This paper analyzes different policies that may promote the transition to sustainability, with a particular focus on the energy sector. We present a dynamic simulation model where three different strategies for sustainability are identified: reduction in GHG emissions, improvements in energy efficiency and the development of the renewable energy sector. Our aim is to evaluate the dynamics that those strategies may produce in the economy, looking at different performance indicators: rate of growth, unemployment, fiscal position, GHG emission, and transition to renewable energy sources.

Abstract In the last years, electric vehicles (EVs) are getting significant consideration as an environmental-sustainable and cost-effective alternative over conventional vehicles with internal combustion engines (ICEs), for the mitigation of the dependence from fossil fuels and for reduction of Green-House Gasses (GHGs) emission. However, many challenges are still ongoing to their large scale implementation. Among them, the negative impact on the electrical grid operation in case of an uncoordinated contemporary charging of a huge number of EVs. In the recent literature different solutions are proposed for handling the peak demand of EVs and the related problems. One answer is offered by the implementation of EV charging strategies, through aggregation agents, for containing the impact on the grid, guaranteeing the quality of the service. The implementation of a real charging strategy is strictly related to a deployment of smart-grid technologies, such as smart meters, Information and Communication Technologies (ICTs) and energy storage systems (ESSs). In particular ESSs are playing a fundamental role in the general smart grid paradigm, and can become fundamental for the integration in the new power systems of EV fast charging stations of the last generation: in this case the storage can have peak shaving and power quality functions and also to make the charge time shorter. In the present paper, an overview on the different types of EVs charging stations, in reference to the present international European standards, and on the storage technologies for the integration of EV charging stations in smart grid is reported. Then a real implementation of EVs fast charging station equipped with an ESS is deeply described. The system is a prototype, designed, implemented and now available at ENEA (Italian National Agency for New Technologies, Energy and Sustainable Economic Development) labs. A wide experimental activity has been performed on the prototype system in order to test its functionalities in the integration in a smart grid available at the same ENEA lab, including a smart metering system. The integration has been possible thanks to the use of a customized communication protocol, developed by the researchers and here described. The results of the experimental tests show that the system has a good performance in the implementation of peak shaving functions, in respect of the main distribution grid, making the prototype like a network nearly zero-impact system.

Marques, Gonçalo M. in OpenAIRESmall but numerically dominant species such as the cyanobacteria Prochlorococcus play a pivotal role in major nutrient cycles. To understand how Prochlorococcus populations affect nutrient flows, we present and analyze two alternative population models. These models − one including over-shading effects and one not − are based on Dynamic Energy Budget (DEB) theory to describe how growth may be affected by the availability of CO2 and/or inorganic nutrients and by changes in light conditions. In these models individuals have reserves for C, N, and P from which fluxes for maintenance and growth are mobilized. Time series data from laboratory studies of growth under three different nutrient concentrations are used to calibrate the models. The model with carbon, nitrogen and phosphate as limiting factors can reasonably describe the growth in the low N and low P media experiments, while the model with over-shading gives a proper description of the growth under all tested experimental conditions. Modeled C:N:P ratios are within range of reported in scientific literature ones and similar to measured ratios. The results suggest that (1) reserves play a critical role for cyanobacteria to thrive under the often oligotrophic conditions in which they live, and (2) over-shading has a considerable effect as co-limiting factor on the growth of cyanobacteria. We argue that an individual DEB-based model in which multiple nutrient limitations are presented can be used to successfully describe cyanobacterium growth patterns in batch cultures.

Opschoor; S.M. de Bruyn;It has been suggested that the relationship between income and the associated environmental pressure in terms of derived materials inputs and pollution levels may take an inverted-U shape, indicating a 'delinking' of environmental pressure from economic growth in relation to rising per capita incomes. The likelihood of such a relationship being persistent is discussed in the context of a simple macro model of industrial metabolism, and the possibility of 'relinking' clearly emerges. Data on specific indicators of environmental pressure (i.e., the throughput of materials, energy and the volume of transport) in 19 countries have been used to investigate patterns of delinking. The results suggest that delinking may not be persistent; already some advanced economies may be entering a new period of relinking. The relationships between environmental pressure and welfare in the medium long term may be N-shaped rather than inverted-U-shaped.

