A água é um bem cada vez mais escasso e no clima mediterrânico característico dos países do Sul da Europa, o fenómeno das alterações climáticas tem acentuado a irregularidade e imprevisibilidade da precipitação. Como tal, respondendo ao desafio da segurança alimentar, é necessário recorrer ao regadio para garantir o sucesso das produções agrícolas. Assim, uma das preocupações crescentes dos regantes é o uso eficiente da água. Atualmente, não existe um sistema de avaliação que permita às entidades gestoras medir a eficiência do uso da água e da energia nos Aproveitamentos Hidroagrícolas (AH), ao contrário do que acontece por exemplo no sector urbano. Neste sentido “nasceu” o projeto de investigação AGIR - Avaliação da Eficiência do Uso da Água e da Energia em Aproveitamentos Hidroagrícolas, coordenado pela FENAREG. No âmbito deste projeto, a tarefa 1 da primeira fase consistiu no levantamento e caracterização preliminar dos AH, incidindo sobre algumas características, como por exemplo, físicas (e.g., áreas, comprimento dos sistemas em canal e em conduta), volumes de água fornecidos para rega e relativas a culturas (e.g. tipo e ocupação) dos AH, apresentando-se os principais resultados obtidos no presente artigo. Agriculture is the largest user of water at both global and national levels, and its total water use can reach up to 70% in southern European countries. Water is an increasingly scarce natural resource, and in the Mediterranean climate, the climate changes have increased the irregularity and unpredictability of precipitation. Thus, Portuguese agriculture depends on the existence of irrigation, being one of the main concerns of the irrigators the efficiency of water use. However, an assessment system does not currently exist, unlike in the urban sector, that allows utilities of State Irrigation Projects (SIP) to assess the water and energy efficiency of their systems. In this context, the AGIR project - Water Use and Energy Efficiencies’ Assessment in State Irrigation Projects was “born”, being coordinated by FENAREG. Within the first task of the first phase of this project, a preliminary survey and characterization of the State Irrigation Projects was carried, focusing on certain characteristics, such as physical (e.g., areas, length of canals and pipe), water volumes and crop (e.g., type and soil occupation) of SIP. Apresentando questões críticas e reflexões sobre as políticas urbanas, pois freqüentemente, a prática não reflete a teoria nem as leis determinantes do processo; causando dicotomias e desigualdades sociais. Ao conceituar sustentabilidade dentro das políticas públicas, percebemos a dificuldade de colocar em prática as determinações legais, sempre esbarrando no interesse político que desvirtua as ações efetivas da política pública. Mas, a gestão democrática é o direito da sociedade, que deve exigir do poder público políticas urbanas sustentáveis e promover assim o bem estar social e o direito a cidade. // This article is to present some reflections on "sustainable development and urban policy", occurred during the seminars Brazilian Public Registry, in the discipline "and the Statute of the City Master Plan" of the undergraduate course in Architecture and Urbanism, Federal University of Santa Catarina (ECV / UFSC). Introducing critical issues and reflections on urban policies, because often the practice does not reflect the theory nor the determinants of the laws, causing social inequalities and dichotomies. By conceptualizing sustainability within public policies, we see the difficulty of putting into practice the legal requirements, always bumping into the political interest which undermines the effective actions of public policy. But the democratic management of society is the right that the government should require sustainable urban policies and thus promote the welfare and right to the city.

Nesta pesquisa, objetivou-se avaliar os efeitos da torrefação nas principais propriedades energéticas da madeira de Eucalyptus grandis. A madeira foi torrificada em três temperaturas (220°C, 250°C e 280°C) e, posteriormente, foi analisada quanto ao rendimento gravimétrico (razão entre a massa seca de madeira e a massa de madeira torrificada), à densidade aparente (razão entre a massa seca e torrificada e o volume seco e torrificado das amostras), ao poder calorífico (superior PCS, inferior PCI e útil - PCU), a densidade energética (razão entre o poder calorífico e a densidade aparente) e o rendimento energético (produto do rendimento gravimétrico pela razão entre o PCS da madeira torrificada e o PCS da madeira natural). Os resultados obtidos indicaram que houve diferenças significativas para todas as propriedades analisadas, com exceção da densidade aparente que não apresentou diferença estatística entre a testemunha e a temperatura de 220°C. A temperatura de 250°C gerou a melhor densidade energética em função do aumento do poder calorífico e da baixa queda na densidade aparente Torrefaction is a thermal treatment that promotes homogenization and improvement of energy properties of biomass. This study aims to evaluate the effects of torrefaction on the main energy properties of Eucalyptus grandis wood. Wood was torrefied at three distinct temperatures (220°C, 250°C and 280°C) and analyzed for gravimetric yield (ratio of dry wood mass to torrefied wood mass), bulk density (ratio of dry torrefied mass to dry torrefied volume), heating value (higher – HHV, lower – LHV and useful – UHV), energy density (ratio of heating value to bulk density) and energy yield (product of gravimetric yield and ratio of HHV of torrefied wood to HHV of feedstock). The obtained results revealed significant differences for all properties being analyzed except for bulk density, which showed no statistical difference between the control and the treatment at 220°C. Temperature 250°C generated the best energy density as a function of the increase in heating value and the slight decrease in bulk density.

