This article deals with the dynamics of territory development in the regional and municipal economy. The development of the territory is and has always been limited or restricted by the available sources of capital, the dynamics of its use, and the localization of its distribution in the chosen territory. Today’s limits are, under Czech conditions, laid down by the Building Act; namely, the land-use plan, the strategic plans for development, and the political mechanisms of the elected leaders. The verbalization of the democratization of the economy is swayed by the concepts of meritocratic holding and the attempts to create values, but also by already existing values. We interpret the term values as infrastructure developed in the past, but also as resources given by the natural, geographic, and other environments.

The concept of further sustainable development in the area of administration of the register of old mining works and recent mining works in Slovakia requires precise determination of the locations of the objects that constitute it. The objects in this register have their uniqueness linked with the history of mining in Slovakia. The state of positional accuracy in the registration of objects in its current form is unsatisfactory. Different database sources containing the locations of the old mining works are insufficient and show significant locational deviations. For this reason, it is necessary to precisely locate old mining works using modern measuring technologies. The most effective approach to solving this problem is the use of LiDAR data, which at the same time allow determining the position and above-ground shape of old mining works. Two localities with significant mining history were selected for this case study. Positional deviations in the location of old mining works among the selected data were determined from the register of old mining works in Slovakia, global navigation satellite system (GNSS) measurements, multidirectional hill-shading using LiDAR, and accessible data from the open street map. To compare the positions of identical old mining works from the selected database sources, we established differences in the coordinates (ΔX, ΔY) and calculated the positional deviations of the same objects. The average positional deviation in the total count of nineteen objects comparing documents, LiDAR data, and the register was 33.6 m. Comparing the locations of twelve old mining works between the LiDAR data and the open street map, the average positional deviation was 16.3 m. Between the data sources from GNSS and the registry of old mining works, the average positional deviation of four selected objects was 39.17 m.

The study aims to estimate the possibilities of sustainable development, ensuring and achieving the sustainable development goals (SDGs) in light of challenges caused by the pandemic’s “new normal”. In this regard, the study employs bibliometric and empirical approaches. Based on the bibliometric analysis results, it is found that the main focus of sustainable development studies during the pandemic is on economic issues (particularly, innovations and strategic decision-making) while also addressing humanitarian problems such as ensuring health and well-being. To find the practical problems in ensuring sustainable development during the pandemic period, we used the case of Ukraine with appropriate empirical analysis at two levels. Therefore, we estimated the achievements of SDGs compared to planned indicators for 2020 (as the last report data available for this study). As a result, the low level of achievements is proven; particularly, only 20% of planned indicators are fulfilled with planned values. Moreover, the sociological research is conducted to reveal the subjective perceptions of the pandemic’s influence on the possibilities of achieving SDGs. The survey was conducted during the second pandemic wave in December 2020–January 2021, involving 416 respondents. The obtained results confirmed the ambiguous influence of the pandemic. On the one hand, the positive changes are typical for healthcare services and distance learning. However, the negative influence of the pandemic’s “new normal” on SDGs is confirmed by respondents through their concerns about the effects of the pandemic on the development of investments and agricultural technologies as well as the progress in goals, such as “Industry, Innovation, and Infrastructure” and “Sustainable Cities and Communities”.

