The paper considers the experience of introducing the public policy tool «Social Rating» in China. The paper analyzes the norms for regulating the life of members of society in order to effectively use the funds allocated by the state to the sphere of the country's social policy. The study used various research methods to understand the existing problems and identify areas of social policy risk management in the context of the implementation of social ratings in China. The study used a systematic approach to a comprehensive study of social ratings as an instrument of China's state policy. The political science analysis made it possible to generalize and interpret the results of the introduction of the social rating. The state program is considered in the part devoted to the fight against fraud and financial fraud in business. The experience of the People's Republic of China regarding the creation of «black lists» of organizations that violate contracts and do not pay taxes is studied. The point system «Social rating» depending on the region of the country is considered. The project of analysis of the socio-political behavior of individuals, companies and other organizations to determine their «social reputation», on the basis of which an encouraging or sanctions policy of regulation is carried out, has been studied. The demographic situation in the People's Republic of China (PRC) has been studied. Scenarios of China's demographic policy are considered. The current risks and problems of the social rating in China are also highlighted, the priority tasks of its reform are shown. adopted in 2021 at the legislative level of the PRC, the innovative program «Social Rating» to manage social risks, such as unemployment, population decline, low incomes, and which has become a tool for comprehensive control over people through the collection and processing of personal data. The introduction of a social rating program, with the help of which it is planned to build a fully regulated Chinese society, is analyzed.

The main aim of this paper is to demonstrate that clusters can support the sustainable development of rural areas through the creation of shared value. This is done via the close exam-ination of six different cases of rural clusters in Greece, Italy, Germany, Poland, Denmark, and Sweden. Qualitative as well as quantitative data were taken from the clusters, which demonstrated that their main business approaches naturally coincided with the creation of economic, social, and environmental benefits for the local communities in which they operated. The case clusters were created in a top-down manner, aimed at boosting regional R&D activities and making the local economy more competitive and more sustainable. However, private initiative took over and al-lowed these clusters to flourish because meeting the regions’ economic, social, and environmental needs successfully coincided with the target of the clusters’ own development and profitability. The results show that clusters, with their potential for shared value creation, can constitute a powerful engine for the revitalisation and development of rural areas, addressing the significant challenges which they are currently facing.

At all levels of the state government, there appeared a need to ensure spatial management and transform the organizational structure of natural resource management on the basis of the introduction of a modern system of territorial natural entities with the change of relevant functions, mechanisms and powers in the direction of increasing the ecological and economic effect in various spheres of economic activity. Aim of the research: identification of the highest priority, to ensure sustainable management in resource constraints, the composition of threats and risks and their grouping; development of a closed scheme of permanent clarification of the most important, for spatial sustainable development, threats and risks. The methodological basis of the study is the work of domestic and foreign scientists on spatial management of natural resources, sustainable spatial development and economic security, regulations, analytical and statistical materials of ministries and departments, international organizations, other scientific and information materials. The study involves the use of a number of interrelated methods, including methods: analysis and synthesis; system analysis; economic and mathematical; expert assessments; graphic, etc. The scheme of grouping of organizational and economic mechanisms of realization of spatial model of management of sustainable management within a certain state formation is constructed. According to which a universal, for three stages of implementation of the corresponding type of macro- model (initiation, consolidation, incorporation) spatial management of sustainable development, algorithm is developed. The use of the latter involves: continuous grouping and identification of the most significant threats and risks (in a closed cycle of management, organizational and economic, forecasting, analytical and econometric procedures); development of measures to eliminate the consequences of turbulent shifts.

The sustainability transition of rural areas is a must due to rapid climate changes and biodiversity loss. Given the limited resources of rural communities, policy should facilitate a just sustainability transition of the EU rural areas. The analysis of EU development policies, past performance and the envisaged scope of reform, presented in this study point to a serious inconsistency between the declaration and implementation of relevant policies. Namely, the marginal role rural areas perform in common agricultural policy and cohesion policy; a result of the lack of a complex approach to rural development. The analysis was based on the concept of good governance and took a multi-level perspective. It advocates territorial justice as an approach that should be at the core of creating a comprehensive policy for rural areas in the EU, including their diversity and empowering local communities to choose the transition pathway that is most in line with their current situation and development capacity. This analysis fills a gap in research on the evolution of the rural development policy in the EU. This research can inform the reprioritization and intensification of efforts to create equitable policies for EU rural development.

