The survey was aimed at (1) understanding individual behaviours related to the environment and energy in general, and (2) assessing how people make decisions about energy efficiency measures in particular (i.e., perceptions about existing regional or national programmes aiming to improve the energy efficiency of homes through upgrades to the building fabric with a neighbourhood-scale heat network retrofit). It includes data about citizens' attitudes, behaviours and social networks. Files include the dataset in two formats: .csv and .sav. The questionnaire, a data dictionary and background and sampling details are also included.

A large share of the acquisitions in European countries is public procurement, the state being a major consumer. Efficient management of public money can be achieved through sustainable public procurement, taking into account additional factors for obtaining social, environmental and economic benefits. In 2016 the Republic of Moldova, having ratified the Government Procurement Agreement of the World Trade Organization, has begun the introduction of the sustainable component to reduce the impact on the environment. For further information contact us at helpdesk@openaire.eudescription Publicationkeyboard_double_arrow_right Article 2016Publisher:Zenodo Authors: Albert Hermina; Golovanov Nicolae; Elefterescu Luminita;Significant changes occurred in the power system in Romania in recent years by reducing the power used in the system, the number of classic power sources in operation as well as by implementing renewable energy sources, have determined short circuit power reduction (node rigidity) in the points where disturbing users are connected, that in the absence of adequate measures, result in disturbances above acceptable levels. The paper analyzes two power systems areas in which are connected users that cause voltage fluctuation. Disturbances as voltage fluctuations resulting in these nodes may exceed the acceptable values and can spread in the transmission network affecting power quality over large system areas. The analysis conducted reveals the influence of short circuit power in nodes where these users are connected and highlights the fact that in some cases (e.g. lines out of operation for maintenance, shutdown of classic units in the area) the disturbances in the transmission network sent to the users at lower voltages may have values above those allowed. Technical Code of existing power transmission network does not refer to voltage fluctuations, as a rule, in the electricity transmission network was considered that this phenomenon should not exist.

Although most policy makers and companies are focusing on large applications, the use of cheap small generation units, based on local renewable resources, has become increasingly attractive for the general public, small farms and remote communities. The paper presents several results of a research project aiming to identify the power quality issues and the impact of RES based distributed generation (DG) or other non-linear loads on low voltage (LV) distribution networks in Romania; the final goal is to develop a Universal Power Quality Conditioner (UPQC) able to diminish the existing disturbances. Basically, the work analyses the existing DG technologies and identifies possible solutions for their integration in Romania; taking into account the existent state of the art, the attention was paid on small systems, using wind and solar energy, and on possibility to integrate them into suburban and rural LV distribution networks. The presence of DG units at distribution voltage level means the transition from traditional passive to active distribution networks. In general, the relatively low penetration levels of DG does not produce problems; however, the nowadays massive increase of local power generation have led to new integration challenges in order to ensure the reliability and quality of the power supply. Power quality issues are identified and their assessment is the key element in the design of measures aiming to diminish all existing disturbances.

The microgrid requires a detailed analysis of the level of quality of electricity supplied to the microgrid. The detailed analysis of technical solutions is needed to ensure a necessary level of electric energy quality in practically isolated microgrid. The aim of the research was to analyze the sustainability clauses in the national legislation of different countries around the world. To achieve this goal, the author identified, systematized, and analyzed the GPPD World Bank database. From the analysis performed, the author concludes that the lifetime cost criterion is most frequently applied. At the same time, the mapping of the national legislation of the Republic of Moldova allowed us to find that the national legal framework allows the integration of sustainable procurement principles, which justifies the need to adopt a public procurement system model, focusing on 2030 sustainable development objectives.

Spreading this experience to other countries that can choose a similar support scheme could lead to important savings and better results in developing this efficient tool. This state aid is operational, targeted to new investments stimulation for cogeneration technologies and replacement or existing plants rehabilitation. Present paper focuses on the results of support scheme after five years of its application: increase of number of producers who benefit of this aid, raising of general efficiency of high efficient cogeneration, important savings of primary energy and CO2 emissions avoided. On the other hand, use of this scheme showed a number of problems (to which this paper proposes adequate solutions) on institutional/administrative, investition, technical, economical-financial and social frameworks that influences beneficiaries and/or financiers of state aid.

As an index of the level of heat using the concept of 'energy poverty'. In counterbalance, this concept proposes the use of the notion of "vulnerability" for these purposes. The concept of "vulnerable consumer" point of view of energy is still defined in the 2012 electricity law in Romania. In this context, the paper examines the vulnerability characteristics indicating meanings on widening energy paradigm by replacing the phrase "energy poverty" by "energy welfare". The paper presents quantitative issues regarding the current situation in Romania with explaining the need treatment paradigm change simplistic approach to the problem of vulnerable consumers, which really is a matter of national security.