Opschoor; S.M. de Bruyn;It has been suggested that the relationship between income and the associated environmental pressure in terms of derived materials inputs and pollution levels may take an inverted-U shape, indicating a 'delinking' of environmental pressure from economic growth in relation to rising per capita incomes. The likelihood of such a relationship being persistent is discussed in the context of a simple macro model of industrial metabolism, and the possibility of 'relinking' clearly emerges. Data on specific indicators of environmental pressure (i.e., the throughput of materials, energy and the volume of transport) in 19 countries have been used to investigate patterns of delinking. The results suggest that delinking may not be persistent; already some advanced economies may be entering a new period of relinking. The relationships between environmental pressure and welfare in the medium long term may be N-shaped rather than inverted-U-shaped.

The Technology Building concept facilitates the reader of literature on the subject of transfer of technology to discriminate quickly between three mainstreams in the transfer of technology. The first mainstream in technology transfer, mostly present in industrialised countries, is technological development from research all the way to selling products. This can be seen as innovation at the company level. A second mainstream in technology transfer, mostly present in industrialising countries, also concerns technological development but now it is related to building up technological capabilities all the way to research in order to catch up with industrialised countries. At the company level, this process can be called exnovation in contrast to innovation. The third mainstream in technology transfer is the international transfer, which links the other two mainstreams. In this case technology is transferred between industrialised and industrialising countries. A number of examples, e.g. reverse engineering and transnational production, illustrate the usefulness of the Technology Building.

Abstract A mathematical model for the optimal design of a supply chain for carbon capture, utilization and storage is developed. Carbon dioxide may be stored and/or utilized to produce methanol via methane dry reforming. The Mixed Integer Linear Program model is developed for ten major carbon dioxide emission sources in Germany. Three different cases are considered, according to hydrogen production route required to correct the syngas composition: hydrogen by external reforming, hydrogen by external water electrolysis, hydrogen by internal steam reforming. Results show that absorption is the preferred capture solutions at high flue gas flow rate. Results also show that the best option is providing hydrogen by water electrolysis, because a higher amount of carbon dioxide is used to produce the same amount of methanol with lower environmental impact. The proposed network produces 203 Mton/year of methanol, then Germany would be able to satisfy the world methanol demand in the next years. Carbon tax and economic incentives are required to reduce the methanol production cost to 340 €/ton: only in this case the process is economically feasible.

In Spain, policy instruments have been used since 1980 to stimulate biomass power generation. However, the diffusion outcome by 2007 was very disappointing: only 525 MW. This paper argues that two factors lie at the core of this: the conceptualization of biomass resources by political decision-makers in the instruments used, and the desire that policy instruments be in line with market liberalization principles. These generated a persistent economic obstacle for biomass power generation, and impeded the development of markets for the supply of biomass resources. The policy learning regarding the heterogeneity of biomass resources, and the investors’ expectations on risks, profitability and resource markets was very slow among political decision-makers. The paper contributes to the understanding of diffusion outcomes by proposing to analyse diffusion by means of five indicators: types of resources, technologies, developers, motivations to invest and project sizes. Besides, the paper shows the usefulness of investigating policy instruments in terms of their risk and profitability characteristics. This enables a better understanding of the diffusion patterns and outcomes.

This paper investigates the factors affecting Italian provinces' separate collection rates from 2007 to 2016, as these rates are relevant environmental performance indicators in urban waste management. We observe data spanning this decade from 103 Italian provinces and use panel data regressions to explore if and how some relevant socio-economic factors-including convictions for crimes committed against the public administration and many indicators of equitable and sustainable well-being that describe the quality of life in Italy-significantly affect provinces' capability to reach European and national regulators' separate collection rate targets. The results reveal that the greater the prosecuted crime committed against the public administration, average income, expected age, number of people with a diploma or a degree, and the percentage of female municipal administrators, the greater the separate waste collection rate. In contrast, the greater the number of household members, youth employment rate, total waste produced per capita, and the recourse for landfills, the lower the separate waste collection rate. These results highlight for policy-makers and waste utility managers the need to implement different strategies to increase the ability to meet expected targets and increase environmental performance, and thus, further increasing the quality of life.

This paper investigates the factors affecting Italian provinces' separate collection rates from 2007 to 2016, as these rates are relevant environmental performance indicators in urban waste management. We observe data spanning this decade from 103 Italian provinces and use panel data regressions to explore if and how some relevant socio-economic factors-including convictions for crimes committed against the public administration and many indicators of equitable and sustainable well-being that describe the quality of life in Italy-significantly affect provinces' capability to reach European and national regulators' separate collection rate targets. The results reveal that the greater the prosecuted crime committed against the public administration, average income, expected age, number of people with a diploma or a degree, and the percentage of female municipal administrators, the greater the separate waste collection rate. In contrast, the greater the number of household members, youth employment rate, total waste produced per capita, and the recourse for landfills, the lower the separate waste collection rate. These results highlight for policy-makers and waste utility managers the need to implement different strategies to increase the ability to meet expected targets and increase environmental performance, and thus, further increasing the quality of life.