The results demonstrate considerable differences in farm structures between beneficiaries and non-beneficiaries and provide support for the contention that beneficiaries are more likely to operate more productive and economically efficient farms. However, the results also provide a sobering assessment of the role of the young-farmer-related subsidies in stimulating export orientation and export performance.

However, its current cultivation area in Europe is relatively low. This is most likely due to a lack of knowledge about the implementation of miscanthus into farming systems. This study reviews current best practices and suitable land areas for miscanthus cultivation. Biomass production costs and labour requirements were evaluated over the whole 20-year cultivation cycle of four utilisation pathways: combustion, animal bedding, and both conventional and organic biogas production. The assessment was performed for two field sizes (1 and 10 ha), two average annual yield levels (15 and 25 t dry matter ha−1), and both green and brown harvest regimes. The maximum attainable annual gross margins are 1657 € ha−1 for combustion, 13,920 € ha−1 for animal bedding, 2066 € ha−1 for conventional and 2088 € ha−1 for organic biogas production. The combustion pathway has the lowest labour demand (141.5 h ha−1), and animal bedding the highest (317.6 h ha−1) due to additional baling during harvest. Suitable cultivation areas include depleted soils, erosion-prone slopes, heavy clay soils and ecological focus areas such as riparian buffer zones and groundwater protection areas. On such sites, miscanthus would (i) improve soil and water quality, and (ii) enable viable agricultural land utilisation even on scattered patches and strips. Due to its low demands and perennial nature, miscanthus is suitable for sustainable intensification of industrial crop cultivation in a growing bioeconomy, benefiting soil and water quality, while providing large amounts of biomass for several utilisation pathways.

This paper presents a methodology to monitor the contribution of the bioeconomy to jobs and growth within the European Union (EU) and its Member States. Classified as an ‘‘output-based’’ approach, the methodology relies on expert estimations of the biomass content of the bio-based materials produced in the EU and the subsequent calculation of ‘‘sectoral’’ bio-based shares by using Eurostat statistics on the production of manufactured goods (prom). Sectoral shares are applied to indicators of employment, and value added is reported in Eurostat–Structural business statistics. This paper updates the methodology and time series presented in 2018. The bioeconomy of the EU (post-Brexit composition) employed around 17.5 million people and generated €614 billion of value added in 2017. The study evidences structural differences between EU national bioeconomies, which become more pronounced over time, especially in terms of the level of apparent labour productivity of national bioeconomies. Finally, this paper describes cases of transition over the 2008–2017 period.

The study of the impact of investments on the transformation of the world energy market was carried out in terms of market, structural, and organizational parameters in the following areas: – the growing role of renewable sources in the world energy balance; – liberalization of sectoral energy markets; – wide application of information technologies, including the introduction of Smart Grid at various levels. The main disadvantages are the inability to analyze the transformation processes in all sectors of energy at the global level. Such general scientific and special methods as methods of analysis and synthesis, method of comparative analysis, graphic and statistical methods were used in the research. The paper shows that at the present stage the main prerequisite for investment has been the COVD-19 pandemic and pre-crisis expectations. This has led to a sharp decline in global investment in all energy sectors (both in aggregate energy supply and in end-use) and in research and development. In terms of industry, investments in oil and oil products (by all organizational forms of companies) and coal decreased the most. Investment in electricity and electricity networks exceeds investment in mining and processing of fossil fuels. The main factors holding back international investment in renewable energy are: – relatively lower economic and energy return on investment (EROI); – the high cost of connection to power systems; – local component requirements and other protectionist requirements; – discrediting by global oil and gas corporations about the danger of economic downturn and job cuts, etc. In the regional structure, the largest volumes of global investment are in the Asia-Pacific region, North America, and Europe. Insufficient investment in the accelerated transformation of the world energy market on the basis of sustainable development has been stated in all areas. The targeted efforts of both national governments and the international community are needed to ensure the desired transformation of the global energy market.

