After a halt of four years, the n TOF spallation neutron facility at CERN has resumed operation in November 2008 with a new spallation target characterized by an improved safety and engineering design, resulting in a more robust overall performance and e cient cooling. The rst measurement during the 2009 run has aimed at the full characterization of the neutron beam. Several detectors, such as calibrated ssion chambers, the n TOF Silicon Monitor, a Mi- croMegas detector with 10B and 235U samples, as well as liquid and solid scintillators have been used in order to characterize the properties of the neutron uence. This paper evaluates the success of different regulatory strategies. The most important conclusions of this analysis are: (i) regardless of which strategy is chosen, it is of overriding importance that there should be a clear focus on the exclusive promotion of newly installed plants; (ii) a well-designed (dynamic) feed-in tariff system ensures the fastest deployment of power plants using Renewable Energy Sources at the lowest cost to society; (iii) promotion strategies with low policy risks have lower profit requirements for investors and, hence, cause lower costs to electricity customers.

Abstract The JET 2019–2020 scientific and technological programme exploited the results of years of concerted scientific and engineering work, including the ITER-like wall (ILW: Be wall and W divertor) installed in 2010, improved diagnostic capabilities now fully available, a major neutral beam injection upgrade providing record power in 2019–2020, and tested the technical and procedural preparation for safe operation with tritium. Research along three complementary axes yielded a wealth of new results. Firstly, the JET plasma programme delivered scenarios suitable for high fusion power and alpha particle (α) physics in the coming D–T campaign (DTE2), with record sustained neutron rates, as well as plasmas for clarifying the impact of isotope mass on plasma core, edge and plasma-wall interactions, and for ITER pre-fusion power operation. The efficacy of the newly installed shattered pellet injector for mitigating disruption forces and runaway electrons was demonstrated. Secondly, research on the consequences of long-term exposure to JET-ILW plasma was completed, with emphasis on wall damage and fuel retention, and with analyses of wall materials and dust particles that will help validate assumptions and codes for design and operation of ITER and DEMO. Thirdly, the nuclear technology programme aiming to deliver maximum technological return from operations in D, T and D–T benefited from the highest D–D neutron yield in years, securing results for validating radiation transport and activation codes, and nuclear data for ITER.

Abstract The JET 2019–2020 scientific and technological programme exploited the results of years of concerted scientific and engineering work, including the ITER-like wall (ILW: Be wall and W divertor) installed in 2010, improved diagnostic capabilities now fully available, a major neutral beam injection upgrade providing record power in 2019–2020, and tested the technical and procedural preparation for safe operation with tritium. Research along three complementary axes yielded a wealth of new results. Firstly, the JET plasma programme delivered scenarios suitable for high fusion power and alpha particle (α) physics in the coming D–T campaign (DTE2), with record sustained neutron rates, as well as plasmas for clarifying the impact of isotope mass on plasma core, edge and plasma-wall interactions, and for ITER pre-fusion power operation. The efficacy of the newly installed shattered pellet injector for mitigating disruption forces and runaway electrons was demonstrated. Secondly, research on the consequences of long-term exposure to JET-ILW plasma was completed, with emphasis on wall damage and fuel retention, and with analyses of wall materials and dust particles that will help validate assumptions and codes for design and operation of ITER and DEMO. Thirdly, the nuclear technology programme aiming to deliver maximum technological return from operations in D, T and D–T benefited from the highest D–D neutron yield in years, securing results for validating radiation transport and activation codes, and nuclear data for ITER.

In general, it is shown that extracting exploratory variables using 3D analysis – thus explicitly considering high-rise buildings, shadowing effects, etc. – is crucial in complex urban environments and is limited in well-established raster-based modeling. This is fundamental in large-scale urban analyses where essential determinants influencing real estate prices are constantly missing and are not accessible in official and mass appraiser databases. More specifically, the advantages of this methodology are demonstrated by means of a novel and economically important externality, namely incoming solar radiation, derived separately for each flat. Findings from an empirical case study in Vienna, Austria, applying a non-linear generalized additive hedonic model, suggest that solar radiation is significantly capitalized in flat prices. A model comparison clearly proves that the hedonic model accounting for ALS-based solar radiation performs significantly superior. Compared to a model without this externality, it increases the model’s explanatory power by approximately 13% and additionally reduces the prediction error by around 15%. The results provide strong evidence that explanatory variables originating from ALS, explicitly regarding the immediate 3D surroundings, enhance traditional hedonic models in urban environments.

