    Представлены результаты сравнительного анализа энергетики СССР и России по некоторым показателям энергоэффективности, воздействию на экономику, устойчивое развитие. Приведены данные об Энергетических правилах (ЭП), законодательстве стран ЕС, ориентированных на конечного потребителя энергии и повышение энергоэффективности. Сформулированы предложения по совершенствованию российского энергетического законодательства. The results of comparative analysis of energy of the USSR and Russia on some indicators of energy efficiency, impact on economy, sustainable development are presented. Data are given on Energy Regulations (EPs), EU legislation aimed at the final user of energy and energy efficiency improvement. Proposals for improving Russian energy legislation are formulated.

  • The review of patents issued in Russia for the period from January 1, 2004 to December 31, 2018 on the materials of the Federal Institute of patent property is presented. Patents of subclass C10B (destructive distillation of carbonaceous materials), in particular subgroups C10B 53/00 (destructive distillation of solid raw materials of special types or special shapes and sizes) and C10B 53/02 (destructive distillation of materials containing cellulose) are considered. It is considered a promising way of processing organic raw materials into fuel (No 2554355). The method involves thermochemical processing of raw materials in the reactor of rapid pyrolysis followed by condensation of vapor- gas mixture in the capacitor-fridge, the release of fractions of liquid hydrocarbons and fuel gas from it with further cleaning. The method differs in that the temperature of vapor- gas mixture before entering the capacitor-fridge is maintained at the level of 450.700 degrees Celsius, with vapor- gas mixture first condensing with cold water, separating the fuel gas, which is re-cooled and directed to rapid pyrolysis. After filling the container of the capacitor-fridge with water and reducing the temperature to 65 degrees Celsius, water with light hydrocarbons is drained from it, and the remaining resin sediment is dissolved with bioethanol. It is shown that the number of patents on the subject of thermochemical processing of wood every 5 years increases approximately twice. The main technology of thermochemical processing of wood remains pyrolysis for waste processing is also of interest gasification and torrefication. ; Представлен обзор патентов, выданных в России за период с 1 января 2004 г. по 31 декабря 2018 г., по материалам Федерального института патентной собственности.   • The possibility of creating and using an integrated complex sensor measuring the temperature and humidity in a greenhouse is considered. The experimental data of temperature measurement by various sensors in the greenhouse and graphs characterizing the operation of the control system of this coordinate according to the readings of the standard sensors are given. Analysis of the data shows the presence of scatter readings, including regular sensors. Based on this, it is concluded that it is expedient to modernize the measurement process. It is proposed to use the dependence of the attenuation coefficient of sound on temperature and humidity to create an integrated complex sensor. The advantages of using the proposed sensor are substantiated. An algorithm for finding the measured values is given. A technique for selecting the frequency of sound vibrations is shown, taking into account the specific conditions of the sensor application. The positive effect is achieved by increasing the information content of the data and the possibility of improving accuracy by increasing the frequency of measurements. The calculations showing the energy and economic efficiency when using the proposed integrated sensor are given. Рассматривается возможность создания и эффективность применения интегрального комплексного датчика измерения температуры и влажности в теплице. Приводятся экспериментальные данные измерения температуры различными датчиками в теплице и графики, характеризующие работу системы управления этой координатой по показаниям штатных датчиков. Анализ приведенных данных показывает наличие разброса показаний, в том числе штатных датчиков. На основании этого делается вывод о целесообразности модернизации процесса измерения. Предлагается использовать зависимость коэффициента затухания звука от температуры и влажности для создания интегрального комплексного датчика. Обосновываются преимущества применения предлагаемого датчика. Приводится алгоритм нахождения измеряемых величин. Показана методика выбора частоты звуковых колебаний с учетом конкретных условий применения датчика. Положительный эффект достигается за счет повышения информативности полученных данных и возможности повышения точности за счет увеличения частоты измерений. Приводятся расчеты, показывающие энергетическую и экономическую эффективность при использовании предлагаемого интегрального датчика. №4 (2019)