The book collect various public policy instruments and public action initiatives on the adaptation of agriculture to increased climate variability and in particular drought in the semi-arid Brazilian Northeast. The book brings together twelve contributions from professors and scholars members of two networks: Rede Franco-Brasileira para o desenvolvimento sustentável do Nordeste (ReFBN) and PP-AL Network (ReFBN) and the Public Policy and Rural Development in Latin America and the Caribbean network (PP-AL - https://www.pp-al.org/en). Ten public action instruments or mechanisms for agricultural adaptation to drought are considered. These actions and public policies, developed from the state or federal levels, are the following: Adapta Araripe, PRONAF and Agroamigo credit for family agriculture, Garantia Safra, Cisternas 2ª Agua of the MDS, local seed programs in Ceara, policies of agroecology, advice to producers, university extension in Pernambuco, state policies of agroecology and organic production (PEAPO) in the states of Sergipe and Bahia. A transversal chapter of characterization of these policies and devices is proposed with regard to the governance of the collective action and the instruments of adaptation of agriculture to the climate change. Esse livro analisa vários instrumentos de política pública e iniciativas de ação pública em matéria de adaptação da agricultura frente ao aumento da variabilidade climática e em particular da seca no Nordeste semiárido brasileiro. Essa coletânea reúne doze contribuições de docentes e pesquisadores membros da Rede Franco-Brasileira para o desenvolvimento sustentável do Nordeste (ReFBN) e da Rede “Políticas públicas e desenvolvimento rural na América Latina” (PP-AL - www.pp-al.org/es) . A água é um bem cada vez mais escasso e no clima mediterrânico característico dos países do Sul da Europa, o fenómeno das alterações climáticas tem acentuado a irregularidade e imprevisibilidade da precipitação. Como tal, respondendo ao desafio da segurança alimentar, é necessário recorrer ao regadio para garantir o sucesso das produções agrícolas. Assim, uma das preocupações crescentes dos regantes é o uso eficiente da água. Atualmente, não existe um sistema de avaliação que permita às entidades gestoras medir a eficiência do uso da água e da energia nos Aproveitamentos Hidroagrícolas (AH), ao contrário do que acontece por exemplo no sector urbano. Neste sentido “nasceu” o projeto de investigação AGIR - Avaliação da Eficiência do Uso da Água e da Energia em Aproveitamentos Hidroagrícolas, coordenado pela FENAREG. No âmbito deste projeto, a tarefa 1 da primeira fase consistiu no levantamento e caracterização preliminar dos AH, incidindo sobre algumas características, como por exemplo, físicas (e.g., áreas, comprimento dos sistemas em canal e em conduta), volumes de água fornecidos para rega e relativas a culturas (e.g. tipo e ocupação) dos AH, apresentando-se os principais resultados obtidos no presente artigo. Agriculture is the largest user of water at both global and national levels, and its total water use can reach up to 70% in southern European countries. Water is an increasingly scarce natural resource, and in the Mediterranean climate, the climate changes have increased the irregularity and unpredictability of precipitation. Thus, Portuguese agriculture depends on the existence of irrigation, being one of the main concerns of the irrigators the efficiency of water use. However, an assessment system does not currently exist, unlike in the urban sector, that allows utilities of State Irrigation Projects (SIP) to assess the water and energy efficiency of their systems. In this context, the AGIR project - Water Use and Energy Efficiencies’ Assessment in State Irrigation Projects was “born”, being coordinated by FENAREG. Within the first task of the first phase of this project, a preliminary survey and characterization of the State Irrigation Projects was carried, focusing on certain characteristics, such as physical (e.g., areas, length of canals and pipe), water volumes and crop (e.g., type and soil occupation) of SIP. Mas, a gestão democrática é o direito da sociedade, que deve exigir do poder público políticas urbanas sustentáveis e promover assim o bem estar social e o direito a cidade. // This article is to present some reflections on "sustainable development and urban policy", occurred during the seminars Brazilian Public Registry, in the discipline "and the Statute of the City Master Plan" of the undergraduate course in Architecture and Urbanism, Federal University of Santa Catarina (ECV / UFSC). Introducing critical issues and reflections on urban policies, because often the practice does not reflect the theory nor the determinants of the laws, causing social inequalities and dichotomies. By conceptualizing sustainability within public policies, we see the difficulty of putting into practice the legal requirements, always bumping into the political interest which undermines the effective actions of public policy. But the democratic management of society is the right that the government should require sustainable urban policies and thus promote the welfare and right to the city.