Innovation is the engine and accelerator that drives high-quality economic and enterprise development. In recent years, the output of scientific and technological innovation in China has been high, but the phenomenon of low efficiency and low quality of innovation occurs frequently. In this study, first, technological innovation efficiency (TIE) was measured. Then, a dynamic evaluation and analysis of spatial-temporal characteristics of efficiency were performed. Lastly, the driving factors of innovation efficiency were explored. TIE was calculated dynamically in 30 provinces of China from 2011 to 2019 based on the improved super-efficiency SBM-DEA model. Then, the kernel density estimation method was adopted to analyse the spatial-temporal differentiation characteristics and dynamic evolution process of provincial efficiency. The findings confirm that from 2011 to 2019, the top five provinces for TIE in China were Beijing (1.0), Shanghai (0.96), Hainan (0.96), Jilin (0.94) and Tianjin (0.91). The provinces with lowest average efficiency were Qinghai (0.77), Ningxia (0.73) and Inner Mongolia (0.73). The significant differences in the level of technological innovation in different regions were caused by the long-term and in-depth implementation of the government’s strategy of revitalising science and driving innovation in parts of areas. The findings of kernel function confirm that the TIE in most parts of China was gradually polarised. Furthermore, the results show that for every 1 unit of government R&D funding support, the average marginal utility of the expected TIE will reach 0.192, which is more significant in the central and western regions. On this basis, combined with environmental factors of innovation market, infrastructure, financing and enterprise innovation potential, the article also extracts the driving factors that affect the differences in provincial efficiency. The findings provide a reference for guiding provinces to carry out innovation activities independently and improve innovation quality and efficiency.

The research in this article deals with verifying the deficit of parking spaces from model examples in the city of Ostrava, Czech Republic. Specifically, it deals with the possibilities of solving these deficits using automated parking systems. The main data collection took place between 2010 and 2019; later, supplemental lockdown data (up until May 2022) were obtained. The main objective of this article was to use data to determine the profitability and functionality of automated parking systems in mid-sized cities such as Ostrava. The RING system was chosen as a suitable model for the automated parking system. The data (using a least-squares approximation) were used via statistical methods to make predictions for future years, including the construction of confidence limits for a given significance level. Based on data from 2011–2019, we found that the RING system would be profitable with a probability of 92.45% in the following years. We compared these predictions with the actual data and made a new prediction.

The contribution of this paper focuses on identifying the personality potential and sources of professional managers that are crucial for the effective management of challenging situations. The contribution introduces the current knowledge of connatural management (CNM) as part of cognitive management, which were identified as key multi-parametric dimensions of personal fitness. The individual dimensions represent the indicators of the quality of an individual’s condition. The first one is the personality dimension, which provides information about individual integrity, situational settings, ambition, the tendency of an individual toward risk, and readiness to change. Second, the mental–cognitive dimension relates to the individual’s potential for critical, creative, and systemic thinking. It conveys information about the ability to accept a change and proactively adapt to its consequences. Lastly, the psycho-physical dimension concerns the interaction of physical and mental processes, states, and phenomena. The main objective of the research was to determine the Global X-tream index, which is applicable for the prompt identification of the qualities of human resources for a specific corporate HR system. The study consisted of 236 respondents, who graduated and successfully completed special courses with applied X-tream methodology. It enables the creation of conditions that enable detecting and evaluating the above-mentioned basic three-dimensional and multi-parametric indicators related to the performance of individuals in a corporate environment. The paper introduces the individual indices, which were used as a basis for the definition of the global X-tream index.

Phenological observations record the dynamics of vegetation in relation to meteorological conditions as well as the long-term trends in relation to climate change. We processed 20-year data of the flowering (BBCH scale 60), leaves unfolding (BBCH 11) and ripening of fruits (BBCH 86) of four woody species in south-west and central Slovakia. The phenological year begins with the flowering of the hazel. This phenophase has the largest amplitude of onset (52–65 days) as well as interannual variability (sx = 20.2–33.4%) as it enters an unstable condition in early spring. At all stations, the order of phenophases is the same from the end of April. We found the highest vertical phenology gradient of the BBCH 60 Tilia cordata Mill. (6 days/100 m) and the smallest of BBCH 11 T. cordata (2.4 days/100). The statistically significant trends (p < 0.05) in shifting to the earlier period were in BBCH 60 Crataegus oxyacantha L. (0.4–0.5 days per year), BBCH 86 Corylus avellana L. (0.6 days per year), BBCH 60 Prunus spinosa L. (0.5–0,6 days per year) and BBCH 11 Prunus spinosa L. (0.6–0.7 days per year). These shifts indicate the change in the onset of the phenophases in south-west and central Slovakia.