This article sought to present a process of abrupt transition where technological innovation is concerned. This article offers an assessment of the level of digitalisation and digital transformation of spatial planning, with this, in turn, making it possible to define the potential at the disposal of rural areas, as they seek to bring in the idea of smart rural development. The empirical analyses present herein are founded upon secondary statistical data as well as our own primary data on the subject of geoportals and their functionality in rural parts of the Łódź region (Poland). The assessments of both planning coverage and geoportal functionality reported herein provide insight regarding the potential for rural areas to implement the concept of GeoDesign, as an integral part of “smart rural development”. The research carried out made it clear that only a fifth of rural gminas in the region are of high potential where GeoDesign is concerned, while every third gmina has only very low potential. A further key conclusion is that rural gminas heading along the path of “smart development” may break out of a spatial order existing thus far on the basis of disparities, and a division of regions into a centre and peripheries. This is of major significance in the context of the diffusion of innovation that digitalisation and digital transformation represent.

State energy saving measures aimed at promoting changes in sustainable habits and procedures can significantly save energy consumption. Information support for promoting the economic benefits of energy saving under the conditions of military conflicts needs more attention. The leading methodological tools were the methods of observation, comparison, as well as historical method. The research reported here showed that the aggression on the part of the Russian Federation required states to urgently improve the system of implementation of national information policies in order to increase the level of energy saving and energy efficiency. The EU's plans to reduce energy consumption "Play your role" and "Save energy" are aimed at informing the public about the need to contribute to energy saving processes. It is proved that currently in the EU, 80 % of member states ensure the effective implementation of new state campaigns for information support to promote the economic benefits of energy saving. Awareness-raising campaigns such as EPAH, I Have Influence, Green Ambassadors, EU4Energy's energy awareness campaign in collaboration with EU NEIGHBORS east are noteworthy. This activity and the set of energy labeling measures ENERGY STAR and EPREL can become the basis for the implementation of public education programs at educational institutions during the period of military instability in Ukraine. The paper considers the experience of introducing the public policy tool «Social Rating» in China. The paper analyzes the norms for regulating the life of members of society in order to effectively use the funds allocated by the state to the sphere of the country's social policy. The study used various research methods to understand the existing problems and identify areas of social policy risk management in the context of the implementation of social ratings in China. The study used a systematic approach to a comprehensive study of social ratings as an instrument of China's state policy. The political science analysis made it possible to generalize and interpret the results of the introduction of the social rating. The state program is considered in the part devoted to the fight against fraud and financial fraud in business. The experience of the People's Republic of China regarding the creation of «black lists» of organizations that violate contracts and do not pay taxes is studied. The point system «Social rating» depending on the region of the country is considered. The project of analysis of the socio-political behavior of individuals, companies and other organizations to determine their «social reputation», on the basis of which an encouraging or sanctions policy of regulation is carried out, has been studied. The demographic situation in the People's Republic of China (PRC) has been studied. Scenarios of China's demographic policy are considered. The current risks and problems of the social rating in China are also highlighted, the priority tasks of its reform are shown. adopted in 2021 at the legislative level of the PRC, the innovative program «Social Rating» to manage social risks, such as unemployment, population decline, low incomes, and which has become a tool for comprehensive control over people through the collection and processing of personal data. The main aim of this paper is to demonstrate that clusters can support the sustainable development of rural areas through the creation of shared value. This is done via the close exam-ination of six different cases of rural clusters in Greece, Italy, Germany, Poland, Denmark, and Sweden. Qualitative as well as quantitative data were taken from the clusters, which demonstrated that their main business approaches naturally coincided with the creation of economic, social, and environmental benefits for the local communities in which they operated. The case clusters were created in a top-down manner, aimed at boosting regional R&D activities and making the local economy more competitive and more sustainable. However, private initiative took over and al-lowed these clusters to flourish because meeting the regions’ economic, social, and environmental needs successfully coincided with the target of the clusters’ own development and profitability. The results show that clusters, with their potential for shared value creation, can constitute a powerful engine for the revitalisation and development of rural areas, addressing the significant challenges which they are currently facing.