The ratio of the neutron-induced fission cross-sections of 243Am and 235U was measured in the energy range from 0.5 to 20 MeV with uncertainties of ≈4%. The experiment was performed at the CERN n TOF facility using a fast ionization chamber. With the good counting statistics that could be achieved thanks to the high instantaneous flux and the low backgrounds, the present results are useful for resolving discrepancies in previous data sets and are important for future reactors with improved fuel burn-up.

They can have negative implications for societies, including water security and agriculture. For example, changes in their duration and within-year timing can pose a threat to food production and wildfire risk. Conversely, wet spells are sequences of days with precipitation above a certain threshold, and changes in their duration and within-year timing can impact agriculture, flooding or the prevalence of water-related vector-borne diseases. Here we assess changes in the duration and within-year timing of extreme dry and wet spells over 60 years (1958–2017) using a consistent global land surface precipitation dataset of 5093 rain gauge locations. The dataset allowed for detailed spatial analyses of the United States, Europe and Australia. While many locations exhibit statistically significant changes in the duration of extreme dry and wet spells, the changes in the within-year timing are less often significant. Our results show consistencies with observations and projections from state-of-the-art climate and water resources research. In addition, we provide new insights regarding trends in the timing of extreme dry and wet spells, an aspect being equally important for possible future implications of extremes in a changing climate, which has not yet received the same level of attention and is characterized by larger uncertainty.

Lauer;AbstractLong-term reliability is one of the major requirements for automotive exhaust aftertreatment systems with selective catalytic reduction (SCR) using urea water solution (UWS) as NH3 carrier fluid. A high injection rate of UWS or unfavorable operating conditions may lead to formation of solid deposits, which decrease system efficiency by increasing backpressure and impairing ammonia uniformity. A reliable numerical prediction of deposit formation in urea SCR systems is desired for optimization of system design. However, comprehensive modeling of physical and chemical processes in the tailpipe as well as different time scale phenomena represents a challenging task. This study presents a comprehensive approach for modeling UWS injection, droplet impingement, liquid film and deposit formation based on CFD-simulation. An existing kinetic model for urea decomposition is integrated into the CFD code to predict solid by-product formation from wall films. Physical simulation time is extensively increased by substituting the Lagrange-particles with source terms of mass, momentum and energy reducing simulation time by a factor of 20. The comparison of measured and simulated results shows the capability of the presented modeling approach to predict position and chemical composition of solid deposits.

The product combines in a synergistic way the soil moisture retrievals from four passive (SMMR, SSM/I, TMI, and AMSR-E) and two active (ERS AMI and ASCAT) coarse resolution microwave sensors into a global data set spanning the period 1979-2010. The evaluation uses ground-based soil moisture observations of 596 sites from 28 historical and active monitoring networks worldwide. Besides providing conventional measures of agreement, we use the triple collocation technique to assess random errors in the data set. The average Spearman correlation coefficient between ECV_SM and all in-situ observations is 0.46 for the absolute values and 0.36 for the soil moisture anomalies, but differences between networks and time periods are very large. Unbiased root-mean-square differences and triple collocation errors show less variation between networks, with average values around 0.05 and 0.04m3m-3, respectively. The ECV_SM quality shows an upward trend over time, but a consistent decrease of all performance metrics is observed for the period 2007-2010. Comparing the skill of the merged product with the skill of the individual input products shows that the merged product has a similar or better performance than the individual input products, except with regard to the ASCAT product, compared to which the performance of ECV_SM is inferior. The cause of the latter is most likely a combination of the mismatch in sampling time between the satellite observations and in-situ measurements, and the resampling and scaling strategy used to integrate the ASCAT product into ECV_SM on the other. The results of this study will be used to further improve the scaling and merging algorithms for future product updates.