Nesta pesquisa, objetivou-se avaliar os efeitos da torrefação nas principais propriedades energéticas da madeira de Eucalyptus grandis. A madeira foi torrificada em três temperaturas (220°C, 250°C e 280°C) e, posteriormente, foi analisada quanto ao rendimento gravimétrico (razão entre a massa seca de madeira e a massa de madeira torrificada), à densidade aparente (razão entre a massa seca e torrificada e o volume seco e torrificado das amostras), ao poder calorífico (superior PCS, inferior PCI e útil - PCU), a densidade energética (razão entre o poder calorífico e a densidade aparente) e o rendimento energético (produto do rendimento gravimétrico pela razão entre o PCS da madeira torrificada e o PCS da madeira natural). Os resultados obtidos indicaram que houve diferenças significativas para todas as propriedades analisadas, com exceção da densidade aparente que não apresentou diferença estatística entre a testemunha e a temperatura de 220°C. A temperatura de 250°C gerou a melhor densidade energética em função do aumento do poder calorífico e da baixa queda na densidade aparente Torrefaction is a thermal treatment that promotes homogenization and improvement of energy properties of biomass. This study aims to evaluate the effects of torrefaction on the main energy properties of Eucalyptus grandis wood. Wood was torrefied at three distinct temperatures (220°C, 250°C and 280°C) and analyzed for gravimetric yield (ratio of dry wood mass to torrefied wood mass), bulk density (ratio of dry torrefied mass to dry torrefied volume), heating value (higher – HHV, lower – LHV and useful – UHV), energy density (ratio of heating value to bulk density) and energy yield (product of gravimetric yield and ratio of HHV of torrefied wood to HHV of feedstock). The obtained results revealed significant differences for all properties being analyzed except for bulk density, which showed no statistical difference between the control and the treatment at 220°C. Temperature 250°C generated the best energy density as a function of the increase in heating value and the slight decrease in bulk density.

The book brings together twelve contributions from professors and scholars members of two networks: Rede Franco-Brasileira para o desenvolvimento sustentável do Nordeste (ReFBN) and PP-AL Network (ReFBN) and the Public Policy and Rural Development in Latin America and the Caribbean network (PP-AL - https://www.pp-al.org/en). Ten public action instruments or mechanisms for agricultural adaptation to drought are considered. These actions and public policies, developed from the state or federal levels, are the following: Adapta Araripe, PRONAF and Agroamigo credit for family agriculture, Garantia Safra, Cisternas 2ª Agua of the MDS, local seed programs in Ceara, policies of agroecology, advice to producers, university extension in Pernambuco, state policies of agroecology and organic production (PEAPO) in the states of Sergipe and Bahia. A transversal chapter of characterization of these policies and devices is proposed with regard to the governance of the collective action and the instruments of adaptation of agriculture to the climate change. Esse livro analisa vários instrumentos de política pública e iniciativas de ação pública em matéria de adaptação da agricultura frente ao aumento da variabilidade climática e em particular da seca no Nordeste semiárido brasileiro. Essa coletânea reúne doze contribuições de docentes e pesquisadores membros da Rede Franco-Brasileira para o desenvolvimento sustentável do Nordeste (ReFBN) e da Rede “Políticas públicas e desenvolvimento rural na América Latina” (PP-AL - www.pp-al.org/es) . Dez instrumentos ou dispositivos de ação pública de adaptação da agricultura as secas são consideradas, alguns deles são tratados dentro de vários capítulos. Essas ações e políticas públicas, desenvolvidas a partir dos níveis estaduais ou federal são as seguintes: Adapta Araripe, Crédito PRONAF e Agroamigo para agricultura familiar, Garantia Safra, Cisternas 2ª Agua do MDS, Programas de sementes locais no Ceara, Política de ATER Agroecológica, Extensão Universitária em Pernambuco, Política Estadual de Agroecologia e Produção Orgânica (PEAPO) no estado de Sergipe, etc. Um capitulo transversal propõe uma caracterização dessas políticas e dos arranjos em matéria de governança da ação coletiva e dos instrumentos públicos de adaptação.