At all levels of the state government, there appeared a need to ensure spatial management and transform the organizational structure of natural resource management on the basis of the introduction of a modern system of territorial natural entities with the change of relevant functions, mechanisms and powers in the direction of increasing the ecological and economic effect in various spheres of economic activity. Aim of the research: identification of the highest priority, to ensure sustainable management in resource constraints, the composition of threats and risks and their grouping; development of a closed scheme of permanent clarification of the most important, for spatial sustainable development, threats and risks. The methodological basis of the study is the work of domestic and foreign scientists on spatial management of natural resources, sustainable spatial development and economic security, regulations, analytical and statistical materials of ministries and departments, international organizations, other scientific and information materials. The study involves the use of a number of interrelated methods, including methods: analysis and synthesis; system analysis; economic and mathematical; expert assessments; graphic, etc. The scheme of grouping of organizational and economic mechanisms of realization of spatial model of management of sustainable management within a certain state formation is constructed. According to which a universal, for three stages of implementation of the corresponding type of macro- model (initiation, consolidation, incorporation) spatial management of sustainable development, algorithm is developed. The use of the latter involves: continuous grouping and identification of the most significant threats and risks (in a closed cycle of management, organizational and economic, forecasting, analytical and econometric procedures); development of measures to eliminate the consequences of turbulent shifts.

The sustainability transition of rural areas is a must due to rapid climate changes and biodiversity loss. Given the limited resources of rural communities, policy should facilitate a just sustainability transition of the EU rural areas. The analysis of EU development policies, past performance and the envisaged scope of reform, presented in this study point to a serious inconsistency between the declaration and implementation of relevant policies. Namely, the marginal role rural areas perform in common agricultural policy and cohesion policy; a result of the lack of a complex approach to rural development. The analysis was based on the concept of good governance and took a multi-level perspective. It advocates territorial justice as an approach that should be at the core of creating a comprehensive policy for rural areas in the EU, including their diversity and empowering local communities to choose the transition pathway that is most in line with their current situation and development capacity. This analysis fills a gap in research on the evolution of the rural development policy in the EU. This research can inform the reprioritization and intensification of efforts to create equitable policies for EU rural development.

The results demonstrate considerable differences in farm structures between beneficiaries and non-beneficiaries and provide support for the contention that beneficiaries are more likely to operate more productive and economically efficient farms. However, the results also provide a sobering assessment of the role of the young-farmer-related subsidies in stimulating export orientation and export performance.

However, its current cultivation area in Europe is relatively low. This is most likely due to a lack of knowledge about the implementation of miscanthus into farming systems. This study reviews current best practices and suitable land areas for miscanthus cultivation. Biomass production costs and labour requirements were evaluated over the whole 20-year cultivation cycle of four utilisation pathways: combustion, animal bedding, and both conventional and organic biogas production. The assessment was performed for two field sizes (1 and 10 ha), two average annual yield levels (15 and 25 t dry matter ha−1), and both green and brown harvest regimes. The maximum attainable annual gross margins are 1657 € ha−1 for combustion, 13,920 € ha−1 for animal bedding, 2066 € ha−1 for conventional and 2088 € ha−1 for organic biogas production. The combustion pathway has the lowest labour demand (141.5 h ha−1), and animal bedding the highest (317.6 h ha−1) due to additional baling during harvest. Suitable cultivation areas include depleted soils, erosion-prone slopes, heavy clay soils and ecological focus areas such as riparian buffer zones and groundwater protection areas. On such sites, miscanthus would (i) improve soil and water quality, and (ii) enable viable agricultural land utilisation even on scattered patches and strips. Due to its low demands and perennial nature, miscanthus is suitable for sustainable intensification of industrial crop cultivation in a growing bioeconomy, benefiting soil and water quality, while providing large amounts of biomass for several utilisation pathways.