The n TOF collaboration operates a Total Absorption Calorimeter (TAC) [1] for measuring neu- tron capture cross-sections of low-mass and/or radioactive samples. The results obtained with the TAC have led to a substantial improvement of the capture cross sections of 237Np and 240Pu [2]. The experience acquired during the rst measurements has allowed us to optimize the performance of the TAC and to improve the capture signal to background ratio, thus opening the way to more complex and demanding measurements on rare radioactive materials. The new design has been reached by a series of detailed Monte Carlo simulations of complete experiments and dedicated test measurements. The new capture setup will be presented and the main achievements highlighted.

The n TOF collaboration operates a Total Absorption Calorimeter (TAC) [1] for measuring neu- tron capture cross-sections of low-mass and/or radioactive samples. The results obtained with the TAC have led to a substantial improvement of the capture cross sections of 237Np and 240Pu [2]. The experience acquired during the rst measurements has allowed us to optimize the performance of the TAC and to improve the capture signal to background ratio, thus opening the way to more complex and demanding measurements on rare radioactive materials. The new design has been reached by a series of detailed Monte Carlo simulations of complete experiments and dedicated test measurements. The new capture setup will be presented and the main achievements highlighted.

The successful development of advanced nuclear systems for sustainable energy production and nuclear waste management depends on high quality nuclear data libraries. Recent sensitivity stud- ies and reports [1-3] have identi ed the need for substantially improving the accuracy of neutron cross-section data for minor actinides. The n TOF collaboration has initiated an ambitious exper- imental program for the measurement of neutron capture cross sections of minor actinides. Two experimental setups have been constructed for this purpose: a Total Absorption Calorimeter (TAC) [4] for measuring neutron capture cross-sections of low-mass and/or radioactive samples and a set of two low neutron sensitivity C6D6 detectors for the less radioactive materials.

After a halt of four years, the n TOF spallation neutron facility at CERN has resumed operation in November 2008 with a new spallation target characterized by an improved safety and engineering design, resulting in a more robust overall performance and e cient cooling. The rst measurement during the 2009 run has aimed at the full characterization of the neutron beam. Several detectors, such as calibrated ssion chambers, the n TOF Silicon Monitor, a Mi- croMegas detector with 10B and 235U samples, as well as liquid and solid scintillators have been used in order to characterize the properties of the neutron uence. After a halt of four years, the n TOF spallation neutron facility at CERN has resumed operation in November 2008 with a new spallation target characterized by an improved safety and engineering design, resulting in a more robust overall performance and e cient cooling. The rst measurement during the 2009 run has aimed at the full characterization of the neutron beam. Several detectors, such as calibrated ssion chambers, the n TOF Silicon Monitor, a Mi- croMegas detector with 10B and 235U samples, as well as liquid and solid scintillators have been used in order to characterize the properties of the neutron uence. The most important conclusions of this analysis are: (i) regardless of which strategy is chosen, it is of overriding importance that there should be a clear focus on the exclusive promotion of newly installed plants; (ii) a well-designed (dynamic) feed-in tariff system ensures the fastest deployment of power plants using Renewable Energy Sources at the lowest cost to society; (iii) promotion strategies with low policy risks have lower profit requirements for investors and, hence, cause lower costs to electricity customers.

Abstract The JET 2019–2020 scientific and technological programme exploited the results of years of concerted scientific and engineering work, including the ITER-like wall (ILW: Be wall and W divertor) installed in 2010, improved diagnostic capabilities now fully available, a major neutral beam injection upgrade providing record power in 2019–2020, and tested the technical and procedural preparation for safe operation with tritium. Research along three complementary axes yielded a wealth of new results. Firstly, the JET plasma programme delivered scenarios suitable for high fusion power and alpha particle (α) physics in the coming D–T campaign (DTE2), with record sustained neutron rates, as well as plasmas for clarifying the impact of isotope mass on plasma core, edge and plasma-wall interactions, and for ITER pre-fusion power operation. The efficacy of the newly installed shattered pellet injector for mitigating disruption forces and runaway electrons was demonstrated. Secondly, research on the consequences of long-term exposure to JET-ILW plasma was completed, with emphasis on wall damage and fuel retention, and with analyses of wall materials and dust particles that will help validate assumptions and codes for design and operation of ITER and DEMO. Thirdly, the nuclear technology programme aiming to deliver maximum technological return from operations in D, T and D–T benefited from the highest D–D neutron yield in years, securing results for validating radiation transport and activation codes, and nuclear data for ITER.