    В данной статье рассмотрена проблема традиционной электроэнергетики, представлены преимущества использования ядерной энергетики (ЯЭ), а также затронуты дальнейшие перспективы ее развития в России и других странах. Проанализированы методы технических решений проблемы тяжелых аварий на АЭС, а именно замену работающего уран-плутониевого ядерного топливного цикла торий-урановым, и замену разработанных быстрых реакторов (БР) гибридными термоядерными установками. Предоставлена информация о проекте строительства, дальнейшей эксплуатации и экспериментирования токамака во Франции, а также в других странах, таких, как Китай, Великобритания и США. Затронута и отмечена разработка гибридной установки термоядерного синтеза на основе сверхпроводящего токамака в России. Получен вывод о том, что ядерная энергетика имеет множество перспектив развития, которые зависят от развития технологий, экономических и политических факторов. This article considers the problem of traditional electric power industry, presents the advantages of using nuclear energy (NE), and also touches upon the further prospects for its development in Russia and other countries. The methods of technical solutions to the problem of severe accidents at nuclear power plants are analyzed, namely, the replacement of the operating uranium-plutonium nuclear fuel cycle with thorium-uranium, and the replacement of the developed fast reactors (FR) with hybrid thermonuclear installations. Information is provided on the construction project, further operation and experimentation of the tokamak in France, as well as in other countries such as China, Great Britain and the USA. The development of a hybrid fusion plant based on a superconducting tokamak in Russian Federation was touched upon and noted. It was concluded that nuclear energy has many development prospects, which depend on the development of technologies, economic and political factors.

    In this study for the Asian region of Russia (ARR) using observation data of 1975-2005 the analysis of temperature, pressure and precipitation fields was done. As average fields of these values, as fields of its linear trends for selected time interval were calculated. It is established that for 1975-2005 it was the warming on this territory during all calendar months of year, except December. The consistent estimates of the warming trends, averaged by territory, for March, May-August and October with magnitudes of trends, averaged by territory, in the interval from 0,37 to 0,65 ºС/10 years were obtained. Change of average annual magnitudes of temperature was 0,34 ºС/10 years with standard deviation of 0,20 ºС/10 years. The pressure field is characterized by negative trends during all months, except July, August, November and December, when change is absent (July, August) or it is weakly positive (November, December). For average annual pressure the estimate was found -0,22 hPa/10 years with standard deviation 0,17 hPa/10 years. The tendency to the reduction of precipitation in some calendar months and for the year in general was established, but the magnitudes of trends do not exceed its standard deviations. В работе по данным наблюдений за 1975-2005 гг. для Азиатской территории России (АТР) выполнен анализ полей температуры, давления и осадков. Рассчитаны как средние поля этих величин, так и поля их линейных трендов для указанного интервала времени. Установлено, что для 1975-2005 гг. потепление на территории имело место во все календарные месяцы года, за исключением декабря. Состоятельные оценки средних по территории трендов потепления установлены для марта, мая-августа и октября с величинами средних по территории трендов в интервале от 0,37 до 0,65 ºС/10 лет. Для среднегодовых значений температуры изменение составило 0,34 ºС/10 лет при среднеквадратичном отклонении 0,20 ºС/10 лет. Поле давления характеризуется отрицательными трендами во все месяцы, кроме июля, августа, ноября и декабря, в которые изменение либо отсутствует (июль, август), либо является слабоположительным (ноябрь, декабрь). Для среднегодового давления найдена оценка – 0,22 гПа/10 лет при среднеквадратичном отклонении 0,17 гПа/10 лет. Для осадков установлена тенденция к их снижению, как в отдельные календарные месяцы, так и за год в целом, однако значения трендов нигде не превышают их среднеквадратичные отклонения.

