hand, crediting loans and equipping businesses with training could not directly affect SMFE businesses and LED growth. The government needs to use natural resources and the SMFE communities as leaders among suppliers in the local market for the sustainable development of LED and SMFEs, alongside focusing on preserving and taking initiatives to develop. This study discusses several practical implications for policymakers, business owners, and academics, with recommendations for future research.

It is important that individuals use infusion of smart grid-related technology to its full potential in their life, from the perspectives of individuals as well as firms and society. Firms can expand the market of their products and services, and create new wealth and jobs; infusion of smart grid-related technology promotes a sustainable society. The present study empirically analyzes the process of diffusing the smart grid-related technology by using data collected from participants in a Jeju smart grid testbed or a carbon-free island project in Jeju, South Korea. Ten hypotheses regarding the relationships between awareness of smart grid-related technology; the coping process, including appraisal and adaptive acts; and infusion are tested. Policy implications are suggested.

This study identifies the factors of ethical climate in hotel companies in light of the growing importance of ethics in corporate management. It determines the effects those factors have on organizational trust and, in turn, the effect organizational trust has on organizational citizenship behavior (OCB). A survey was conducted on employees working at five-star hotels in Seoul, Korea, followed by an empirical analysis of the data. The ethical climate in hotel companies comprises seven factors: self-interest, efficiency, friendship and team interest, social responsibility, personal morality, rules and standard operating procedures, and laws and professional codes. The following were discovered. First, among these ethical climate factors, social responsibility, personal morality, rules and standard operating procedures, and laws and professional codes affected trust in supervisors. Second, social responsibility and laws and professional codes affected trust in the organization; trust in the supervisor and organization—factors of organizational trust—affected the OCB directed toward individuals and the organization. Based on these results, this study provides ways to increase organizational trust and improve the OCB of employees by creating an ethical climate in hotel companies.

The gender gap in working conditions has barely improved in South Korea where various measures for gender equality have been in place for a relatively long time. Furthermore, the female employment rate is also the lowest in OECD (Organization for Economic Cooperation and Development) countries. This study will evaluate the stratified structure of the labor market to identify the causes and will analyze changes in the gender employment distribution and mobility. This study conducted an empirical analysis of gender distribution and labor mobility in the South Korean labor market, utilizing long-term data (2005–2014) from the supplementary survey by employment type on the Economically Active Population of the Korea National Statistical Office. From the analysis, women showed a relatively smaller increase than men in the primary labor market, classified as the large and standard employment market, in 2014 compared with 2005, but showed a relatively greater increase than men in the secondary labor market, comprising the small–medium and non-standard employment market. Thus, gender skewness in employment distribution was greater in the stratified labor market. On the other hand, the non-economically active population more than doubled for women compared to men. From the analysis of labor mobility by gender, a higher proportion of women were employed in the peripheral labor market than in the core labor market and women were also more likely to be employed in the relatively weak peripheral labor market. These results imply that dichotomous gender equality policies for resolving the gender gap have a certain limitation in the stratified labor market. Thus, what is needed is a holistic approach that takes into account the labor market structure.

This study hypothesizes that employees’ positive perceptions of corporate social responsibility (CSR) activities at the individual level have a negative effect on employee deviance—a negative job-related behavior—and that anomie plays a mediating role in this relationship. In order to verify the relationship, this study conducts an empirical analysis with a questionnaire survey on employees of firms that implement CSR activities at the company level. Based on Social identity theory, this study examines the causal relationship between the employees’ perceptions of CSR activities and their deviance, and mechanisms by which anomie decreases in the process. The findings are as follows. First, employees’ perceptions of CSR activities had a negative effect on employee deviance. Second, employees’ perceptions of CSR activities had a negative effect on anomie. Third, anomie had a positive effect on employee deviance. Fourth, anomie fully mediated the relationship between employees’ perceptions of CSR activities and employee deviance. This study is the first to document this relationship, which has great practical and academic significance, as it indicates the importance for companies to consider employees’ perceptions of CSR activities. In addition, the study identifies the mediating role of anomie as mentioned above. The results suggest that methodological considerations of CSR awareness enhancement at the company level be discussed more in depth, helping top management and middle managers understand that enhancing employees’ positive perceptions of CSR activities should be the first priority for reducing collective normlessness under the pressure of goal attainment and resolving ethical conflicts among employees.