Abstract The JET 2019–2020 scientific and technological programme exploited the results of years of concerted scientific and engineering work, including the ITER-like wall (ILW: Be wall and W divertor) installed in 2010, improved diagnostic capabilities now fully available, a major neutral beam injection upgrade providing record power in 2019–2020, and tested the technical and procedural preparation for safe operation with tritium. Research along three complementary axes yielded a wealth of new results. Firstly, the JET plasma programme delivered scenarios suitable for high fusion power and alpha particle (α) physics in the coming D–T campaign (DTE2), with record sustained neutron rates, as well as plasmas for clarifying the impact of isotope mass on plasma core, edge and plasma-wall interactions, and for ITER pre-fusion power operation. The efficacy of the newly installed shattered pellet injector for mitigating disruption forces and runaway electrons was demonstrated. Secondly, research on the consequences of long-term exposure to JET-ILW plasma was completed, with emphasis on wall damage and fuel retention, and with analyses of wall materials and dust particles that will help validate assumptions and codes for design and operation of ITER and DEMO. Thirdly, the nuclear technology programme aiming to deliver maximum technological return from operations in D, T and D–T benefited from the highest D–D neutron yield in years, securing results for validating radiation transport and activation codes, and nuclear data for ITER.

In general, it is shown that extracting exploratory variables using 3D analysis – thus explicitly considering high-rise buildings, shadowing effects, etc. – is crucial in complex urban environments and is limited in well-established raster-based modeling. This is fundamental in large-scale urban analyses where essential determinants influencing real estate prices are constantly missing and are not accessible in official and mass appraiser databases. More specifically, the advantages of this methodology are demonstrated by means of a novel and economically important externality, namely incoming solar radiation, derived separately for each flat. Findings from an empirical case study in Vienna, Austria, applying a non-linear generalized additive hedonic model, suggest that solar radiation is significantly capitalized in flat prices. A model comparison clearly proves that the hedonic model accounting for ALS-based solar radiation performs significantly superior. Compared to a model without this externality, it increases the model’s explanatory power by approximately 13% and additionally reduces the prediction error by around 15%. The results provide strong evidence that explanatory variables originating from ALS, explicitly regarding the immediate 3D surroundings, enhance traditional hedonic models in urban environments.

The results provide strong evidence that explanatory variables originating from ALS, explicitly regarding the immediate 3D surroundings, enhance traditional hedonic models in urban environments.

The ratio of the neutron-induced fission cross-sections of 243Am and 235U was measured in the energy range from 0.5 to 20 MeV with uncertainties of ≈4%. The experiment was performed at the CERN n TOF facility using a fast ionization chamber. With the good counting statistics that could be achieved thanks to the high instantaneous flux and the low backgrounds, the present results are useful for resolving discrepancies in previous data sets and are important for future reactors with improved fuel burn-up.

They can have negative implications for societies, including water security and agriculture. For example, changes in their duration and within-year timing can pose a threat to food production and wildfire risk. Conversely, wet spells are sequences of days with precipitation above a certain threshold, and changes in their duration and within-year timing can impact agriculture, flooding or the prevalence of water-related vector-borne diseases. Here we assess changes in the duration and within-year timing of extreme dry and wet spells over 60 years (1958–2017) using a consistent global land surface precipitation dataset of 5093 rain gauge locations. The dataset allowed for detailed spatial analyses of the United States, Europe and Australia. While many locations exhibit statistically significant changes in the duration of extreme dry and wet spells, the changes in the within-year timing are less often significant. Our results show consistencies with observations and projections from state-of-the-art climate and water resources research. In addition, we provide new insights regarding trends in the timing of extreme dry and wet spells, an aspect being equally important for possible future implications of extremes in a changing climate, which has not yet received the same level of attention and is characterized by larger uncertainty.