    The research of energy component of the economic security of Ukraine became the purpose of the present article. To achieve the goal the author defines the threats and risks of energy security that affect the economic security and which emerged after the country has gained independence. It is assumed that the country’s energy dependence and high energy intensity of the economy are the main factors hindering economic development. Based on the current situation in Ukraine and attempts to secure revenues from the transit of Russian gas to Europe, a number of objective and subjective reasons of decrease of economic security due to the energy component were found. ; Целью настоящей статьи стало исследование энергетической составляющей экономической без- опасности Украины. Для достижения цели были определены угрозы и риски энергетической без- опасности, влияющие на экономическую безопасность, которые появились после приобретения страной независимости. Предполагается, что энергозависимость страны и высокая энергоем- кость экономики являются основными факторами, сдерживающими экономическое развитие. Ис- ходя из сложившейся ситуации в Украине и попыток обеспечения доходов от транзита российско- го газа в Европу, был выявлен ряд объективных и субъективных причин снижения экономической безопасности за счет энергетической составляющей.

  • The purpose of this work is to analyze the current projects of the World Energy Agency (IEA) aimed at exploring the potential for reducing the cost of producing new types of biofuels, in terms of methodology, status and first results. As a result, it was revealed that, as a methodological basis, IEA projects use a top-down approach to the analysis of primary data (top-down), the theory of learning curves for forecasting and classical project analysis. Expert surveys, meta-analysis of primary data, and sensitivity analysis of projects are used as the main research methods. The main results of the IEA projects indicate that despite the significant potential for cost reduction in the production of many types of biofuels, it is not possible to achieve price parity with traditional fuels based on hydrocarbons in the medium term. Целью настоящей работы является анализ текущих проектов Мирового Энергетического Агентства (МЭА), направленных на изучение потенциала для снижения затрат на производство новых видов биотоплива, с точки зрения методологии, статуса и первых результатов. В результате было выявлено, что как методологическую основу проекты МЭА используют нисходящий подход к анализу первичных данных (top-down), теорию кривых обучения для прогнозирования и классический проектный анализ. В качестве основных методов исследования используют экспертные опросы, мета-анализ первичных данных, анализ чувствительности проектов. Основные результаты проектов МЭА свидетельствуют о том, что несмотря на существенный потенциал снижения затрат при производстве многих видов биотоплив, достичь ценового паритета с традиционными видами топлива, основанными на углеводородах, в среднесрочной перспективе не удается. The results of comparative analysis of energy of the USSR and Russia on some indicators of energy efficiency, impact on economy, sustainable development are presented. Data are given on Energy Regulations (EPs), EU legislation aimed at the final user of energy and energy efficiency improvement. Proposals for improving Russian energy legislation are formulated.