The goal of the work consists in emphasizing the power quality problems incurred due to equipment, which causes disturbances in electricity distribution networks, and highlightes solutions for their effective functioning. The paper presents an application using specialized software to analyze power grids in order to create an overview of solutions for efficient operation of the distribution system in case when a user determines fluctuations of electrical supply voltage. The work aims verifying the connection of a STATCOM to limit disturbances, the data will be validated by experimental tests.

A large share of the acquisitions in European countries is public procurement, the state being a major consumer. Efficient management of public money can be achieved through sustainable public procurement, taking into account additional factors for obtaining social, environmental and economic benefits. In 2016 the Republic of Moldova, having ratified the Government Procurement Agreement of the World Trade Organization, has begun the introduction of the sustainable component to reduce the impact on the environment. The paper analyzes two power systems areas in which are connected users that cause voltage fluctuation. Disturbances as voltage fluctuations resulting in these nodes may exceed the acceptable values and can spread in the transmission network affecting power quality over large system areas. The analysis conducted reveals the influence of short circuit power in nodes where these users are connected and highlights the fact that in some cases (e.g. lines out of operation for maintenance, shutdown of classic units in the area) the disturbances in the transmission network sent to the users at lower voltages may have values above those allowed. Technical Code of existing power transmission network does not refer to voltage fluctuations, as a rule, in the electricity transmission network was considered that this phenomenon should not exist.

Although most policy makers and companies are focusing on large applications, the use of cheap small generation units, based on local renewable resources, has become increasingly attractive for the general public, small farms and remote communities. The paper presents several results of a research project aiming to identify the power quality issues and the impact of RES based distributed generation (DG) or other non-linear loads on low voltage (LV) distribution networks in Romania; the final goal is to develop a Universal Power Quality Conditioner (UPQC) able to diminish the existing disturbances. Basically, the work analyses the existing DG technologies and identifies possible solutions for their integration in Romania; taking into account the existent state of the art, the attention was paid on small systems, using wind and solar energy, and on possibility to integrate them into suburban and rural LV distribution networks. The presence of DG units at distribution voltage level means the transition from traditional passive to active distribution networks. In general, the relatively low penetration levels of DG does not produce problems; however, the nowadays massive increase of local power generation have led to new integration challenges in order to ensure the reliability and quality of the power supply. Power quality issues are identified and their assessment is the key element in the design of measures aiming to diminish all existing disturbances.

The aim of the research was to analyze the sustainability clauses in the national legislation of different countries around the world. To achieve this goal, the author identified, systematized, and analyzed the GPPD World Bank database. From the analysis performed, the author concludes that the lifetime cost criterion is most frequently applied. At the same time, the mapping of the national legislation of the Republic of Moldova allowed us to find that the national legal framework allows the integration of sustainable procurement principles, which justifies the need to adopt a public procurement system model, focusing on 2030 sustainable development objectives.

Spreading this experience to other countries that can choose a similar support scheme could lead to important savings and better results in developing this efficient tool. This state aid is operational, targeted to new investments stimulation for cogeneration technologies and replacement or existing plants rehabilitation. Present paper focuses on the results of support scheme after five years of its application: increase of number of producers who benefit of this aid, raising of general efficiency of high efficient cogeneration, important savings of primary energy and CO2 emissions avoided. On the other hand, use of this scheme showed a number of problems (to which this paper proposes adequate solutions) on institutional/administrative, investition, technical, economical-financial and social frameworks that influences beneficiaries and/or financiers of state aid.

As an index of the level of heat using the concept of 'energy poverty'. In counterbalance, this concept proposes the use of the notion of "vulnerability" for these purposes. The concept of "vulnerable consumer" point of view of energy is still defined in the 2012 electricity law in Romania. In this context, the paper examines the vulnerability characteristics indicating meanings on widening energy paradigm by replacing the phrase "energy poverty" by "energy welfare". The paper presents quantitative issues regarding the current situation in Romania with explaining the need treatment paradigm change simplistic approach to the problem of vulnerable consumers, which really is a matter of national security.

The goal of the work consists in emphasizing the power quality problems incurred due to equipment, which causes disturbances in electricity distribution networks, and highlightes solutions for their effective functioning. The paper presents an application using specialized software to analyze power grids in order to create an overview of solutions for efficient operation of the distribution system in case when a user determines fluctuations of electrical supply voltage. The work aims verifying the connection of a STATCOM to limit disturbances, the data will be validated by experimental tests.