Most of the work to date has focused on making the case that a gender dimension in energy exists – with a significant emphasis on promoting women working in the sector. This chapter aims to extend our understanding of gender in energy focusing on energy poverty, also an issue not widely recognised as existing within the Global North. However, it is estimated that more than 54 million people in Europe have difficulty paying their energy bills or have limited access to high quality energy because of low incomes. Even less well recognised is the fact that there is a gender dimension to this issue. Due to their lower average income, women are at a greater risk of energy poverty than men. As part of a growing recognition of this problem, in December 2016, the European Parliament (EP) adopted a resolution on access to energy which called for the EU to include a gender dimension in all its energy policies. The question is: to what extent is gender already taken into account in EU energy law and policy? And where are the gaps in the normative frameworks at the EU and Member-State level? This chapter analyses existing EU energy poverty law and policy related through a gender lens. The methodology used is a mix of literature review, desk review of policy documents (both on EU and national level) combined with mapping and a case study approach of gender and energy poverty in seven EU Member States (Bulgaria, France, Italy, the Netherlands, Spain, Sweden and the UK). The findings are combined with the insights from interviews with key informants conducted in 2017-2018. This chapter will start with insights into energy poverty as experienced by women and men, mediated by social characteristics, within the European Union. One of the challenges of exploring the gender dimension of energy poverty in the EU, is that there is no agreed definition of energy poverty. Furthermore, deriving such a definition is hampered by the limited data available which tend to be qualitative. The chapter summarizes definitions of energy poverty that have been developed by both researchers and public institutions and proposes a metric for assessing the gender dimension of energy poverty. We survey the normative framework in seven Member States with respect to gender and energy services. We examine how existing EU legislation is interpreted and implemented at the national level. Also, any initiatives in the case study countries which provide positive examples of addressing issues related to gender and energy poverty are identified. In this context, the study explores the recommendation of a definition of energy poverty which reflects the context across member states but is suitable for cross-comparison, to define indicators of energy poverty to enable tracking of progress and support measures.We argue that a more gender-aware energy policy is needed to address energy poverty. A starting point for the process of creating a more gender-aware energy policy is raising awareness of the issues. Therefore the next section uses the conceptual map of the drivers, causes and effects of energy poverty developed by Trinomics (2016) to explore these issue and to make recommendations on how energy poverty can be addressed with gender equitable outcomes. Within this conceptual framework, the gender gaps are identified. There are gender dimensions to the drivers, factors and outcomes of energy. Gender and energy poverty in the EU member states, is analysed from three interlinked perspectives: economic: e.g. Women with low incomes are disproportionately found as heads of households either as single parent families or, due to their greater longevity than men, living alone at pensionable age biological/physiological: e.g. Age is a significant factor in dealing with heat and cold stress, with young children and older people being particularly vulnerable. Women are also considered to be more sensitive to ambient temperature than men.socio-cultural: women’s energy needs and consumption patterns differ compare to men but also among women, factors like marital status and employment influence energy consumption. The chapter concludes with recommendations for the EU and member states on the way forward to addressing gender and energy poverty.

The management and exploitation of renewable energy sources is now recognised as central to sustainable development. Environmental concerns, recurring oil crises and market weaknesses, combined with the availability of power from natural resources and resulting possibilities for job creation and energy independence, have all pushed developed and developing countries towards new energy strategies that include RES. This paper analyses the profitability of potential investments in small, medium and large RE electrical power facilities, applying a Net Present Value (NPV) methodology. The proposed financial analysis permits strategic selection of an energy portfolio from among available sources and plant sizes. The paper then discusses potential constraints, and where possible applies the NPV methodology for estimating the necessary changes in decision-making. It defines the role of government incentive schemes in the financial results and evaluates the impact of variation in critical variables (subsidies, sale price of electricity, investment cost, operating cost and equivalent operating hours) on the estimation of NPV. Finally, the paper analyses the environmental impact of all the energy sources examined, examines the links with the financial results and proposes socio-economic policy considerations based on the entirety of the research results. While the methodology is applied to the Italian case, it could be modified to serve in other nations by adapting the input parameters to reflect the different regulatory and market contexts.