  • The review of patents issued in Russia for the period from January 1, 2004 to December 31, 2018 on the materials of the Federal Institute of patent property is presented. Patents of subclass C10B (destructive distillation of carbonaceous materials), in particular subgroups C10B 53/00 (destructive distillation of solid raw materials of special types or special shapes and sizes) and C10B 53/02 (destructive distillation of materials containing cellulose) are considered. It is considered a promising way of processing organic raw materials into fuel (No 2554355). The method involves thermochemical processing of raw materials in the reactor of rapid pyrolysis followed by condensation of vapor- gas mixture in the capacitor-fridge, the release of fractions of liquid hydrocarbons and fuel gas from it with further cleaning. The method differs in that the temperature of vapor- gas mixture before entering the capacitor-fridge is maintained at the level of 450.700 degrees Celsius, with vapor- gas mixture first condensing with cold water, separating the fuel gas, which is re-cooled and directed to rapid pyrolysis. After filling the container of the capacitor-fridge with water and reducing the temperature to 65 degrees Celsius, water with light hydrocarbons is drained from it, and the remaining resin sediment is dissolved with bioethanol. It is shown that the number of patents on the subject of thermochemical processing of wood every 5 years increases approximately twice.   • The possibility of creating and using an integrated complex sensor measuring the temperature and humidity in a greenhouse is considered. The experimental data of temperature measurement by various sensors in the greenhouse and graphs characterizing the operation of the control system of this coordinate according to the readings of the standard sensors are given. Analysis of the data shows the presence of scatter readings, including regular sensors. Based on this, it is concluded that it is expedient to modernize the measurement process. It is proposed to use the dependence of the attenuation coefficient of sound on temperature and humidity to create an integrated complex sensor. The advantages of using the proposed sensor are substantiated. An algorithm for finding the measured values is given. A technique for selecting the frequency of sound vibrations is shown, taking into account the specific conditions of the sensor application. The positive effect is achieved by increasing the information content of the data and the possibility of improving accuracy by increasing the frequency of measurements. The calculations showing the energy and economic efficiency when using the proposed integrated sensor are given. Рассматривается возможность создания и эффективность применения интегрального комплексного датчика измерения температуры и влажности в теплице. Приводятся экспериментальные данные измерения температуры различными датчиками в теплице и графики, характеризующие работу системы управления этой координатой по показаниям штатных датчиков. Анализ приведенных данных показывает наличие разброса показаний, в том числе штатных датчиков. На основании этого делается вывод о целесообразности модернизации процесса измерения. Предлагается использовать зависимость коэффициента затухания звука от температуры и влажности для создания интегрального комплексного датчика. Обосновываются преимущества применения предлагаемого датчика. Приводится алгоритм нахождения измеряемых величин. Показана методика выбора частоты звуковых колебаний с учетом конкретных условий применения датчика. Положительный эффект достигается за счет повышения информативности полученных данных и возможности повышения точности за счет увеличения частоты измерений. Приводятся расчеты, показывающие энергетическую и экономическую эффективность при использовании предлагаемого интегрального датчика. №4 (2019)

    В данной статье рассмотрена проблема традиционной электроэнергетики, представлены преимущества использования ядерной энергетики (ЯЭ), а также затронуты дальнейшие перспективы ее развития в России и других странах. Проанализированы методы технических решений проблемы тяжелых аварий на АЭС, а именно замену работающего уран-плутониевого ядерного топливного цикла торий-урановым, и замену разработанных быстрых реакторов (БР) гибридными термоядерными установками. Предоставлена информация о проекте строительства, дальнейшей эксплуатации и экспериментирования токамака во Франции, а также в других странах, таких, как Китай, Великобритания и США. Затронута и отмечена разработка гибридной установки термоядерного синтеза на основе сверхпроводящего токамака в России. Получен вывод о том, что ядерная энергетика имеет множество перспектив развития, которые зависят от развития технологий, экономических и политических факторов. This article considers the problem of traditional electric power industry, presents the advantages of using nuclear energy (NE), and also touches upon the further prospects for its development in Russia and other countries. The methods of technical solutions to the problem of severe accidents at nuclear power plants are analyzed, namely, the replacement of the operating uranium-plutonium nuclear fuel cycle with thorium-uranium, and the replacement of the developed fast reactors (FR) with hybrid thermonuclear installations. Information is provided on the construction project, further operation and experimentation of the tokamak in France, as well as in other countries such as China, Great Britain and the USA. The development of a hybrid fusion plant based on a superconducting tokamak in Russian Federation was touched upon and noted. It was concluded that nuclear energy has many development prospects, which depend on the development of technologies, economic and political factors.