This study explores evidence-based policymaking (EBP) in public research and development (R&D) programmes. Governments develop and implement R&D programmes to promote innovation, the key driver of sustainable economic growth. For effective management, public policies should be planned, executed, and terminated based on their impact evaluation and feedback. Although many studies have investigated the impact of R&D support, few have analysed whether it evolves on the basis of evidence. Using a dataset of Korean programmes, this study adopted the propensity score matching with a difference-in-differences method. We distinguished four determinants of performance evidence: R&D intensity, assets, sales, and profits growth. The following are the main results: (1) while R&D intensity, sales, and profits growth reveal the efficiency of the EBP mechanism, the performance of assets do not differ across the abolished and continued programmes; (2) the EBP process classified by subsidy amount reveals no statistically significant differences in terms of R&D intensity and profits. This suggests that policymakers need to consider the amount of subsidy granted under the budget limitation. This study contributes to the empirical research on EBP using heterogeneous evidence indicators and describes how policymakers exploit policy evaluation to implement and monitor policies for sustainable development.

Recently, the defense industry in South Korea has been regarded with strong suspicion since a company responsible for producing parts for the aviation sector is being investigated for cost irregularities. Many people are concerned about these issues and the government is distrustful of defense industries. If the current situation continues, the defense industry market in South Korea (henceforth “South Korea”) will be hard to maintain. The South Korean government will have to rely on importing from abroad instead of buying products in the local market. This study looked at the sustainability of earnings management adopted in the defense industry of South Korea, exploring options for the government to maintain the scheme’s soundness. In particular, we used Kothari’s discretionary accrual as a proxy of earnings management and OLS method to analyze the relationship between them. The results are as follows. Firstly the firms with a high percentage of defense sales showed significant discretionary accruals; the higher the profit, the more likely it was that earnings adjustments were made; secondly, firms that had been certified by the government for defense cost-management were proven to be effective, because the earnings management activities were low compared to those of firms that did not have the defense cost-management certification; lastly, based on the accounting rules for the cost of defense products, it was found that significant results confirming defense firms were exercising their influence, through earnings management, on the improvement of the government system.

We study how the information and communications technology (ICT) ecosystem affects the sustainable growth of ICT firms. For our study, we analyze the efficiencies of ICT firms in China, South Korea, the United States, and Japan, which are the current leaders in the global ICT industry, each with different ICT ecosystem structures. We use metafrontier analysis (MFA) to compare the efficiencies among countries with different structures, and then use Tobit regression to identify the causes of the efficiency gaps. Our results reveal that the US has the highest efficiency, followed by Japan, South Korea, and China, in that order, and the countries with more balanced ICT ecosystems across sub-industries—manufacturing, software and IT services, content, and telecommunications—have more efficient ICT industries. This suggests that a more balanced industrial development is important to enhancing the overall competitiveness of the ICT industry.

In developing countries, infrastructure construction projects are sometimes recognized as mega projects that are important for national development. Such projects are usually implemented as official development assistance (ODA). However, the correlation between the size of ODA and the infrastructure construction project orders gained cannot be completely confirmed. South Korea gives constant aid to developing countries and increases the budget of ODA simultaneously in order to select which country’s construction market to advance. The largest portion of South Korea’s aid continues to be provided to Asian countries. This study analyzes the dynamic relationship between South Korea’s ODA to the Association of Southeast Asian Nations (ASEAN) developing countries and the economic fluctuations represented by infrastructure construction projects, gross domestic product (GDP), gross national income (GNI), and foreign direct investment (FDI). The analysis result shows that the scale of ODA is synergistic to the number of infrastructure construction project orders awarded. In other words, as ODA increases, developing countries can continue to construct infrastructure, and South Korean companies can improve their performance in overseas construction projects in cooperation with those countries. The results of this study can be used as basic data for the decision-making of donor countries when selecting a country’s construction market to advance.