Lauer;AbstractLong-term reliability is one of the major requirements for automotive exhaust aftertreatment systems with selective catalytic reduction (SCR) using urea water solution (UWS) as NH3 carrier fluid. A high injection rate of UWS or unfavorable operating conditions may lead to formation of solid deposits, which decrease system efficiency by increasing backpressure and impairing ammonia uniformity. A reliable numerical prediction of deposit formation in urea SCR systems is desired for optimization of system design. However, comprehensive modeling of physical and chemical processes in the tailpipe as well as different time scale phenomena represents a challenging task. This study presents a comprehensive approach for modeling UWS injection, droplet impingement, liquid film and deposit formation based on CFD-simulation. An existing kinetic model for urea decomposition is integrated into the CFD code to predict solid by-product formation from wall films. Physical simulation time is extensively increased by substituting the Lagrange-particles with source terms of mass, momentum and energy reducing simulation time by a factor of 20. The comparison of measured and simulated results shows the capability of the presented modeling approach to predict position and chemical composition of solid deposits.

Lauer;AbstractLong-term reliability is one of the major requirements for automotive exhaust aftertreatment systems with selective catalytic reduction (SCR) using urea water solution (UWS) as NH3 carrier fluid. A high injection rate of UWS or unfavorable operating conditions may lead to formation of solid deposits, which decrease system efficiency by increasing backpressure and impairing ammonia uniformity. A reliable numerical prediction of deposit formation in urea SCR systems is desired for optimization of system design. However, comprehensive modeling of physical and chemical processes in the tailpipe as well as different time scale phenomena represents a challenging task. This study presents a comprehensive approach for modeling UWS injection, droplet impingement, liquid film and deposit formation based on CFD-simulation. An existing kinetic model for urea decomposition is integrated into the CFD code to predict solid by-product formation from wall films. Physical simulation time is extensively increased by substituting the Lagrange-particles with source terms of mass, momentum and energy reducing simulation time by a factor of 20. The comparison of measured and simulated results shows the capability of the presented modeling approach to predict position and chemical composition of solid deposits.

The product combines in a synergistic way the soil moisture retrievals from four passive (SMMR, SSM/I, TMI, and AMSR-E) and two active (ERS AMI and ASCAT) coarse resolution microwave sensors into a global data set spanning the period 1979-2010. The evaluation uses ground-based soil moisture observations of 596 sites from 28 historical and active monitoring networks worldwide. Besides providing conventional measures of agreement, we use the triple collocation technique to assess random errors in the data set. The average Spearman correlation coefficient between ECV_SM and all in-situ observations is 0.46 for the absolute values and 0.36 for the soil moisture anomalies, but differences between networks and time periods are very large. Unbiased root-mean-square differences and triple collocation errors show less variation between networks, with average values around 0.05 and 0.04m3m-3, respectively. The ECV_SM quality shows an upward trend over time, but a consistent decrease of all performance metrics is observed for the period 2007-2010. Comparing the skill of the merged product with the skill of the individual input products shows that the merged product has a similar or better performance than the individual input products, except with regard to the ASCAT product, compared to which the performance of ECV_SM is inferior. The cause of the latter is most likely a combination of the mismatch in sampling time between the satellite observations and in-situ measurements, and the resampling and scaling strategy used to integrate the ASCAT product into ECV_SM on the other. The results of this study will be used to further improve the scaling and merging algorithms for future product updates.

The n TOF collaboration operates a Total Absorption Calorimeter (TAC) [1] for measuring neu- tron capture cross-sections of low-mass and/or radioactive samples. The results obtained with the TAC have led to a substantial improvement of the capture cross sections of 237Np and 240Pu [2]. The experience acquired during the rst measurements has allowed us to optimize the performance of the TAC and to improve the capture signal to background ratio, thus opening the way to more complex and demanding measurements on rare radioactive materials. The new design has been reached by a series of detailed Monte Carlo simulations of complete experiments and dedicated test measurements. The new capture setup will be presented and the main achievements highlighted.

The successful development of advanced nuclear systems for sustainable energy production and nuclear waste management depends on high quality nuclear data libraries. Recent sensitivity stud- ies and reports [1-3] have identi ed the need for substantially improving the accuracy of neutron cross-section data for minor actinides. The n TOF collaboration has initiated an ambitious exper- imental program for the measurement of neutron capture cross sections of minor actinides. Two experimental setups have been constructed for this purpose: a Total Absorption Calorimeter (TAC) [4] for measuring neutron capture cross-sections of low-mass and/or radioactive samples and a set of two low neutron sensitivity C6D6 detectors for the less radioactive materials.