This paper presents a methodology to monitor the contribution of the bioeconomy to jobs and growth within the European Union (EU) and its Member States. Classified as an ‘‘output-based’’ approach, the methodology relies on expert estimations of the biomass content of the bio-based materials produced in the EU and the subsequent calculation of ‘‘sectoral’’ bio-based shares by using Eurostat statistics on the production of manufactured goods (prom). Sectoral shares are applied to indicators of employment, and value added is reported in Eurostat–Structural business statistics. This paper updates the methodology and time series presented in 2018. The bioeconomy of the EU (post-Brexit composition) employed around 17.5 million people and generated €614 billion of value added in 2017. The study evidences structural differences between EU national bioeconomies, which become more pronounced over time, especially in terms of the level of apparent labour productivity of national bioeconomies. Finally, this paper describes cases of transition over the 2008–2017 period.

The study of the impact of investments on the transformation of the world energy market was carried out in terms of market, structural, and organizational parameters in the following areas: – the growing role of renewable sources in the world energy balance; – liberalization of sectoral energy markets; – wide application of information technologies, including the introduction of Smart Grid at various levels. The main disadvantages are the inability to analyze the transformation processes in all sectors of energy at the global level. Such general scientific and special methods as methods of analysis and synthesis, method of comparative analysis, graphic and statistical methods were used in the research. The paper shows that at the present stage the main prerequisite for investment has been the COVD-19 pandemic and pre-crisis expectations. This has led to a sharp decline in global investment in all energy sectors (both in aggregate energy supply and in end-use) and in research and development. In terms of industry, investments in oil and oil products (by all organizational forms of companies) and coal decreased the most. Investment in electricity and electricity networks exceeds investment in mining and processing of fossil fuels. The main factors holding back international investment in renewable energy are: – relatively lower economic and energy return on investment (EROI); – the high cost of connection to power systems; – local component requirements and other protectionist requirements; – discrediting by global oil and gas corporations about the danger of economic downturn and job cuts, etc. In the regional structure, the largest volumes of global investment are in the Asia-Pacific region, North America, and Europe. Insufficient investment in the accelerated transformation of the world energy market on the basis of sustainable development has been stated in all areas. The targeted efforts of both national governments and the international community are needed to ensure the desired transformation of the global energy market.

This article sought to present a process of abrupt transition where technological innovation is concerned. The matter taken up in particular was accelerating digitalisation, in the wider context of digital transformation, and in this case, in reference to spatial planning issues. This article offers an assessment of the level of digitalisation and digital transformation of spatial planning, with this, in turn, making it possible to define the potential at the disposal of rural areas, as they seek to bring in the idea of smart rural development. The empirical analyses present herein are founded upon secondary statistical data as well as our own primary data on the subject of geoportals and their functionality in rural parts of the Łódź region (Poland). The assessments of both planning coverage and geoportal functionality reported herein provide insight regarding the potential for rural areas to implement the concept of GeoDesign, as an integral part of “smart rural development”. The research carried out made it clear that only a fifth of rural gminas in the region are of high potential where GeoDesign is concerned, while every third gmina has only very low potential. A further key conclusion is that rural gminas heading along the path of “smart development” may break out of a spatial order existing thus far on the basis of disparities, and a division of regions into a centre and peripheries. This is of major significance in the context of the diffusion of innovation that digitalisation and digital transformation represent.

State energy saving measures aimed at promoting changes in sustainable habits and procedures can significantly save energy consumption. Information support for promoting the economic benefits of energy saving under the conditions of military conflicts needs more attention. The leading methodological tools were the methods of observation, comparison, as well as historical method. The research reported here showed that the aggression on the part of the Russian Federation required states to urgently improve the system of implementation of national information policies in order to increase the level of energy saving and energy efficiency. The EU's plans to reduce energy consumption "Play your role" and "Save energy" are aimed at informing the public about the need to contribute to energy saving processes. It is proved that currently in the EU, 80 % of member states ensure the effective implementation of new state campaigns for information support to promote the economic benefits of energy saving. Awareness-raising campaigns such as EPAH, I Have Influence, Green Ambassadors, EU4Energy's energy awareness campaign in collaboration with EU NEIGHBORS east are noteworthy. This activity and the set of energy labeling measures ENERGY STAR and EPREL can become the basis for the implementation of public education programs at educational institutions during the period of military instability in Ukraine.