    In this study for the Asian region of Russia (ARR) using observation data of 1975-2005 the analysis of temperature, pressure and precipitation fields was done. As average fields of these values, as fields of its linear trends for selected time interval were calculated. It is established that for 1975-2005 it was the warming on this territory during all calendar months of year, except December. The consistent estimates of the warming trends, averaged by territory, for March, May-August and October with magnitudes of trends, averaged by territory, in the interval from 0,37 to 0,65 ºС/10 years were obtained. Change of average annual magnitudes of temperature was 0,34 ºС/10 years with standard deviation of 0,20 ºС/10 years. The pressure field is characterized by negative trends during all months, except July, August, November and December, when change is absent (July, August) or it is weakly positive (November, December). For average annual pressure the estimate was found -0,22 hPa/10 years with standard deviation 0,17 hPa/10 years. The tendency to the reduction of precipitation in some calendar months and for the year in general was established, but the magnitudes of trends do not exceed its standard deviations. В работе по данным наблюдений за 1975-2005 гг. для Азиатской территории России (АТР) выполнен анализ полей температуры, давления и осадков. Рассчитаны как средние поля этих величин, так и поля их линейных трендов для указанного интервала времени. Установлено, что для 1975-2005 гг. потепление на территории имело место во все календарные месяцы года, за исключением декабря. Состоятельные оценки средних по территории трендов потепления установлены для марта, мая-августа и октября с величинами средних по территории трендов в интервале от 0,37 до 0,65 ºС/10 лет. Для среднегодовых значений температуры изменение составило 0,34 ºС/10 лет при среднеквадратичном отклонении 0,20 ºС/10 лет. Поле давления характеризуется отрицательными трендами во все месяцы, кроме июля, августа, ноября и декабря, в которые изменение либо отсутствует (июль, август), либо является слабоположительным (ноябрь, декабрь). Для среднегодового давления найдена оценка – 0,22 гПа/10 лет при среднеквадратичном отклонении 0,17 гПа/10 лет. Для осадков установлена тенденция к их снижению, как в отдельные календарные месяцы, так и за год в целом, однако значения трендов нигде не превышают их среднеквадратичные отклонения.

    The research of energy component of the economic security of Ukraine became the purpose of the present article. To achieve the goal the author defines the threats and risks of energy security that affect the economic security and which emerged after the country has gained independence. It is assumed that the country’s energy dependence and high energy intensity of the economy are the main factors hindering economic development. Based on the current situation in Ukraine and attempts to secure revenues from the transit of Russian gas to Europe, a number of objective and subjective reasons of decrease of economic security due to the energy component were found. ; Целью настоящей статьи стало исследование энергетической составляющей экономической без- опасности Украины. Для достижения цели были определены угрозы и риски энергетической без- опасности, влияющие на экономическую безопасность, которые появились после приобретения страной независимости. Предполагается, что энергозависимость страны и высокая энергоем- кость экономики являются основными факторами, сдерживающими экономическое развитие. Ис- ходя из сложившейся ситуации в Украине и попыток обеспечения доходов от транзита российско- го газа в Европу, был выявлен ряд объективных и субъективных причин снижения экономической безопасности за счет энергетической составляющей.

  • The purpose of this work is to analyze the current projects of the World Energy Agency (IEA) aimed at exploring the potential for reducing the cost of producing new types of biofuels, in terms of methodology, status and first results. As a result, it was revealed that, as a methodological basis, IEA projects use a top-down approach to the analysis of primary data (top-down), the theory of learning curves for forecasting and classical project analysis. Expert surveys, meta-analysis of primary data, and sensitivity analysis of projects are used as the main research methods. The main results of the IEA projects indicate that despite the significant potential for cost reduction in the production of many types of biofuels, it is not possible to achieve price parity with traditional fuels based on hydrocarbons in the medium term. Целью настоящей работы является анализ текущих проектов Мирового Энергетического Агентства (МЭА), направленных на изучение потенциала для снижения затрат на производство новых видов биотоплива, с точки зрения методологии, статуса и первых результатов. В результате было выявлено, что как методологическую основу проекты МЭА используют нисходящий подход к анализу первичных данных (top-down), теорию кривых обучения для прогнозирования и классический проектный анализ. В качестве основных методов исследования используют экспертные опросы, мета-анализ первичных данных, анализ чувствительности проектов. Основные результаты проектов МЭА свидетельствуют о том, что несмотря на существенный потенциал снижения затрат при производстве многих видов биотоплив, достичь ценового паритета с традиционными видами топлива, основанными на углеводородах, в среднесрочной перспективе не удается.