This study explores the relationship among leadership styles (transformation and transaction types), organization learning, and enterprise innovation performance in China SMEs. The main purpose of this study is to find out the innovation performance of Chines SMEs, according to leadership styles. Thus, we collected data from 417 Chinese consumers through on/off line. The major empirical findings are as follows. First, the transformation leadership and transactional leadership style have a positive impact on organizational learning. Second, the research results of this study verify the positive impact of leadership style on innovation performance. Third, organizational learning has a forward impact on innovation performance. We conclude that organizational learning has a partial intermediary role on the relationship between leadership styles and enterprise innovation performance. This study enriches and expands research in leadership style and innovative performance, thus rationalizing improvements in corporate innovation performance. This study also contributes to the provision of theoretical support for leadership decisions of enterprises and other types of of organization.

Small–medium-sized forest enterprises (SMFEs) have historically played an essential role in developing countries’ economies worldwide because most businesses start as small businesses, and government support and knowledge-based recourse are critical to the sustainable development of SMFEs and local economies. The current studies examined the effects of the Khyber Pakhtunkhwa (KPK) government’s (Pakistan) support (GS) and entrepreneur knowledge (EK) on the development of small–medium-sized forest enterprises (SD) and their contribution to the local economic development (LED) of the region. Primary data were collected from 350 SMFEs in KPK, Pakistan. The model was developed by using a structural equation model (SEM) to investigate the impact of GS, EK, and SMFEs on the growth, SG, and sustainable development of the local economy. This study concludes that EK and GS could increase growth in SMFE businesses and contribute to LED. On the other hand, crediting loans and equipping businesses with training could not directly affect SMFE businesses and LED growth. The government needs to use natural resources and the SMFE communities as leaders among suppliers in the local market for the sustainable development of LED and SMFEs, alongside focusing on preserving and taking initiatives to develop. This study discusses several practical implications for policymakers, business owners, and academics, with recommendations for future research.

It is important that individuals use infusion of smart grid-related technology to its full potential in their life, from the perspectives of individuals as well as firms and society. Firms can expand the market of their products and services, and create new wealth and jobs; infusion of smart grid-related technology promotes a sustainable society. The present study empirically analyzes the process of diffusing the smart grid-related technology by using data collected from participants in a Jeju smart grid testbed or a carbon-free island project in Jeju, South Korea. Ten hypotheses regarding the relationships between awareness of smart grid-related technology; the coping process, including appraisal and adaptive acts; and infusion are tested. Policy implications are suggested.

This study identifies the factors of ethical climate in hotel companies in light of the growing importance of ethics in corporate management. It determines the effects those factors have on organizational trust and, in turn, the effect organizational trust has on organizational citizenship behavior (OCB). A survey was conducted on employees working at five-star hotels in Seoul, Korea, followed by an empirical analysis of the data. The ethical climate in hotel companies comprises seven factors: self-interest, efficiency, friendship and team interest, social responsibility, personal morality, rules and standard operating procedures, and laws and professional codes. The following were discovered. First, among these ethical climate factors, social responsibility, personal morality, rules and standard operating procedures, and laws and professional codes affected trust in supervisors. Second, social responsibility and laws and professional codes affected trust in the organization; trust in the supervisor and organization—factors of organizational trust—affected the OCB directed toward individuals and the organization. Based on these results, this study provides ways to increase organizational trust and improve the OCB of employees by creating an ethical climate in hotel companies.

The gender gap in working conditions has barely improved in South Korea where various measures for gender equality have been in place for a relatively long time. Furthermore, the female employment rate is also the lowest in OECD (Organization for Economic Cooperation and Development) countries. This study will evaluate the stratified structure of the labor market to identify the causes and will analyze changes in the gender employment distribution and mobility. This study conducted an empirical analysis of gender distribution and labor mobility in the South Korean labor market, utilizing long-term data (2005–2014) from the supplementary survey by employment type on the Economically Active Population of the Korea National Statistical Office. From the analysis, women showed a relatively smaller increase than men in the primary labor market, classified as the large and standard employment market, in 2014 compared with 2005, but showed a relatively greater increase than men in the secondary labor market, comprising the small–medium and non-standard employment market. Thus, gender skewness in employment distribution was greater in the stratified labor market. On the other hand, the non-economically active population more than doubled for women compared to men. From the analysis of labor mobility by gender, a higher proportion of women were employed in the peripheral labor market than in the core labor market and women were also more likely to be employed in the relatively weak peripheral labor market. These results imply that dichotomous gender equality policies for resolving the gender gap have a certain limitation in the stratified labor market. Thus, what is needed is a holistic approach that takes into account the labor market structure.
